I. INTRODUCTION The City of Albuquerque (“City”) along with the Bernalillo County (“County’) are issuing this Request for Interest (“RFI”) seeking expressions of interest from individual organizations, corporations, associations, similar entities or joint ventures of the same concerning the replacement of its two existing Land Mobile Radio (“LMR”) systems with a single Project-25 (“P25”) LMR system. Once the information from this RFI is evaluated, The City and County will decide whether to proceed with a Request for Proposal (“RFP”) or other actions. It is emphasized that by issuing this RFI neither the City nor County make any guarantees or warranties implied or otherwise that can be construed to mean that a RFP will be forthcoming.

II. PURPOSE OF RFI The City and County recognize that the two existing Public Safety LMR systems are nearing their end of life expectancy and that many of the subsystems are currently unsupported. Along with the LMR systems themselves becoming obsolete, portables, mobiles and dispatch consoles are also outdated and nearing their end of life and many will need to be replaced. In addition, there is an increased need for interoperable LMR communications between the City, County, surrounding counties, cities, towns, villages, reservations, and other Public Safety agencies. The purpose of this RFI is to identify potential parties with the capabilities to design, install and support a LMR system that meets the needs of the City and County.

III. CITY BACKGROUND Albuquerque is the 35th largest city in the United States with a population of over 500,000, and nearly 900,000 in the metropolitan area. Approximately 25% of the State of New Mexico population resides in Albuquerque. Albuquerque is located in the center of Bernalillo County. IV. COUNTY BACKGROUND Bernalillo County is located in central New Mexico and stretches from the Sandia Mountains in the eastern portion of the county, to the high desert grasslands above the Rio Grande Valley on the western edge. The Sandia Mountains’ highest peak is 10,678 feet. The Sandia Mountains are bordered by the Manzano Mountains to the south of the Tijeras Canyon. The Rio Grande runs north to south through central Bernalillo County, the City of Albuquerque and Village of Los Ranchos de Albuquerque. Tijeras is located on the east side of the Sandia Mountains. 2

The East Mountain area encompasses 316 square miles of eastern Bernalillo County. Many unincorporated villages and communities are located in this area, including: Chilili, Juan Tomas, Escobosa, Ponderosa Pine, Cedro, San Antonio, Sandia Park, Cedar Crest, Sedillo, and Carnuel The Village of Los Ranchos de Albuquerque is located in the North Valley of Bernalillo County. The village is semi-rural with just over 4 square miles and a population of approximately 5,100. The Village of Tijeras is the only incorporated municipality within the East Mountain Area. Tribal Lands - Bernalillo County contains tribal lands for three pueblos: Isleta Pueblo extends across most of the southern boundary of the county, Sandia Pueblo is on the north side of the county, and Laguna Pueblo has lands on the west side of the County. Sandia, Isleta, and Laguna Pueblos all have major casinos located in Bernalillo County but virtually no residential population within the County. Tohajiillee, a chapter of the Navajo Nation, has 1,649 residents in the northwestern part of the County. If any other information is required please go to: www.Bernco.gov V. CURRENT CITY INFRASTRUCTURE The City is currently utilizing a LMR system that was manufactured and installed by Harris Corporation (Ericsson at the time) in 1998. The system is a trunked, simulcast system that consists of four transmit/receive sites comprised of 15 channels (unique frequency pairs). The system operates in the National Public Safety Planning Advisory Committee (NPSPAC) 800 MHz portion of the Radio Frequency (“RF”) spectrum. The system is currently configured to use the Provoice digital protocol (a protocol unique to Harris Corporation equipment) along with analog. The City’s Public Safety LMR system is connected to the County’s Public Safety LMR and they work in tandem to increase functionality and provide for a larger RF coverage area. Below is a list of the City’s infrastructure facilities with a brief explanation, location of each facility and major components of the system that each facility contains. A.

