Admissions Policy

Prreamble
1.1
Deakin Collegge’s strategicc mission is tto provide quality educational opporrtunities to d domestic nd overseas students an nd to preparre them for success in further studiees. Howeverr, Deakin an Co ollege is also committted to mainntaining the e highest standards s inn student academic a peerformance, the integritty of its cou rses and its academic sttanding. To that end, th his policy en nsures that eentry standards and asseessment crite eria are applied to all appplicants in order that th hey can achieeve success iin their chos en field of sttudies.
1.2
Th his policy establishes the principlees, criteria and a processses guiding the selectio on of an ap pplicant into o a course at Deakin Colleege.
1.3
An n application n will be asssessed fairly,, objectively and on its m merits. Unsuuccessful app plications w will be provid ded with avvenues of a ppeal, as pe er section 12 1 of this poolicy and th he policy Grievance Pro ocedures Rela ating to Acaddemic Matteers.
1.4
Deakin Collegge reserves the right to limit or reffuse admission to appliccants from high risk reegions or co ountries, as may be deetermined from f time to t time by the Departtment of Im mmigration o or internal market data aanalysis.
1.5
Deakin Collegge also reserrves the righht to refuse e an applicant entry intoo a course or single un nit(s) for reaasons which may includee filling of un nit, course o or college reggistration qu uotas, an ap pplicant asseessed as not meeting thee Admission Criteria under section 5 of this policcy, where in nsufficient information or documentaation is provvided to the Deakin Colleege assessing officer, w where fraudulent informa ation has beeen submitted, or where the applicannt has been excluded from Deakin C College or an nother educaation provide er.
1.6
1994 (Cth),, Deakin nstrument uunder the Migration M Regulations R Byy way of legislative in University is an eligible university u paarticipating in the Strea amlined Studdent Visa Prrocessing (SSSVP) arrangements. Dea akin College is listed as an eligible and nominatedd business partner of Deakin Univerrsity where tthe SSVP arraangements w will apply to an overseas student inte ending to sttudy at Deakin College on n a package w with a Deakiin Universityy Bachelor deegree.

Under the SSSVP arrange ements, an applicant for a studen nt visa withh a Confirm mation of nrolment (C CoE) from a participatinng University and its eligible and nominated business En paartner will be b treated by the Deparrtment of Im mmigration as a a low miggration risk. This will m minimise the level of scru utiny with w hich the app plicant’s application will be assessed d and the am mount of eviidence that tthe applicantt will need to o supply.

Deakin Univeersity and Deakin Co llege are required r to recruit hiigh‐quality, genuine nternational students tha at will compply with the requiremen nts of their sstudent visa. To that in en nd, intending overseas students s willl also be asssessed unde er the ‘genuuine studentt’ criteria un nder subsecttion 5.6 of th his policy.

Th his policy ensures that th he assessme nt of Deakin n College’s ovverseas studdents, with re espect to elligibility of entry into a ccourse, is alsso managed in accordance with the requiremen nts of the Ed ducation Serrvices for Ovverseas Studeents (ESOS) Act 2000 an nd the Natioonal Code off Practice fo or Registratio on Authoritiees and Providders of Educa ation and Tra aining to Oveerseas Studeents 2007 (the National Code 2007), specificall y standard 2 (Student Engagementt Before Enrrolment), sttandard 5 (YYounger Overseas Stude nts), standard 8 (Complaints and Apppeals), stan ndard 12 (C Course Cred dit) and sta andard 13 (Deferring, Suspending g or Canceelling the Student’s S En nrolment).

A grandparent, brotther, sister, aunt, uncle, niece or nephew,, or a step‐g grandparentt, step‐broth her, step‐ sister, step‐aunt, s step‐uncle, s step‐niece or step‐ nephew.. The suitab ble nominatted relative must be nominatted by a parrent, aged aat least 21 and a be of good chaaracter.
SSVP
Streamlined Studen nt Visa Proocessing. Un nder this scheme, an overseass applicant foor a student visa with a CoE from a particiipating Univversity and itts eligible and nom minated business partnerr(s) will be trreated by the Depaartment of Im mmigration aas low migra ation risk.
Trimester
A define ed and form mal period off study of 13 1 weeks’ duration n which inclu udes one no n‐teaching week w and one exam mination week. Deakin C College runs three forma l trimesters annually.

