SECTION 1: REQUIRED SERVICES AND DELIVERABLES A.

BACKGROUND

The Department of General Services (DGS) is issuing this Invitation for Bid (IFB) on behalf of Maryland Public Television (MPT) for a Digital Audio Post Production Equipment Package as described in this document. MPT, a PBS affiliate and an agency of the State of Maryland, currently produces programming for broadcast across the State from its studios located in Owings Mills, Maryland. In order to meet the technical as well as programming challenges of the changing television industry, MPT is building, within its existing facility, a new technical infrastructure to meet the demands of digital production and broadcasting. The Digital Audio Post Production Equipment Package will be used for and is critical to the daily operation of MPT productions such as our public affairs program “Direct Connection with Jeff Salkin”, “Motor Week”, “Outdoors Maryland”, and “Chesapeake Collectibles”, as well as many other Maryland based productions. This document describes the minimum technical specifications, training and technical support needed for the equipment in this package. B.

SUMMARY

The vendor shall provide MPT with the total Equipment Package described in this document. The Digital Audio Post Production Equipment Package includes but is not limited to all hardware and software required as described in Section 3: DIGITAL PRODUCTION EQUIPMENT SPECIFICATIONS. The vendor shall include and separately identify items which are required for the systems but not listed in this document. SECTION 2: INTRODUCTION AND BACKGROUND TO SPECIFICATIONS A.

INTRODUCTION

As part of the necessary conversion to digital television technology, MPT has established and identified the required components for this professional Digital Audio Post Production Equipment Package. The Digital Audio Post Production Equipment Package is necessary to provide the proper support required for MPT’s High Definition Digital Editing, Camera, Location and Studio Systems. In this document SSA refers to MPT’s Sound Studio A and SSB refers to MPT’s Sound Studio B. The bulk of the equipment specified in this document will relate to SSA, however, there are some upgrades for SSB included which are intended to make both rooms as compatible as possible. B.

BACKGROUND

MPT‘s Post Production Audio staff has developed the requirements and the specifications as set forth in this document. The requirements and specifications are the

result of the testing and evaluation of numerous models and types of professional broadcast audio, editing necessary for Digital Post Production. The requirements and specifications as stated herein express the needs of MPT’s Post Production Audio staff and the functionality of such a package. Substitutions are not allowed unless specified. SECTION 3: DIGITAL PRODUCTION EQUIPMENT SPECIFICATIONS A.

INTRODUCTION

The specifications in this section are based upon the equipment of several manufacturers. It is the conclusion of MPT’s Post Production Audio staff that this Digital Audio Post Production Equipment Package will meet the requirements as part of MPT’s Digital Conversion. Substitutions are not allowed unless specified. B.

EQUIPMENT LIST

The vendor shall supply all the equipment listed in this section. Substitutions are not allowed unless specified. If items required for the proper operation of the equipment requested is not listed, the vendor shall clearly identify that equipment and those items separately and explain why they are required.

SSA CONFIGURATION REQUIREMENTS: 1.

For all iLok assets, they must be deposited in the existing MPT Sound Studio iLok.com account for cross management between studios. Temporary access to the account will be provided to the winning vendor in order to deposit said assets. No iLok asset shall be synchronized to a specific iLok unless indicated.

2.

The latest version of the iLok driver shall be installed on both the HP Z820 and HP Z420 machines. Compatibility shall be established on the date of bid acceptance by MPT. Any subsequent iLok driver release shall not be configured on the above mentioned systems.

3.

All new iLoks shall be registered to the existing MPT Sound Studio iLok.com account as stated in the above.

4.

The iLoks for the Pro Tools system and Media Composer system shall be named with the following nomenclature: MPTPTA for the Pro Tools system and MPTVSA for the Media Composer system.

5.

The ilok assets for SSA for the Pro Tools|HD license, the Pro Tools plug-in pack, AVID Machine Control for Windows, McDSP Futz Box HD, AVID Revibe, AVID X-Form, and AVID Reel Tape Suite shall be synchronized to the MPTPTA iLok.

6.

The iLok asset for the Pro Tools|HD license for SSB shall be deposited in the MPT Sound Studio iLok.com account, and shall NOT be synchronized to any iLok.

7.

All software shall be installed according to AVID compatibility or the recommendations of the developer. This includes all plug-ins and optional licenses.

8.

For the Z820 Pro Tools machine and the Z420 Media Composer machine, the 500 GB hard drive shall be the Operating System (OS) drive. No other drives shall be partitioned or formatted.

9.

The Video Satellite asset for the Media Composer system shall be synchronized to the MPTVSA iLok.

10.

The latest version of Pro Tools|HD, including CS updates, shall be installed on the designated PC, which shall be the HP Z820. The latest version as of the first scheduled day of installation shall be installed

11.

The latest version of Media Composer shall be installed on the designated PC, which shall be the HP Z420. This version shall be qualified to run a video satellite and must be compatible with the supplied version of Pro Tools. If the latest release is not qualified with the supplied version of Pro Tools, then the last supported release of Media Composer in the video satellite configuration shall be installed.

12.

