mazing New Library.” That’s how longtime columnist Celestine Sibley described architect Marcel Breuer’s design for Atlanta’s Central Library in 1971. When it opened nine years later, the facility didn’t disappoint. Much of the building’s original programming was innovative in 1980 and would still be considered innovative today — an art exhibition space, a café, a gift shop, an auditorium, an oral history center, a music listening room, and a drive-through book pick-up and drop-off. In addition to reading books and using computers, patrons could check out power tools and garden tools, play a game of chess, or take a yoga class. Older Atlantans still lament the loss of the old Carnegie Library constructed on the same site in 1902. The Beaux-Arts beauty eventually became known as “Atlanta’s stepchild” and “a ghetto for books” that lacked modern conveniences and technology. History has a way of repeating itself. Officials are weighing the Central Library’s future. But they should be looking at how to make a great place even better. In 2005, the Atlanta Fulton-Public Library System launched a process to determine the need for new branch locations, renovations, and expansions. Initial recommendations presented

to the Fulton County Commission in August 2006 called for the “complete reprogramming and renovation of the Central Library.” Thirtyseven public meetings were held. In March 2008 the commission approved the final recommendations, including approximately $34 million for the renovation of the Central Library. However, starting in May 2008, then-Commissioner Robb Pitts floated another idea: “a grand, magnificent central library that would be a signature piece” to the tune of 300,000 square feet and $200 million. By July 2008, Pitts was able to get the library board to amend the master plan and the county commission to adopt the vision. The original plan to issue $225 million in bonds was amended to $275 million with the extra public funding only available upon successfully fundraising at least $50 million in private donations. Voters approved the library referendum in November 2008, and $167 million in bonds were issued in 2010 to fund the plan’s first phase — the construction of eight new branches and the expansion of two existing branches. Admitting he’d been “very optimistic” about fundraising, in April 2012 Pitts convinced his fellow commissioners to pass a resolution allocating $27 million in Beltline TAD funds to a new central library. Previously, that money was available for any library in the system. So here we are in 2016. The plan’s first

phase projects are nearing completion. It’s almost time to issue bonds for the second phase — the renovation of 23 branch locations and the construction of a new central library. But we still don’t know what a new central library should be, where it should be, or how much it might cost. And not a single private dollar has been publicly committed. The library board is now concerned the $27 million dollars earmarked for the second phase branch renovations is not enough so they’d like to divert much of the $84 million in bond money earmarked for the new central library — $50 million of which isn’t available until donors start writing checks. The new central library at a new location would be a much smaller building — possibly one-fifth the size but with five times as much parking — but would allow Fulton commissioners to say they respected the wishes of voters by providing a new central library per the master plan approved in 2008. Meanwhile, the fate of the existing Central Library is undetermined and its patrons suffer. The roof leaks and its public elevators are out of service, not because of a design flaw but because routine maintenance and replacement have been deferred. In spite of these obstacles, the Central Library routinely has the most visitors and hosts the most meetings and programs. Beyond books, it provides facilities for people needing language and literacy services, adult education, accessible services, or social services. The ground floor will soon be home to a tech center where teens can learn to code, make videos, and use 3-D printers. Pitts was right all those years ago. We do need a “grand, magnificent central library.” But we already have it. The reprogramming and renovation of the Central Library is long overdue. The master plan was amended to reflect the will of one politician who wants to relegate that library to the past. It needs to be restored so it reflects the will of the people for a renewed library that’s prepared for the future. Days before the Central Library’s grand opening in May 1980, an article in the Atlanta Constitution cautioned, “a new structure won’t solve the library’s alarmingly inadequate operations and acquisitions budgets, understaffing problems, political turmoil and much-criticized leadership.” The same can be said today. A

n anarchist collective says it was ordered by the city to cover up a multicolored and radically expressive house in Edgewood with a fresh coat of paint, wiping out occasionally controversial political artwork that has been visible on the Mayson Avenue building for half a decade. Known as the Teardown House, the building is the base of the Teardown Community, a group that runs Atlanta’s Food Not Bombs program and operates a “free store” off the porch offering food and clothes to people in need. Last year it held a neighborhood cook-out, advertised with a flier that welcomed residents but said “no cops.” Marlon Kautz, who co-owns and has lived in the house for six years, says an Atlanta Police Department code inspector told him on March 9 to remove the expressive paintings and “political art” covering the house. But he argues the designs covering the house’s exterior are not graffiti. After refusing to remove the artwork on the home, he says, they received a citation on March 14 via certified mail for “peeling paint” and graffiti. If the problems weren’t fixed, he says the citation warned, they could face an up to $1,000 fine or up to 60 days in jail for each violation. Kautz says the house has not caused a problem in the past. But he says the neighborhood’s transition from predominantly black and workingclass to more affluent, what he calls an “unjust”

