The Department of the Treasury was created by ONCA-06-02 pursuant to Article VII, Section 13 of the Osage Nation Constitution. The department’s mission is to provide timely, accurate financial information in conformance with the highest accounting standards, and to ensure regulatory and ethical compliance in the performance of duties. The Treasury Department is: Responsible for ensuring a strong fiscal policy and financial accountability in accordance with strict accounting standards, led by the Treasurer who is accountable to the Executive Branch and the Osage Nation Congress. Functions of the Treasury Accounting Department: • Tribal and federal financial reports • Budgetary compliance • Timely audit reports with exturnal auditors • Accounts payable vendor payments for all Osage Nation branches • Accounts receivable payroll • Employee loans • Property insurance and tracking of physical assets Procurement Department: Coordinates all purchasing activity in accordance with applicable policies, federal procurement regulations, and Osage Nation law.

Attorney General Holli Wells is the legal counsel for the Osage Nation and is charged by the Office of the Attorney General Act, 15 ONC § 3-101 et seq., to: • Defend and enforce the laws and Constitution of the Osage Nation • Prosecute violations of Osage Nation law • Represent the legal interests of the Osage Nation To fulfill these responsibilities, the Office of the Attorney General serves as legal counsel to all departments and offices of the Osage Nation government; issues legal opinions when requested by the Principal Chief or Speaker of the Congress; and defends challenges to Osage Nation laws and suits against the Nation. The Office is committed to upholding and protecting the sovereign immunity of the Nation. Although the Attorney General is prohibited from offering legal advice or representing private individual members, she serves and protects the rights of all members of the Osage Nation by prosecuting violations of Osage Nation law to the fullest extent and administering fair and impartial justice. The Attorney General has the authority to institute civil actions against and prosecute any Osage Nation officer, employee, or board or commission member for violations of Osage Nation law in connection with performance of their official duties. The Attorney General also is charged with protecting our Osage children by representing the Nation in all Indian Child Welfare and social services matters. The Opinions of the Attorney General are public information and are available on the Osage Nation website. The Office of the Attorney General is committed to serving our Osage people. The Osage Constitution vests the Legislative Power of the Osage Nations in one legislative body called the Osage Nation Congress, with the exception of initiative and referendum powers that are reserved to the People. The Osage Nation Congress is a body of twelve representatives elected at large by qualified Osage voters for a term of four years. Six members are elected in biennial elections held on the first Monday of June in even-numbered calendar years. The Osage Nation Congress elects officers from its Members. These officers include the Speaker, Second Speaker, and the Chairs of the Rules, Ethics and Engrossment and the Appropriations Committees. The body populates the Congressional Affairs Committee, and the Rules, Ethics, and Engrossment Committee. Congress divides its legislative work between five Standing Committees seated by the consensus of the membership. Each Standing Committee elects a representative to the Appropriations Committee. Congress convenes in regular session twice annually. The first session of the year is the Hun-Kah Session, held in the spring, and the second is the Tzi-Zho Session, which starts the Tuesday after Labor Day. Regular sessions are limited to a period of twenty-four days. Congress will convene at other times in special sessions called by the Speaker at the written request of eight Members, or by proclamation of the Principal Chief. Special Sessions are limited to a meeting period of ten days. The Osage Nation Congress conducts the business of Congress under rules of procedure titled Rules of the Osage Nation Congress. All proceedings of the Osage Nation Congress are open public meetings, except in cases when confidentiality is required and an executive session is convened. The Osage Nation Congress posts all of its proposed and amended bills, session day journals and committee meeting minutes on the website for public access. Laws of the Osage Nation are posted on the Legislative Branch website and all substantive laws are codified.

As the legislative body, the Osage Nation Congress is charged with passing the laws necessary to carry into effect the provisions of the Osage Nation Constitution. Law is passed through a bill, termed an “Act,” by the concurrence of a majority of the Members, or by bill veto override vote of three fourths of the Members. Among its duties, the Osage Nation Congress is required by law to pass an annual expenditure of funds which includes an appropriation of operating funds for each branch of government.

