You asked r e cently about a rrangements for a new Chancellor moving into 11 Downing Street. If a new Chancellor is appointed PSA make arrangements with your office to meet him. The local PSA representative and the a ccommodation officer (the Cabinet Office are responsible at No 11) show him the flat at No 11. The new incumbent is responsible for moving his personal effects; furniture is provided. Security arrangements are the responsibility of the accommodation officer. Although this accommodation is provided free, the Chancellor is liable to tax, under the Finance Act 1977, on services such as maintenance, decoration, gas and electricity plus 10% of the original cost of supplied fittings and paintings. The tax a ssessment is made on either (a) a predetermined cost per sq foot agreed by PSA with Inland Revenue to cover maintenance and decoration (heating and fuel are extra); or (b)

actual costs for these items as recorded by PSA; or

(c)

10% of the Chancellor's salary;

whichever is the most favourable. So far, the assessment has always been made at 10% of salary.

The PSA prepared three orders of cost for modernising

the kitchen as follows : (i)

(iii)

and

to replace and modernise the kitchen entirely.

The costs for these schemes were £2,400, £4,150 and £6,400 respectively. 4.

Whilst scheme (iii) was the most desirable if the

current economic cl i mate had allowed it, scheme (i) would have probably involved further major work in about five years time.

Under scheme (ii) the kitchen would remai n in

good condition for some yea rs ah ea d and was therefore chosen.

of furniture and soft furnishings which have been sadly neglected over the last 10 years.

A final decision has yet

to be made on how far this should go. 6.

I was dismayed to find that you hau now been gone e-we~{ for a week's leave, and that we had not had an opportunity of discussing my minute of 14th November. As I have mentioned to you more than once, the Chancellor is increasingly exercised about the lack of any action to meet his requirements on the telephone system in No .ll. He has, of course, seen your minute of 14th September . As I explained , the Chancellor would r egard it as incumbent on the Post Office to say what they can do to meet his stipulations , given that the Keymaster is not now thought to be appropriate . 2. Could I urge you and the Post Office to regard this as an urgent priority. We can, if you and they wish , arrange another meeting with the Chancellor and Lady Howe.
