CEO’s Message A recipe for success What do you get if you combine world class speakers, a big handful of productivity, a little bit of fun and some serious thought? No it’s not the House of Commons. It is the newly formatted Conference on Business scheduled for May 12-14 in Regina. The Saskatchewan Chamber has held our annual conference for decades, and over the past few years we have been trying different formats to meet the needs of our local chamber leaders and the business community overall. We know everyone is very busy, and if you’re going to spend time away from a business or chamber office needs to produce a real benefit or it simply won’t be an option. So this year we have taken the opportunity to take the event to a new (and we think very positive) level. We are partnering with the Martin/Charlton folks to bring in their Exceptional Speaker Series speakers - all world class experts, to speak on branding, marketing, human resources and organizational success. We add these presentations to the Saskatchewan Chamber of Commerce Policy Session where our new policies are reviewed and voted on by the membership, the AGM and the Chairs dinner where we thank our outgoing Chair and welcome the new person stepping into the Chair’s role. WCB Update 2014 Compensation Institute successful The 2014 CI was held in Regina March 24 & 25. Thank you to everyone who attended the 17th annual event. 2014 Safe Employer and Safe Worker Awards 2014 Safe Employer and Safe Worker Awards were presented on March 25 during Compensation Institute. Workplace peers and colleagues nominate the recipients of these awards and a committee for each category then adjudicates the nominations. Committee members include representation from the Saskatchewan Workers’ Compensation Board, the Ministry of Labour Relations and Workplace Safety, the Saskatchewan Federation of Labour, the Saskatchewan Safety Council, and the Canadian Society of Safety Engineering. 2014 Safe Employer Award The WorkSafe Saskatchewan Safe Employer award is given to an employer who shows leadership in health and safety. The 2014 Safe Employer winner is Cenovus Energy. The two finalists for the 2014 Safe Employer Award were LK Auto, Regina and The Canadian Salt Company, Belle Plaine. LEGISLATIVE REPORT Certain fees and charges administered by the Ministries of Economy, Environment, Government Relations, Justice, and Parks, Culture and Sport, as well as Saskatchewan Government Insurance and the Financial and Consumer Affairs Authority will change in 2014-15. The list of changes is available here. The Innovation Saskatchewan Board of Directors has approved $1.9 million in research and development funding for the 2013-14 fiscal year to develop Enhanced Oil Recovery (EOR) technologies in the heavy oil fields of the province. The funding is being allocated to four projects through the Saskatchewan Advantage Innovation Fund, which is accessible by partnership among industry and research organizations for strategic innovation projects. The Saskatchewan labour market continues to perform, hitting record levels for the month of February. There were 551,600 people employed in the province in February, up 5,400 from last year (1.0 per cent) the second highest growth rate in the country. Full time employment was up 8,100 from last year. Saskatchewan had the lowest seasonally-adjusted unemployment rate in Canada in February at 3.9 per cent, well below the 7.0 per cent reported nationally. The seasonally-adjusted unemployment rate in Regina was 4.0 per cent and 4.4 per cent in Saskatoon. Regina had the lowest unemployment rate among Canadian cities and Saskatoon ranked third. The youth unemployment rate was 9.0 per cent, second lowest among the provinces behind Alberta (8.3 per cent), and below the national rate of 13.6 per cent.

Saskatchewan wholesale figures for January released by Stats Canada hit an all-time high for the month, totaling $2.1 billion.

January retail sales in the province grew to $1.54 billion, a 2.5 % increase from December 2013, one of the busiest shopping months of the year. Year-over-year, the areas that saw the largest retail gains include: used car dealers (44.1 % increase), jewelery, luggage and leather goods stores (15.6 per cent increase), gasoline stations (14.5 per cent increase) and specialty foods stores (12.6 per cent increase).

Average weekly earnings in the province were $953.92 in January of 2014, the third highest among the provinces according to a report released by Statistics Canada. Nationally, the average earnings were $924.77.

Wholesale trade was up 11.4 per cent on a year-over-year basis in the province, the highest percentage growth rate in the nation and well ahead of the 2.4 per cent posted nationally.

There was a 3.5 % increase in wages in January 2014 compared with last January. On a national basis, wages were up 3.0 %.