The mission of the Office of Fiscal and Performance Review is to provide an independent and objective consulting and review service designed to add value and improve Osage Nation operations. The OFPR helps the Osage Nation and its enterprises accomplish their objectives by bringing a systematic and disciplined approach to evaluating and improving the effectiveness of risk management, control and governance processes. More specifically, the OFPR seeks to: • Improve the efficiency, economy and effectiveness of governmental operations • Evaluate programs and performance • Ensure administrative compliance with legislative intent and the proper use of appropriated funds • Review operational progress • Perform risk assessment • Review and recommend internal controls • Develop and communicate conclusions about effectiveness of assignments

In order to accomplish these objectives, the scope of OFPR activities is necessarily broad. Activities include conducting operational and informational systems audits, and financial and compliance audits of Osage Nation and Osage Nation Enterprise Operations, in accordance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing. The audit scope changes as the business needs of management, the Osage Nation, and regulatory agencies change. The complete cooperation of the Osage Nation and Enterprise personnel ensures that the OFPR can fulfill its responsibilities in an effective and efficient manner.

As an independent, co-equal branch of the Osage Nation, it is empowered by the Osage Constitution to provide an impartial and responsive justice system that protects the rights and liberties of all who come before it; interprets and enforces governing law fairly and equally; and reflects the unique social, governmental and cultural standards of the Osage Nation. The Osage Nation Judicial Branch is committed to serving the Osage Nation, its citizens and its community by providing a fair and efficient system of justice that offers all interested persons a meaningful opportunity to resolve disputes arising under the laws and regulations of the Osage Nation. The Judicial Branch is responsible for interpreting the Constitution and laws of the Osage Nation. Its powers include: • The trial and adjudication of civil and criminal matters • The redress of grievances • The resolution of disputes • Judicial review of certain holdings • Appeal of decisions of administrative agencies and of the Trial Court The Judicial powers of the Osage Nation are vested in one Supreme Court and a Trial Court. All Supreme Court Justices and the Chief Trial Judge are appointed by the Principal Chief and confirmed by the Osage Nation Congress. Associate Judges are jointly appointed by the Chief Justice of the Supreme Court and the Chief Judge of the Trial Court.

To become a member of the ONBA, contact the Court Administrator. Judicial Branch Offices are closed on all Osage Nation holidays and may be subject to administrative or emergency closures from time to time. Notices will be posted for all anticipated closures. Osage Nation law prohibits inappropriate ex parte communications regarding any matter before the Court or likely to come before the Court. Parties to any action, their attorneys, advocates, and witnesses may not communicate with the Judge, whether in person, by phone or in writing, when all parties to the action or their representatives are not present, and when such communicatiuons are inappropriate and may be intended to influence the Judge in making any decision. This limits direct communication to judges on pending matters before the Osage Nation Courts or matters that are likely to come before the Osage Nation Courts. The Osage Nation Constitution vests the Osage Minerals Council (OMC) with the power to administer and develop the Osage Mineral Estate in accordance with the Act of June 28, 1906, 34 Stat. 539, as amended, which prior to ratification of the Osage Nation Constitution were vested in the “Osage Tribal Council.” The Osage Mineral Council consists of eight Osage Mineral Council members who serve as the elected governing body for the mineral affairs of the Osage Mineral Estate. The Osage Mineral Council conducts regular meetings on the third Wednesday of each month in the Council Chambers located on the Osage Tribal Campus. The Osage Nation Reservation consists of approximately 1,475,000 acres and is otherwise known as Osage County, Oklahoma. The Osage tribe owns all mineral rights located within Osage County and has an income from all oil and gas found in Osage County. The Osage Nation Campus – the heart of the Osage Nation – is located in Pawhuska, Oklahoma. Council meeting information, agenda, approved minutes and audio are available on the Osage Nation website. The Wah-Tiah-Kah Scholarship is a student award program administered by the OMC to provide higher education to eligible Osage applicants in their educational pursuits in the petroleum-related field of study only. To ensure the survival of the Wah-Zha-Zhi nation of people, we will share, preserve, and celebrate the values, teachings and tribal ways that our elders entrusted to present and future generations. Our strength will come from the commitment of our Wah-Zha-Zhi people and the knowledge that the Wah-Zha-Zhi nation is blessed by Wa-Kon-Da. Throughout the year, the Wah-Zha-Zhi Cultural Center offers instruction on how to make traditional Osage clothing and accessories, including classes on ribbon work, finger weaving, beading on broadcloth, shawl making, peyote stitch and roach making. Classes are free and some are offered across the service area. In addition to classes, the center offers: • Lectures • Preparation of small educational and cultural exhibits for display • Assistance researching Osage clanships Some undertakings are coordinated cultural projects, events and/or partnerships with other departments or entities.

