JUNE 2014

100 LINCOLN WAY EAST, CHAMBERSBURG, PA 17201

Annual ChambersFest celebrates town’s rebirth On July 30, 1864, Chambersburg became the only northern town burned by Confederate soldiers during the Civil War. Chambersburg bounced back quickly and has celebrated the rebirth of the town with an annual festival, ChambersFest, each year since 1986. Thousands of people enjoy this community celebration that salutes the spirit of the townspeople throughout July. This year marks the 150th anniversary of the town’s burning and rebirth. The ChambersFest community celebration in 2014 will be held July 10-27, featuring many activities the entire family can enjoy at little or no cost, including the 11th Annual Tim and Susan Cook Memorial 1-Mile Race/Walk, Scoop-a-Palooza and Old Market Day. On Old Market Day, the streets of downtown will be filled with a daylong festival of music, arts and crafts. The day features more than 150 craft and food vendors, entertainment and activities throughout the day. From 6 to 10:30 p.m., there will be Civil War-era music and living history events, with a re-enactment of the Burning of CORPORATE SPONSORS Chambersburg at about 9 p.m. ChambersFest takes a significant amount of time to plan and coordinate, and the Chamber is asking our members for sponsorship support. Sponsors enable us to offer events for the community while boosting the area economy. Sponsors and exhibitors will get to showcase their businesses and/or products while supporting events that benefit the community. For information about the benefits of sponsoring and the various sponsorship levels, view the flyer inside the newsletter. To become a sponsor, contact Amy Fisher at 717-264-7101 ext. 204 or [email protected], or complete the sponsorship form inserted in the newsletter. Sponsorship deadline is Friday, June 6.

CHAIRMAN’S MESSAGE

7 tips to improve your networking The Greater Chambersburg Chamber of Commerce offers a wide variety of member benefits. The most popular, by far, is the ability to network with others. Networking in its purest form is the sharing of information and services among individuals and groups with a common interest. When done properly, we become live advertisements for our own business and others within our network. We strive to increase our networks, but, for many, the fear of rejection can cause us to shy away from broadening our connections. I wanted to share some best practices others have used to help broaden their networks: • Practice talking to people you don’t know everywhere you go. Social events are just the tip of the iceberg; don’t forget about supermarket lines, sporting events, festivals, bookstores, etc. The more you approach new people, the more comfortable you become. • Learn to ask “What do you do?” with sincerity and interest. • Become a better listener. Ask a question and then be quiet until you hear the answer. • Prepare an “elevator speech”. This is a 15 - 30 second commercial of what you do, why you do it and for whom. • Become known as a powerful resource for others. When you are known as a strong resource, people remember to turn to you for suggestions, ideas, names of other people, etc. This keeps you visible to them. • Contact those you meet who may benefit from what you do and vice versa. Express that you enjoyed meeting them, and ask if you could get together and share ideas. • Follow up on any lead, no matter how minor. You never know what a new connection could lead to. To help broaden your network, I’d invite you take advantage of your membership by attending one of our monthly mixers, joining one of the new Chamber Connections Referral Groups, attending an upcoming Lunch and Learn or getting involved in one of the Chamber’s committees where you’ll be exposed to others with a common interest. You may be surprised how much of an impact improving your networking skills can have on your business. It’s All About Community! DOWNTOWN HAPPENINGS

Creating a vision-based revitalization strategy for downtown Along with taking a look at market data and community perceptions, those who attended the second community visioning workshop in April discussed how they want downtown to look, feel and even smell in the future. Words used to describe downtown five to seven years from now were healthy, everyone, food smells, smart growth principles, varied architecture, captivating, playful and artistic. Attendees also identified the kinds of businesses they feel downtown needs to help with this vision. Many arts-based businesses were identified, including more galleries, art supplies stores and a potterystudio. New media businesses and employers with a large employee base were also identified. Other ideas included a pub, day-spa, tool library, hands-on toy shop and an applesauce museum. Part of the visioning process includes defining the boundary lines of downtown. An interactive map exercise yielded a wide-range of opinions from participants that varied based on their history with the community. Many locals thought of downtown as the “peanut circuit,” while others defined the gateways as the high line on the east, Commerce Street on the north end, Hood Street on the west and Southgate on the south end. Work continues on the visioning process. The third public workshop was held on May 19 at King Street Church, where a draft vision statement was presented as well as visual renderings of potential projects that have been discussed throughout the process. The two remaining public workshops will be held: • June 16, 6:30 p.m., Chambersburg Area Senior High School’s Auxiliary Gym, 511 S. Sixth St. • July 21, 6:30 p.m., Wilson College’s Laird Hall, 1015 Philadelphia Ave. DCI encourages stakeholders to attend as many of the workshops as possible. Those interested in attending do not have to attend previous workshops to participate. For more information about the downtown visioning process, contact Noel Purdy: 717-264-7101 ext. 207, [email protected].

The Department of Corrections has the third largest budget in the state, following education and welfare. According to Wetzel, approximately one third of tax dollars goes to corrections.

