ABOUT MCIA Mission Statement Minnesota Crop Improvement Association is an organization dedicated to improving the productivity, profitability and competitive position of producers, processors and distributors of agricultural products by providing services to enable them to provide high-quality products to Minnesota, the United States and the World. Background Minnesota Crop Improvement Association (MCIA) provides a diverse offering of certification and quality assurance services to a wide array of agricultural and food product producers and handlers. Products certified by MCIA include field crops and turf seed, sod, native plant seeds, noxious weed seed free forage and mulch, identity-preserved grains for specialty grain markets as well as numerous organic crops, livestock and food products. MCIA also provides customized quality assurance services such as field inspections, seed and grain facility evaluations, as well as other third party audit and on-site evaluations. MCIA produces and distributes Foundation seed of publicly developed crop varieties and serves as the marketing agent for licensing varieties developed at the University of Minnesota. MCIA is a 501(c)(5) not-for-profit association funded by the fees it charges for the services it provides. MCIA operates from its offices on the St. Paul Campus of the University of Minnesota. MCIA serves its over 500 members with 13 full-time employees including three field supervisors located at various locations throughout the state. In addition, MCIA utilizes nearly 40 part-time employees to assist with field inspections and other seasonal work. MCIA is governed by an 11 member Board of Directors elected from its membership. History MCIA has served the agricultural industry in the Upper Midwest for over 100 years. MCIA was founded in 1903 to promote the breeding, growing and distribution of improved field crop varieties developed at the University of Minnesota to crop producers throughout the state. A Directory of members was first published in 1906 and the publication of a list of those with inspected and approved seed began in 1912. In 1955, the Minnesota Seed Law was amended to officially recognize MCIA as the official seed certifying agency of Minnesota. Over the years, MCIA has expanded its programs and related services to meet the needs of its members and the demands of a changing agricultural and food industry. It was formally designated as the official certification agency in Minnesota for noxious weed seed free forage and mulch in 1997 and was accredited as an organic certifier under the National Organic Program in 2002. As an independent third-party, MCIA strives to provide superior programs and services to meet the needs of today’s changing agricultural world.

FOUNDATION SEED What is Foundation Seed? Foundation seed is the initial generation of seed in the seed certification program. Foundation seed of crop varieties is planted by seed growers to produce Registered and Certified class seed. How is Foundation Seed Produced? The MCIA Foundation Seed Program operates under an agreement with the University of Minnesota Agricultural Experiment Station to increase, maintain, and distribute Foundation seed of new and established publicly developed varieties. MCIA cooperates closely with the University of Minnesota plant breeding programs in soybeans, wheat, barley, oats and grasses. MCIA also cooperates with similar organizations in neighboring states to supply varieties developed by other public plant breeding programs. Who is Eligible to Purchase Foundation Seed? Foundation seed is available to MCIA members who have previous history producing seed in the certification program. Eligible producers are notified of varieties available and procedures for ordering seed. What Should I Look for? A Foundation Seed certification label must be attached to each container. For seed sold in bulk, a Bulk Sales Certificate must accompany each load of seed.

VARIETY LICENSING What is Variety Licensing? Minnesota Crop Improvement Association (MCIA) is the licensing agent for agronomic crops developed at the University of Minnesota. Plant breeders at the University continue to develop new varieties of soybeans, wheat, barley, oats and grasses. MCIA serves as the primary point of contact for producers and processors interested in new Minnesota varieties. Why are Some Varieties Licensed? Crop varieties that are suitable for large scale commercial production are released as public varieties through the traditional foundation seed distribution program. However, many recent releases are food grade or special use varieties that require unique production and handling capabilities or access to specialty markets. Who is Eligible to License Varieties? Producers or companies that can demonstrate their capability to successfully produce and commercialize products of the type to be licensed will be considered as licensing partners to the University. How are Varieties Licensed? MCIA provides a Material Transfer Agreement (MTA) which allows an individual or company to evaluate the agronomic traits and to assess the potential for commercialization. Parties interested in licensing can submit a proposal for licensing to MCIA. Proposals are reviewed based on criteria established to identify licensing partners most appropriate for the variety being released.

