CITY OF PORTSMOUTH WILSON HIGH SCHOOL FIRE ALARM REPLACEMENT PROJECT INVITATION FOR BIDS 697-14-MA Sealed bids will be received in the Purchasing Office, City of Portsmouth, Municipal Building, 801 Crawford Street, 4th Floor, Portsmouth, Virginia 23704, until 2:00 PM, Friday, December 5, 2014, local time, at which time they will be publicly opened and read aloud for the Wilson High School Fire Alarm Replacement Project. The bid is for furnishing all labor, materials, and equipment for replacement of the existing fire alarm systems with one main system for fire detection and alarm. Sets of Contract Documents may be obtained from the City of Portsmouth Municipal Building, Purchasing Office, 5th Floor, Portsmouth, Virginia 23704 upon deposit of check or money order only in the amount of $25.00 made payable to the City of Portsmouth. Deposit is non-refundable. In order to bid on this project, contractors must obtain documents from the Purchasing Office. A mandatory pre-bid conference will be held on November 18, 2014 at 10:00AM local time, at Woodrow Wilson High School, Woodrow Wilson High School, 1401 Elmhurst Lane, Portsmouth, Virginia 23701. All inquiries must be made in writing to the Purchasing Office by either fax or email. The fax number is (757) 393-5475, and the email address is: [email protected]. All responses are to be received no later than 9:00AM on December 1, 2014. Inquiries made after this date and time may not receive a response prior to the bid opening. Contractor registration in accordance with Title 54.1, Chapter 11, Code of Virginia is required. Each Bidder shall submit the bid in a sealed envelope and shall make thereon the notation “Virginia Licensed Contractor No. ____ ”. No bids may be withdrawn for a period of ninety (90) days from the date of the bid opening. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. The right to reject any or all bids or to accept any bid considered of advantage to the Owner is reserved. A certified check, letter of credit, or Bid Bond in the amount of five percent (5%) of the total bid must accompany each bid. In case of a claimed bid error, the Bidder must give notice in writing of his claim or right to withdraw his Bid within two (2) business days after the opening of the Bid. The Bidder must present his original work papers and justify his claim in accordance with applicable State and City laws. Each Bidder shall be required to comply with Executive Order No. 11246, BEC 202, dated September 24, 1965, and shall not discriminate against any employee or applicant for employment because of race, religion, faith-based organization, color, sex, or national origin, age, disability, or any other basis prohibited by state law. Bidders submitting bids to provide goods and services to the City of Portsmouth shall exercise good faith efforts to comply with the Portsmouth Public Schools M/WBE goals for the contract that are included in this solicitation. Any act or omission by the City shall not relieve the contractor of this responsibility. The City reserves the right to reject any bid and deem it non-responsive for failing to meet the Portsmouth Public Schools M/WBE program policy requirements, including the submission of required documents.