change, plus some Teardown members’ participation in Copwatch of East Atlanta, which monitors and raises awareness about police activity, have contributed to the pressure that Teardown is now facing about the home’s exterior. APD Spokesperson Elizabeth Espy says code enforcement has received “several anonymous complaints” about the house for “several years,” pointing to four other cases dating back to 2012. “The [APD] investigates incidents based on the merits of the case, not because of the person or owner’s political leanings,” Espy said in an email. Gerry Weber, an Atlanta constitutional lawyer, represented Kautz in a different case against the city involving APD officers seizing Kautz’s camera when he was filming a 2010 arrest in Little Five Points. The case was ultimately settled. Weber says Kautz has not contacted his office about the recent citations, but “if indeed the police are targeting the home for code violation based on the group’s advocacy about police practices, it would present a First Amendment issue.” To prove discrimination, Weber says, there would have to be evidence that other homes with peeling paint did not receive the same citations. Kautz says he received strong support from community members and offers to help repaint Teardown, which they repainted over the weekend. Artists have also contributed new political artwork, he says. Beltline sues Piedmont Heights homeowners in dispute over property lines

atrick Fitzmaurice bought his house on Flagler Avenue in 2012 in part because he knew one day the Atlanta Beltline trail would run behind his property. He says he and other residents along the northeast Atlanta street are fans of the project. But Fitzmaurice is confused why he and more than 30 of his neighbors are now being sued by Atlanta Beltline Inc., the nonprofit tasked with planning and developing the 22-mile greenspace, trails, and transit project. “I am tremendously taken aback,” he says. On March 31, ABI filed a lawsuit in Fulton County Superior Court asking a judge to rule that it is the rightful owner of land near Ansley Mall envisioned as an extension of the Eastside Trail. Plus damages. But homeowners who abut the property argue the Beltline has no claim to the land in dispute — land they or past owners have made part of their yards with sheds, lighting, gardens, and playgrounds. In the lawsuit — ABI has declined to comment citing active litigation — Beltline officials claim the property owners have “refused to vacate the land” in question and “cease and desist trespasses and encroachments upon it.” Officials say they need the judge to confirm the title to the land “prior to investing significant amounts of money and effort in connection with completing” the project. They’re asking a judge to confirm the

Beltline’s claim to the land and order the property owners to move their fences and yard decorations. ABI has quarreled with Eastside Trail landowners before over property lines. But what sounds like a fight over lines in the dirt could boil down to complex laws regulating railroad abandonment and legal processes that might not have been settled more than 10 years ago when developer Wayne Mason purchased the segment from Norfolk Southern for approximately $22 million. In 2007, ABI paid Mason $66 million to acquire the unused railroad corridor stretching between Ansley Park and DeKalb Avenue, a long strip of land that now includes the Eastside Trail. Unlike the popular and paved path, the portion in question is wooded. The corridor, which shoots straight north past Piedmont Park and between Ansley Park Golf Course and Ansley Mall has been cleared but remains a relatively rustic intown hike. The backyards of singlefamily homes along Flagler Avenue abut the corridor north of the Montgomery Ferry Drive Bridge. Over the decades, while the rail corridor sat unused and densely wooded, some of the homeowners at the time expanded their yards and made improvements. In late July 2015, Beltline officials surprised homeowners with certified letters saying they were encroaching on the Beltline’s land — the area is planned for a future transit line and stop — and to move along by Oct. 1. Beltline officials say in the lawsuit the Flagler owners refused to