This is a two-day, outdoor experience emulating the final walk of the Osage ancestors in 1871 from the Kansas reservation to their final home in Oklahoma, the Osage reservation.

Heirloom Seed Garden The acquisition of seeds ranging from the 1800s to 1910 was the foundation for the development of an heirloom seed bank. The goal is to have seeds available to Nation members. Annette Gore Library This is a central repository for the evolving history of the Osage Nation and supports the personal, educational, cultural, and professional needs of the community. The Osage Nation Historic Preservation Office (ONHPO) also identifies, protects, and preserves archaeological and historic Osage sites within the boundaries of the Osage Nation Reservation and on lands throughout our traditional territories and ancestral homeland. The overarching mission is to help meet cultural preservation needs voiced by the Osage people. The ancestral lands currently included in the ONHPO program plan are in southern and western Illinois, Missouri, Arkansas, Kansas, Oklahoma, and small portions of northwestern and northeastern Texas, southeastern Colorado, and northwestern Louisiana. The earliest known ancestral lands include portions of the Ohio River Valley states: Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania.

The Osage Nation Museum (ONM) is housed in a historic building that was formerly a church and a dormitory. The building was repurposed in 1938 with the assistance of the Works Progress Administration (WPA) and the Civilian Conservation Corps (CCC). At the time of its opening in 1938, it was the only museum in the world owned by an American Indian tribe, and it is known as the “oldest tribally owned museum in the United States.” It is the mission of the ONM to foster the education of the public about the history, traditions and customs of the Osage people. The Membership/Certificate of Degree of Indian Blood (CDIB) Department is responsible for establishing accurate, consistent and permanent records for membership in the Osage Nation. With the issuance of Membership/CDIB cards, we are entrusted with the certification that an Osage individual has a specific quantum of Osage blood, and/or is a direct descendant of an original Allottee. We are also custodians of all official records and documents pertaining to membership and CDIBs. HIGH SCHOOL ASSISTANCE

Concurrent Enrollment Program is an opportunity for high school students and community members to enroll in college courses through Tulsa Community College. This is a partnership among Osage County High Schools, Tulsa Community College (TCC), and the Osage Nation Education Department (ONED). High school students concurrently enrolled in courses receive a discounted rate through TCC, and community members pay the regular TCC rate for courses. Students must meet admission standards for TCC as well as ACT requirements to participate. Courses are held at the ONED building north of Hominy on Monday, Wednesday, and Friday mornings. High school students must enroll through their high school counselors. College Entrance Assistance Program (CEAP) is designed to serve Osage members across the nation as they seek entrance into higher education institutions. Students, in 9th through 12th grades may receive assistance with two ACT test fees, two SAT test fees, two AP exams, and test prep workshops and/or materials each year. High school students classified as juniors or seniors, and high school graduates, may receive assistance with two college entrance application fees each year.

Career training scholarship is available to Osage students enrolled in a program that awards a license or certification at a state or nationally accredited training facility. Students must maintain a minimum grade point average (GPA) of 2.0 and be in good standing to remain eligible for scholarship awards. Students may not receive the Osage Nation Higher Education Scholarship and Osage Nation Career Training Scholarship simultaneously. Osage Nation Higher Education Scholarship is awarded to Osage students pursuing post-secondary education at the associate level or beyond. A wide range of educational choices is supported, including associate, bachelor’s , master’s, and doctoral degree programs at accredited schools. Students must maintain a minimum grade point average (GPA) of 2.0 and be in good standing to remain eligible for scholarship awards. Students may not receive the Osage Nation Career Training Scholarship and Osage Nation Higher Education Scholarship simultaneously.

