You asked r e cently about a rrangements for a new Chancellor moving into 11 Downing Street. If a new Chancellor is appointed PSA make arrangements with your office to meet him. The local PSA representative and the a ccommodation officer (the Cabinet Office are responsible at No 11) show him the flat at No 11. The new incumbent is responsible for moving his personal effects; furniture is provided. Security arrangements are the responsibility of the accommodation officer. Although this accommodation is provided free, the Chancellor is liable to tax, under the Finance Act 1977, on services such as maintenance, decoration, gas and electricity plus 10% of the original cost of supplied fittings and paintings. The tax a ssessment is made on either (a) a predetermined cost per sq foot agreed by PSA with Inland Revenue to cover maintenance and decoration (heating and fuel are extra); or (b)

actual costs for these items as recorded by PSA; or

(c)

10% of the Chancellor's salary;

whichever is the most favourable. So far, the assessment has always been made at 10% of salary.

MR~ATTISHILL

REFURBISHING OF NO.11 DOWNING STREET I attach a draft letter to send to Mr. Peterson at No.10 about refurbishing of No.11, which the Chancellor wished to see in advance . Is it acceptable please?

(C. UDEN) 11th September, 1979.

6 DRAFT ----Write to:

C. Peterson, Esq., 10 Downing Street, LONDON, SW1

REFURBISHING OF NO.11 DOWNING STREET I have learned from the Chancellor's Private Secretary that you wish to be informed of the details concerning the refurbishing of No. 11. 2.

Work has already started on the kitchen which is long

overdue for a refit.

Most of the equipment has been there

since 1963 and is fast wearing out. 3.

The PSA prepared three orders of cost for modernising

the kitchen as follows : (i)

to replace the existing - equipment and lighting; to redecorate using vinyl wallpaper and to replace the fl oor covering with cork tiles;

(ii)

in addition to (i) above, to replace the sink units and make good the tiling;

(iii)

and

to replace and modernise the kitchen entirely.

The costs for these schemes were £2,400, £4,150 and £6,400 respectively. 4.

Whilst scheme (iii) was the most desirable if the

current economic cl i mate had allowed it, scheme (i) would have probably involved further major work in about five years time.

Under scheme (ii) the kitchen would remai n in

good condition for some yea rs ah ea d and was therefore chosen.

~.

5.

There is also a need to replace or repair certain items

of furniture and soft furnishings which have been sadly neglected over the last 10 years.

A final decision has yet

to be made on how far this should go. 6.

The original e stimat e for the furnishings totalled

£10,000 which the Chancellor has had modified .

A revised

estimate of £4,300 has now been prepared by PSA t o include what is regarded as the most essential items and this has yet to be submitted to the Chancellor for his consideration. 7.

These items include:5 floor standard lamps and shades 4 replacement lamp shades 1 two-seater settee 7 pairs curtains with pelrnets 5 chairs t o be recovered 1 table and 6 chairs for kitchen 2 roller blinds for kitchen New carpet for lift lobby

8.

Finally, since 3rd May approximately £1,225 has been

spent on sundry repairs and maintenance , cleaning carpets and replacing household linen.

This is expenditure which

is normally incurred when a change of occupancy takes place .

REFURBISHING OF NO.ll DOWNING STREET I have so far seen no r eply from you to Clive Uden's lett er of 17th September . It is, of course, not absolutely clear from that l etter that a reply is requir ed . But I have also spoken to you three times on the te lephone, in t h e hope of eliciting some steer on paragr aphs 5 to 7 of Uden's letter. Not unnaturally, the Chancellor would like to proceed with some at least of this work. 2. I am sorry to nag you about this - but time is slipping by.

TELEPHONES IN NO.n DOVINING STREET If the Keymaster is not really suitable to No. 11, we need to consider ways in which the Chancellor's criteria can be met by more simple changes; I can think, for instance, of the obvious immediate requirement for the same extension on the CBX exchange to be available in the upstairs and downstairs studies. 2.

Perhaps we had better have another word about this .

ST~EET

I was dismayed to find that you hau now been gone e-we~{ for a week's leave, and that we had not had an opportunity of discussing my minute of 14th November. As I have mentioned to you more than once, the Chancellor is increasingly exercised about the lack of any action to meet his requirements on the telephone system in No .ll. He has, of course, seen your minute of 14th September . As I explained , the Chancellor would r egard it as incumbent on the Post Office to say what they can do to meet his stipulations , given that the Keymaster is not now thought to be appropriate . 2. Could I urge you and the Post Office to regard this as an urgent priority. We can, if you and they wish , arrange another meeting with the Chancellor and Lady Howe.