comply with the request and claimed they owned the land, which ranges from a few feet to more than 40 feet in the backyards. Until now, the dispute has largely played out in legal letters and filings and conversations with landowners, including a Jan. 11 sit-down with Atlanta City Councilman Alex Wan and lawyers representing Georgia Power, which maintains power lines along the corridor. Little did Flagler residents know that a few days prior, ABI attempted to fire what appears to have been the first and decisive legal shot in the battle. In a filing with the Federal Surface Transportation Board, a largely overlooked yet powerful government agency that is a clearinghouse when a rail company bids farewell to a set of tracks, Beltline officials asked the board to declare that Mason did not need to receive the STB’s approval when it bought the corridor — and neither did ABI — and STB would not have to approve future land deals involving the segment. “[The filing] was not disclosed to us at any time, not before, during, or after that meeting. And I would imagine if we had not stumbled upon it we would not know about it,” says Kyle Williams, the land-use attorney with the Decatur law firm Williams Teusink, who’s representing the homeowners. On Jan. 26, the 26 households along Flagler Avenue objected and asked the board to deny the Beltline’s request, for discovery, and an oral hearing. Residents disagree with the claim that they don’t have an ownership stake in the disputed land and argue that a key step in abandonment process was not followed. Additional STB filings followed, including one by Norfolk Southern agreeing with ABI. As recently as late March, some homeowners walked the trail with Beltline officials and left thinking they were working toward finding a mutually beneficial solution. Then came the lawsuit. As CL went to press, Williams had yet to be served a copy of the suit. “We have seen nothing that they have put out either in their meetings with us or their pleadings that tells us we’re wrong on this issue,” Williams says, who stresses that the residents are defending their property rights, not attempting to derail the Beltline’s progress. “That said, we have consistently, since our very first response to their demands in August of last year, said, ‘Let’s sit down and talk about this.’ They have simply dismissed us and denied our ownership of the dirt.” ABI has declined to comment in any way on the dispute and its legal approach. Jackson, who had been on the force since 2002, had faced complaints in the past. Internal investigators found some complaints against him substantiated as far back as 2004. At least twice, investigators or superiors recommended he get a psychological evaluation. he Atlanta City Council public safety committee on March 29 unanimously approved the city settle a $2 million civil lawsuit brought by a man who accused an Atlanta Police Department officer of unjustified use of force in a 2013 shooting. In the early evening of April 4, 2013, thenOfficer Kylema Jackson approached a car in a southeast Atlanta parking lot. The vehicle driven by Will King, then 21, had an expired tag, no insurance, and matched the description of a vehicle suspected of being used in some area robberies, according to APD’s initial incident report. King’s attorneys said the car had an improper dealer tag, but argued that their client and the passengers did nothing to convey an immediate threat of violence or had committed felonies. Jackson ordered King to turn off the car and open the door, according to the APD report. It says he approached the car, weapon drawn, telling the occupants to raise their hands. King’s attorneys’ documents say the occupants raised their hands. A video shows Jackson striking the closed car window. When King began to drive off, Jackson banged on the window with his gun. Jackson’s gun fired. City attorneys argued the gun accidentally discharged. In a document filed March 30, 2015, Jackson denied using deadly force. He said the trigger had not been pulled.

The bullet burst through both King’s jaw and his tongue, according to court documents. King drove off. The initial report said King had outstanding arrest warrants in Fulton, DeKalb, and Clayton counties. King would start a state prison sentence on several charges. The officer was charged with aggravated assault and felony aggravated battery, according to documents from the Fulton County District Attorney Paul Howard’s office also in the court record. Jackson pleaded guilty last year to simple battery and reckless conduct and was sentenced to probation and community service. The APD says Jackson is no longer with the force. WSB-TV reports he departed as part of the plea deal and he can no longer be an officer in Georgia. The DA’s office did not immediately respond to a request for more details. Vince Champion, the regional director of the National Association of Government Employees’ Southeast chapter, did not return a request for comment.. With some $511,000 in medical bills, King sued Jackson and the city in federal court last year. King’s attorneys told city officials in 2013 they would claim $5 million in punitive damages and personal injuries. They alleged the shooting was an unjustified excessive use of force, caused by the officer and the “policies, customs and lack of training by the City of Atlanta.”

Developer wants rentals, studios in historic SW ATL school

One of the casualties of the long-running brouhaha between Atlanta Public Schools and the Atlanta Beltline was a former school in the middle of southwest Atlanta’s Adair Park neighborhood. A team of developers wanted to renovate the historic building into apartments and studios, but the city was holding the deed — along with the deeds to other former APS properties — hostage. That all changed when APS Board Chairman Courtney English and Mayor Kasim Reed announced a truce. In addition to announcing a new payment plan, Reed said he would work with the school system to hand over the deeds to properties the district wanted to sell. That offer has apparently paved the way for the renovation of the circa 1912 building that’s sat boarded up and waiting for a new life to get started once again. Stan Sugarman of the Atlanta Development Collaborative tells Creative Loafing that APS has given the green light to sell the long-vacant school building — he says it closed in the 1970s and had been used as a temporary facility until 2000 — to his team for $412,000. The group plans to spend around $3 million to restore the building “to its previous place of prominence in the community.” In an email, Sugarman said the group plans “a mix of rental residences, artist studios and commercial spaces in a restored structure” financed in part with historic preservation tax credits. It plans to introduce the concept to the community soon. APS Spokesperson Kimberly Wallis Green said a title process is underway and the city has yet to release the quitclaim deed on the building. That process will affect the closing date on the property, Sugarman says, as will permitting, rezoning and other approvals. C — THOMAS WHEATLEY

A

cop was called out to a car accident on I-20 West. “Upon speaking with [the driver] I could detect a strong odor of alcohol on her breath,” the cop noted. The cop asked the woman where she was coming from. “She stated she had left work ... and was headed home to [Gwinnett County] which is northeast from the city and she was traveling westbound in the opposite direction,” the cop noted. The driver, 20, admitted she’d had two cups of wine. “Before beginning field sobriety tests, I asked [the woman] what she was holding in her right hand. The item was in a Kroger shopping bag,” the cop wrote. “I believed the item to be a bottle of wine. [The woman] advised me it was a dildo.” The cop placed the bag back into the woman’s car before starting her sobriety tests. The cop asked the woman to do the standard walk-the-line sobriety test. The woman proceeded to take three steps and do a complete circle. Then she took four steps and pivoted to make another complete circle. “I’m not sure what to do,” the woman said. Outta luck truck

