This October issue of the Vista Oaks newsletter is our inaugural issue with a new print vendor and delivery system. The Board of Directors voted to switch to Peel Inc. because doing so has eliminated all costs of printing and delivery for the Vista Oaks Owners Association. The newsletter will be delivered through the US Postal Service. Please note, we will now publish the newsletter monthly instead of every other month. The volunteers who have served the newsletter extremely well in past years will continue to do so, only in slightly different roles. Jill Brown will continue to compile articles and perform research as the editor. The big change for her is relief from desktop publishing. For advertising information please contact Peel, Inc. at 263-9181 or visit www. PEELinc.com. The newsletter is also open to the Vista Oaks community to submit articles and social updates. The Board and our panel of volunteers believe that readers would enjoy learning more about our neighbors and neighborhood. A monthly newsletter will be a great source to announce anniversaries, marriages, scout achievements, and scholastic and sports awards. It can also be a perfect place for bunko, bridge, car, historic, quilting or other clubs to announce a search for new participants, and upcoming events or performances. Vista Oaks Vista Oaks Owners Association Board Meeting Minutes • August 27, 2009 President Doug Mink called the VOOA board meeting to order at 6:32 PM. Suman Barrett, Walter Sotillo and Deirdre Goggins were present. Denise Gehrmann-Jimenez & Carrie Guipe from Southwest Management were also present and Carrie took the minutes. Suman Barrett made motion to approve minutes from July 23, 2009 BOD meeting. All approved. Teresa Okrun & Angela Beechum arrive at 6:45pm to discuss upcoming Social Events and provide feedback regarding the proposed Newsletter change. The board asked the Social committee to provide a projected budget for 2010 to SMS as soon as possible. Deirdre asked Angela to get bids for some of the event vendors to bring to the next meeting. The social committee will try to solicit vendors to sponsor some events/activities to offset expenses. Angela asked that the Christmas lighting problems be resolved prior to the season. Angela will contact SMS to investigate issue. Deirdre Goggins reported on the pool maintenance proposals by Lifeguards4Hire. Depth markers, sumps, and caulking require work, which would possibly require draining the pool. Suggestion made to defer this non-urgent maintenance due to the current water drought conditions. To be reviewed in October. All agreed that it would be prudent to get a 2nd quote for this maintenance. Management Report Denise stated that Strayhorn is scheduled to come remove graffiti. Denise gives Management Report. Denise presented a bid to remove the damaged trees. Deirdre Goggins makes motion to accept bid for to remove two trees in greenbelt for a total cost of $800. Walter seconded the motion. All approved. Denise stated that the fountain pump was sent to the manufacturer for repairs. All repairs should be under warranty. The board discussed the status of the West well pump. Denise and Doug Mink will continue to obtain proposals to replace the motor. Question was raised regarding the water level of the east well pump.

There is concern that the well needs to be lowered to access more water. At present, the flow of water appears to diminish at the end of the watering cycle. Denise suggested creating separate programs that water on different days for a shorter time. Denise will discuss with Grounds Control. The board asked Denise to obtain an opinion from pump specialist on water issue at east well. Doug Mink addressed security reports. County will be raising price for officers. The board debated the value of private security versus county officers. Newsletter Proposal The board reviewed examples of newsletters produced by Peel. Suman raised concerns about honoring current newsletter advertisers. Denise will address that with Peel. Discussed newsletter rates, newsletter layout, content & date of first issue with Peel. Teresa inquired about advertising rates for the directory and suggested that we sell more ads at a higher price. The board asked SMS to obtain answers to questions and report via e-mail. A final decision will be made electronically. Pool Disciplinary Procedure The board reviewed the proposed disciplinary procedures. The board suggested that disciplinary procedures be added to next year’s lifeguard contract. Financial Review The board reviewed the variance report and financials. Deirdre requests to allot time to discussing fence maintenance at the next meeting. Doug asks to put it on the agenda for next month. Violation Report Reviewed violations and considered the current drought as a factor in lawn maintenance. Walter said that watering 2 times/week could keep a lawn green – keep enforcing. The good news is that with a few changes, such as these tailgate make-over tips, you can decrease the fat and calories and increase the nutrition of your tailgating menu, without sacrificing taste: It is also never a bad idea to have a fruit and/or vegetable tray available for those who are vegetarian or for low-calorie snacking. If you have a favorite tailgating food or snack, allow yourself to indulge in it, but try to replace other tailgating options with healthier alternatives and be mindful of portion sizes. Staying ahead in today’s real-estate market: The Austin market has slowed down after the summer selling months. According to the Austin Board of REALTORS, August sales were down 10% compared to the same time last year. The Median sales price dropped 4% from last year. It will be interesting to see how sales are affected in November with buyers scrambling to find that perfect house and close before the end of November before the $8,000 tax credit expires. I would advise home owners who are trying to get their house sold, to seriously evaluate how their list price compares to others in the neighborhood. If getting the house sold is a high priority, then have the price adjusted to make it a more competitive buy. If there are repairs you know a buyer will probably request, get them fixed now instead of waiting to find out when you are under contract. Chances are that a serious buyer will save precious time negotiating and make a fair offer if the house is already in good shape so they can close before the $8000 tax credit expires. The more prepared you are to help a buyer close on your home quickly, the higher your chances of getting a contract on it. With interest rates down since the end of August, more buyers are going to qualify for a loan. I have a strong feeling that between

Vista Oaks Williamson County Animal Control The following information highlights a few of the major responsibilities of pet owners in Williamson County. These rules apply to residents in Williamson County who are not within any city limits. The main concern and function of the Williamson County Animal Control is human safety and rabies prevention. For full details, please see the official County Regulations on the Williamson County website. Leash Law: The regulations state that all dogs must be 'physically restrained' at all times. Examples of physical restraint include fences, chains, and leashes (as controlled by a human). An owner can be cited for not keeping the dog physically restrained. Licensing & Vaccinations: Dogs & cats over 4 months of age must have a current rabies vaccination. They must

may be detained or impounded. Assistance in picking up strays is limited by budget and at the sole discretion of officials. Rabies: Call the Sheriff's Office at (512) 9431300 to report an animal bite, scratch, or suspicion that an animal is rabid.