City Consolidated Dispatch Center (“A” on City/County Location Map) The Consolidated Dispatch Center processes all emergency (911) and non-emergency calls for service within Albuquerque’s City limits. Both Albuquerque Police department and Albuquerque Fire Department operate out of this facility. An average of 2300 calls for service are processed between the two departments each day. • • • • •

City Hall Complex (“B” on City/County Location Map) Located at 400 Marquette, City hall is in the center of downtown. City Hall is the focal point for communications traffic for both Public Safety LMR and the City’s Local Area Network. 3

Gutierrez TX/RX (“C” on City/County Location Map) Gutierrez is the City’s main transmit/receive site and acts as the bypass site during system outages. The site can provide the most RF coverage throughout the City at street level while operating in bypass. • • • •

Both Bernalillo County Sheriff’s Office and Bernalillo County Fire Department are dispatched from the Center. Along with the aforementioned agencies, Village of Los Ranchos, Village of Tijeras and the Metropolitan Detention Center all rely on the County 911 Center for various communications. An average of 700 calls for service are processed each day. • • • • • • • • • •

Cedro TX/RX (“G” on City/County Location Map) Cedro is located within the Manzano Mountains on the top of Cedro Peak. Cedro is the 5

County’s main transmit/receive site and acts as the bypass site during system outages. The site provides RF coverage to the mountains located on the east side of the County. • • • • D.

Landfill TX/RX (“H” on City/County Location Map) Landfill is the County’s western most transmit/receive site that is located at the City’s Cerro Colorado Landfill. Landfill provides RF coverage for Metropolitan Detention Center. Landfill also provides backhaul from Cedro transmit receive site to the County 911 Center. • • •

VII. CURRENT MOBILE/PORTABLE ENVIRONMENT The City and County use a variety of Harris Corporation’s mobile and portable radios. Radios listed with “Scan” after the equipment names have a standard six buttons keypad. Radios with “System” after the equipment names have a full DTMF keypad. All radios have the capability of 128 trunked channels in addition to at least sixteen 800 MHz conventional channels. Below is a list of equipment still in use. A.

Some of the agencies are not part of the City or County but utilize the systems for Public Safety communications for either day to day operations of for interoperability.

VIII. FUTURE LMR INFRASTRUCTURE REQUIREMENTS •

Reduce the amount of centralized equipment currently being maintained by moving to a single LMR system.



Increase RF coverage throughout Ventana Ranch (northwest) and Mesa Del Sol (southeast) neighborhoods.



Increase RF coverage throughout the East Mountains. 7



Increase RF coverage along Highway 337 south of I-40.



Increase RF Coverage along I-25 south of Rio Bravo all the way to the County line.



Provide adequate channel capacity for 10,000 users for the next 15 years.



Operate in both P-25 digital and standard analog modes.



Allow both DES and AES encrypted communications.



Utilize existing microwave paths when possible.



Continue to use NPSPAC 800 MHz portion of the RF spectrum.



Ability to add VHF and UHF Desktop Stations and repeaters to centralized equipment for interoperability with outside agencies.



Supports “Over the Air Programming”.



Supports “Over the Air Re-keying”.



Ability to partition channels for certain agencies.



Assign priorities to agencies for guaranteed channel access.



Allow current mobiles and portable that are P-25 capable to be re-used.



Support manufacture and 3rd party dispatch consoles.



Provide at least two levels of backup to avoid complete LMR system outages.



Ability to monitor LMR system alarms and system status from any location.



Assign unique identifiers to portables, mobiles, desktop stations and dispatch consoles.



Ability to authorize or de-authorize radio on the LMR system.



Run detailed reports on system alarms, system status, channel usage, specific radio activity, and downtime. Reports must be compatible with Microsoft Word and Excel.



Ability to backhaul site data over LAN and microwave. 8



Support portables and mobiles from any manufacturer that are P-25 compatible.



Combine and separate trunked talk groups as needed.



Combine trunked groups and conventional repeaters.



Ability to export call information and audio to digital recorders.