A 50-year-old man flagged down a police officer and offered a bizarre tale about how his 25-year-old pickup truck was stolen. The man said earlier that day he met up with a female friend. “He said he agreed to pay her $40. He gave her the money,” a cop noted. “He claims they have only known each other for three months, but he does not know her last name, or where she lives, but she has been in his house several times. [He] was adamant that she is not a prostitute.” Apparently, his lady friend asked him to drop her off at a local bicycle repair shop so she could pick up something she needed before they hooked up. “She returned shortly and said she needed to go take care of something before she could go to his house. She left and he waited. She returned about 90 minutes later, at which time he got upset and asked for his money back because she took too long to come back. She refused to return the money and they began to argue loudly,” the cop noted. Two large men playing chess nearby decided to get involved in the argument. One man picked up a stick as they got closer to the arguing couple. “[The victim] said at this point he was standing outside his car and he felt threatened by the two approaching

A woman said she was driving on North Highland Avenue near Little Five Points when an Atlanta police car pulled up behind her. “[The woman] stated she did what was expected to do and pulled over to the right shoulder of the road,” a cop noted. “She stated when she did so, she made contact with a storm drain. [She] stated the storm drain damaged her vehicle. The drain covers the curb and sidewalk and only extends two to three inches from the curb.” The cop listened to the woman’s complaint before delivering the bad news: “If the patrol vehicle did not make contact with her and did not force her off the road, making contact with the drain was on her and not the city.” The woman wanted the city to tow her car and repair the damage because she had no money and she was living “penny to mouth.” Also, the cop noted the woman “directed her dissatisfaction toward me saying I was not friendly enough and that I did not apologize for her hitting the drain.”

A 22-year-old woman recently called police and said she was swindled out of $900. The woman said she received a call from a New Hampshire phone number and “the caller advised her he was with the IRS and that she needed to pay her student taxes. [The woman] stated the caller told her she would be ... taken to jail if she refused to pay the taxes,” a cop noted. According to the woman, the caller instructed her to wire $900 to an attorney handling her case in North Carolina. The woman followed the caller’s instructions and wired the money. Based upon principles of human value and being ethically compliant, the menswear-turned-womenswear brand repurposes used and secondhand fabrics for its transformative apparel. Its ethical fashion represents an approach to design, sourcing, and manufacture of clothing which maximizes benefits to people and communities while minimizing impact on the environment. Apparel designer Karen Glass calls zerøwaste her life work. “I made clothes for so long to just make money and that fundamentally bothered me,” she says. “zerøwaste became more about human value, what I can do to help women, how I can get back into a beautiful aesthetic that is relevant right now and also transcend my own life. Because serving, helping, [and] being the best person I can be is really important right now. “The reason why we only use menswear is because I’m really touched by how people play with their sexual identity. I knew somewhere there was some sort of relationship and our social attribute, it gives women a chance to play,” Glass says. “I think, ‘What does it feel like to put on a garment that has a long history of men being in them?’ Clothes are so empowering, and that’s another part of what we do.” The company partners with local women’s group Beloved — a home and program for adult women surviving prostitution, trafficking, and

addiction — to train and hire seamstresses. Seamstresses exclusively work with transparent socially and environmentally compliant companies, implementing global textile standards and working with ethical sources. It’s the antithesis of fast fashion like your Urban Outfitters of the world. Instead, it’s driven by a conscious shift for people to care how the clothes were made, who made them, and try to focus their life with less clothes of greater value — that greater value, in this case, being human value. There is a social attribute of zerøwaste called life/work, a work-training program for Beloved’s women to help teach a new working skill with which they can make a living wage. It’s a program where they learn hand-sewing techniques then, every three months, workers get reviewed with the possibility for incremental pay raises. After a year, these women have a choice to work on their own or be an independent contractor. The rehabilitation program is not just about victimized women — it’s also about the daily disciplined practice of coming into the studio, an environment of openness and healing. The studio is designed to be a space of quietude and safe space to talk about anything that is on the mind and it stays in the studio. Efforts focus on keeping a mind clear and focused on work so the women produce beautiful garments, one stitch at a time. Glass is a self-taught designer who got her start in the early 1980s learning how to sew at the Virginia Marti College of Art and Design, later moving to New York to take sample hand work.

