City of Los AngelesPolice Department Specification for Enclosed Trailer Specification No. MTD 13-01

1. Scope and Classification 1.1

SCOPE: This specification covers the City of Los Angeles (City) requirements for Commercial Grade Enclosed Trailer (s). All the components shall be new and unused models and shall not have been used as a demonstrator or in any other previous service.

1.2

Classification: This specification describes the requirements of an Enclosed Commercial Grade Fully Enclosed Trailer (s) designed for transporting six (6) off road motorcycles and equipment to be used by the Los Angeles Police Department. 1.2.1

The trailer and all components shall meet all Federal Department of Transportation, and State of California Department of Motor Vehicle Codes, and any other applicable safety regulations and standards.

1.2.2

All equipment and components shall be assembled, installed, and fully functional as indicated by the specifications and shall be factory standard unless otherwise specified.

2. Trailer 2.1

Equal or better, TPD Model ST8522T Commercial Grade Enclosed Trailer.Two (2)tandem 5000 pound axles, twenty two (22’) foot long, eight feet six inches (8.5’) wide,seven(7’) feet inside/interiors height not toexceed ten feet (10’)total exterior height.

2.2

Shall have equal or better, commercial gradetandem (dual) axles with minimum GVWR of 5,000 pounds each, with rated torsion bar suspension with E-Z hub axle bearing lubrication, four wheel surge brakes, and safety chains for the trailer. 2.2.1

Tires and Wheels: 5 (Five) chrome steel5 lug wheels with 205/75R/15 commercial ratedAll Weather tires. Spare tire and wheel must be of same design, bolt pattern, tire size and tire rating. Tires and wheels must be rated for the expected load rating. Equal or better is acceptable.

2.2.2

Spare tire must be stored in a recessed compartment inside the trailer. The exact location of the compartment will be determined at pre-build meeting.

Stabilizing scissor jacks: The trailer shall be equipped with two pair of easily accessible scissor jacks. One pair located towards the front of the trailer and one pair located towards the rear. Manual deployment is OK.

2.2.4

TheTrailer coupler shall be of 2 5/16inch diameter ball type hitch.

2.2.5

Brakes: The trailer shall have Four (4) wheel surge brakes. Trailer brake components must conform to 2013 DOT standards.

2.2.6

All exposed metal and other surfaces that are subject to corrosion, shall be prepped, primed and painted with quality automotive exterior paint.

2.3

Lighting: Standard LED brake, turn signal and docking lights, and four LED clearance lights. DOT approved.

2.4

Electrical 2.4.1

Three (3) deep cycle 12 volt battery, 2000 watt integrated battery charger and automatic switchover/inverter. (I.E. Tripp-Lite APS2012) with internal wiring that operates the following systems:  

120 volt package with a 50 amp breaker box, exterior power inlet (motorbase) with 25’ shore cord (configuration to be determined at the pre-build meeting). The 120 volt system will consist of circuit breakers and internal wiring that operates the following systems:   

2.4.3

Front jack light. Twelve (12) overhead bullet type LEDlights controlled by Two (2)separate light switches(location to be determined at the pre-build meeting).

Two (2) interior Four (4) plug (15 amp) receptacles UL approved. (location to be determined at the pre-build meeting). Four (4) 48” LED lights (location to be determined at the pre-build meeting) controlled by a Two (2) light switches. Four (4) exteriorTwo(2) Street Side, Two (2) Rear side, recessed 500 watt quartz halogen lightscontrolled by independent light switches. Lights must be movable up and down. (location to be determined at the pre-build meeting).

Honda EU3000IS portable generator. The generator shall power the 120 volt system utilizing the shore power line. Note: no deviation of the brand or model generator will be acceptable.

Length: Standard for the model specified (22 feet).

3.2

Width: Standard for the model specified (8.5 feet interior).

3.3

Height: 7 feet (interior).

4. Body Features 4.1

Frame: Full perimeter rectangular tube frame with:

 24 inch on center (O/C) floor cross members.  16 inch O/C roof cross members.  16 inch O/C wall supports.  Flat floor design.  Floor: 3/4 inch Advantech sub floor with black loincoin floor covering.