Private sector employment was up by 12,500 on a year-overyear basis; sectors reporting the largest increases over that same period were Transportation and Warehousing (+4,600), Accommodation and Food Services (+3,200) and Professional, Scientific and Technical Services (+3,000); off-reserve Aboriginal employment was up by 1,700 (4.2 per cent) for 13 consecutive months of year-overyear increases. Aboriginal youth employment was up by 500 (5.9 per cent) to 9,000 for nine consecutive months of year-over-year increases; Regina’s employment was up by 3,500 (2.7 per cent), and Saskatoon’s employment was up by 7,800 (5.0 per cent). Saskatchewan’s population grew by just over 20,000 in 2013 to an all-time high of 1,117,503 people, according to new figures released by Statistics Canada. Saskatchewan’s

population grew at a rate of 1.83 per cent in 2013 – the secondhighest growth rate among the 10 provinces, behind only Alberta. Saskatchewan and Alberta were also the only two provinces to enjoy net interprovincial in-migration (more people moving in than moving out) in 2013, as every other province suffered net out-migration to other provinces. Saskatchewan’s total population gain of 20,056 in 2013 was made up of net international migration of 13,108, net interprovincial migration of 1,368 and a natural increase (births minus deaths) of 5,580. As contractors and homeowners begin preparing for another active construction season, the Government of Saskatchewan, in partnership with Sask 1st Call and the Saskatchewan Common Ground Alliance (SCGA), has

declared April to be Safe Digging Month to remind the public of the importance of digging safely around underground infrastructure. Unsafe excavation practices are the leading cause of damage to buried infrastructure, and Sask 1st Call’s goal is to end accidental line damage. Once a customer requests a line locate, Sask 1st Call notifies underground infrastructure owners of potential ground disturbance work occurring near their facilities. These companies require a minimum notice of two full workings days’ to locate and mark their underground lines, at no charge, allowing the digging project to safely proceed. Saskatchewan has set a new record for agriculture exports in 2013: $11.7 billion. This is up 4.7% over 2012 exports, and represents an 83% increase since 2007.

Canadian Armed Forces Reservists offer a strong mix of skill and work ethic

In a labour market that is always on the lookout for skilled workers and even semi-skilled people with a good work ethic, hiring military reservists may very well become a valuable part of the solution. The Saskatchewan farm boy had a great reputation as a hard worker who could drive anything, fix anything and who faced challenges with eagerness and interest. From the “MacGyver” ability to repair a piece of equipment with baler twine or barbed wire to the knowledge that the work did not end at 5 p.m., farm boys (and girls) were sought after labour across the province and the country. With less available “farm boys”, the reservists may be the next solution. They are trained in a wide range of skills including vehicle use and repair, communications, all facets of safety and first aid, physical and mental strength and many more. While some of their training is not listed in traditional business terminology, it can all be explained in “civilian English”. Saskatchewan has a wide range of young men and women training as part of the Canadian Forces Reservists program. This training may require weekends and in some cases weeks away; however, all training is scheduled and voluntarily taken. The Saskatchewan Chamber promoted the opportunities of companies hiring reservists a couple years ago after I took an Executrek trip to learn more about the people and the program. I believe these people are very worthy of our support, and as they come with a range of skills already in place, they could become your most valuable staff. Every reservist has taken different training and possesses individual work experience and interests. Those interested are encouraged to contact Sgt. A program that trained 12 reservists over the past months has finished on March 30, and the program participants will now be looking for a mix of part and fulltime jobs. Their interests include oil & gas labour, manufacturing labour, health care and fitness. They call Regina, Moose Jaw and Saskatoon home, but could be open for offers elsewhere.

SCC Northern Business Task Force Tour 2014 an amazing opportunity By Steve McLellan

While many Saskatchewan people were going 1500 kilometers south to places like Phoenix, the Task Force led a tour of Deputy Ministers and business leaders 1300 kilometers straight north to communities including Buffalo Narrows and Stony Rapids to meet entrepreneurs, elected officials and educators, and to experience the business environment first hand. We visited seven communities, toured Cameco’s MacArthur River mine and traveled a total of 3500 kilometers by air and truck. We went onto ice roads and seasonal overland roads and visited three schools and numerous businesses. The group of 15 was treated with exceptional northern hospitality everywhere we went and found the business and community leaders very excited about the opportunities facing them. We did hear of the challenges, of course, which is positive since the focus of the Task Force is to mitigate the challenges wherever possible. I want to thank Cameco, West Wind Aviation and all the participants – especially the very busy folks from Highways, Environment and Economy who took the time to see the north in this beautiful but challenging time of year.