That trip eventually turned into a much bigger role in the junior sportswear industry learning negotiation production business. She eventually started her own custom business in the old Flatiron Building. In 1993 she saw Chico’s had an ad in WWD for product development and production. She mailed in her résumé and soon moved to Turkey to learn about the supply chain and the business side of the world textile industry. Fast-forward to 2010 when she was working with a company in Austria to develop an organic apparel line, aka where she really learned the nitty-gritty of ethical global textile standards. The knowledge she gained there really turned her on to the idea it’d be great to eventually do something like that in the U.S. Before moving to Atlanta, Glass lived in Florida working on an organic farm and running a consulting business focused on design and process. The farm made her highly conscious of waste and reuse, an awareness she seamlessly applied to her design process. In 2014, Glass moved to Atlanta and found the Goat Farm Arts Center. She saw how people worked there — using existing materials and how that translated into a beautifully raw aesthetic. The combination of organic farm life, 20 years of fashion knowledge, an emphasis on process, and the energy of the Goat Farm is what made zerøwaste go from idea to inception. A

yanna Howard has been fascinated by technology since she was a little girl. The former NASA robotics researcher and current bioengineering professor at Georgia Tech says shows like “Battlestar Galactica” and “Star Trek” piqued her interest, but it wasn’t until middle school, when she discovered “The Bionic Woman” show, something inside clicked. “It was the first time I remember seeing a female in this positive light,” Howard says. “She wasn’t just behind the scenes — she was first and foremost, she was intelligent, she was beautiful, and she was saving the world.” Today, along with teaching, Howard helps run a children’s STEM camps program she started, and is the founder of Zyrobotics, an inclusive tech company that aims to develop products children of all ability levels can use and learn from. “I’d been doing STEM camps for middle and high school kids,” Howard says. “In one of my camps I had a young lady who had a visual impairment — she was bright, but we just didn’t have enough technology for her. About four years ago I applied for and received a grant from the National Science Foundation to basically design technologies to engage children with disabilities

in robotics programming camps.” She soon realized that, not only was there a need for these products outside of just her camps, but she needed to create an actual company to get these ideas and products, as she puts it, “out of the lab and into society.” Zyrobotics now has a distribution deal through Amazon’s new initiative Launch Pad, which partners with tech-driven startups to help them get the word out about their offerings through stocking, purchasing, advertising, and more. Plus, Howard was a recently named a winner of Glamour magazine’s annual Starters Project, which recognizes five women across the country who’ve started promising businesses in the past few years. On the horizon, Howard says Zyrobotics is about two years away from producing a robot education coach with a system that’ll be designed for children of all capabilities. “What happens with a lot of assistive technologies is it makes a kid feel different,” Howard says. “Even if a kid has a disability, they still want to interact just like every other kid. We’re really excited because now we have [products] where their friends want to use it just like them. It kind of equals the playing field, so I’m really excited about that.” C [email protected]

n 2004, Trixie Film, helmed by Washington, D.C. music scene staples director Christoph Green and producer/Fugazi drummer Brendan Canty, began releasing its seminal Burn to Shine documentary film series. Green and Canty went from city to city filming bands playing one song each in a condemned house. Later, they captured the house’s demolition or burning. Local musician Lee Tesche saw that Atlanta had the talent to warrant its own film in the series, and “wanted people to know these awesome bands.” He pursued Green and Canty with a simple strategy: “Blowing smoke and harassing them until they agreed to come,” Tesche says. “And it worked.” On July 29, 2007, a day that Green remembers was “so hot that everyone was pouring out sweat,” Atlanta music legends, and legends to be, came together to film in a dilapidated green house at 54 Moreland Ave. The job of curating the lineup fell into Tesche’s hands. He chose bands he loved “and wanted to watch play. I wanted people outside Atlanta to pay attention,” he says. Artists he wrangled to play included Shannon Wright, the Selmanaires, the Liverhearts, Snowden, Carbonas, Black Lips, Deerhunter, Mastodon, Delia Gartrell, the Mighty Hannibal, All Night Drug Prowling Wolves, and the Coathangers. Calvin Johnson even made a surprise

visit, but only because he was in the neighborhood and wanted to check it out. For the Coathangers’ drummer Stephanie Luke, when asked to play, the answer was an easy yes. “We wanted to be a part of that once-in-alifetime grouping of musicians.” Burn to Shine Vol. 1-5 are moving documents of influential American indie rock — the Chicago installment in the series (Vol. 2) features performances by bands such as Tortoise, Shellac, and Wilco. The Portland installment (Vol. 3) features performances by the Thermals, Sleater-Kinney, the Decemberists, and more. Green says Vol. 6 is his favorite installment of Burn to Shine so far, and features the most consistently great performances. The film captures Atlanta’s leading acts at the time and inadvertently captures a glimpse at the start of the housing bubble’s burst. It was also a time that saw the end for beloved indie label Chicago-based Touch and Go Records. Touch and Go was the distributor for Burn to Shine that, Trixie Film’s website says, succumbed “to the plague that is stealing music in this new computer-worshipping unethical world.” People stopped buying records, the economy tanked, and this moment in Atlanta music history was shelved. The house location on Moreland Avenue was never developed, and now stands in the shadow of wholly new construction that recently demolished