M Mode of Appllication
4.1
‘C Current Year 12 Students’ in Victoriaa must apply through th he Victorian Tertiary Ad dmissions Ceentre (VTAC)) by the nom minated closiing date for entry in trim mester 1 of aany given yea ar. Direct ap pplications may m be lodgged with Deeakin College e after the VTAC V ‘very late’ closingg date in December wh here the applicant has noot accessed tthe VTAC system.
4.2
Non‐year 12 Applicants’ must also aapply througgh VTAC by the nominaated closing date for ‘N en ntry in trimeester 1 of any given yearr. Direct app plications may be lodged with Deakin n College affter the VTAC ‘very late’ closing datee in December where the applicant hhas not acce essed the VTTAC system.
4.3
Overseas stud dents currently studyinng the Victo orian Certificcate of Edu cation (VCE E) or the In nternational Baccalaureate (IB) progrram in Victorria are requirred to apply through VTA AC by the no ominated clo osing date fo or entry in t rimester 1 o of any given year. Direct applicationss may be lo odged with Deakin D Colle ege after thee VTAC ‘veryy late’ closin ng date in D December where the ap pplicant has not accessed d the VTAC ssystem.
4.4
Fu urther to su ubsection 4.3 3, overseas students will w be requirred to compplete supple ementary fo orms in ordeer to assess genuine studdent eligibility, as per se ection 5.6 oof this policy. Further in nformation w will be provid ded in the VTTAC Guide (w www.vtac.edu.au).

Fu urther to sub bsections 4.1, 4.2 and 44.3, applicantts who have applied thrrough VTAC but have no ot listed a Deeakin College e course on their prefere ence list, may access thee VTAC irregu ular offer prrocess after the change of preferencce has closed d. VTAC applicants who wish to chan nge their prreference an nd select a D Deakin Collegge course, w which was lower than thhe one offere ed in the firrst/main rou und offers ma ay also accesss the VTAC irregular offe er process.

Genuine Stud dent
plicant who intends to obtain a su uccessful 5.6.1 A ‘genuine sttudent’ is an overseas student app ducation outtcome at Dea akin College and Deakin University and has the laanguage, edu ucational ed an nd financial b background to have a reaasonable chaance of achie eving this edducational ou utcome. 5.6.2 W Without limiting this provvision, in deetermining whether w an applicant a is aa genuine sttudent, a Deakin College assessing o officer may hhave regard to a range o of circumstannces of the a applicant, in ncluding: (a) The value of the cou urse to the aapplicant’s fu uture; (b) The app plicant’s statement of puurpose; (c) Relevan nce of the co ourse to the aapplicant’s p previous education; (d) Reasonable gaps between b accademic actiivities in th he applicantt’s academicc history betweeen high schoo ol, tertiary edducation and d the propossed commenncement of sstudies at Deakin College; nce of the co ourse to the applicant’s past or prop posed futuree employmen nt, either (e) Relevan in their home counttry or in a th ird country; us academic history, wheether in Australia or overseas; (f) Previou (g) Econom mic circumsta ances of the applicant an nd his or her family.

5.6.3 A Deakin College assessin ng officer muust be satisffied that, in addition to tthe English language nd academicc prerequisitees stipulated d under subssections 5.1,, 5.3, 5.6.1 a and 5.6.2 prroficiency an off this policy,, the applica ant has dem monstrated financial f cap pacity to meeet course and living co osts and com mpliance with h his or her sstudent visa conditions. 5.6.4 Accceptable evvidence of fiinancial capaacity may in nclude bank statements, deposit cerrtificates, fin nancial stateements, a siggned undertaaking from aa scholarship provider deetailing the vvalue and co onditions off the schola arship, or ddocumentatio on of a loa an from a recognized financial in nstitution. 5.6.5 ‘C Compliance w with studentt visa conditiions’ is an asssessment w which takes aaccount of a a number off circumstan nces of the applicant including prrevious visa applicationns, complian nce with sttudent visa conditions, or previous sttudent visa b breaches. 6.

Ap pplicants aree encourage to apply forr recognition of prior learning at leasst one month h prior to th he commenccement of th heir studies or no later than the offficial trimestter finish date in the firrst trimesterr of study.