2014 Chamber Plan bursary winners The recipients of the Chamber Plan bursaries for the Saskatchewan Chamber of Commerce’s 2014 Conference on Business (for local chamber executives) were recently announced. The winners were: Linda Machniak, Executive Director, Battlefords; Steven Merriam, President, Canora; Martin Tourand, President, Carlyle; Pat Perkins, Treasurer, Kindersley; Pat Tenney, Executive Director, Lloydminster; Joanne Kirwan, Executive Director, Melville; Jasmin Carlton, EDO, Redvers; Darla Lindbjerg, CEO, Swift Current; Leanne Doppler, Executive Director, Tisdale; and Ernie Quintal, President, Warman. Chambers Plan-Prairie Region had our best year to date in new Plan sales through the efforts of our advisors and you, the local chambers. This past year (March 1/13-February 28/14) the Plan exceeded $30 million in new sales nationally adding over 3,000 new business. Of the total national net new sales, Prairie Region advisors wrote 77% of the business. Chambers Plan has the support of over 900 chambers and boards of trade in Canada. So it is very significant that the Saskatoon Chamber was number three in the country for net sales, only surpassed by Toronto and Edmonton! The support from the local chambers, has been amazing. It is the loyalty of the membership and the dedication of the local volunteers, who vest their

Sask Chamber says budget within business expectations “The province has put forward a budget that, while dealing with demands for increased expenditures due to growth and the cost of living, has managed overall expectations across the board,” said Saskatchewan Chamber of Commerce CEO Steve McLellan. “First and foremost, it is balanced. We are also pleased with the move to summary income statements, which will provide a greater degree of transparency and accountability.” Having said that, McLellan added, the Sask Chamber was admittedly disappointed with the lack of action on the promised two per cent reduction in the corporate income tax rate, which it feels would have provided cash flow to business and stimulated the continued growth of the economy. “We are, however, pleased that the government has reiterated its commitment toward this tax cut, even if it hasn’t been put in place yet,” McLellan said. “We’re happy that the education property tax didn’t increase,” McLellan said, “However, an opportunity was missed to make some real, structural changes in things like the differentials between business and residential tax rates and assessment cycles, which still fundamentally need to be made.” The Sask Chamber also applauded the government’s continued support for Public‐Private Partnership projects, which it feels are a fiscally sound means of addressing some infrastructure needs. “Overall, it was a good budget, which was balanced on many levels,” McLellan said.

Saskatoon Regional Economic Development Authority’s Square One opens shop The Saskatoon Regional Economic Development Authority (SREDA) has recently opened Square One: Saskatchewan’s Business Resource Centre. This one-stop shop will provide easy access to helpful information and tools for entrepreneurs and small business owners in Saskatchewan. Square One has assumed the programming and business services formerly provided by Business Infosource. Square One is located at 250-3rd Avenue South, Saskatoon. It is open to the public from 8:30 a.m. - 4:30 p.m. Monday through Friday. Donna Lyn Thorsteinson, Program Manager, for Square One remarked, “Our new staff is enthusiastic and excited to assist entrepreneurs realize their dreams.” Donna Lyn continued, “At Square One, we are here to make the process of starting your business easier by providing entrepreneurs with up to date and relevant business start-up information and training.” Jim George, Interim CEO of SREDA noted “Small businesses account for 98 per cent of the 103,000-plus businesses in Saskatchewan; and they paid almost $6 billion in wages and salaries in 2012. This impact to the province’s economy is why SREDA jumped at the opportunity to open Square One.” Square One provides information to Saskatchewan small businesses and entrepreneurs whether they’re a start-up company or expanding an existing business. Square One is part of the Western Canada Business Service Network (WCBSN), supported by Western Economic Diversification Canada (WD). It will offer oneon-one consulting for general business planning, information service, and import/export services. Square One will also provide public computer terminals with access to business information and assistance with business research and introductory business information seminars.