“the yellow house,” an Atlanta house show fixture for years. Cole Alexander from Black Lips may have the distinct honor of being the only musician to play in both houses. Since then, Tesche’s enthusiasm for Atlanta music has spread beyond the city limits. Records by the Mighty Hannibal and Mastodon wield influence far and wide, and the Coathangers continue to impress. “They were so new it was controversial to add them to the film,” Tesche says. “It’s amazing that they’ve become such an institution.” Tesche “wasn’t in any bands at the time of filming,” but has since joined post-punk acts Lyonnais and Algiers. The success of Algiers and his continued love of the film helped make Burn to Shine 6 a reality. Algiers are touring with the film and its producers to promote its release up and down the East Coast. Tesche glows when talking about heading out on tour with Green and Canty, the latter of whom he says was “one of my idols growing up.” Tesche calls the film “a time capsule,” and Luke from the Coathangers says it’s “a snapshot of a special time and place.” Either way it’s an endearing legacy of what Atlanta can and continues to create, a music scene that supports and builds off of each other, and a group of people struggling to make something beautiful in a world that is forever changing. akir Hussain is one of the most prominent composers, percussionists, and tabla maestros of Indian classical music. He’s spent more than half a century mastering the musical traditions of his North Indian homeland, and performing for audiences around the world. On his current tour, Hussain, 65, joins a team of young musicians, dubbed the Masters of Percussion, delivering a performance that explores what happens when hundreds of years of isolated musical traditions collide with influences from around the world. You’re returning to Atlanta. I had one of the best moments of my life in Atlanta. It was the ’96 Olympics. Mickey Hart and I did music for part of the opening. On the first day, I was allowed to walk through the center of the stadium: To have that many people looking at you, the whole 18 ❘ April 7 - April 13, 2016 ❘ clatl.com

You’re touring with percussionists you’ve personally selected? Yes. This is the “Masters of Percussion Tour,” although none of us consider ourselves masters. We’re all students, learning every day. Just like George Harrison or John Coltrane in the prime of their career seeking out Ravi Shankar to learn more. Or like the Grateful Dead and Mickey Hart coming to my father [Ustad Allarakha]. Masters want to expand their vision of creativity. Since 1996, I have taken it upon myself, because of my father’s wishes, to bring rarely heard drumming traditions of India to America, Canada, Europe, or anywhere. These masters, who rarely get a chance to go out and show how great they are, get a platform to show who they are. Slowly, they’re making way for younger students. So [the Masters of Percussion are] younger musicians representing different traditions of drumming from different regions of India. I’ve spent the last five to six months in India touring with them, trying to get them on the same wavelength. … It’s somewhat like a bird’s-eye view of India through its rhythm and melodies.

Do you learn from the students as much as they learn from you? Absolutely. Younger musicians of today have a world watching, what an electrifying modifferent outlook in terms of expression, melody, ment. Then I was taken to a room with Mr. and rhythm. Suddenly you see someone playing a tabla in a whole new way and a spark hits you. Or playing with musicians that you’ve never played with before, and seeing your style in their eyes, shows you there are more ways of doing things. Indian classical music is often perceived as being in its own lane. Just like Western classical music. But that never stopped people like Philip Glass, Steve Reich, or Terry Riley from seeing it in different ways. They all have drawn upon classical traditions. So have the young musicians of India. It stayed in its own lane for so long because it was isolated for so many hundreds of years. Now that it’s opened up, who knows what will happen. You mention Glass, Reich, and Riley. What is their relation to Indian music? The father of minimalism is Terry Riley. He’s the one who got Philip Glass and La Monte Young interested in this art form. His idea was to work one sound and one tone and show so many different shades of it. They all interacted with Ravi Shankar and Ali Akbar Khan, and invited some of those musical sensibilities into their writing. It was an interesting move on their part to show this harmonic connection between Western classical music and Indian music, which we don’t often regard as music with harmony and counterpoint. Now, musicians playing Indian classical music do state a sympathetic note that is heard or suggested by one note to its harmonic overtones into the raga progression. n March 11, just a month out from Moon River Brewing Company’s 17th anniversary, owner John Pinkerton gave a very special toast at his Savannah brewpub. He happily announced that Moon River became the first Georgia brewpub to sell a grower of beer to-go. Pinkerton told Creative Loafing: “From speaking with Nancy [Palmer, Executive Director of the Georgia Craft Brewers Guild] and some fellow brewpub members of the Guild like Crawford [Moran, 5 Seasons and Slice and Pint], I heard that [Georgia Department of Revenue] Commissioner [Lynne] Riley was now interpreting the existing law as allowing growlers for a brewpub, and that the DOR would defer to local governments to decide for their own communities. We have a good relationship with the city of Savannah. When we met with them recently, they essentially said there was nothing preventing us from selling growlers. I’m a naturally suspicious person, so I was still feeling pretty insecure about moving forward. But on [that] morning, Commissioner Riley called me personally in response to an email inquiry I’d sent her. At that moment, I decided to pull the trigger.”

HAPPY HOUR: Georgia lawmakers pass new growler legislation.

