SECTION 1 - OVERVIEW The international University Sports Federation (FISU) organise a series of World University Championships (WUCs) in even-numbered years. Entries to World University Championships are made by the British University and Colleges Sport (BUCS) on behalf of Great Britain & NI, supported by the National Governing Bodies of sport in Great Britain. The purpose of this document is to outline the policy for selection to the BUCs team to represent Great Britain and NI at the 6th World University Championship Canoe Sprint in Minsk, Belarus from 14th -17th August 2014

SECTION 2 – ELIGIBILTY FISU Regulations 5.2.1 Only the following may participate as competitors in a FISU Sporting Event: i)

Students who are currently officially registered as proceeding towards a degree or diploma at the university or similar institute whose status is recognised by the appropriate national academic authority of their country (e.g. the Department of Education in the UK). Former students of the institutions mentioned in (i) who have obtained their academic degree/diploma in the year preceding the event. i.e. students graduating in 2010/11 are eligible to compete.

FISU Regulations 5.2.3 All competitors must satisfy the following conditions. i)

be a national of the country they represent (therefore hold a full 10 year UK passport)

ii)

be at least 17 and less than 28 years of age on January 1st in the year of the event (born between 1 January 1986 and 31 December 1996)

Students studying abroad are eligible for selection provided they satisfy FISU regulations 5.2.1 and 5.2.3 Students attending courses franchised out from an institution [complying with FISU Regulations 5.2.1 (i)] are eligible for selection providing they also satisfy FISU Regulation 5.2.3. BUCS Criteria (Academic) The minimum level of study has been set at Level 4 of the Framework for Higher Education Qualifications in England, Wales and Northern Ireland, or equivalent. Level 4 is equivalent to Higher National Certificates (HNC) and Certificates of Higher Education (CertHE).

Exemptions to permit the selection of student athletes studying below Level 4 can be considered where : 1. The student still meets the FISU regulation 5.2.1.i) above 2. There is no direct financial implication to BUCS 3. It can be demonstrated that this inclusion encourages additional benefit to Level 4 students The inclusion of students studying below Level 4 should not be at the expense of a student studying at Level 4 or above. BCU membership Any athlete wishing to be considered for selection must be a full member of the B.C.U.

SECTION 3 COMPETITION OBJECTIVES The aim of the British Canoe Union (BCU) competition programme below full Senior international level is to provide valuable opportunities for athletes to gain international competition experience as part of their journey towards the senior international podium and to develop the racing skills and experiences required to be a successful senior athlete. The emphasis will be on gaining a range of skills and experience for competition at Olympic Games but may not always be concerned with Olympic events. The World University Championships forms an important part of this competition programme for athletes who demonstrate the potential to reach the A final of their respective event.

SECTION 5 - SELECTION PROCEDURE 1. Introduction to the Selection Process Sprint racing is an outdoor sport where the result of a race can be affected by weather conditions and lane draws. This selection policy recognises that a first past the post system will not always be fair or appropriate when selecting teams for International competitions. The premise of this policy is that performances will be assessed against estimated gold medal times (G.M.T.) for major International competitions in Olympic events and performance times will be corrected for environmental conditions (Appendix A). For the purpose of these Championships performances will be assessed relative to the U21 GMT irrespective of the age of the athlete. Please note that the G.M.T. refers to a Worlds Best International time and not the winning time of the selection race. 2. Nomination for Selection Any athlete wishing to be considered for selection must complete an online nomination form available on the BUCS website, and return the required supporting documentation by April 30th 2014. BUCS website Any athletes with outstanding information after this time may not be eligible for selection 3. Minimum Standard for Consideration for Selection The minimum standard to be considered for selection to the Team in a singles or crew boat event is + 7% of the U21 G.M.T. in an Olympic singles event. Performances at the 2014 April, May, June and July BCU National Sprint Regattas, 2014 ECF 2014 Canoe Sprint U23 European Championships and 2014 ICF World Cup Series can be considered.

