DHS Definition of Active Shooter An Active Shooter is defined by the US Department  of Homeland Security as:   “An individual actively engaged in killing or  attempting to kill people in a confined and  populated area” 4

What do we know?  Columbine, San Bernardino & Paris have challenged organizational preparedness What we know now that we did not know in 1999 when Columbine shook the US  with the tragic Mass Shooting  •

FBI data confirms Mass Shootings have increased year over year 

• In 2015  there were 372 Mass Shootings in the US, killing 475 & wounding 1,870 • • • • • •

60% of situations end before Police arrive On average it takes 7‐10 minutes before Police arrive on scene 70% of these incidents are over in less than 5 minutes – and 30% in fewer than 2 minutes 70% of all situations occur in business or educational environments Typically one shooter but not always… No clear profile  5