IX. CONDITIONS OF RFI A.

Explanation of Events 1. This RFI is being issued on the date indicated in the Sequence of Events, above, by the Department of Administrative and Financial Services, Purchasing Division. The Acknowledgment of Receipt form in Appendix A will be used to indicate the respondent’s intent to participate in and respond to this RFI. The Acknowledgment of Receipt form should be received by Monday July 8, 2013 at 4:00 p.m. Mountain Standard Time. 2. Questions regarding this RFI must be submitted electronically, to the City of Albuquerque RFI Manager, Bernadette Sandoval. B.

General Requirements Submission of a response constitutes acceptance of, and consent to, the following General Requirements: 1. This RFI in no manner obligates the City of Albuquerque or any of its departments to the issuance of an RFP or any other actions that may be described, implied or proposed.

2. This RFI and any subsequent RFP that may be issued by the City of Albuquerque shall be governed by the ordinance of the City of Albuquerque. 3. All requests for clarifications should be directed to the RFI Manager. 4. Any costs incurred by the respondent in the preparation, transmittal, or presentation of any cost incurred by the respondent in the preparation, transmittal or presentation of any response or material submitted in response to this RFI will be borne solely by the respondent. 5. The City of Albuquerque reserves all rights available to it by law. If an RFP or other type of solicitations results from this RFI, respondents to this RFI are hereby notified that all information, documentation, and any specific content or approaches included in the RFI responses will be analyzed, may appear in various reports and may be used in the resulting solicitation. Therefore, so not submit any copyrighted, proprietary or confidential information. The City of Albuquerque cannot guarantee the confidentiality of the information submitted. 6. If the City of Albuquerque decides to issue an RFP or other form of solicitation, those parties who choose to respond to this RFI, as well as those parties who choose not to respond to this RFI, will be eligible to participate in that procurement. 7. Ownership of all data, material, and documentation originated and submitted to the City of Albuquerque, pursuant to the RFI shall belong exclusively to the City of Albuquerque and be subject to public inspection in accordance with the public records request procedures. X. RESPONSE FORMAT AND ORGANIZATION A.

Number of Responses For the sake of clarity, should a responder wish to submit multiple, diverse suggestions, they should prepare their responses separately.

B.

Response Format Each respondent’s response should include a cover letter identifying the submitting organization and the organization’s point of contact. Responses should be typewritten on standard 8-1/2” x 11” paper and placed within a binder. The responses to this RFI should be organized in the following format: 1. The cover letter must be in the form of a standard business letter. The letter must also contain the following: a. A statement regarding the principal place of business. 10

b. A list of people who prepared the response, including their titles. c. The name, phone number, fax number, e-mail address and mailing address of a contact person who has the authority to answer questions regarding the response. 2. Other supporting materials/documentation Respondents may attach other materials that they believe may improve the quality of their responses. C.

Soft Copy of Responses Respondents should include an electronic version of their narrative response in editable format with their hard copy submission. This can be provided on CD-ROM, MS Word 2003 or newer format is preferred. Only a single copy of the electronic submittal is needed. No email submissions will be accepted.

XI. REQUIREMENTS A.

General Information It is preferred that anyone considering responding to this RFI complete and return the Acknowledgement of Receipt Form at Appendix A. Return of the Acknowledgement of Receipt Form is not required for submitting a response to this RFI.

Issue The City of Albuquerque wishes to insure that the methods in place are continuing to provide us with the best possible potential solutions. If the current methods are not providing us with the best possible value, we need to understand why not and what options are available to proceed with an additional or replacement procurement action/method.

C.

General Responses Requested Respondents are requested to address the following questions in narrative form. Additional supporting information may be provided as attachments and may be referenced from the narrative response, as appropriate. Respondents are invited to provide additional information as they deem appropriate. We recognize that respondents may have different areas of expertise and interest, so it is not necessary to respond to each question. Please identify by the letter/number, each question you are addressing.

Provide block diagrams, charts, or documents that illustrate Infrastructure topology, interconnect, and operation of the LMR system. Provide a brief explanation of how you would migrate the City and County from the existing LMR system to the proposed LMR system. Identify phases, equipment and possible timeframes.