Both the Pro Tools and Media Composer system shall be integrated into the existing MPT Sound Studio network in the following manner: o The Z820 Integrated Network Adapter 1 shall be configured for a static IP with the following address: 192.168.100.107, for connection to the Video Satellite system via the Sound Studio Cisco switch. It shall be named “Satellite Connection.” o The Z820 Integrated Network Adapter 2 shall be configured for a static IP with the following address: 192.100.109.198, for connection to the Media Server via the Sound Studio Cisco switch. It shall be named “Sound Studio Server.” o The Z420 Integrated Network Adapter shall be configured for a static IP with the following address: 192.168.100.108, for connection to the Pro Tools system via the Sound Studio Cisco switch. It shall be named “Satellite Connection.”

13.

The BIOS for the HP Z820 and Z420 computers shall be updated or configured to the latest version as supported by AVID. Any subsequent BIOS release shall not be configured on the above mentioned systems.

14.

The Avid Media Composer v5.5.x upgrade to v7.x is for the existing Sound Studio B. This system uses the Avid Dongle authorization. The upgrade shall be provided such that said dongle may be updated using the software Avid Versioner. If required for v7.x, a new dongle must be provided.

15.

The SonicWall Pro network switch for the System 5 MC shall be connected to the HP Z820 via a PCIe NIC (to be installed by the vendor). This shall be installed on slot #7 according to Avid compatibility. The IP range shall be determined by according to compatibility.

16.

The Dell Ultra-sharp U2711 or equivalent shall be mounted on the VESA display mount on the System 5 MC console.

17.

The EUCON control software for the XMON shall be installed on the HP Z820 for SSA, and the M-Audio UNO shall be used to connect the Z820 and the XMON.

SECTION 4: ACCEPTANCE AND TRAINING A.

ACCEPTANCE:

Systems Acceptance will be granted when all of the equipment included in the chosen vendors response and subsequent contract bid award, is 1.) Delivered, installed and configured at MPT; 2.) Training, as described in the next section is complete; and 3.) An itemized list of equipment including make, model number, part number, serial number and unit price is submitted to MPT. Please submit this list in an Excel spreadsheet format. B.

TRAINING:

The vendor shall include one (1) eight (8) hour day of onsite AVID operational training at MPT and one (1) eight (8) hour day of onsite 5-MC console operational training at MPT. Included shall be all manuals and materials for three (3) students and all associated expenses for the instructor. SECTION 5: INTEGRATION The vendor shall be responsible for installing, configuring, and interconnecting the equipment listed above according to section I of this IFB, interconnection standards, and the various manufacturers’ guidelines. The provided packages require on-site installation, including all necessary cable assemblies and wiring to integrate with existing MPT equipment. MPT requires that the selected vendor provide a turnkey installation for the equipment in SECTION 3B. The vendor must coordinate work within MPT’s existing production schedule to provide minimal loss of editing time. This may require the vendor to work nights and/or weekends. All equipment provided shall come with the appropriate technical and operational manuals. The vendor shall provide documentation and labeling for the system(s). All cables and/or patch systems shall be properly labeled and numbered.

The vendor shall supply a block diagram of the completed system(s) as a .pdf or equivalent file format. SECTION 6: WARRANTY AND TECHNICAL SUPPORT All equipment purchased as part of this procurement shall be covered by an allinclusive parts and labor warranty for the period of twelve (12) months following Acceptance. In addition the manufacturer(s) will provide phone support and software updates. If any secondary suppliers are used for any part of the system, Maryland Public Television shall be registered as the client with the secondary supplier, and shall receive all software upgrades, warranties, and support for the time frame stated above. These warranties shall be supplied and supported by the appropriate manufacturing company(s) or supplier(s) for the twelve (12) month period. SECTION 7: SHIPPING AND DELIVERY It is MPT’s requirement that the chosen vendor ship all equipment purchased as a result of this procurement, to MPT in one delivery, as soon as the complete list of the equipment is delivered to the vendor. Drop shipping of individual or groups of items is not permitted. The vendor shall be responsible for storage of all equipment specified in this procurement until arrival at MPT. If, due to an excessively long lead-time on a particular item, it is necessary to ship the order nearly complete, the vendor may do so with prior notification of the procurement officer. SECTION 8: INVOICE The vendor shall include all equipment, training, shipping and any related charges as a result of this procurement in its one fixed price for this procurement. The vendor shall invoice MPT for the total fixed system price after Acceptance and initial Training are completed. SECTION 9: PAYMENTS TO THE VENDOR Payments to the vendor shall be as follows: •

100% payment upon delivery of all equipment to MPT and submittal of itemized equipment list per SECTION 4A: ACCEPTANCE. Note: For payment purposes only, completion of operator training is not included in Acceptance.

The vendor is to be aware that payment may be delayed up to but not limited to 120 days from date of Acceptance per SECTION 4A ACCEPTANCE and should adjust his one fixed price accordingly.

SECTION 11: PRICING FOR OPTIONAL CHANNEL STRIP MODULES The vendor will supply pricing for additional CM408 SSMC Channel Strip Module described in SECTION C: SPECIFICATIONS FOR SYSTEM 5-MC FOR PC of this IFB should MPT decide to add it at a later date to the System 5-MC. Quoted prices shall remain good for one year. Pricing may be added in the alternate description field on the line or may be quoted in a separate attachment. Pricing for the additional CM408 SSMC Channel Strip Modules referenced in this section should not be included in the lot price for line 1.
