REGULAR COUNCIL MEETING The regular meeting of the Baxley City Council was held on April 26, 2017, at 8:30 a.m., with the following members present: Mayor Steve Rigdon; Mayor Pro Tem Esco Hall, Jr. Councilmembers: Betty Livingston, Mickey Bass, Pat Williams, George Skipper and Tim Varnadore. Other city officials present were: Jeff Baxley, City Manager; Reba Cash, City Clerk; Alex Johnson, City Attorney, and Chief of Police James L. Godfrey. Steve Simmons representing Baxley News Banner was present. Mayor Rigdon called the regular council meeting to order at 8:30 a.m. Councilman Varnadore gave the invocation. Councilwoman Livingston made a motion approving the minutes of the Called Council Meeting of April 11, 2017, at 6:00 p.m. This motion was seconded by Councilman Bass and carried unanimously. Councilman Varnadore made a motion approving the minutes of the Regular Council Meeting of April 12, 2017, at 8:30 a.m. This motion was seconded by Councilman Williams and carried unanimously. Item A. Under Proclamations/Special Request/Presentations was dropped from the agenda. Councilman Varnadore made a motion approving the Second Reading/Adoption of an Ordinance annexation petition filed by Sandra Morris, located at 1247 and 1283 Golden Isles West, be annexed and establishing a Business (B-2) Zone in voting district #6. This motion was seconded by Councilman Bass and carried unanimously. Councilman Bass made a motion to authorize City Manager Baxley to amend the street (LMIG) resurfacing list to include Tippins Street in its entirety as opposed to separate segments. This motion was seconded by Councilwoman Livingston and carried unanimously. Councilman Bass made a motion to the Adoption/Resolution accepting the GDOT contract for costs associated with an avigation easement and obstruction removal at the Baxley Municipal Airport. This motion was seconded by Councilman Varnadore and carried unanimously. Council Member’s Report 1. Mayor Pro Tem Hall congratulated Councilman Bass for his appointment to the Development Authority Board. City Manager’s Report

1. Manager Baxley reminded the Council of the public hearing Tuesday, May 9th, 2017, at 6:00 p.m. on an annexation petition. 2. Manager Baxley thanked Keri Crosby, the Chamber, and the volunteers for another great year with the Easter Egg Hunt on Saturday morning, April 15, 2017 with approximately 100 plus in attendance. 3. Manager Baxley informed the Council that the 4 Way Stop would become effective Monday, May 1st , at the intersection of Tippins Street and Copeland Street. Advertising will be place in the Baxley News Banner as well as on the WBYZ/WUFE Radio station 4. Today a luncheon will be held with the three winners of the 6th grade Essay Contest. 5. Manager Baxley informed the Council that Government Week is upon us: Tuesday- He will be speaking to the entire 7th grader preparing them for the Brain Bowl Wednesday-He will be speaking to the 8th graders about Council meetings preparing them for the upcoming mock City council meetings. Thursday –He will meet with 4th District students at City Hall Friday-He will meet with 5th graders from the ACES for Career day at the Park 6. The Solar array construction at the Wastewater Treatment plant is complete, as well as all testing. Training on the website that provides production data is today.

There being no further business, Mayor Rigdon declared the meeting adjourned.
