This Request For Information (RFI) No. 6242 has been issued by the County of San Diego Sheriff’s Department who is seeking information regarding new technology currently being developed to be used as an enhancement to the background check process for persons seeking to be licensed as taxi cab drivers, a requirement of the State of California. This technology would be an enhancement to the current verification process, an additional tool to implement during licensing. It will provide information indicating the individual’s background may require additional review. System features may include, but are not limited to: •

Stand- alone touch screen computers



Able to run sixty (60) to eighty (80) tests per week



Can be used by non-native English speakers / ask questions in various languages



Questions can be answered “yes” or “no”



Able to determine/measure neuro-muscular reactions to questions by touch



Establish a baseline response



Interpret response to questions



Indicate “pass” or “requires additional review” results

PLEASE NOTE: This RFI will NOT result in an award of any contracts. The intent of the RFI is to assist the Sheriff’s Department in determining the availability of any new technology that can be used as an enhancement to the background check process for taxi cab driver licenses. Dependent upon the response to this RFI, a solicitation may be issued. Background The County of San Diego Sheriff's Department renews an average of one thousand six hundred (1,600) taxicab licenses a year. For the renewal process, a background check is conducted on taxi cab drivers as part of the licensing requirements mandated by the State of California. The Sheriff's Department is interested in any new technology currently being developed to provide an indication if individuals are withholding the truth in the prescreening process. This technology will be an enhancement to the verification process, an additional tool to implement during licensing. It will provide information indicating the individual’s background may require additional review. System features may include, but are not limited to: •