Eugene Daniels Scholarship is awarded to two Osage students every year. Students must be enrolled in a degree/certificate program at an accredited college or technical school and major in a medically related field. Student must maintain a cumulative GPA of 3.5 to remain eligible for scholarship funding, and must be enrolled full-time. Morris E. & Ethel Carlton Wheeler Scholarship is available to Osage students and adopted children (Indian or Non-Indian, legally adopted via a court of competent jurisdiction) of original Osage allottees who are furthering their education. Students must provide verification of financial need (FAFSA), maintain a minimum 2.0 GPA, and be enrolled full-time. The John L. Rubel Scholarship is awarded to Osage students attending Oklahoma State University Institute of Technology in Okmulgee, Oklahoma, or Tri-County Technology Center in Bartlesville, Oklahoma. Applicants must be enrolled full-time at OSU-Institute of Technology or be enrolled in a program that is no less than 220 clock hours at Tri-Country Technology Center. Certification and Licensure program is to assist Osage tribal members with financial support for one certification and/or licensure fee. Applications for this program are accepted anytime throughout the year. For this reason, the Osage Nation offers stoles and commendations to Osage students who will be participating in higher education commencement ceremonies after successful completion of a degree program.

YOUTH EDUCATION SERVICES

Osage Nation Public School Support Program (ONPSSP) In an effort to improve the academic success and quality of life of Osage students attending public schools in Osage County, the Osage Nation Department of Education created the ONPSSP, which places tribal education advocates in Pawhuska, Hominy, Skiatook, Woodland, Barnsdall, Anderson, Prue, McCord, Shidler, Bowring, Osage Hills, Avant and Wynona public schools. These advocates are in the schools on a regular basis to provide support to students, families, and teachers who have a shared interest in seeing the students excel in their educational endeavors. The ONPSSP is available for Osage students attending a K-12 public school located within the Osage Nation. Osage Nation Sylvan Tutoring is a nationwide program designed to serve as many academically at-risk Osage students as possible. It is open to students who are failing required subjects such as reading or math. The education department works collaboratively with families and Sylvan Learning Centers across the nation. Eligible students receive payment assistance for tutoring on a monthly basis in one subject area.

Johnson O’Malley Program (JOM) provides supplementary financial assistance to meet the unique and specialized education needs of American Indian students enrolled in public schools served by the Osage Nation. This program offers basic school supplies to eligible JOM students enrolled in grades PreK-12. The student must provide a copy of his or her CDIB or tribal membership card to be filed with the Osage Nation Education Department. They provide Osage, other tribes, and non-native families with a center-based program that aims to promote the Osage culture and language along with school readiness for children who enter at ages 6 weeks to 5 years. Each classroom is designed to meet the needs of children, families, and cultures they serve. Children receive a variety of learning experiences for intellectual growth and social and emotional skill building; nutritious meals; access to health care screenings; and the promotion of family engagement for healthy, lifelong learning. The nationally recognized Creative Curriculum is a quality early childhood curriculum that is used along with a developing Osage curriculum that is developmentally and age appropriate for young children. At the Pawhuska center, the department provides two Osage language immersion classrooms for children ages six week to 2 year olds and 2-5 year olds to preserve the Osage language. Immersion parents attend the Osage language classes to assist their children. The Child Care Program is funded by the Child Care Development Block grant and serves children between the ages of 6 weeks and 12 years. Beyond the Walls Program is a branch of the Wah-Zha-Zhi Early Learning Academy. Community Outreach focuses on building strong relationships with families of the children who attend our academy through conferences, home visits, child care assistance, parenting classes and community outreach. Wah-Zha-Zhi Youth Council provides an avenue for Osage youth to connect to the Osage community through leadership opportunities and service learning projects. The Council encourages collaboration among youth, tribal leaders, tribal organizations and the community. The Council participates in the Generation Indigenous Initiative to resolve the barriers between Native American youth and their opportunities to succeed. Our Youth Council and others attend leadership meetings and conferences offered through state and national organizations such as Unity. This strengthens their leadership skills and enables them to develop service learning projects that are beneficial to our communities. Through activities and service learning projects, Osage youth have opportunities to be selected to attend the annual White House Tribal Nations Conference in Washington D.C. as Youth Ambassadors, as well as other Native American youth events.

