June 13, 2013 REQUEST FOR INFORMATION (RFI 6075) FOR EVIDENCE BASED PRACTICE SYSTEM TO MEASURE RECIDIVISM RATES The County of San Diego is issuing this Request for Information (RFI) to determine if there are any agencies or organizations which possess the capability and interest in providing a system that effectively implements evidence based practices to measure recidivism rates in the County. This system is more fully described in the attached RFI. This request for information will not result in an award of any contracts. If the County of San Diego determines that it is in the best interest of the County, a formal competitive solicitation may be issued at a later date. This is a request for information only. Responses to this RFI will assist the County in planning for future funding and possible solicitations. "Evidence-based practices" refers to supervision policies, procedures, programs, and practices demonstrated by scientific research to reduce recidivism among individuals under probation, parole, or post-release supervision. RFI Content This RFI consists of this cover letter and the following:  Evidence Based Practice System Questionnaire  Statement of Work RFI Due Date If your agency is interested, qualified, and capable of providing these services, please complete and submit the attached RFI Questionnaire PRIOR TO: 5:00 P.M. LOCAL TIME ON JULY 25, 2013. Responses may also be emailed to: [email protected] Please note that responders will not receive any individual feedback on their comments and suggestions. The County will review and evaluate all responses for possible inclusion in a final Statement of Work.

Questions must be submitted by 3:00pm Local Time on June 28, 2013. Please note: This RFI is neither a Request for Proposal nor a Request for Bid. It is intended for gathering information only and will not result in a contract award, but will assist the County in planning for the procurement of these services. This RFI is available for download from the County’s Internet site at http://buynet.sdcounty.ca.gov/. It is the downloader's responsibility to check for addenda. The County cannot individually notify those who download documents from the web site of changes or addenda. This RFI in no manner obligates the County to pursue any contractual relationship with an entity that responds to this RFI. The County further reserves the right to cancel this RFI at any time if deemed to be in the best interest of the County. County of San Diego Public Safety Group Evidence Based Practice System Requirements Definition 1. Background The establishment of the Community Correction Partnership (CCP) was prompted by the passage of Senate Bill 678; The California Community Corrections Intensive Probation Services Act of 2009. The participating agencies share a common mission to protect community safety. In order to make progress toward this goal, the agencies recognize the criticality of collaboration with all of the components of the adult criminal justice system, education, social services; substance abuse, mental health, and community-based services in San Diego County. As required by the bill, the partnership is chaired by the Chief Probation Officer and includes: The Presiding Judge of the Superior Court; the County CAO; the District Attorney; the Public Defender; the Sheriff; a Police Chief; the county heads of: Department of Social Service; County Mental Health; Alcohol and Drug services; employment; County Office of Education; and a representative from a community-based organization. Critical to all participating agencies is the ability to consistently implement and effectively measure evidence based practices. This should allow the agencies to affect the accountability of supervised individuals, optimize the implementation and administration of reentry services and ultimately reduce recidivism. The CCP is seeking to acquire an Evidence Based Practice System (EBPS) specific to the needs of a CCP mandate. The solution provided will need to collect data from all partners, integrate with existing systems and analyze the recidivism outcomes to find the most effective programs for the cost. Quality Assurance The contracted organization will have the responsibility for assuring the quality of the work performed. The County reserves the right to audit the work of the contractor. The contracted organization agrees to act in good faith at all times when responding to such an audit, including, but not limited to, being available to the County by phone and/or electronic mail, and turning over relevant requested documents.
