Dear Judo Friends, Judo Union of Asia extends its warm greetings and good wishes to all the participants of this 2021 Asia Oceania Judo Championship which is being held in Bishkek Kyrgyzstan. My sincere appreciation and gratitude goes out to the organizers of this event and especially to the Government of Kyrgyzstan and the President of Kyrgyzstan Judo Federation Mr. Zholdoshbek Kolbaev for his ardent desire to organize this event. After many months of uncertainty and hardship experienced all over the world that including Sports arena that we are well aware of this vicious pandemic n-covid-19, we at this moment look forward for the return of the normalcy that is more customary to our common good of all and wellbeing. I would like to thank the President of the Asian and Oceania Judo Union Mr. Obaid Al-Anzi and EC JUA for giving us the opportunity for the first time in the history in Kyrgyzstan to organize such a great event. IMPORTANT INFORMATION REGARDING THE COVID-19 PANDEMIC (ENG) ANYONE NOT FOLLOWING THE IJF COVID-19 PROTOCOL WILL BE REMOVED FROM THE EVENT AND SUBJECT TO DISCIPLINARY ACTION! The fundamental principle throughout all IJF/JUA events during the Covid-19 era is to protect and be protected by wearing a mask, sanitising, distancing and respecting the recommendations of the IJF protocol. All participants have the mutual responsibility to protect one-another.

Each National Federation delegation participant (athlete, coach, team official, physiotherapist, doctor, President etc.) must have read and understood the latest version of the Protocol for resuming IJF events during the Covid-19 pandemic which can be found here: covid.ijf.org

Before travelling 1. Check if you need a visa, and if yes request it from the organiser. 2. Book accommodation and send a detailed rooming list. Last minute changes can be accommodated whilst the delegation waits on the bus or outside the hotel. 3. Request Exceptional Entry Permit from the organiser organiser. All participants should write to the organiser ([email protected]) to request the Exceptional Entry Permit. For each delegate send a good quality passport copy along with their arrival and departure dates. 4. Present on arrival, at least two (2) Covid-19 negative individual medical certificates. Please make sure the certificate also has an English version. These PCR tests MUST be made a maximum of five (5) days before arrival and taken 48 hours apart. During this 5-day period you should stay isolated and limit contact with other people as much as possible. If you experience any kind of symptoms do not start to travel (even with two negative PCR tests). 5. Present upon arrival an individual declaration of honour and liability release waiver on the absence of symptoms for at least 14 days per delegate. Entering Bishkek 1. All regular border-crossing regulations must be followed regarding the validity of passports and visas, as applicable for each respective country. 2. All participants to the AOJC (even those who do not need a visa to enter Bishkek) should be holding an Exceptional Entry Permit to be presented at passport control. This document is delivered by the Government of Kyrgyzstan. All participants should write to the organiser ([email protected]) to request this important document. Entering the bubble The event venues (hotels, sport hall, training hall etc.) will be classified as bubbles and to reduce risk a “bubble to bubble” concept will be used. People are NOT allowed to leave their bubble as contamination could occur endangering the safety of the event and the health of the participants.

Competitors should wash and disinfect their hands and feet regularly, especially before the warm-up and the contest. 2. No handshake - greet each other with a bow. 3. Wear a mask at all times (change it at least twice a day). Exceptions: masks are not obligatory on the Field of Play tatami, on the warm-up tatami whilst warming up or on the training tatami whilst training. Masks may be removed while eating in dining areas. 4. Maintain 1.5 m distance at all times, except for competitors during training, their contests and during warming up with ONE PARTNER. 5. Submit yourselves to contactless temperature measurement by the organiser on arrival at the point of entry in the country, at accommodation premises, throughout the competition venue and at any official venue of the event, to be accepted by all accredited population.

Anyone registering a high temperature will be asked to remain outside and their Delegation COVID-19 Manager, the LOC COVID-19 Manager and the IJF COVID-19 Manager will be contacted. An opportunity to recheck their temperature will be given, if it is still high a final decision will be made by the LOC COVID-19 Manager and the IJF COVID-19 Manager. LIABILITY RELEASE WAIVER The World Health Organization has declared the novel Coronavirus (COVID-19) a worldwide pandemic. Due to its capacity to transmit from person-to-person through respiratory droplets, the IJF has set recommendations, guidelines, and some prohibitions throughout the Protocol for resuming IJF events during the COVID-19 pandemic (IJF COVID19 Protocol). 10. PARTICIPATION: This Asia Oceania Judo Championships 2021 is open for all JUA & OJU Member Federations. Per Federation a maximum of 2 (two) competitors per weight category compete, but not exceeding the total number of 9 men & 9 women. The competitors must be of the same nationality as the National Federation, which enters them. •

11. ACCREDITATION & CONTROL OF NATIONALITY At least one team official and maximum two must attend the accreditation on 4th/5th April 2021 (as per schedule) in order to confirm the delegation. Without this confirmation in time, a nation will not be put into draw and will not be allowed to compete. Passports or photocopies of passports all competitors must be available for verification (National ID Card showing nationality and date of birth or a copy is also accepted.) The competitors do not need to be present at the nationality control. An accreditation card with a photograph will be issued to competitors and official.