PLANT VARIETY PROTECTION The developer of a new distinct variety may obtain protection for that variety if they choose to do so, provided the variety meets the requirements of the Plant Variety Protection Act (PVPA). A certificate is provided to the developer of a variety which grants exclusive rights for reproducing and marketing the seed. The PVPA is administered by the United States Department of Agriculture. Many of the varieties listed in this publication have either a Certificate of Plant Variety Protection (PVP) issued to them or an application has been made for Plant Variety Protection. PVP - Title V specifies seed be sold by variety name only as a class of certified seed. If a variety is not protected with the Title V option, the owner of the variety still has the exclusive right to determine who can produce and market the variety as a seed product. A majority of the varieties are now protected under the 1994 amendment of the Plant Variety Protection Act. For PVP 94 protected varieties, you may save seed for your own planting only; you may not sell it to a neighbor without specific permission of the applicant for protection. Varieties listed on the following page were commonly grown in Minnesota in the last few years. Additions or deletions may occur at any time. It is the responsibility of the buyer and seller to confirm the PVP status of a crop variety before buying or selling a specific variety. It is illegal for anyone to purchase “grain” of a protected variety and utilize it for planting purposes. This is not an all inclusive list. There are many varieties not listed that are protected by PVP. Call MCIA if you are unsure of a variety’s PVP status or check the status on the internet at www.ars-grin.gov/cgi-bin/npgs/html/pvplist.pl. CERTIFIED SEED What is Seed Certification? Seed certification is an internationally recognized system to preserve the genetic identity and purity of crop varieties. How is Seed Certified? Seed certification requires planting eligible seedstocks, field inspection of the growing crop, proper conditioning, representative sampling, thorough laboratory analysis, and proper labeling. Who Produces Certified Seed? Certified seed is produced by careful, conscientious growers, according to seed certification standards. Seed certification standards and procedures are available from MCIA. Why buy Certified Seed? Seed certification procedures provide the best possible third party assurance of good quality seed of known identity and purity. What Should I Look for? For certification to be valid, buyers must be provided proof of certification. Seed containers must bear an official certification label. Conlon - Two-rowed spring barley developed for western North Dakota. Early maturity, high test weight, leaf disease resistance. Resistant to net blotch and powdery mildew. Moderately susceptible to spot blotch and Fusarium head blight. Susceptible to loose smut, leaf rust, septoria, scald, barley yellow dwarf virus, and QCCJ pathotype of wheat stem rust. QUALITY ASSURED SEED What is Quality Assured Seed? Quality Assured (QA) seed has met standards designed to preserve the purity and identity of a crop variety. Standards, similar to seed certification, enable a company to produce and market seed according to sound quality management practices. How is Seed Quality Assured? The quality assurance process includes field inspections, laboratory testing, audits of production records, and on-site evaluations of conditioning and treatment facilities. Seed meeting all requirements is eligible to be labeled with the AOSCA QA logo. Who Produces Quality Assured Seed? Seed producers of all crop types may utilize a QA program to access a complete service for seed sold as varieties, hybrids, brands or blends. QA programs can be customized to support an existing quality management system or as part of an AOSCA program. Why buy Quality Assured Seed? Quality Assured seed provides assurance to seed buyers that the seed is of known purity and quality as verified by an unbiased third-party. What Should I Look for? Seed meeting QA standards may bear a Quality Assurance label or be marked with a QA logo. Buyers of bulk quality assured seed may be provided with a QA Bulk Sales Certificate.

APPROVED FACILITY PROGRAM What is the Approved Facility Program? MCIA’s Approved Facility Program provides an evaluation and approval process for facilities processing and selling seed and identity-preserved (IP) grain products. Facilities processing and/or handling products sold under the seed certification, QA seed and IP grain programs must be inspected and approved by MCIA. How is a Facility Approved? To be approved, facilities must meet requirements appropriate for the seed or grain to be processed. Approval is granted on an annual basis for conditioning and handling specific seed types or for processing grain products for specified end uses. Why Utilize an Approved Facility? Approved facilities are inspected on a regular basis to determine on-going conformance to requirements necessary to preserve the product identity and quality and adequately process products. What Should I Look For? Approved facilities are issued Certificates of Approval annually which are to be prominently posted in their place of business. MCIA also provides Approved Facility signs.