The Cultural Curriculum Specialist develops an Osage language, culture and art curriculum that integrates into the Creative Curriculum used by Wah-Zha-Zhi Early Learning Academy. The specialist also provides professional development to the teachers who work with our Osage children. Parenting Classes the Love & Logic Way are offered to parents in Osage County. These classes are held at the Osage Nation Child Care Program Office. Health & Safety courses on subjects such as fire extinguisher use, child abuse and blood borne pathogens provide training for all child care providers throughout Osage County. Book Mobile is a mobile library that is driven around to the smaller schools in Osage County. Students can check out books from the book mobile and return them two weeks later when the book mobile returns to their school. The Native American section has been increased dramatically for this school year. Resource Mobile is a mobile resource room that is driven around Osage County for child care providers to utilize if they are unable to come to the offices to use the resource room. Learn to Love Literacy promotes literacy for children up to 12 years old and stresses the importance of literacy for the development of young minds. At each of these events staff members read a book to the children, offer a healthy dinner and hand out prizes. We give each child a new book to help build his or her home library.

Reach Out and Read is a program that works with physicians who facilitate well child check-ups in Osage County. The physicians promote literacy with children and parents through the use of age appropriate books during their well child appointments. The Osage Nation has partnered with the National Reach Out and Read Program and is a liaison for the program and the physicians. Community Outreach assists and promotes Reach Out and Read to physicians throughout the County and assists them in applying for the program, tracking books, and keeping a detailed inventory to order age appropriate books for the participating physicians who take care of our Osage children.

The program’s mission is aid members of the Osage Nation, and other Native Americans residing in our service area, during times of limited resources and/or provide an opportunity to achieve self-sufficiency through individual employment plans. Temporary Assistance for Needy Families Program (TANF) is a welfare assistance program that assists low income Native American households in the service area, Osage County. TANF may assist by providing temporary cash benefits, helping families establish and achieve short and long term goals, or providing supportive services to obtain self sufficiency. Community Services Program (CSBG) assists low income Native American households residing in the Osage Nation Reservation (Osage County). This program provides rental/mortgage assistance, groceries, household necessities, basic medical expenses, basic education or employment expenses and crisis intervention needs. Energy Assistance Program operates on a fiscal year (October through September) and serves low-income Native American households within the Osage Reservation (Osage County) by providing heating and cooling energy assistance. The amount paid toward a utility bill is based upon the number of household members and monthly income. The benefit amount has increased since last year to help meet rising energy costs. The program also provides Crisis Assistance during an energy crisis, and preventive maintenance. These benefits are described as follows: Heating Assistance is available from December 1st through February 28th and includes a payment toward a propane or a natural gas utility bill. A space heater, blanket and weatherization materials may also be provided. Cooling Assistance is available from June 1st through August 31st and includes a payment toward an electric utility bill. An oscillating box fan and weatherization materials may also be provided.

This program determines a “crisis” based on the following: • Possible health threat to a vulnerable applicant or household • Non-working heating or cooling equipment • Principal Chief of the Osage Nation has declared a state of emergency by Executive Order in extreme temperatures • President has declared the service area a natural disaster • A life-threatening crisis constitutes an energy burden that may create a medical or health emergency • Preventive Maintenance promotes energy efficiency and durability to include HVAC system air duct cleaning and home energy audits. Can be conducted on elderly residents homes upon request.

Voucher Assistance Program assists low income Native American households in the Osage Nation Reservation (Osage County) in alleviating emergency situations beyond financial control, and is available for two consecutive months. Assistance may be available for emergency situations such as fire damage, destruction due to natural causes, relocation for necessary home repairs, medical emergency, physical injury, or interruption or reduction of income.

Crisis Assistance Program assists enrolled Osage Nation members age 18 years or above in alleviating crisis situations beyond financial control. Applicants may receive up to $1,000 in total assistance within a fiscal year (October-September). Osage members may reside outside the Osage Nation Reservation (Osage County). Assistance may be available for crisis assistance in situations such as domestic violence, homelessness, utility assistance because of death of a household income provider, natural disaster, or illness or injury resulting in incapacitation. Summer Youth Program is for American Indian youth between the ages of 16 and 21 who live in Osage County and meet eligibility requirements. This opportunity allows Native youth to gain work experience during the summer and develop knowledge of work ethic, life skills, money management and future career goals. Applications are taken from May 1 to May 31. Applicants must provide: verification of parents income must meet income guidelines, and provide verification of residency, CDIB, social security card, and driver’s license.

