April 24, 2014 A meeting of the Pocono Area Recreation Commission was held at 7:00 PM on April 24, 2014 at the Paradise Township Municipal Building, Paradise Township, PA. Call to Order Roll Call Charlene Barry – Barrett Township Mike Oser – Mt. Pocono Borough Kelly DiPaolo – Paradise Township Reda Briglia – Paradise Township Karl Davis – Mt. Pocono Borough Rob Romagnola – Paradise Township ORDER of Business Chairperson Charlene suspended the agenda for the following reason: Brick Linder reviewed a draft of the sketch plans with the Commission and members of the audience. Discussion followed: • Discussion of possible field layouts • Field must stay as is • pedestrian walks • wetland buffers • rain gardens are required • with traffic to the parking lots something must be done with the rain gardens • rain gardens and the quality of the run-off is required by the NPDES • how much parking is required and needed • engineers determine the amount of parking required • past testing found good soils needed for the direction of storm water management • there should be soils testing and soils mapping in Dean Woodling’s file • pavilion will require bathrooms

• What does Brick think is the best layout • One of the design will provide less impervious area for less storm water management • How does PARC mitigate the rain gardens ; how to get rid of them? • What are the Little League ideas • Contact Mike Tripis for requirements of building permits for any design requirements MOTION: Commissioner Mike moved to permit Brick Linder adapt the plans with the discussions from the Commission and members of the audience and have the plans revised within two weeks. Commissioner Rob seconded. Chairperson Charlene called for a vote. Motion carried. Commission Chairperson Charlene advised the rest of the meeting will follow the agenda. MOTION: Commissioner Kelly moved to approve the March 27, 2014 PARC minutes with the corrections noted. Commissioner Karl seconded. Chairperson Charlene called for a vote. Motion carried. MOTION: Commissioner Mike moved to pay the PPL invoice of $18.20 from February 4, 2014 to March 5, 2014 and the Gotta-Go- Potties invoice for $85.00. Commissioner Rob seconded. Chairperson Charlene called for a vote. Motion carried. MOTION: Commissioner Mike moved to approve the March 27, 2014 PARC treasurer’s report as presented. Commissioner Rob seconded. Chairperson Charlene called for a vote. Motion carried. Order of Business: • Skywood Park ice skating liner is still wet • Paradise Township personnel will remove the liner at the appropriate time • There is a large number of dead trees in Skywood that presents a safety issue • Patty O’Keefe will follow-up with Barrett Township Board of Supervisors to determine if Barrett Township will assist in taking down the trees • Progress on the Dog Park was discussed regarding the fence; how it looks and what the park will look like • Porta Potties are in place at Skywood • Commissioner Kelly has been updating the website PARC meeting minutes April 24, 2014

• The signs at Seven Pines and Skywood Park are deteriorating • Commissioner Reda will check with Bobette Stiff regarding the signs MOTION: Commissioner Mike moved to approve the cap on the new sections of fence at Seven Pines Park with Little League installing the fence cap for a price not to exceed $500.00. Commissioner Karl seconded. Discussion – a 250’ roll of fence cap should be enough. Chairperson Charlene called for a vote. Motion carried. Order of Business: Little League updates: • Scoreboard are in discussion for grants • A grant was submitted to Honda for 2 scoreboards; solar powered, remote controlled, $6362.53 grant request • The grant does not include installation or the steel frame • Little League will work with BCO regarding the requirements for installation • Little League will apply for the permit if PARC pays for the permit • Little League will talk with Mike Trippis and Deb Brady from Paradise Township as to what is needed for installation • Sean is responsible for the for the ESSA grant for the back 2 dugouts • Deb Brady (Paradise Township) feels no problem with the batting cages for zoning but must clear with Mike Tripis for any BP requirements • The caps on the fence posts on the back stops have no holes for screws • Paradise Township did a great job on the fields. Order of Business: Paradise Township Road Master Bob Safin advised Commissioner Reda there is a grub problem at Seven Pines. That problem must be taken care of ASAP as they will cause a great deal of problems. Chairperson Charlene advised that Rob Uggachonni (sp??) from Destination Landscaping did the last grub spraying. Chairperson Charlene will contact and advise to a fee. Seven Pines needs 2 porta potties and placed at the correct area.

MOTION: Commissioner Reda moved to approve the placement of 2 porta potties at Seven Pines. Commissioner Karl seconded. Discussion centered on the use of a handicapped facility for a fee of $65.00 with one potty at the tree line and the other at the parking lot. Commissioner Kelly will make the call for the porta potties. Chairperson Charlene called for a vote. Motion carried Order of Business Discussion initiated on the signs at the ball fields and who is the recipient of those advertising funds. Future discussion is scheduled for next meeting. Adjournment: MOTION: Commissioner Kelly moved to adjourn. Commissioner Paul seconded. Chairperson Charlene called for a vote. Motion carried. Meeting adjourned at 8:30 PM.
