Hello my fellow neighbors! I wanted to give you an update on happenings in the neighborhood. We just had our annual meeting in March, where a review of the past year and some upcoming objectives of the HOA were discussed. You may download a copy of this presentation from our property manager’s site at http://hoasites.goodwintx.com/twn/Home.aspx. It was a very busy year in 2014 with the neighborhood being annexed by Cedar Park, the dissolving of the WCIDs, a new trail developed in the Reserve section, and continuing build-out of the Reserve section, along with a lot of other more minor happenings in and around the neighborhood. We had an election of one Board seat, vacated by Brian Dougherty – I want to thank Brian for his many years of volunteering in the HOA and look forward to continuing to work with him in other capacities. We welcome Chuck Andersen as our new Secretary to the Board. Chuck has been and will continue to be our Landscape Committee chairman. The rest of the Board is as follows: Ross Burns (President), Brandon Lind (Vice-President), Debby Hackbarth (Treasurer), and Bruce Roach (Director). I have served in HOAs for over six years and am fortunate to serve with such a great group of volunteers. Talking about volunteers, I am thankful for Brian and Shannon Tweedt, Neighborhood Watch co-chairs, who help stay on top of the crime reporting in our neighborhood and coordinating communication with all the Block Captains. They also took on a significant role in helping coordinate signature gathering for the voluntary annexation into the City of Cedar Park. Almost 75 percent of the neighborhood voted to join the city and we were officially annexed in late December - we couldn’t have done it without our Block Captains and other volunteers. I worked many streets myself and met some really great people. As a result of annexation, and as a small thank you, we recently had a Block Captain party at the clubhouse, where Cedar Park Police representatives came out and covered crime statistics in our area, as well as take questions. For the first quarter of the year, our calls are less than 1% of the total city calls – we have a very safe Copyright © 2015 Peel, Inc.

neighborhood! Two of our biggest problems include petty vandalism and theft – I urge neighbors to lock their cars and keep valuables out-of-sight, so as to not create an opportunity for someone to steal them. Note that you may still see the County Sherriff around as this is also their jurisdiction. Other notable committees include the Architecture Review Committee (ARC) and the Social Committee. I want to thank Tom Moody and James Manning, ARC co-chairs, for their continued volunteerism in the neighborhood when it comes to approving add-ons and modifications for existing homes, as well as new home plans and elevations. A special thank you goes to Shelley Evans who has served as our Social Committee chair for many years and has worked hard to coordinate and sponsor some of our biggest events in the neighborhood, including Easter egg hunts, July 4th parades, haunted houses, and the Christmas party. If it wasn’t for her, these events would not happen. Shelley has decided to step down and hand over the reins of the committee to someone else. We need one or more enthusiastic volunteers to take over for Shelley or these events will no longer happen! These events help bring our community together and I would hate to see them end…please contact Shelley immediately at [email protected] if you would like to volunteer. The HOA Board decided to create two new committees – the Club Committee, chaired by Brian Dougherty, and the Communications Committee, chaired by Karen Calvert. The Club Committee is to identify and work with the Country Club to address community issues with their facilities. The Communications Committee is to coordinate communication with the HOA Board and other committees with respect to the newsletter and Nextdoor. Nextdoor.com has become quite a force in instant community communication and I urge neighbors to sign-up for it if they want more immediate news on happenings in the neighborhood. Note that the HOA may post communications on Nextdoor, but is not affiliated with Nextdoor.com, nor is it the official website of the HOA. Spring is finally upon us and I encourage homeowners to avail themselves of the new walking trail in the Reserve section. This trail was in the plans for many years, but finally became a reality this past year with the buildout of the Reserve. If you travel all legs of the trail and back, I understand it to be about one mile. A map of the trail is on the Nextdoor and the Goodwin websites. Finally, looking to goals in 2015, the HOA wants to concentrate on many items: (1) work with the Country Club to address homeowner’s complaints, (2) the maintenance and staining of wood fences, wrought iron fences, and the rock wall in and around the community, (4) trail / landscape improvements, including optimizing our water usage in irrigation, (5) create closer ties to the city of Cedar Park, and (6) work with the developer of the convenience store at the corner of Dies Ranch Rd and Anderson Mill to make sure the development adds to our community and is a good neighbor to those homeowners which back-up to it. This year should keep us pretty busy and I want to thank all of those in advance who will help support our endeavors to keep our community the best in Cedar Park.

