FIREWORKS WITHIN ADEL CITY LIMITS

In 2017, the Code of Iowa was amended to allow for the sale and use of consumer fireworks and novelties. However, cities may ban the use of these types of fireworks within city limits by city code. Adel is one of the communities with city ordinances that prohibit the use of consumer fireworks and novelties. In certain cases, the Adel City Council may grant a permit for the use or explosion of display fireworks. Display fireworks are differentiated from consumer fireworks and novelties under Iowa law. An organization interested in a display permit must provide evidence that the display fireworks will be handled by a competent operator and obtain insurance as required by the City Code. Regarding the sale of consumer fireworks or novelties, licensed sellers with the State may sell these types of fireworks within Adel’s city limits. If sellers are operating out of anything other than a permanent building, they must obtain a transient merchant permit at Adel City Hall.

FLYING THE STARS AND STRIPES When I was an elementary school child, Sister Joy taught our music class to sing many patriotic songs. “America The Beautiful.” “My Country ‘Tis of Thee.” “The Star Spangled Banner.” The list goes on. We not only learned the words, but we were taught the meanings. Most importantly, we were taught to respect those meanings, those words and the American flag. Admittedly, that was a different time. It was 1976, and most every American was celebrating our country’s bi-centennial by paying tribute to the historical events that led up to the creation of the United States of America. Even so, what we learned about our nation — and the need to respect it — stuck with me. I get goosebumps each time I hear the words “our flag was still there” in our national anthem. I don’t know why. I just do. Our country is not perfect. Our ancestors made mistakes. We will, too. But there is nowhere else I would rather live. I fly the American flag in front of

my home. Not because I belong to a certain political party (I don’t) or served in the military (I didn’t) or want to push a personal agenda (I won’t). It is because I am thankful for my rights. I appreciate that I have freedom of speech, and freedom of the press, and the right to peaceably assemble, and to be able to petition our government. I cherish that I can openly practice my religion, and that others can, too. I value that I have the right to keep and bear arms, even though I choose not to. I revere the right to be secure against unreasonable searches and seizures. I hope that I don’t ever have to justify these rights or the many others I am afforded as a United States citizen, but I rest peacefully knowing that I can. As a continual reminder of these rights, and many others, I will continue to fly the stars and stripes, and I look forward to my next round of goosebumps. Kimberly Kay (Enlow) Bowers, 52, died Saturday, June 5, 2021. She grew up in Dallas Center and graduated from Dallas CenterGrimes Community High School in 1986. Before marrying her husband Dell in the summer of 2019 and moving to Arizona, Kim devoted 18 years of service to the Adel Desoto Minburn School District. She spoke highly of her time at the Adel United Methodist Church and enjoyed serving her last few years in Iowa as their wedding coordinator. A celebration of life will be held from 11 a.m. to 1 p.m. on Saturday, June 26, at Mound Park in Dallas Center. EDUCATION GRIEF GROUP TO MEET

Journey Through Grief, a sixsession educational grief group, will meet the third Thursday of the month July through December, 10-11:30 a.m., at the Adel Public Library, 303 S. 10th St., Adel. TWO OPENINGS ON LIBRARY BOARD

Residents are urged to consider serving on a City board or commission. Serving on a City board or commission is a great way to become involved in shaping the direction of the community. Those who have ever wanted to become a part of the decision-making process are asked to visit the City’s website to complete an application: https://adeliowa.org/ permits-and-forms/serve-on-a-cityboard-or-commision/ or contact the City Clerk at 515-993-4525 to request a copy of the application. The Library Board currently has two vacancies that need to be filled. The Library Board meets on the first

Tuesday of the month in the board room of the Adel Public Library. Agendas for these meetings are posted at the library. One vacant seat is a rural, non-resident term (i.e., must be an eligible elector for Dallas County elections and a resident of the County who is not a resident of any city) that ends July 1, 2026. The other is a resident term (i.e., must be an eligible elector and resident of the City of Adel) that ends July 1, 2022. The mayor appoints members with council approval. Gender balance requires the appointment of one man

and one woman or two men. After a three-month good faith effort to correct a gender imbalance, all qualified applicants may be considered. Applicants are asked to commit to attend approximately 80% of meetings annually. City officials anticipate appointing applicants to these positions at the July 13 Adel City Council meeting. While applicants’ attendance is not required, they are encouraged to participate in case the Mayor or Council have any additional questions. See Chapter 22 of the City of Adel Code of Ordinances or contact the Library Director for further details.