The Osage Nation Diabetes Program recognizes the value of every Native American. We are guided by our commitment to the prevention and treatment of diabetes. We demonstrate this by providing education, specialized services and dedicated staff to meet our program goals. The Osage Nation Community Health/Health Education Program’s mission is to enhance the quality of life of the Osage People and other Native Americans residing on the Osage Reservation. We demonstrate this by identifying and addressing specific health-related needs and providing the education, specialized services, and necessary staff to accomplish this endeavor. • Osage Nation Diabetes Program teaches self-monitoring of blood glucose to all participants and provides testing supplies for home use for all “active” participants. • Provides diabetes prevention/treatment education daily. In addition, we assist with: • Eyeglasses • Dentures • Diabetic-appropriate foot wear once in a 12-month period for qualifying participants • Community screening events with other Osage Nation Programs at various times throughout the year We attend many health fairs and provide informational booths as well. We partner with several other Osage Nation Health Programs to host/participate in many events throughout the year. The Osage Nation Community Health Program’s function is to identify and provide services that enhance the quality of life of the Osage People and other Native Americans residing on the Osage Reservation. We are mainly funded by PL-638 contract with Indian Health Services, and supplemented by Osage Nation. We identify and address specific health-related needs, primarily through the Pawhuska Indian Health Service Center referral system. We provide health promotion and chronic disease prevention education, individual and community; specialized services such as wound care, wound care teaching and some wound care supplies; and CPR training for instructors, healthcare workers, and the general public. We attend and host community screening events and provide blood pressure, BMI measurement, oxygen level, resting heart rate, cholesterol, and blood sugar testing at these events.

The Osage Nation Elder Nutrition Program (Formerly Senior Services & Title VI) is designed to address the needs of native seniors by providing meals through a culturally sensitive program. The program also provides a culturally sensitive approach to the provision of supportive services needed by the native seniors on the Osage Reservation. Requirements: • Native American with a CDIB or tribal membership card (a non-Native spouse is eligible for the same services) • 55 years of age or older • Homebound clients will need to fill out an application, which is renewed each quarter Dine-in or Carry Out Meals: • Monthly menus are available for download on the department web page • Dine-in meals are served from 11:30 a.m. to 12:30 p.m. • Carry out meals are available from 11:00 a.m. to 12:30 p.m. Homebound Meals: • Meals are delivered Monday through Friday to Pawhuska, Hominy and Fairfax • If weather is bad (snow and/or ice), meals cannot be delivered. However, calls will be made to homebound clients to check on them. The Food Distribution Program is a USDA funded program that provides nutritious food packages to low-income Native American households in the Osage Nation service area of Oklahoma. To be eligible to participate, a household must contain at least one person who is a member of a federally recognized Native American tribe. Eligible households are certified based upon low-income guidelines and resource standards set by USDA, and must be recertified at least every 12 months. How To Apply Applications are available at the Food Distribution Office in Hominy, online at the Osage Nation website, or through the mail. Applicants may file an application on the same day they contact the Food Distribution Program. All applications received by the program will be processed within seven days of the date received excluding weekends and holidays. Dual Participation Household members are not permitted to participate simultaneously in the SNAP Program and Food Distribution Program.

EMERGENCIES call 9-1-1 During evening/night hours, weekends or holidays call (918) 287-3131. This is the Osage County Sheriff’s Dispatch Center, which ONPD uses as well. The mission is to provide law enforcement services under the jurisdiction of the Osage Nation. The Osage Nation Police Department (ONPD) officer’s primary duty is to enforce the criminal laws of the Osage Nation and the federal government when major crimes have been committed within state and local jurisdictions. ONPD officers also have a duty to serve the person and to protect the property of the citizens of the community. ONPD will assist the Osage Nation in protecting and enhancing Tribal Sovereignty along with protecting the religious and ceremonial beliefs of the Osage people. Service Area: Osage County • ONPD’s primary function is to serve Native Americans residing within Restricted Indian Lands in Osage County. • ONPD is on call 24/7 in case of major disasters (man made or nature). • ONPD patrols on three (3) active in twelve (12) hour increments. • ONPD has one (1) Investigator/Patrol Officer who shares patrol duties when not active on pending cases. • ONPD is currently working to bring two (2) new K9 units on board. Events/Programs: National Takeback is the bi-annual collection of surrendered, expired, unwanted or unused pharmaceuticals for proper disposal. Ride Along participants must be 18 years old or older and fill out required paperwork prior to participation. The North Pole Computer Project, based in Tulsa, awards refurbished computers to nominated Osage Nation FHA [formerly TANF] families.