FAQs

HAVE A QUESTION? WE MIGHT BE ABLE TO HELP!! Have you ever thought, “Gosh, I wish we had a place to go to help get the answers to some of the common questions about what’s happening in our neighborhood and community?” Well, you are in luck! The Twin Creeks HOA Board recently created a Communications Committee to promote communication between the HOA and the community through various media. As a start, we are collecting questions from neighbors and will be creating an FAQ section online at twincreekssubdivision.nextdoor. com and in the community newsletter, Twin Creeks Tribune, to help answer your most frequently asked questions. So, have a question that you and others in the community may be wondering about? Send it to me via the Nextdoor site! But first, check out the start of our FAQs … SOLICITORS The neighborhood does have a sign posted indicating we don’t like solicitation but it isn’t binding. The sign was posted as a means to make solicitors think twice before proceeding. However, the city does have a permit process and all solicitors should have a permit. Here’s a few things you can do if you are being approached by a solicitor: (1) ask to see their permit, (2) ask them to leave the property, (3) call the Cedar Park police @ 512-260-4600 if they don’t leave or if you deem the situation a safety issue. You can also follow-up with the local business that was soliciting and let them know the neighborhood asks for no solicitation and that they might achieve more good will by advertising in a mailer versus walking through the neighborhood with material to drop off. NEW LIGHT POLES WITHOUT LIGHT BULBS? Well me too! Here’s the scoop… The WCID started a project but unfortunately the project ran into some snags. The word is that it should all be wrapped up by the end of June. HOW TO DRIVE IN THE ROUNDABOUTS? I have seen several posts on Nextdoor regarding how we drive in the roundabouts so I thought I would share here some information one of

our neighbors posted (Thanks neighbor!!): How to Navigate a Roundabout or Traffic Circle 1. Slow down. 2. If there’s more than one lane, use the left lane to turn left, the right lane to turn right, and all lanes to go through unless directed otherwise by signs and pavement markings. 3. Yield to pedestrians and bicyclists. 4. Yield at the entry to circulating traffic. 5. Stay in your lane within the roundabout and use your right-turn signal to indicate your intention to exit. 6. Always assume trucks need all available space -- don’t pass them! 7. Clear the roundabout to allow emergency vehicles to pass. (Source: Federal Highway Administration. From http://www. elpasotimes.com/ci_20101997) WHEN ARE COMMON AREAS WATERED? You may have seen the sprinklers on in the neighborhood common areas and wondered why watering is taking place on days home owners are asked not to water. What I found out is that the HOA does not get their water from the City, but rather from the Club which contracts with LCRA for raw, untreated water from Lake Travis. Because of this, the common areas, including the Club and golf course, are not held to the city ordinance and therefore are not restricted to watering on certain days or times. However, the Club, Goodwin Management and the HOA strive to be reasonable about the times and quantity of watering. In general, the golf course waters at night and the neighborhood common areas are watered during the day, trying to avoid the heat of the day. The HOA and Goodwin Management work with our landscape company to monitor for broken sprinkler heads or sensors and excess water running down the street. If you happen to see a sprinkler head that is broken or excess water running, you can report it to [email protected] or post it on Nextdoor to ensure someone is aware of it. (Continued on Page 4)

TWIN CREEKS TRIBUNE FAQs (Continued from Page 3) NEIGHBORHOOD GARAGE SALE Our neighborhood garage sales are scheduled twice a year, in the spring and fall. We have one coming up the last weekend in April on Saturday, April 25th, beginning at 8 a.m. So, if you have some things you want to part with, join the fun and participate in the sale! WHAT’S GOING ON AT THE CLUB? I recently spoke with Bryant Early, Twin Creeks Club General Manager, to get some updates on the workout equipment, pool area renovations and any other updates he might have. Here’s what he shared: We have a delivery date for the new equipment!! (Yay!) It should be here by May 8th! What I didn’t realize is that we currently have temporary equipment (2 treadmills, 2 elliptical machines and 1 bike) that will be replaced when the new equipment arrives. Also, 4 new flat screen TV’s were added to the gym. Pool bathrooms have been cleaned, painted and the bathroom floors resealed. Some renovation work will be taking place on the water works area at the pool. The entire waterworks play area will be repainted and the pool deck has been power washed. Additionally, the whale tongue has been refurbished and reattached. The Club will also be purchasing

new lane lines. In addition, a project to Xeriscape the area in front of the Club house has been completed. The only remaining area is the area around the base of the pool foundation on the lower level. And --- the pool will officially open to members on May 30th – during Memorial Day Weekend! HOW OFTEN DO GOODWIN MANAGEMENT INSPECTORS GO THROUGH THE NEIGHBORHOOD? It’s usually every other week. They check for neighborhood violations such as those garbage cans that sometimes get left out in visible sight after trash day. NEED TO KNOW WHO TO CONTACT TO SEEK ARCHITECTURAL APPROVAL IF YOU ARE PLANNING ON MAKING MODIFICATIONS TO YOUR HOME? The answer is on the Goodwin Management website goodwintx. com. Just select Twin Creeks in the “Select your community” dropdown and you will see the form Request Architectural Approval that you will need to complete.
