Design Services

Advance Planning Services (88-050214-1) Architectural Firms are needed to provide Programming and Advance Planning services for four (4) proposed building projects located on the Central Campus of CPCC.

1.

New Engineering Technologies Building (Charlottetowne Avenue): a. New Building of approximately 100,000 sq. ft. which will include classrooms, customized labs, offices, storage, and associated site work and parking. b. The new facility will include programs for Advanced Tech and High Tech Manufacturing Related Technologies, Computer Technology Integration, and STEM Program expansions. c. Total Project Budget: $25,250,000 (FY2017)

New Education Center (Basic Skills Literacy): a. New Building of approximately 200,000 sq. ft. which will include an Orientation / Intake Center, Testing Centers, Classrooms, Labs, Offices, a First Floor Retail Component, a New Urban Outdoor Space for the students and associated site work. b. Proposed building will help meet the demand for the Basic Skills Program, Adult High School, and GED Testing. c. Total Project Budget: $56,100,000 (FY2017)

New Student Services Center (Terrell Replacement): a. New 120,000 SF Building to replace the 1968 Terrell Hall with a New Student Services Facility. b. This project will concentrate all the Enrollment and Student Services into one centralized location. This includes Admissions, Records, Registration, Cashier, Financial Aid, and a Student Success Center. c. Total Project Budget = $30,476,499 (FY2017)

ATC Add & Renov. / Kratt Replacement (ATC Addition and Renovations): a. Renovations and addition to the 1990 Advance Technology Center b. The existing 63,690 SF 3-story ATC facility will be renovated plus a 75,000 SF addition for a total of 138,690 SF. c. The scope will include new and renovated classrooms, labs, offices and storage. This addition/renovation will help meet the demand for General Education Classes, Comprehensive Articulation Agreement Classes, and Career & College Promise Programs d.Total Project Budget = $33,363,000 (FY2018)

The selected design firms may also be awarded the remaining Architectural/Engineering services thru Construction Documents, Specifications, Bidding, Contracts, Site Observation and Close-Out There will be no CPCC guided site visits conducted prior to submittal of RFQs.

Additional RFQ Information

Only one (1) submittal is required even if submitting for more than one of the projects. No firm will be awarded more than one project.

Source of Funds

The primary funding source for this project is a Mecklenburg County General Obligation Bond that was passed on November 5, 2013. Contracts are contingent on receiving the funding for each project from Mecklenburg County. No contracts will be awarded prior to County Commission Approval of Funding.

In selecting designers, the selection committee should take into consideration qualification information including such factors as:

SELECTING CRITERIA

1. Specialized or appropriate expertise in the type of project. 2. Past performance on similar projects. 3. Adequate staff and proposed design or consultant team for the project. 4. Proposed design approach for the project including design team and consultants. 5. Recent experience with Programming. 6. Experience working with CM Agency Process. 7. Recent experience with project costs and schedules. 8. Construction administration capabilities. 9. Proximity to and familiarity with the area where the project is located. 10. Experience working on urban campuses within the CharlotteMecklenburg area. 11. Record of successfully completed projects without major legal or technical problems. 12. Other factors which may be appropriate for the project.

NC Licensing Statement

In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina.