8.1

Overseas stud dents at Deakin College m must maintaain full time enrolment inn order to sa atisfy the owever, an overseas stuudent studyying with reequirements of grant off their studeent visa. Ho an nother proviider may apply to Deaki n College fo or cross‐instittutional studdy where the unit or un nits undertaaken at Dea akin College will be cre edited back to their coourse at the eir home prrovider.
8.3
Fo or overseas students, cross‐instituttional study is only posssible with tthe home provider’s w written permission that the study unndertaken at Deakin College will be credited bacck to the ho ome provideer’s course. Deakin Colleege’s academ mic selection n criteria un der section 5 of this po olicy continu ue to apply in n assessing t he applicantt’s eligibility.
8.4
Overseas stud dents on crosss‐institutionnal study willl be issued a a CoE by Deaakin College covering th he period of cross‐institu utional studyy. A note in tthe ‘comments’ field of the CoE willl indicate th hat the studeent is enrolle ed in cross‐innstitutional studies.
8.5
Notwithstanding that De eakin Collegge is a hostt provider, an overseass student on o cross‐ in nstitutional study will be subject to aall policies off Deakin Colllege, includinng Attendan nce Policy an nd Satisfacto ory Course Progress Policcy, and his o or her academ mic progresss and attendance will bee monitored d in accordan nce with its ppolicies and the National Code 2007 . A student o on cross‐ in nstitutional study s may access all aamenities affforded to all a students s at Deakin College, in ncluding acad demic support services a nd appeals.
8.6
Alll applicants must satisffy unit prereequisites beffore being permitted p too undertake study in th hat unit.
9.
Deferment off Commencement of Stu dies
9.1
An n applicant w who has been admitted tto a Deakin C College course is limited to one deferment of co ommencemeent of studies to a follow wing trimeste er.
9.2
Fo or overseas students, once o a CoE has been issued by Deakin D Colleege, a deferrment of co ommencemeent of stud dies can onnly be granted upon compassionnate or co ompelling circumstancess.
9.3
Compassionaate or compe elling circumsstances’ are those beyon nd the controol of the student and ‘C w which have an n impact upo on the studennt’s course p progress or w wellbeing. Thhese could in nclude: (a) Serious illness or in njury where aa medical ce ertificate states that the student is u unable to attend class; (b) Bereaveement of clo ose family meembers such h as parents o or grandpareents; (c) Major p political upheaval or nattural disaster in the hom me country, rrequiring em mergency travel aand this has impacted up on the stude ent’s studies; (d) A traum matic experie ence; (e) Inabilityy to commen nce a course due to delayy in receiving g a student vvisa.
9.4
Documentary evidence of o compassiionate or compelling circumstancees is require ed for a deeferment of commencem ment of stud ies to be app proved.

10.1 Irrespective o of whether an offer has bbeen accepted, Deakin C College has aa right to witthdraw a leetter of offerr where it iss found thatt fraudulent information n has been ssubmitted, where w an ap pplicant has omitted to o disclose thheir exclusion from anotther educatiion providerr, or any otther informaation which, if disclosed, would have led to the person’s appl ication for admission to o the course or unit of stu udy being reefused. 10.2 Fo or VTAC app plicants, in addition a to ssubsection 10.1, 1 Deakin College maay withdraw an offer affter the offerr has been re eleased in thhe following ccircumstance es: (a) Where the applican nt does not eenroll at the sstated time o on the offer letter; (b) Where the applican nt has not divvulged inform mation in the e applicationn; (c) Where offers have been madee in error either by courses or VTA AC to applica ants, and applicants of a higher standard have not, ass a result of tthe error, be en offered. 11.
After Exclusion or Withddrawal from Deakin College Reeadmission A
11.1 Ap pplications ffor readmission from stuudents who h have been excluded from m Deakin Co ollege are su ubject to an n exclusion period. Excclusion from m Deakin Co ollege for u nsatisfactoryy course prrogress is 12 2 months folllowing the cconclusion o of any appea als. Applicatiions will be assessed aggainst the criteria under section 5 of this policy. 11.2 Discontinuatio on from a co ourse at Deaakin College or failure to o re‐enrol in a course byy the last nrolment will be treated as a new ap pplication forr admission, and will be assessed daate for re‐en aggainst the seection 5 selecction criteriaa of this policcy. 12.