12. INSCRIPTION FEES For individual competition an inscription fee of USD 100 per competitor and for mixed team competition an inscription fee of USD 500 per team have to be paid to the JUA General Treasurer: Judo Union of Asia at the control of nationality and entry of participants.

15. WEIGH-IN Official weigh-in for each weight category is held the evening before the competition day (see programme). Athletes must present their accreditation card and his/her passport (National ID Cards showing nationality and date of birth are also accepted). Official scales will be available for test weigh-in from 08:00 – 22:00 (except during official weigh-in from 20:00- 20:30). Random weight checks with the same rules as the official weigh-in can be organized before the first contests in the morning of the competition. The weight of the athlete cannot be more than 5% higher (without Judogi) than the official maximum weight limit of the category.

16. COMPETITON SYSTEM: Competition system: Elimination (KO) system with the quarterfinal (last 8) repechage. The competition will be carried out according to the rules and sporting codes of the IJF and JUA.

17. DRAW: The draw will take place on MONDAY 5 APRIL at 15:00 at Hyatt Regency hotel, each National Federation must send at least one (1) delegate to attend the draw. A maximum of two (2) delegates per National Federation will be authorized. The top eight (8) from the entered competitors in each weight category will be seeded according to the current IJF World Ranking List. Dress code: Jacket suit with tie.

18. REFEREES Nominated Referees only, by JUA and OJU Refereeing Director. The meeting of the referees will be held on MONDAY 5 APRIL at 15:00 at Hyatt Regency hotel, immediate after draw for all referees the attendance at the referee meeting is strictly compulsory. Dress code: Jacket suit with tie.

20. JUDOGI CONTROL & APPROVED JUDOGI All Judoka must compete in IJF Approved Judogi with red label. Judogis from all IJF suppliers are allowed (see www.ijf.org / Official Supplier List). Judogi Control. It will be operated with a Sokuteiki prior to the fight. Each of the competition clothing articles (jacket, trousers and belt) must have the official IJF label, which will be controlled with an optical lamp (coloured belts do not have to have the IJF label). The jacket and the trousers must be of the same brand (belt can be of a different brand).

21. BACK-NUMBER Each competitor taking part in the JUA events is obliged to have sewn on the back of his Judogi the official backnumber (both JUA and IJF are allowed) bearing his surname and his National Olympic Committee abbreviation. The backnumber can be ordered from www.mybacknumber.com or www.ijfbacknumber.com (Attention: production and delivery may take around 4 weeks). The SPONSOR part (if needed) will be given to the head of delegation during registration, and the athletes can stick it themselves using the special glue on the back number.

22. MARKINGS AND ADVERTISING The space on the shoulder stripes (25cm x 5 cm on both right and left side) and on the upper arms (10cm x 10cm on both right and left side) can be either used for JUA Suppliers or for own sponsors of the Federation or Judoka, BUT not for any other Judogi supplier. The space on the right chest (5cm x 10cm) can be used by federations and their Judoka for their own sponsors. The logo of a Judogi brand can only be used, if it corresponds with brand of the Judogi itself and if it is of an IJF Supplier. Please note: On all advertising spaces it is strictly prohibited to promote tobacco, alcohol, any substances listed in the doping code, or any product or service contrary to public morals. The space on the left chest (10cm x 10cm) can be used for the national colours or the national emblem corresponding with the IOC code on the backnumber (regional emblems are not allowed). All other markings on the Judogi, like Judogi brand logos, name of Judoka, etc. have to comply with the IJF Judogi Rules. Detailed information is available on http://www.ijf.org/Important: If an athlete does not respect the Judogi rules, the athlete will not be permitted to pass the Judogi Control, and the coach who is responsible for the athlete will be suspended for the rest of the competition day.

23. RESPONSIBILITY OF FEDERATIONS The competitors will compete under the full responsibility of their federations. Each national federation is responsible for insuring its competitors against “injury and third party risk (public liability)” during the period of the tournament. The Judo Union of Asia and the organizer decline all responsibility.

24. INSURANCE Each National (Regional) Federation / Association will assume all responsibility for accident and health insurance as well as the civil liability for their contestants and officials. The Judo Union of Asia, Oceania Judo Union, the Organizing Committee of the Asia-Oceania Judo Championships 2021 and NATIONAL JUDO FEDERATION OF KYRGYZSTAN will not be responsible for any claims of illness, injury and death, of any participants/officials whatsoever. Nevertheless the National (Regional) Federation/Association staging the AsiaOceania Judo Championships 2021 shall take all necessary actions to provide insurance coverage against civil liability for the entire duration.

25. LAND TRANSPORT The organizing Committee will provide transport from ( Manas international airport) Airport to officials Hotels upon arrival and to airport on departure, During the Asian Oceania Judo Championships 2021, transportation will be provided between the venue and hotel at predetermined times and schedules.
