Mount Olympus Fiber Install

Bloomsburg University of Pennsylvania seeks vendors provide materials and labor necessary to install single mode fiber optic cabling between the University’s upper campus Mount Olympus Apartments. Scope of Work: Vendors are required to furnish, install, terminate, label, and test single mode fiber optic cable from the Philadelphia Building to the remaining nine (9) buildings at the university’s Mount Olympus Apartments. Specifications: Vendors are required to furnish and install twelve (12) strands OSP rated Single mode fiber cable from the Philadelphia Building, Building 10, to each of the nine other buildings at the Mount Olympus Apartments. Vendors are required to terminate each fiber strand with SC single mode fiber connectors at each end. Vendors are required to test the strands with an OTDR for an optical trace and db loss calculations. They are to provide the test documentation to Bloomsburg University’s Telecommunications Department for acceptance. Vendors are required to furnish and install a 4U rack mounted fiber enclosure and nine (9) twelve (12) strand SM SC coupler panels in the Philadelphia Building, Building 10 and nine (9) twelve (12) port Hubbell SM SC coupler panels in the existing fiber boxes of the remaining nine (9) buildings for the new connectors. Vendors are required to label the cable at each end and in the manholes. Vendors must supply slack loops in each manhole and 30 ft. service coils at each end. The fiber optic cables shall be routed through existing manhole and conduit system. Conduits are presumed clear and useable. However, vendors will need to clean out spray foam insulation in the conduits that enter the buildings. Existing services shall not be interrupted during installation without prior approval. Vendors must install 1800 lb. mule tape along with the cable in the manholes and conduit. Vendors are required to fire stop all cabling as required.

Vendors are required to clean up each day and use traffic control and safety equipment in the manholes in the street during the fiber install. Manhole locations and conduit routes are shown on conduit plan provided by Bloomsburg University Telecommunications Department as a bid document. Conduits routes are approximate and should be field verified. All bidders must attend a pre-bid conference scheduled for Wednesday, June 17, 2015, at 10 a.m. at the Mount Olympus Apartments prior to submitting a bid. Successful vendor should contact Gary Melnick to schedule start date and upon arrival on campus to begin work. Bloomsburg University will award the bid within one week of due date. Anticipated completion date of July 31, 2015. This bid request is issued under PA Master IT Services ITQ Contract #4400004480 and all terms and conditions of the contract are incorporated into this bid. This is a restricted solicitation which has been reserved for the Small Business Procurement Initiative only. DGS Certified Small Business contractors which are qualified in the cabling service category under the Commonwealth’s Master Information Technology (IT) Services Invitation to Qualify (ITQ) Contract #440004480 prior to the bid opening date may respond.