4. Selection Criteria

A Squad of up to 10* athletes will be selected from eligible athletes who have met the minimum performance standard for consideration (see point 3 above) in the following order of preference: 4.1 Athletes selected for the 2014 ECF Canoe Sprint Senior European Championships Team who are not subsequently selected for the 2014 ICF Canoe Sprint Senior World Championships; 4.2 Athletes who achieve a K1/C1 performance within + 4% of the U21 GMT in an Olympic singles event in the 2014 April, May, June or July National Sprint Regattas, 2014 ECF Canoe Sprint U23 European U23 Championships or ICF 2014 Canoe Sprint World Cup Series; Event K1M 200m K1W 200m K1M 1000m K1W 500m C1M 200m C1M 1000m C1W 200m

4.3 Athletes that achieve a top 9 place in singles or doubles or a top 6th place in K4 of an Olympic event at the 2014 ECF Canoe Sprint U23 European Championships (note all crew boat members do not need to be eligible for the World University Championships); 4.4 Other athletes who in the opinion of the Selection Panel can contribute to the medal winning potential of the Team. Once the Selection Panel has confirmed the Squad, the Head Coach for the Championships, in consultation with the BCU Olympic Development Coach Lead Coach, will form singles and crew boats to maximise the Team’s overall performance potential. The exception to this is in Olympic Singles Events when the athlete registering the fastest environmentally corrected time in the regattas listed in point 3 above will be selected. If the athlete declines the place to focus on one or more other events the Head Coach may select another athlete, but is under no obligation to fill this place. Note: All athletes selected to the squad will be offered an entry in at least one Olympic event. 5. In the event of a tied vote the Chair will have an extra vote. Note: the role of the selection panel is to select the squad of athletes, not to select athletes to specific events.

6. Selection and De-selection BUCS reserves the right to deselect an athlete who has lost form, is suffering from illness or injury. In these circumstances the Head Coach who will determine if a fitness trial is required. The Head Coach may request that the B.C.U. medical officer or another appointee should conduct a fitness trial or test to determine ability to participate. Disciplinary Offence under the B.C.U. Rules The B.C.U. also has the right to deselect any athlete who has been found guilty of any disciplinary offence under the B.C.U. rules. 7. Appeals Appeals against non-selection must be made within 24hrs of notification and should be sent to the B.C.U. Chief Executive [email protected] who will determine whether there are reasonable grounds for appeal. If there are reasonable grounds to appeal the Chairman will convene an appeals panel to consider within 7 days. The B.C.U Appeals Policy was approved by the B.C.U Board in 2007. A copy of this policy is available on the B.C.U./ G.B. Canoeing website http://www.gbcanoeing.org.uk/. There is no appeal process for athletes deselected under point 8 below. 8. Anti-doping Athletes must be compliant with B.C.U. anti-doping policy at all times. The B.C.U. anti-doping Policy can be viewed at: www.G.B.canoeing.org.uk/G.B.c/index.cfm/aboutanti.doping

SECTION 6 FUNDING The cost of participation for this event is in excess of £1,250 per athlete. Each selected athlete will be required to make a non- standard Athlete Personal Contribution of £650 (or £ 700 for non-BUCS members) The balance of the costs of participation will be met by the BCU and BUCS.

Payment(s) will be required in full at the point of selection. Athletes submitting a nomination acknowledge this requirement by indicating their acceptance of the Team Members Agreement, and accept that any unrecoverable costs incurred by BUCS resulting from athlete withdrawal from the nomination process will be passed onto the athlete concerned.

Appendix A. Weather Correction Information Environmental factors play a significant role in the ability to monitor and determine the success of a race performance in sprint canoeing. Water and air temperature, wind speed and direction and water quality (waves) all affect the level of drag acting on the boat, and consequently the speed of the boat and paddler. To overcome this, G.B. Canoeing have used a number of correction factors for wind and water temperature in the past, but this has largely been based on historical data for 1000m racing (see below). In order to improve the accuracy of this process, a correction tool is now being developed through Southampton University that will use valid scientific hydrodynamic and aerodynamic models to correct race and training times for all of the factors outlined above, and also account for boat type and athlete weight etc. Initially this will be a simple tool to correct average race pace (i.e. one correction across the whole race distance), but with development, the same procedures will be applied to the shorter split distances that are determined through GPS race profiling (20-50m). Drag is dependent on boat speed, so applying corrections during the different phases of the race as boat speed changes, may provide a more accurate reflection of true performance. The main aim of this project work is to enable athlete performance in racing and training to be tracked more effectively and allow changes in performance to be interpreted with more confidence. In the absence of the technical model please use the following tables as a guide to make your correction.
