Board Report TWO ITEMS ARE TOP OF MIND THIS MONTH

(1) LIMITED PURPOSE ANNEXATION – As you may know already, the HOA Board temporarily postponed the 7/16 Petition Drive meeting at the pool with the City of Cedar Park after hearing about legal issues that must be resolved by city attorneys first. We also suspended the house-to-house petition drive. More info is expected soon, and we’ll share it ASAP on the Bella Vista website (www.bellavista-hoa.com/bellavista/home.asp) and the less formal “Bella Vista, Cedar Park” Facebook group (www.facebook.com/ groups/60243129318/), which now has about 190 members and is a fun and interactive way to socialize with neighbors. It’s also the quickest way to get info out, so we recommend joining. “Cedar Park Neighborhood Action Network” (www.facebook. com/groups/cpaction/) is another Facebook group you may want to join. With over 300 members from Bella Vista and Twin Creeks residents, it has additional information for those interested in annexation and the proposed gas station and self-storage facility between our communities. (2) STAGE-3 WATER RESTRICTIONS – Cedar Park is expected to enact its strongest water restrictions ever August 1 in anticipation of worsening drought conditions this summer, as outlined in the city’s Drought Contingency and Water Emergency Plan. The change would limit residents to outdoor watering once a week, on Tuesdays, including watering by drip irrigation or soaker hose. Using a handheld hose equipped with a positive pistol grip nozzle or other device that automatically shuts off water flow when the hose is not being used, or handheld buckets is permitted on any day and at any time. Operation of decorative water features is prohibited except when aeration is necessary to preserve habitat for aquatic life. The filling, refilling, or adding of potable water to swimming or wading pools is prohibited, although we expect a variance for the community pool. Copyright © 2013 Peel, Inc.

Giving FENCES the Light Touch By Wayne Caswell With relatively little work, you can make a gray, sagging wood fence look new again. With some simple repairs, such as replacing broken or missing slats, a thorough cleaning with a power washer and possibly a bleaching agent, and a nourishing coat of oil stain, your fence will look almost like it did the day it was built, enhancing your home’s value and that of your neighbors’ homes too. DISCOLORATION

There are 4 main reasons for discoloration of a cedar fence. They are: 1. Natural fading and graying due to the environment and sun; 2. Water damage from sprinkler systems, such as shown in the photo; 3. Mildew, mold and tannin stains from natural oils leaching out from inside; and 4. Oil and sap discolorations. THE BENEFITS OF STAIN

According to experts at Viking Fence, staining can help you avoid common problems associated with having a wood fence and can increase your investment’s lifespan and appearance. Staining can also: • Protect your fence from fading due to exposure to UV sunlight; • Enhance the wood grain without hiding the natural beauty of the wood; • Waterproof the wood by repelling water to avoid mold, mildew, fungus and rotting; • Prevent slats from cracking and splitting; and • Allow you to match fence color to that of your home.

Stains come in three types: • Transparent – a mostly clear, wood toned protector that typically lasts 3 years before reapplication is needed; • Semi-transparent – a stain with additional color pigment that still allows you to see the wood grain and lasts a year or two longer; and • Solid – looks like a paint, but acts more like a stain, penetrating the wood pores for durability that can last 6 years. Some people still prefer paint, because it comes in more colors and provides a thicker barrier against the elements. The downside is that paint takes longer to apply, may require a primer and second coat, and will still likely chip. So if you don’t want to patch up your fence every few months, chose stain instead. Just take home a sample to try on scrap wood or in an inconspicuous space before you commit to a stain color and type, since the end color depends on the type of wood and prior aging. THE LIGHT TOUCH Deed restrictions require homeowners to maintain their property in accordance to the character of the community, so occasionally Real Manage drives the property looking for obvious violations. An issue this time was the many fences needing care, but rather than send warnings or administer fines, the Board decided to take a Light Touch, with this article about the Benefits of fence maintenance. The Board has a responsibility to help preserve property values for all residents, but we understand that hot summer months are not ideal for working outside. So, we’re giving homeowners until November to bring fences needing repair into compliance.

Bella Vista School starts in August, so now is the time for drivers to pay closer attention to the school zones in the neighborhood. We want to remind you that the speed limit in a school zone is 20mph and traffic fines double! Other changes to be aware of include; • Children behaving unpredictably • School Bus Stops • Crossing Guards – please obey the guards! Remember, they are there for the safety of you and your children • New areas of traffic congestion • Be prepared for delays • Use of cell phones in schools zones is prohibited!