Following Savannah’s lead, Alpharetta passed a similar ordinance March 23, and other municipalities are expected to follow suit in the coming weeks. How did this happen so quickly amid years of unrelated legislative frustrations for Georgia beer makers? The short answer is that it’s kind of been legal ever since Georgia first got growlers in 2010. The problem has been getting the DOR to sign off on a regulatory interpretation. Lawyer Taylor Harper picked up the cause early last fall. He’s quick to point out he merely crafted the legal arguments — brewpub owners and the GCBG pushed it through with the DOR. Moran thinks Harper is, perhaps, being a bit too modest. “[Harper] deserves a lot of credit for getting growlers [at brewpubs],” Moran says. “He should never have to buy a beer in this town again. He’s a saint.” Harper explains that the DOR has always considered growlers an on-premise sale in that the package (in this case, a keg) is broken (read: tapped) in order for a growler to be filled. Although brewpubs — essentially restaurants and breweries combined — are forbidden by their brewpub licenses to make direct off-premise sales (though they can sell their beers in retail outlets through a wholesaler),

they all have on-premise licenses for the beer they sell in their establishments. The bottom line is the DOR isn’t interested in regulating growlers, so it will depend on each municipality’s decision, and even those may vary. Proponents of the interpretation are a little hesitant to say much more than “it’s happening” on record, but perhaps that’s not surprising given the way this state works with regards to beer laws. If it all sounds a little ridiculous and a lot confusing, that’s because it is, and Palmer says it’s been up in the air since growlers arrived in Georgia — it was just a matter of getting the DOR to sign off on it. “The Guild has long held that brewpubs could sell growlers under current law,” Palmer says. “We used arguments developed by Taylor to confirm the state’s position that this issue was, in fact, a local issue. Having confirmed that, our brewpub owners — including notably [5 Seasons’] Dave Larkworthy, Crawford Moran, and [Hop Alley Brew Pub’s] Brandon Hintz began the process of making adjustments at the local level.” On March 23, Alpharetta City Council unanimously (7-0) passed an ordinance, becoming the second Georgia municipality to allow brewpubs to sell growlers to-go. Despite the fact that this brewpub development is

completely separate from the larger fight for better beer laws in Georgia, Moran can’t help but find it all a little amusing. “After all this political nonsense for the past many years, it came down to a vote which passed 7-0, with no opposition, in a room where there were no lobbyists, no special interest groups, no back room deals,” he wrote on the 5 Seasons North Facebook page. “It was amazing what a non-event it was.” 5 Seasons North received its permit from the City of Alpharetta on March 24 and started pouring growlers at 6 p.m. that night. Alpharetta’s other brewpub, Hop Alley, started March 25. Chris Bivins, whose brewpub, Torched Hop Brewing Company, is opening soon on Ponce de Leon Avenue across from Mary Mac’s, is excited by the development, assuming the City of Atlanta follows suit. “Allowing brewpubs to sell growlers gives our customers the ability to keep their beer dollars in their local community,” he says. “We’ll be employing more than 50 Atlanta residents who are all relying on our business to support themselves and their families. On the other end of the spectrum, John “J.R.” Roberts of Georgia’s oldest operating brewpub, Max Lager’s, says “growler sales will be incremental income that will help boost advertising as well. It will be totally worth it. I can’t tell you how aggravating it’s been through the years to have to tell customers, ‘Sorry, we can’t sell you our beer.’ We get a lot of folks from all over the country and world who just don’t understand why everywhere else they go this is perfectly fine.” At press time, Nick Tanner of Cherry Street Brewing Co-Op was working with Forsyth County, “hoping for a board vote really soon.” The owner of the quickly growing Cumming brewpub looks forward to the benefits. “It will allow us to hire more employees, invest in larger equipment, and increase revenue and tourism in our local area,” he says. “Selling growlers will allow us to grow our distribution sales, and we look forward to that. We’re planning to begin bottling later this year for distribution, and could use the extra sales to make it happen sooner.” Meanwhile, Moran insists the wholesalers are going to be fine, too. “The sun will come up and the sun will go down,” he says. “No cats will move in with dogs. Children won’t starve. The wholesalers will continue to make a ton of money. This will have zero impact on their business. But craft beer will grow in Georgia. That is good. And everybody will benefit — even the wholesalers.” C [email protected]

Pastry chef Lauren Raymond, who recently closed her Flora and Flour stand in East Atlanta Village, has set up her biscuit shop at the Cathedral of St. Philip. I bought my first guitar. It was the day after prom. That’s when I started taking guitar lessons.” Kugel taught Franco how to play bass in the Coathangers’ early days. Since then, she’s developed a singular style that has evolved around her natural tendency to strum upward when hitting the strings. Kugel, Luke, Franco, and Jones played their first show Oct. 21, 2006. It was an early Halloween party in a Kirkwood house where photographer and Sealions singer/guitarist Jason Travis lived. The Coathangers’ ballistic-energy performances quickly established the group within