Child Support Enforcement is a department under the Osage Nation Executive Branch. This agency works in partnership with the Federal Office of Child Support Enforcement and other tribal and state agencies. The Osage Nation Social Services Department (ONSS) consists of the following programs: Child Protective Services; Adult Protective Services; Indian Child Welfare; Foster Care; Adoptions; Family Preservation; and Individual Indian Monies Account Supervision. Staff includes a team of eight social workers, two social work supervisors, a Case Aide/Transportation Specialist, a Business Systems Analyst, and Program Director. Social Services asserts concurrent jurisdiction with states over Osages wherever they are found and has developed methods of providing case management for child welfare, adoptions and foster care nationwide. The TDLA Department ensures the development of the Nation’s properties is conducted in a consistent manner while remaining in compliance with all applicable codes and Osage Nation law. Tribal Development activities include all programming, design, and construction activities undertaken by the Osage Nation. Land Acquisition activities include the expansion of the Osage Nation’s land base by purchasing lands and managing our restricted, fee and trust lands. Master Plan Major projects completed in the previous year include the Campus Master Plan Phase I including The Welcome Center and Law Building; Pawhuska Dance Arbor; Grayhorse restroom improvements; and remodel of the Administration Building with mechanical system upgrades. Throughout the past year, we have provided assistance in the implementation and development of Bird Creek Farms. Design and preparations for construction at the Fairfax Family Center, Sky Lodge Estates, and PRT-Group Home sites are in progress along with TDLA and road building.

The Osage Nation Emergency Management department’s mission is to reduce the effects of man-made and natural disasters through prevention, preparation, hazard mitigation, and response to and recovery from these emergency events. Preparation: The Osage Nation Emergency Management (ONEM) is using the department’s best technical and professional resources in the creation of all information. The Osage Nation Roads Department is federally funded and operates under a program agreement directly with the Federal Highway Administration (FHWA). The Roads Department works closely with Osage County Commissioners, the State, local municipalities and the public in order to meet transportation needs of the area, which enables partnerships to develop and collaboration of resources and efforts. The Osage Nation Tax Commission provides vehicle registration and business licensing as well as management of tax revenue for the Nation. By regulating business registrations and levying taxes on business activities that take place within the jurisdiction of the Osage Nation, the Tax Commission provides necessary financing for the operation and expansion of the Osage government. Osage Nation Photo ID The Tax Commission now offers photo identification cards to tribal members. The mission of Osage Nation Environmental & Natural Resources (ENR) is to protect human health, the environment, natural resources, and our cultural resources, while preserving and enhancing the diverse human cultures and ecosystems that exist within the boundaries of the Osage Reservation. The Osage Nation Gaming Commission (ONGC) was established to preserve and protect the integrity of the Osage Nation’s gaming activities by shielding it from corrupting influences; ensuring fair and honest practices by patrons and operators; enforcing all applicable gaming laws and internal controls; and ensuring that the Nation is the primary beneficiary of the gaming facilities. The Election Office conducts Osage Nation elections, including those for Principal Chief, Assistant Principal Chief, Congress, retention of Judges of the Osage Judiciary, and others required by the Constitution and by law so that qualified voters are allowed to exercise their right to vote. In Person Voting To vote in person during Early Voting or on Election Day, you will need to present a government issued photo ID (e.g., driver’s license, passport, military ID, tribal photo ID). Or, two Election Staff members can verify your identity by filling out the appropriate form. Absentee Voting Voting by absentee ballot is convenient for any voter living too far away from the polling place to vote in person, as well as voters who cannot miss work, who will be out of town, or who are home bound.