Secretary Wetzel discusses corrections at the Government Affairs meeting

Wetzel discussed the challenges facing the Department of Corrections and how they are working to address these issues. The number one challenge he outlined was population growth. Since 1980, Pennsylvania went from having eight prisons to twenty six. A new prison was built about every 15 months during a 24 year period. The need for new prisons was based on a 500 percent increase of incarceration. The Department of Corrections is addressing the issue of population growth by focusing on outcomes, with the goal to make changes based on research. This means focusing on the findings of corrections research to develop and update programs that help reduce the likelihood of released inmates returning to prison, as well as prevent people from entering the corrections system in the first place. One of these programs includes halfway houses, which are homes that allow convicted criminals to begin the process of reintegration with society while still providing monitoring and support. After assuming his role as Secretary of Corrections, Wetzel and his staff discovered that 95 percent of halfway houses in Pennsylvania were unsuccessful. With the goal to improve their effectiveness and change practices, Wetzel initiated a system where halfway houses have success rate standards they must meet. If they fall a certain degree below the standards, they receive a warning. If they fail to meet the standard a second time, their halfway house is closed down. For halfway houses that perform above the standard, they earn raises. According to Wetzel, only one halfway house has received their first warning so far, while the others have either improved or remained neutral. With the Department of Corrections focusing on research and outcomes, their strategies are changing. Wetzel intends to improve corrections in Pennsylvania by replacing ineffective correction policies with those that lower crime rates, reduce re-offending and control spending.

Burnin’ hot restaurant specials

Students succeed in training program

Throughout the month of July, the Chamber and local restaurants will commemorate the 150th anniversary of the 1864 Burning of Chambersburg with “$18.64 Dining Deals.” Participating restaurants will create a special meal or menu to celebrate the rebirth of Chambersburg with items costing $18.64. Stay tuned for the list of restaurants!

To help expand workforce training opportunities in Franklin County, United Way of Franklin County, the Youth Employment Program and Manufacturers Association of South Central PA have partnered to provide a free logistics training course for young adults who have had some barrier for employment.

If your restaurant, brewery, winery, cafe, etc. would like to participate in the “$18.64 Dining Deals,” contact Amy Fisher, communications director, at [email protected] or 717-264-7101 ext. 204. There is no cost for member restaurants to participate.

The first class to participate in the program completed the four-week course in April. Of the 12 students who enrolled in the program, 10 received their Certified Logistics Associate Certification, six passed their Certified Logistics Technician Certification and eight completed their Forklift Certification. A few students are still working to complete coursework and testing.

Chamber’s annual golf tournament

By the end of the course, each student was set on an individual plan to either complete work, find employment or receive additional assistance before being connected to employment.

Space is completely filled up for the 19th Annual Golf Tournament on Friday, June 13. Golfers will enjoy some friendly competition on the greens with fellow Chamber members. The tournament kicks off with a shotgun start at 12:30 p.m. at Chambersburg Country Club. Lunch will be served at 11:30 a.m., with dinner following the tournament. The Chamber is still accepting door prize donations. If you would like to donate a door prize, contact Doug Harmon at 717-264-7101 ext. 202.

Eight students had the opportunity to either interview or practice interview with potential employers, depending on their assessed readiness level. Five employers came to United Way’s office to conduct interviews directly with candidates. All expressed their pleasant surprise of how well candidates presented themselves in the interview process.

One student found employment on his own before completing the class, two have accepted full time jobs, and three were offered opportunities and are in the process of responding. Another student has an offer waiting for him as soon as he completes the final testing process. One student still needs to complete the class due to excused scheduling conflicts, but an employer has offered to mentor him because of positive interactions during the interview. Based on feedback from students, program organizers realized the need to provide more in depth financial counseling for the students. As a result, organizers are now coordinating a budgeting class that will help students navigate financial decisions. This program will be offered approximately every two months, with the next training to begin June 24. If you know potential students aged 1821, contact Amy Hicks, executive director of United Way of Franklin County: [email protected], 717-262-0015. CHAMBERSFEST 2014

Run to help fund CASHS scholarships The Chamber invites community members along with their family and friends to participate in the 11th Annual Tim and Susan Cook Memorial 1-Mile Race/Walk, which will be held Saturday, July 12. Registration begins at 7 a.m. at the Chambersburg YMCA, with the women’s race/walk at 8 a.m. and the men’s race/walk at 8:30 a.m.

Tim & Susan Cook

The one-mile race is held to honor the memory of Tim and Susan Cook, who died tragically in a car accident on December 13, 2002. Both were 1971 graduates of Chambersburg Area Senior High School (CASHS). Tim was a mathematics teacher at the high school for 28 years and was the coach of the girls’ cross country and track teams. Susan was an administrative assistant at Shippensburg University.

Money raised from this event is contributed to the Tim and Susan Cook Memorial Scholarship Fund, which annually awards scholarships to two seniors from CASHS who have modeled the characteristics exemplified by Tim and Susan Cook. Participants who register for the race/walk by June 25 will receive a discount. The pre-registration rate is $20 per entry and includes a commemorative T-shirt, or $15 with no T-shirt. For more information or to register, visit www.chambersburg.org/events or call 717-264-7101.

Students tour Heritage Center Over 850 students from various school districts in Franklin County toured the Chambersburg Heritage Center in late April and throughout May. It was a busy time for the center’s volunteers, who led tours and answered questions. Volunteer Frances Humelsine leads a tour

The Heritage Center at 100 Lincoln Way East is a site on Gettysburg Wine and Fruit Trail and the Pennsylvania Civil War Trails, where visitors can experience local history beginning with the pre-settler frontier. The Greater Chambersburg Chamber of Commerce opened the Heritage Center in July 2004. More than 3,100 people signed the guest book in 2011. Visitors learn about notable Franklin County residents, the town’s unique place in Civil War history and much more. There’s also an 8-foot, 250-pound statue of Ben Franklin that was carved in 1865 and stood atop the courthouse until 1991. It always attracts the attention of visitors, particularly the younger ones. Local postcards, books about local history, Chambersburg T-shirts and a DVD about the burning of Chambersburg in 1864 are among the items available in the gift shop. The Heritage Center is open from 8 a.m. to 5 p.m. Mondays through Fridays and 10 a.m. to 3 p.m. on Saturdays from May until midOctober. Hours are extended during special events such as IceFest, AppleFest and Old Market Day during ChambersFest. Group tours are available. For more information, call 717-264-7101.