all it punk rock justice. In the summer of 2004, Stephanie Luke was back in Atlanta. She had moved to Los Angeles after graduating high school in 2000 to work as a tour manager. After wrangling a burgeoning pop punk quartet called Amity on a string of Vans Warped Tour dates, she felt it was time for a change. She enrolled in classes at Georgia State University and began studying art history. She spent her days hanging out at the GSU dorms Downtown, or crashing with a couple of friends in Decatur — Julia Kugel and Candice Jones. She bought a BMX dirt bike to move around the city. “That bike was badass,” Luke says. “I spent like 300 bucks on it, and I just rode it wherever I wanted to go. It was awesome.” One morning, however, she awoke to find her bike gone. Stolen by a thief in the night. She had no idea who could have taken it. Several weeks later, while visiting a friend in Athens, Luke spotted her missing bike poking out from her friend’s boyfriend’s closet. “I thought, ‘That bastard ganked my bike!’” Rather than call the cops or confront her friend, she cased the joint. A drum set was shoved into a corner. Various clothing items and household debris were piled on its heads. Without saying a word, she loaded the drums into her car and made the drive home down Highway 316. “I remember saying to myself, ‘This is fair, and I think he’ll get it,’” she says. Apparently he did. “We never ever spoke of it,” she says. “I think he understood what I had done. It just kind of worked out like that.” She laughs about it now, but in hindsight, it was a pivotal moment in her life. Before that day Luke had never played the drums. She hadn’t even really considered playing music. Walking away with those drums set in motion a series of events that led to her bashing away as the drummer for Atlanta punk rock mainstays the Coathangers. The group began as a four-piece: Luke, singer/guitarist Julia Kugel, bassist Meredith Franco, and keyboard player Candice Jones. Jones left the group in 2013 and the Coathangers have soldiered on as a trio ever since. Kugel’s and Franco’s stories about how they started playing music are a bit more wholesome. “I wrote a song in second or third grade called ‘I’m a Dreamer,’” Kugel says. “I still remember it. I wrote music on a piano and then I wrote the words. My chorus teacher liked it and we all sang it together.” Kugel lived in Minsk, Belarus, until she was 7 years old. Around 1990 her family came to the United States where they settled in suburban Roswell and later Alpharetta. Her mother played piano and would often sing with her. “She always did harmonies,” Kugel says. “I wasn’t that good. She would say to me, ‘Be quiet on this one.’ I took piano when I was a kid, and when I was 15

the local music scene. Naturally, when four friends with zero experience playing live start a punk band there’s a learning curve. The music was shrill, abrasive, and riddled with onstage fumbles. It was a pure embodiment of punk rock spontaneity, bursting with all the highs and lows of ramshackle garagepunk grit. Songs were simple to the point of being juvenile. But the band was clear from the beginning that this was about having fun. The Coathangers joined the thriving Rob’s House Records DIY house show scene, playing with Black Lips, Deerhunter, the Selmanaires, Carbonas, part-time local Jay Reatard, and

countless touring acts. “The early shows were raw and unpredictable,” Travis says. “The band has always had so much fun on stage and it shows. Having been friends with them it only made sense that we hung out and played shows together. Sometimes I’d play bass on a song while Meredith took over vocal duties. Sometimes they would bake cookies or bring prizes to hand out. They made it a party at every show.” Despite the celebratory atmosphere of their performances, the Coathangers drew ire, mostly from anonymous trolls on blogs. The group’s all-female lineup in a male-dominated music scene sparked knee-jerk criticism over their stillbudding musical skills and stage presence. Others saw potential in the music. “I saw the Coathangers’ second show when they played at the Drunken Unicorn, and I loved it,” says Mark Naumann, whose Die Slaughterhaus label released the first Black Lips single and helped enable that era’s thriving garage-punk scene. “The Coathangers opened the show — these four girls got up on stage and they were sloppy and raw, but there was so much promise there. I want to put out bands that I like and are doing cool stuff and that’s what I saw in them that night.” Soon after that 2006 show, Die Slaughterhaus released the Coathangers’ debut 7-inch featuring the songs “Never Wanted You,” “Spider Hands,” “Tripod Machine,” and “Don’t Touch My Shit.” One of the group’s earliest songs, a party punk anthem dubbed “Nestle in My Boobies,” was perceived as a playful feminist mantra. But the group has never wielded an agenda. Other early Coathangers songs such as “Tonya Harding,” “Wreckless Boy,” and “Shut the Fuck Up” were cautionary tales that channeled exuberant energy and intense themes of karma. Criticism, sexism, long stretches away from home, and intense personal sacrifices have marked the band’s 10-year history. Through it all, they’ve released albums and singles, and toured the world.

For your own sake, you can’t afford to naively assume either the best or the worst about anyone. If you hope to further your own agendas, your nuanced empathy must be turned up all the way. PISCES (Feb. 19-March 20): “Believing love is work is certainly better than believing it’s effortless, ceaseless bliss,” says author Eric LeMay. That’s advice I hope you’ll keep close at hand.