4.3

Walls 4.3.1

Exterior: 0.040 exterior screw less aluminum walls with fender height polished aluminum side trim, and 24 inch high ATP stone guard.

4.3.2

Interior: Screw-less aluminum walls with lower 34 inches covered with (grey) Heavy Duty Loop Carpet.

4.4

Roof: One-piece aluminum roof with two (2) fourteen (14) inch Maxxair roof vents and covers lights (location to be determined at the pre-build meeting). The roof should be a walk on design capable of supporting the weight of several people and equipment.

4.5

Ceiling: screw-less aluminum ceiling.

4.6

Doors

4.7

4.6.1

Rear: Ramp door with Advantech transition flap and black Loincoin floor covering.

4.6.2

Side: One curb side, 48 inch wide side door (Lockable with single pull handle) with an aluminum 48 inch wide automaticslide out step (exact location to be determined at the pre-build meeting).

Fuel Tank: None

Color: The vehicle(s) shall be delivered in the exterior/interior color combinations listed below: 

Exterior Walls: 2 part Automotive Basecoat clear coat White Acrylic Urethane paint 3 coats minimum to insure adequate coverage and thickness.



Interior Walls: White/Gray 2 part Automotive Basecoat clear coat White Acrylic Urethane paint 3 coats minimum to insure adequate coverage and thickness.



Interior Shelves: White/Gray 2 part Automotive Basecoat clear coat White Acrylic Urethane paint 3 coats minimum to insure adequate coverage and thickness.

5. Required Equipment 5.1

One (1) 3,500 pound manual tongue jack, including battery and battery mounting box and hardware. Front jack light.

5.2

One pair rear caster wheels.

5.3

One (1) Carefree heavy-duty commercial grade manual awning (6) feet wide and minimum of (18) feet long mounted on the curb side of trailer. Color will be selected by the user at time of pre build meeting.

5.4

Wall cabinets, twenty (20) inches high and fourteen (14) inches deep, mounted inside of curb side of the trailer. The wall cabinet will start immediately to the rear of the side door and will run continuously to the rear of the trailer. The cabinet will be mounted to the top of the wall against the ceiling. The cabinet will be divided into four (4) separate compartments. Each compartment will have a lockable access door. Each access door shall be equipped with a latch capable of keeping the door closed when the trailer is moving, even if the door is unlocked. Each compartment will have an LED light that is controlled by a door switch. Exact location and configuration will be determined at the pre-build meeting.

5.6

An L shaped work station shall be installed at the front of the trailer. The work station will traverse the entire front wall. The deeper part of the L will be toward the curb side of the trailer. 5.6.1

The deeper part of the L shaped work station will house the generator. The generator will be accessed through an outside door mounted on the curbside of the trailer. The generator compartment shall be equipped with a slide out tray to increase the access to the generator. The slide out tray

ENCLOSED TRAILER Specification No. MTD 13-01 Page 5 of 7 shall be equipped with hold down hooks to secure the generator during travel. 5.6.2

5.6.3

A five drawer (Ball Bearing Slides) tool chest shall be mounted in the curb side of the work station. The tool chest will be mounted in an open compartment of the work station and not have any door. The tool chest shall face the rear of the trailer. All five drawers will have ball bearing slides. The tool chest shall be lockable to secure the drawers during travel. An enclosed storage area will be installed between the generator and tool chest. The storage area will have a lockable door and a latch capable of keeping the door closed when the trailer is moving, even if the door is unlocked. Exact location and configuration will be determined at the prebuild meeting.

5.7

Gas Jug wall mounted rack. The trailer shall be equipped with a rack that will hold six (6) five (5) gallon square Fuel Jugs. Two (2) racks maybe used to accommodate the required six (6) Fuel Jugs. Exact location and configuration will be determined at the pre-build meeting.

