As required under the World Trade Organization requirements, the following table outlines the anticipated procurement calendar for this RFR. The Office of the Comptroller reserves the right to change the calendar as needed, provided that any changes will be posted on COMMBUYS. Bidders are responsible for routinely checking COMMBUYS for procurement calendar updates during the RFR process. Please note: The scope of this RFR includes electronic payments solutions, but does not include card processing and merchant services procured under a separate agreement. The purpose of this Request for Response is to replace and expand the current Statewide Electronic Payments Services contract. The Commonwealth of Massachusetts is seeking one or more vendors to provide electronic payments solutions, to a variety of Commonwealth departments and entities, in a variety of physical and virtual locations and settings. Specifically, the vendors will be responsible for developing and maintaining secure applications that customers may access via the internet, over the telephone or mobile device, and via traditional payment channels (i.e., lockbox conversion to ACH). Credit, debit, and traditional ACH transactions such as WEB and TEL, and newer hybrid transactions such as ARC, BOC, and POP may be included. Remote Deposit Capture (RDC) is also an area of interest, as are other newer payment methods and channels such as mobile, NFC, and e-wallets not exhaustively listed here. All electronic payment solutions must be capable of interfacing with the Commonwealth’s credit and debit processing provider, primary financial system (MMARS), other business or financial systems as specified, and designated bank(s). Any solution described must be Payment Card Industry (PCI) compliant and must adhere to Federal, state, and industry best practices, regulations, and laws governing banking, electronic payments, and data security. The RFR will be posted in early March 2015. Responses are anticipated to be due around the end of April 2015 with a Contract performance start date on or before June 30, 2015.