Native Seed CERTIFICATION What is Native Seed Certification? Native plants are often used for re-vegetation of roadsides, construction sites, wildlife plantings and other projects. MCIA’s Native Seed Certification Program verifies that the genetic identity of native grasses and forbs (wildflowers) has been maintained through all phases of seed production. How is Native Seed Certified? The certification process consists of several steps which include seed source verification, inspection of seed production sites and seed testing. MCIA issues seed labels or certificates to producers whose production has met all certification standards. Who Produces Native Certified Seed? Native seed is produced by careful, conscientious growers according to certification standards designed to preserve the genetic identity of native plant species. MCIA surveys producers in the fall and spring to determine availability. The survey results are posted on the MCIA website at www.mncia.org. Why Buy Certified Native Seed? Certified native seed provides seed buyers with third party assurance that the genetic identity or source of native grasses and forbs is accurately described on the label. What Should I Look For? Three different germplasm types are possible based on the amount of intentional selection that has taken place. They are: Source Identified, marked with a yellow certification tag. Selected marked with a green certification tag. Tested, marked with a blue certification tag. Noxious weed seed free forage and mulch What is Noxious Weed Seed Free Forage and Mulch? This certification program for forage (hay, cubes and pellets) and mulch is designed to limit the spread of noxious weeds. MCIA is designated under Minnesota Law as the official Noxious Weed Seed Free Forage and Mulch Certification Agency in Minnesota. The MCIA program conforms to standards developed by the North American Weed Management Association (NAWMA) which allow properly labeled forage and mulch certified by MCIA to be shipped into restricted areas of the United States and Canada. How is Noxious Weed Seed Free Forage and Mulch Certified? Certification requires fields and storage locations to be inspected by MCIA prior to harvest. Labels with unique serial numbers are issued for forage and mulch production meeting certification standards. Who Produces Certified Noxious Weed Seed Free Forage and Mulch? It is produced by conscientious growers who are able to produce forage and mulch that meets program standards. MCIA surveys producers in the fall and spring to determine availability. The survey results are posted on the MCIA website at www.mncia.org. Why Buy Certified Noxious Weed Seed Free Forage and Mulch? Buyers are provided assurance that forage and mulch certified through this program is free of noxious weed seeds or other propagating parts. In Minnesota, certified mulch is often required for highway roadside plantings and other re-vegetation projects. quality ASSUREd sod What is Quality Assured Sod? The Sod Quality Assurance Program establishes high quality standards for the production and on-going improvement of sod types suitable for installing in challenging environments. The program is a collaborative effort of the Minnesota Turf Association, the University of Minnesota, the Minnesota Department of Transportation (Mn/DOT) and the Minnesota Crop Improvement Association (MCIA). How is Sod Quality Assured? To be Quality Assured, sod must meet specific standards including utilizing approved seed mixes, meeting field requirements and maintaining required documentation. The program provides third party assurance to end users to ensure that sod meets specifications and was produced according to rigorous production standards. Who Produces Quality Assured Sod? Quality Assured sod is produced by careful, conscientious sod producers who utilize approved seed mixtures and required sod production practices to meet program standards. Why Utilize Quality Assured Sod? The first sod type available is salt tolerant sod suitable for use along streets, parking areas and roadsides where saline soil conditions frequently occur. This sod type has been approved by Mn/DOT and will be required where Mn/DOT projects specify salt or shade tolerant sod. It is anticipated that sod products developed through this program will continually evolve and improve as better suited turf seed varieties become available and are utilized to produce sod. What Should I Look for? A Sod Quality Assurance Certificate must accompany each sod delivery as proof of conformance to program standards.

Organic Certification Services Where Does MCIA get its Authority? MCIA is an Accredited Certifying Agent (ACA) authorized by the USDA National Organic Program (NOP). MCIA is authorized to provide organic certification services to crop, wild crop and livestock producers; handlers and processors. What is Organic Certification? Certification is the process whereby a producer or handler is approved by an ACA as being in compliance with the NOP regulations and is then authorized to sell, label, or represent products as being “Certified Organic”. Who Uses MCIA Organic Certification Services? Operations certified by MCIA include food processors, distributors, retailers, agricultural handling facilities, wild crop collectors, livestock producers and field crop, vegetable and fruit producers. Why Use MCIA as your Organic Certifier? MCIA provides its clients with a user-friendly, efficient, cost-effective certification process. MCIA’s service-oriented staff is available to provide prompt, professional assistance to help organic producers and handlers understand organic program requirements and guide them through the organic certification process. How Do You Complete Organic Certification? The Certification process requires an application, inspection and review to determine if a producer or handler is in compliance with the NOP regulations. Upon completion of the process the operation is then authorized to sell, label, or represent products as being “Certified Organic”. All operations must apply and be inspected annually.

Organic seed use
There are often questions regarding the requirement for the use of organic seed and other planting stocks in organic production systems. NOP §205.204 states that an organic “producer must use organically grown seeds, annual seedlings, and planting stock, Except, That, (1) Nonorganically produced, untreated seeds and planting stock may be used to produce an organic crop when an equivalent organically produced variety is not commercially available,” and “(4) Nonorganically produced planting stock to be used to produce a perennial crop may be sold, labeled, or represented as organically produced only after the planting stock has been maintained under a system of organic management for a period of no less than 1 year.” Most certifiers require organic producers to conduct thorough and diligent searches for organic seed before authorizing the use of non-organic seed. Consult the list of producers in this directory to locate seed and to identify seed conditioners that have been certified to process organic seed. However, not all sources of organic seed are listed and it must be understood that seed availability changes throughout the season. Call MCIA if you need assistance in locating organic seed. It is important to remember that producing high quality seed (whether conventional or organic) requires planning, use of effective production practices and proper handling and conditioning methods. MCIA provides certification, quality assurance and other services for seed producers and conditioners and can provide assistance to those interested in getting started in organic seed production. Those wishing to offer organic seed for sale must understand and meet Federal and State seed law labeling and other requirements pertaining to seed in addition to the organic requirements.
