Introduction This is a Request for Information (RFI) as defined in Section 287.012(22), Florida Statutes, for planning purposes. This RFI is issued by the State of Florida, Department of Children and Families (Department) Office of Child Care Regulation and Background Screening, to solicit information regarding available providers that have the special skill, knowledge and capability that is required to meet the program requirement of the services described herein. Statement of Need The Department is seeking a provider to develop, maintain and/or enhance Departmentsponsored child care training curriculum modules (online and instructor-led) and corresponding competency exams, Continuing Education Units assessment and maintain the Child Care Resource and Information Network. This project requires continual information system maintenance and integration of curriculum, assessment and exam design, to ensure consistency of content, incorporate current research findings and legislative changes, and address exam question performance issues. Service Tasks 1.

Manage and facilitate the creative and technical teams required to develop and implement the training, assessment and competency exam needs expressed by the Department, including: 1317 Winewood Boulevard, Tallahassee, Florida 32399-0700

Mission: Protect the Vulnerable, Promote Strong and Economically Self-Sufficient Families, and Advance Personal and Family Recovery and Resiliency

a.

Monitoring work flow, scheduling and facilitating Project Advisory Team meetings, maintaining communication among all partners, and participating in all phases of project development and other activities related to production and development of Department-sponsored training modules and competency exams; b. Serving as a liaison between the Department of Children and Families Office of Child Care Regulation and Background Screening staff and other project partners; and c. Facilitating product testing and review. 2. Develop and maintain competency exams, which includes the following: a. Analyzing and rating test items: conduct review sessions with English and Spanish advisory teams for each module, upon Department request; b. Developing new test versions: incorporate new or revised items that have been reviewed and piloted, upon Department request; c. Develop Continuing Education Unit assessments for all Department courses; d. Translate competency exams and Continuing Education Unit assessments into Spanish; e. Piloting test items: conduct item analysis on new or revised items to be added to the item bank. Process is in conjunction with item writing and review process; statistical and descriptive updates will be added to the Department’s Child Care Test Management System Database; f. Conducting item and test analysis: Provide specific feedback regarding the performance and validity of test items comprising the competency. Download data from the Department’s Child Care Test Management System Database into statistical analysis software and manually input relevant results into the Department’s Child Care Test Management System Database. Analysis will be provided based on the results of test administrations occurring within the quarter; update statistics in the Performance-Based Tracking System; and g. Providing scoring, scaling and standard-setting analysis and support; support includes pass score studies for competency exams; progress reports that document updates and recommendations for scoring, scaling and standards-setting based on test data and findings during analysis process; upon approval, update the Department’s Child Care Test Management System Database. 3. Develop, maintain and/or enhance Department-sponsored child care training curriculum modules (online and instructor-led), which includes: a. Create new web-based courses as needed, upon approval of the Department; b. Create new instructor-led courses as needed, upon approval of the Department; c. Adapt instructor-led courses to web-based courses as needed, upon approval of the Department; d. Translate instructor-based course curricula into Spanish; and e. Revise instructor-based course curricula based on content changes and legislative mandates. 4. Provide IT support services for web-based training courses, which includes: a. Maintain interconnectivity between the web-based learning platform and the Department’s Child Care Training System, the existing course registration and transcript reporting system; b. Maintain compatibility and functionality of training courses developed for the Department of Education and delivered via the Department’s Child Care Training System;

c. Provide telephone support during regular business hours, Monday-Friday, 8:00A.M.5:00P.M.; d. Provide online support with a 1-business day response or less; e. Resolve technical support problems within -1 business day or as soon as possible; f. Log and analysis support calls to identify technology issues that need to be corrected; g. Update technology, develop and implement “bug fixes” and make course modifications required due to new technology, such as new browser versions; h. Route support calls involving content to appropriate content experts; i. Submit monthly reports on web course participant completion rates and other aspects of course; j. Maintain sever space for courses and ensure that there is adequate server bandwidth to support all course participants; k. Maintain interconnectivity between the web-based learning platform and the Child Care Training System; and l. Provide support for online surveys. 5.

Enhance and maintain the Child Care Resource and Information Network, the Department’s policy database, which includes, but is not limited to, child care regulations, management letters, child care desk reference guide and legal opinions for child care regulators.

Eligibility This RFI is limited to responses from all public postsecondary institutions in this state that are accredited by the Southern Association of Colleges and Schools. It is the Department’s policy that the following restrictions shall apply to the purchase of services from colleges or universities: 

If the college or university intends to subcontract for any part of the work, it must use competitive procurement procedures to select the subcontractor, Section 402.7305(2)(a), Florida Statutes.



The college or university must perform at least fifty one (51) percent of the work required rather than use subcontractors.



The principal investigator must be a tenured member of the faculty (or comparable status) if contracting with a university, and a staff member in continuing contract status (or comparable position) if contracting with a college. Any changes in the principal investigator shall require approval of the Department.

Response to the RFI If your accredited college or university is interested in providing these services, please provide a thorough description of your institution’s organization’s capacity to meet these needs. The submission must include:



A narrative that describes the institution’s understanding and experience with the development and implementation of those items described in the service tasks as outlined in this document.



The name of the main person(s) who would be responsible for the tasks, as outlined in this document, including a description of their credentials or their curriculum vitae as an attachment.



The name, phone number, and email address of the main point of contact for the institution regarding this response.

Please limit responses to a maximum of 15 pages. Responses are requested by the above due date and time and shall be submitted as follows: A. Responses shall be submitted electronically. All electronic submissions shall be in the Microsoft format. Attachments shall be submitted in a Portable Document Format (PDF), Microsoft Word, and/or Microsoft Excel. B.
