ASRS primary applications include FileNet, Kofax, and Atlassian suite of products. Typical professional services include major/minor release upgrades, evaluation of current usage and performance configuration and other related products or services. The Arizona State Retirement System (ASRS) Procurement Office advertised the issuance of the Software Professional Services Request for Proposal (RFP) October 3, 2014. Proposals were due no later than October 27, 2014 by 3:00 P.M. MST via ProcureAZ. Evaluation Process The ASRS received proposals in ProcureAZ from ten (10) firms by the due date: • • • • • • • • • •

Calpion, Inc. Dynamic Systems, Inc. enChoice, Inc Fairfax Data Systems HTC Global Services, Inc. Isos Technology ITS ONE MTI Tech Solutions Prelude Systems, Inc Softech & Associates, Inc

The proposal submitted by Calpion, Inc. was indicated as a “No Bid” in ProcureAZ. The E v a l u a t i o n Committee met to evaluate each proposal based on the established evaluation criteria: Expertise and Capacity of Offeror, Services Provided by the Offeror, and Pricing. Initial review of the proposals brought the committee to the conclusion that MTI Tech Solutions, Prelude Systems, Inc., and ITS One were neither susceptible for award nor within the competitive range in comparison to other offers based on the evaluation criteria set forth in the solicitation and therefore did not warrant further consideration. The Committee asked clarification questions to the most competitive respondents and best and final offers were requested and received. After reviewing, the Committee concluded that Dynamic Systems, Inc. and HTC Global Services, Inc. were not in the competitive range. Attached is the composite scoring results based on the evaluation committee’s discussions and final evaluation. Recommendation Because the ASRS requires services for several different software applications, the Committee concluded it would be advantageous to award to more than one company. The Evaluation Committee’s consensus evaluation resulted in a recommendation to the ASRS Chief Procurement Officer (CPO) for a contract award to the following offerors: • • • •

The CPO concurred with the recommendation.
