A. INTRODUCTION CalSTRS, with a portfolio valued at $193.1 billion as of April 30, 2015, is the largest educator-only pension fund in the United States. CalSTRS administers a hybrid retirement system, consisting of traditional defined benefit, cash balance and voluntary defined contribution plans. CalSTRS also provides disability and survivor benefits. CalSTRS serves California’s 868,000 public school educators and their families from the state’s 1,600 school districts, county offices of education and community college districts. CalSTRS operates under sections of the California Education Code known as the Teachers’ Retirement Law, which established the State Teachers’ Retirement Plan with CalSTRS as the administrator. The purpose of this RFO is to select one (1) experienced Data Architect with detailed knowledge and experience of technical, application, data and interface architectures, system design models, and implementation approaches to participate in a new project position on the CalSTRS Core Technical Team assigned to the Pension Solution Implementation Project. You may submit one (1) proposed project person for this RFO. The services required are described in Exhibit A, Statement of Work included in this document. The selected respondent/contract personnel are responsible for any travel costs that they may incur while providing the services identified in the Statement of Work. All work must be performed on-site at the CalSTRS headquarter facility in West Sacramento, CA. The total services period may be up to thirty-six (36) months, with an estimated average of 175 work hours per month. The proposed project person selected as a result of this RFO will be under the direction of the CalSTRS Pension Solution Implementation Project Manager while being matrixed to the CalSTRS’ Chief Technology Officer (CTO) or designee. B. BACKGROUND CalSTRS is embarking on an effort to replace its current pension administration system, START. START is the custom-built pension administration system that CalSTRS currently uses to manage and administer the State Teachers’ Retirement Plan for employers, members, participants and their beneficiaries. Its functions include, but are not limited to, contribution reporting and collections, crediting service, member demographic information maintenance, service credit purchases, benefit application processing, benefit calculation, benefit payroll, third party deductions and disbursements, tax reporting, receivables and collections, correspondence and statement generation, and event tracking. In addition, the system supplies extracted data to a data mart that is used for actuarial purposes. CalSTRS has also implemented the SAP Enterprise Resource Planning software. This software provides general ledger, investment accounting, accounts payable, accounts receivable, asset management, travel management, cash management, supplier management, cost accounting and project accounting functions. The Pension Solution Implementation Project is currently in the procurement stage for the selection of the new pension solution and the implementation contractor. CalSTRS expects the future state pension solution will encompass all aforementioned functionalities. CalSTRS approach for this project is to have CalSTRS technical resources work closely with the implementation contractor early and on-going through-out the expected 5 year implementation effort. QUALIFICATIONS FOR THE RESPONDENT’S PROPOSED PROJECT PERSON Proposed project person must meet all of the following minimum qualifications to CalSTRS satisfaction to be given further consideration. Request for Offer # 5000000343 BusinessRenew Data Architect Page 4 of 9 Minimum Administrative Qualifications As of RFO due date; a) The respondent must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the Department of General Services. b) The respondent must submit all data/information and attachments requested in the offer format described in Section D.2 Offer Requirements. Minimum Technical Qualifications As of the RFO due date, the proposed project person must have: a) At least ten (10) years of working experiences in the Information Technology or Information System (IT/IS) fields with extensive experiences in the positions of enterprise data architect, database architect/developer/administrator, database lead, or database designer/modeler, etc.; b) At least five (5) years of experience incorporating an industry’s open and non-proprietary Software Development Life Cycle (SDLC) methodology to lead and/or create data architectures, logical and physical models for software development projects, while collaborating closely with an organization’s enterprise database unit and following all applicable enterprise IT standards, policies, processes, procedures, and best practices, etc.; c)

At least five (5) years of experience participating in data conversion and migration, data testing, developing data strategies and associated polices and best practices to promote data security, integrity, quality and consistency;

d) At least five (5) years of experience, as a Data Architect, with large organizations leading or participating in the technical implementation of software/systems/applications automating complex business processes; and e)

At least three (3) years of experience designing and implementing highly available and fault tolerant databases including complex multi-node clustering and disaster recovery;

f)

A Bachelor degree in Computer Science, Computer Engineering, or related fields from an accredited or government sanctioned college/university as evidenced by a copy of the diploma;

Desirable Qualifications It is desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities: a) Provided five (5) years or more of enterprise level data architecture and/or data modeling services at a State or Federal agency; b) Experience as a Data Architect leading or participating in the technical implementation of pension / retirement related software develop projects; and c)

Experience in the areas of data warehousing, enterprise data integration, metadata registry, etc.;

d) Three (3) years of experience working with MS.Net technologies and/or products; e)

Experience in understanding regulations and compliance in support of the data architecture and data models.

