INVITATION FOR BIDS:
The Board of Education of Baltimore County invites Suppliers to bid on providing a APPLICANT TRACKING SYSTEM for Baltimore County Public Schools, Solicitation Number JNI-791-14 Commodity Code 208-39 or 918-29. Procurement questions can be emailed to Jack Nichols at

Baltimore County Public Schools (BCPS) is looking for three related but different sets of functionality that are related to the hiring and onboarding process. The three components are: A. Applicant Tracking System B. Teacher Screening Methodology C. Onboarding Management Platform For each subcategory within these three categories, it is requested that a description of an individual or firm’s current offering or ability, planned offering or receptivity to future development of said functionality be provided. BCPS does not anticipate any vendor having all of what is listed in this scope of work and as outlined in the evaluation section. BCPS will be evaluating proposals based on what most meets the outlined scope of services. Vendors proposing to bid may secure a set of solicitation documents after 2:00 P.M. (EDST), on or after Monday, March 3, 2014. Solicitation documents can be obtained by e-mail by sending a request to
[email protected]. Email requests MUST include bidder’s corporate address, phone number, fax number, and contact representative’s name. Additionally, hard copy contract documents are available for pickup at the Office of Purchasing, 1940 Greenspring Drive, Suite G, Timonium, MD, 21093. There is no cost for the solicitation. A pre-bid meeting is scheduled for March 11, 2014, at 9:30 A.M. The pre-bid will be held through a conference call. To participate in the pre-bid please use the following numbers, Phone 1-605-4756006 and Access Code 807-2675 Sealed bids will be received until April 10, 2014, no later than 10:00 A.M at Baltimore County Public Schools’ Office of Purchasing, located at 6901 North Charles Street, Building E, Towson, Maryland 21204. A public bid opening will be held approximately 10 minutes after the due date and time for this solicitation. The contractor or suppliers who provide materials, supplies, equipment, and/or services for the above bid shall attempt to achieve 14% participation of Minority Business and/or Small Business Enterprise organizations in response to the Board of Education’s goal for economic development. Certified Minority Business Enterprises and Small Business Enterprises are encouraged to respond to these solicitations. Bidders shall include minority and small business enterprise material as provided in the bid specifications with their proposal. Bidders failing to submit the minority and small business enterprise material as provided, including the Small and Minority Business Enterprise Utilization Affidavit, may result in the bid being determined non-responsive.