5.7

Five (5) Rows (3 Bottom, 2 Sides) of E-Track mounting and securing system with 15 Ancra motorcycle tie downs compatible with the E-Track system to secure cargo & motorcycles to the E-Track system, rated at 1000 pound securing capacity (locations to be determined at the pre-build meeting).

5.8

Six (6) removable Pingel wheel chocks model 40855 that are compatible with the E-Track mounting system, will be securely installed to accommodate the front tire of each motorcycle(location to be determined at the pre-build meeting).

5.9

Aluminumhelmet shelves shall be installed. The shelves will be capable of safely storing six (6) helmets without damaging the helmets. Exact location and configuration will be determined at the pre-build meeting.

5.10

A roof access ladder will be installed on the front of the trailer. Exact location and configuration will be determined at the pre-build meeting.

5.11

Seven (7) pin trailer plug and license plate bracket with light.

5.12

Exterior Lettering: 3M style weather resistant reflective Dark Blue lettering with the words “LAPD Valley Traffic Division Off Road Detail shall be installed on both sides of the exterior side of trailer. Exact size and location to be determined at Pre-Build meeting.

6. Workmanship 6.1

All workmanship including, but not limited to welding construction and electrical (no use of scotch locks) shall meet or exceed the best standards of the industry. All work shall be subject to inspection and approval by representatives of the Los Angeles Police Department prior to making payment.

7. Warranty 7.1

Standard warranty offered by the manufacturer. The minimum warranty period is to be 5 (Five) years. The warranty period shall begin on the date the equipment is placed into service and not on the date of sale or delivery. The “In Service Date” will be provided in a manner agreeable to the buyer and seller.

7.2

All frames, structural components, and structural welds, and painted surfaces shall be warranted for a minimum period of 5 years.

8. Licensing and Registration 8.1

The dealer shall be responsible for the licensing and registration of the trailer foruse in the State of California. The Motor Transport Fleet Supervisor may be contacted at (213) 486-1020 for registration information and instructions for obtaining license plate (s).

9. General Provisions 9.1

Four (4) sets each of operator, parts, maintenance, and component accessories manuals and/or CD’s shall be provided on the delivery date for each unit

9.2

Six (6) sets of keys shall be provided for each lockable compartment and doors for each unit purchased. The trailer doors and compartments shall be keyed alike.

9.3

Notification of pending delivery shall be made 24 hours prior to the delivery date. For information regarding the delivery, licensing, registration, or payments please contact LAPD Fleet Supervisor, at (213) 486-1020 Monday through Friday 7:00AM to 3:30PM.

9.4

After approval and inspections, the units shall be delivered Monday through Friday, between thehours of 9:00 AM to 3:00 PM to: LAPD/ Motor Transport Division 555 Ramirez Street Space 112

9.6

The vendor of the design and construction of the trailer will be required to meet with LAPD representatives on (3) occasions. The meetings will be held using video conferencing technology. The vendor will supply the LAPD complete set of CAD conceptual drawings prior to the pre-build meeting. 9.6.1

A pre-build meeting shall be held to review the conceptual drawings and to determine final design and layout of all equipment and specifications.

9.6.2

A mid-phase meeting shall be held to conduct testing to insure proper placement of specialized equipment with the trailer.

9.6.3

A final meeting shall be held to verify proper construction and compliance with all specifications items, paint, and graphics prior to delivery. Additional training shall be provided for LAPD personnel to ensure proper technical operations, care, and maintenance of all equipment.

9.6

The inspection trips shall be scheduled at times mutually agreed upon between the bidder and LAPD representatives.

9.10

If net payment discounts are involved, the payment due date is based on the scanned invoice date from the City of Los Angeles General Services Division Accounts Payable, not the invoice date. 9.10.1

Motor Transport Division reserves the right to withhold payment based on the noncompliance with any part of this specification. Noncompliance may delay payment until all areas of the contract are met.

9.10.2

The trailer must be delivered to Motor Transport Division no later than 3:00 PM on June 1st, 2013. Failure to meet this date will void this purchase and the City of Los Angeles and the Los Angeles Police Department will be held harmless.