Submission of Offer a. The Offer must be submitted via email to [email protected] and received no later than the Offer due date and time specified on the cover page of this RFO. Late and incomplete Offers may be rejected. b.

It is the Respondent’s responsibility to respond with all data/information requested; provide data/information that is deemed adequate for CalSTRS to determine/verify the proposed project person’s ability to perform the tasks/activities defined in Exhibit A, Statement of Work; and submit all data/information in the Offer format described in Section D. Subsection 3. Offer Requirements.

c.

By submittal of an Offer, the Respondent declares that any proposed project person is in compliance with all experience, qualification, and education requirements stipulated in the CMAS and GSA agreements.

d.

This RFO and all Offers in response to this RFO will be made a part of the resulting contract file. All documents submitted in response to this RFO will become the property of the State of California and may be subject to review by or release to the public under the California Public Records Act, Government Code 6250 et seq.

e.

CalSTRS encourages Respondents to submit their Offers early.

f.

CalSTRS accepts no responsibility for any technical difficulties associated with the electronic transmission of any Offer.

g.

Costs for developing Offers and in anticipation of award of an agreement are entirely the responsibilities of the Respondents and shall not be charged to CalSTRS.

h.

Respondents may modify their Offer, after its submission, by withdrawing their original Offer and resubmitting a new Offer prior to the submission due date. Offer modifications submitted in any other manner, oral or written, will not be considered. Respondents may withdraw their own Offer by submitting a written withdrawal request to the CalSTRS Contact via email at [email protected]. Respondents may thereafter submit a new Offer prior to the Offer due date.

CalSTRS may modify the RFO prior to the Offer due date by issuing an addendum.

Respondents are cautioned to not rely on CalSTRS to discover and report to the Respondent any defects or errors in the submitted documents. Respondents, before submitting their documents, should carefully proofread for errors and ensure adherence to the RFO requirements.

CalSTRS reserves the right to reject all Offers. CalSTRS is not required to award an agreement.

Comparison Process a. Upon receipt, Offers will be checked for the presence or absence of required content. Incomplete Offers may be rejected. No assumptions will be made by CalSTRS regarding the intentions of the Respondent in submitting the Offer. b.

Offers and any subsequent presentations should be submitted with the most favorable terms the Respondent can offer.

c.

If CalSTRS is unable to execute an agreement with the highest scoring responsible Respondent, CalSTRS reserves the right to award the agreement to the next highest scoring responsible Respondent.

d.

Offers will be reviewed to determine best value using the following five (5) phases. PHASES 1 2 3 4 5

1) The Respondent’s proposed project person will be reviewed to determine all of the minimum qualifications are met to CalSTRS satisfaction to be given further consideration. Failure to satisfy any of the minimum qualifications upon submittal of the Offer will result in the immediate rejection of the offer. 2) Offers meeting the minimum qualifications will move to Phase 2, Written Offer Comparison, to be reviewed for expertise, education, and experience of the proposed project person in the criteria listed above by a team composed of at least two (2) CalSTRS employees. 3) In Phase 3, highest scoring respondents, from the Written Offer Comparison, will be invited for one or more rounds of interviews. 4) In Phase 4, Cost Comparison will be considered for Respondents who participated in Phase 3. The hourly rates provided in the Respondent’s Attachment I, will be reviewed using the cost formula indicated below. The Offer with the lowest rate will receive the full allotment of points. Lowest Proposed Cost x Maximum Number Points (75) = Respondent’s Score Respondent’s Cost 5) In Phase 5, CalSTRS may conduct reference checks and negotiate rates with the Respondent with the highest score after Phase 4. If either reference checks or cost negotiations are not successful with the highest scoring Respondent, CalSTRS reserves the right to conduct reference checks and negotiate rates with the successively highest scoring Respondent(s). 5.

Award If at any time during or at the conclusion of this RFO process CalSTRS determines that, in its opinion, the results of this process are unsatisfactory, CalSTRS reserves the right to discontinue this process and decline to award an agreement. If CalSTRS enters into an agreement, it will be with the Respondent having the highest score, subject to cost negotiations, and satisfying all the requirements for this RFO.

6.

Payment Structure The payment structure for activities performed under Exhibit A, Statement of Work, is: Deliverables Based Hourly Invoices shall be submitted in triplicate not more frequently than monthly in arrears. Invoice(s) must include: 1) Purchase Order Number, 2) Contractor’s name, address and telephone number, 3) total amount of invoice, 4) copies of the Contractor’s weekly status reports that cover the invoice dates, and 5) a copy of the timesheet approved/signed by the CalSTRS Contract Manager that covers the invoice dates.

