Developmental Screening Resources for early learning providers: Q&A As an early learning provider, you have the unique and exciting opportunity to make sure every child in your program can participate in developmental screening. You are an important resource for parents and you play a big role in giving children in your community the best chance at success. As you know, developmental screening is one of Oregon’s Quality Rating and Improvement System (QRIS) standards for early learning programs to reach a 3-star quality rating. The Oregon Health Authority, in partnership with the Early Learning Division and the University of Oregon, will be providing support to early learning providers regarding developmental screening. Here is important information about screening and the resources coming soon:

Which screening tool should I use? Oregon’s Early Learning Council has adopted the Ages & Stages Questionnaire, Third Edition (ASQ-3) as the statewide developmental screening tool. The ASQ-3 is also required for participation in the QRIS. The ASQ-3 is a set of parent-completed questionnaires. Early learning providers play an important role in the process.

Do I need to buy the ASQ-3 screening tool? No, you’re not required to buy anything to participate. We recommend using the online version, the ASQ Oregon. It’s free for families and providers and is ready to access now at www.asqoregon.com. Technical assistance is available and further enhancements are coming in the next year. ASQ Starter Kits (including printable ASQ-3 questionnaires) are available for purchase from Brookes Publishing at www.brookespublishing.com. The Oregon Health Authority will be distributing a limited number of ASQ Starter Kits to programs participating in the QRIS. Distribution will start in July and will focus on programs that don’t have online access.

I’m an early learning provider. What is my role in developmental screening? The ASQ-3 is a parent-completed questionnaire. As a provider, you have an important role in engaging families, discussing the importance of developmental screening, discussing screening results and helping families connect to resources if a concern is identified.

How can I get training on developmental screening? The Oregon Health Authority will be holding free developmental screening training sessions across the state beginning in August 2014. These training sessions will include up-to-date information on the ASQ-3, tools for engaging and talking with parents, using the ASQ Oregon, and statewide early learning policy regarding developmental screening.

How do I sign up for a training session? The Oregon Health Authority will be coordinating the sessions with Early Learning Hubs and Child Care Resource and Referral centers (CCR&R) across Oregon communities. Trainings will start in August 2014. Stay tuned for more information! You may also contact us with any questions (see below).

What if I’ve already attended training on the ASQ-3 or developmental screening? If you have participated in a local training on developmental screening, you may still benefit from further training to be sure you have up-to-date information that is consistent with state policy. Anyone who delivers training on developmental screening should have appropriate qualifications including previous participation in an ASQ-3 training session (such as provided by the Oregon Health Authority, University of Oregon or Brookes Publishing).
