Arthur Bryan, II is a transactional attorney working on the Franklin Project, a polyethylene and ethane cracker facility to be constructed in western Pennsylvania. In Arthur’s current role, he negotiates and advises on engineering, procurement and construction agreements, subcontract agreements, technical services agreements and purchasing agreements. In addition, he advises on intellectual property, joint-venture and non-disclosure matters. Arthur also has responsibility for advising the senior project manager and project management team of contractual and compliance obligations. Prior to his current role, Arthur was the Prime Contract Administrator for Project Franklin responsible for managing changes associated with the execution of the Project, drafting and negotiating non-disclosure agreements and overall contract compliance of the Consultancy Agreement and future Engineering Procurement Construction (EPC) and Construction Management (CM) Agreement.

Previously in 2013-2014, Arthur was a Subcontract Formation Specialist for a large complex liquefied natural gas (LNG) Front-End Engineering and Design project for Anadarko Petrochemical Company’s Mozambique Gas Development Project.

In 2012-2013, Arthur served as a Claim Specialists working with the Senior Counsel and Claims Manager for Bechtel’s Oil, Gas and Chemical Global Business Unit (GBU) in Houston, Texas.

Prior to that in 2011-2012, he served as the Prime Contract Administrator for the Queensland Curtis LNG Project in Houston.

Arthur joined Bechtel in 2010, and served as a Contract Specialist on the Angola LNG Project in the Houston office of Bechtel’s Oil, Gas and Chemicals GBU. He later moved to the project jobsite in Soyo, the Republic of Angola, Africa to serve as the Prime Contract Administrator. Before joining Bechtel, he worked as a corporate and commercial litigator with various firms in Houston. Arthur holds Bachelor of Arts degrees in Political Science and Speech Communication from St. Mary’s University in San Antonio, Texas. He also holds a Doctor of Jurisprudence from West Virginia University College of Law in Morgantown, West Virginia. He is licensed to practice law in the State of Texas.