Services or Procurement Resulting from Agreement No person, firm, or subsidiary thereof awarded an agreement resulting from this RFO may submit a bid for, nor be awarded a contract for, the provision of services, procurement of goods or supplies, or any other related action which is required, suggested, or otherwise deemed appropriate in the end product of an agreement resulting from this RFO. (PCC§10365.5).

Workers’ Compensation/Employer’s Liability Insurance Contractor shall maintain statutory workers’ compensation and employer’s liability coverage for all its employees who will be engaged in the performance of the agreement, including special coverage extensions where applicable.

Request for Offer # 5000000343 BusinessRenew Data Architect Page 8 of 9 EXHIBIT A STATEMENT OF WORK The purpose of the Data Architect position is to protect CalSTRS’ best interests by working and collaborating closely with the CalSTRS’ project management team as well as a third party contractor to ensure that the third party contractor has done their due diligence in managing the project and producing project deliverables and artifacts that meet CalSTRS’ quality expectation in a timely manner. The Data Architect duties include: 1.

Evaluate Data Dependencies in Project Deliverables and Documents The Data Architect shall assist in the identification and resolution of dependencies and/or discrepancies, which may result in downstream technical impacts or implications, in various project deliverables and documents. Collaborate closely with the project management team in estimating and fine tuning the utilization needs of technical resources. The quality of technical deliverables and timely progress of technical activities will be monitored and evaluated by the Data Architect. Examples of anticipated deliverables include, but are not limited to, all of the following:

Review and recommend any potential revisions to deliverables/documents to include logical/physical data models, data dictionaries, data conversion plans etc.;



Review and recommend any potential revisions to data related processes to include data integration, data conversion, data replication, data migration, etc.;



Review and recommend any potential revisions to applicable project deliverables/documents to incorporate all necessary technical activities and schedules; and



Review and recommend any potential revisions to applicable project deliverables/document to include risks, issues, and scope that may have data dependencies and implications on either new or existing solutions.

Assess Architecturally Significant Data Dependencies Meet with various technical architects and technical SMEs (e.g., contractor’s architect, CalSTRS architect, etc.) to understand and evaluate requirements and various aspects of data architectures of new and existing solutions. The Data Architect will develop technical impact analysis and/or research papers to support CalSTRS management’s decision making process. Examples of anticipated deliverables include, but are not limited to, all of the following:

Alternative Analysis of Data Architectural Designs and Options.

Discover, analyze, document and communicate technical risks and architectural impacts;



Raise and/or escalate technical issues and concerns in a timely manner.



Enforce proper SDLC adherence;



Timely communicate and resolve technical issues and risks; and



Written weekly and/or monthly reports detailing various technical findings that may impact schedules, resources, and activities, etc.

Participate in Project Activities and Ensure Compliance to CalSTRS Enterprise Architectural Standards, Policies, and Best Practices Assist in planning and ensuring the execution of technical implementation or software development activities to align with the IT standards, policies, and best practices established by CalSTRS' Technology Services, or those of industry’s standards and best practices. Examples of anticipated activities may include the following: • Understand CalSTRS’ Enterprise Architecture standards, policies, and best practices; • Participate in JAD sessions with Subject Matter Experts (SME), business users, or business analysts to develop and document data dictionaries and create domain data models; •

Work with Technical Architects and DBAs to analyze and design data exchange mechanisms;



Work with enterprise architects to develop, publish, educate, and promote data strategies, standards, policies, and best practices;



Perform analysis, design, and execution of procedures for data testing and/or data migration; and



Participate in the preparation of documentation for enterprise data standards and best practices.

Transfer of knowledge to appropriate CalSTRS employees is required. Completion Criteria Deliverables/tasks will include all work assignments identified to be completed. Deliverables/tasks are considered complete after a quality assurance process is completed and approved by designated reviewers. Performance and timeliness of all deliverables/tasks will be monitored via the submission of weekly status reports and meetings. Status and actual hours will be reported on a weekly basis for the deliverables/tasks assigned. Each deliverable/task will be tracked via the appropriate program/project schedule and budget to monitor progress toward the completion of the deliverables/tasks and milestones. Security and Confidentiality CalSTRS Human Resources Office shall conduct a background investigation on any contractor personnel that will have access to confidential information. CalSTRS will issue a badge for physical security to the appropriate CalSTRS work areas. The CalSTRS Contract Manager will identify the data access requirements for access to system data and coordinate with appropriate channels to ensure the proper access is assigned and reviewed periodically for update as necessary. Access rights will be monitored and concerns of improper data access will be brought to the attention of the CalSTRS Contract Manager.
