Chamber to celebrate Small Business Week The Chamber is coordinating a variety of events, most of which are free, for this year’s National Small Business Week from May 1-7, 2016 to recognize the critical contributions of our local entrepreneurs and business owners. Our membership is comprised of mostly small businesses, and more than 60 percent of our members have 10 or fewer employees. Nationwide, more than half of Americans either own or work for a small business, and they create about two out of every three new jobs in the U.S. each year. Small businesses have a huge impact on our economy, which is why the Chamber is excited to offer a variety of events and seminars to celebrate the week. Turn to page 3 for the schedule of events hosted by the Chamber for National Small Business Week 2016.

Success in the new economy We hear it time and time again: workforce development needs to be a priority for Franklin County. We have long talked about the skills gap between what employers need and what employees can offer. Add to this the silver tsunami – the retirement of a large segment of our workforce – and the skills gap becomes an even bigger problem. There is a great video online from Kevin Fleming entitled “Success in the New Economy” (vimeo.com/67277269) which discusses the workforce requirements for the future. For every one job that requires an advanced degree (masters and up), there will be two jobs that require a bachelor degree and seven skilled labor jobs. Only 10 percent of jobs will require unskilled labor. Skilled jobs are and will continue to grow into high demand and well compensated fields. These are jobs such as nurses, carpenters, mechanics and truck drivers. However, many young adults and their families are not aware of the potential in these fields. In addition to the shortage of job candidates with the proper knowledge to fill skilled labor positions, employers constantly express the lack of soft skills held by first time workers. They often have poor attendance, are unable to work in teams, cannot take constructive feedback, etc. Our schools are working tirelessly to provide quality education to our youth and address these issues to serve future needs. But they need our help. They need the voice of industry to reiterate to students and parents about the opportunities youth have for selecting their future careers and how to get there. On April 20, the Community Education Coalition is partnering with the Franklin County Career and Technology Center to take one step to address these needs in our area. Businesses are being asked to attend the Middle School Open House to talk to the students and their parents about career paths available in their industry and the soft skills they need to be learning now to be successful when they graduate in four short years. Youth learn social responsibility Leadership Franklin County (LFC) Youth were given the unique experience of touring the Franklin County Jail on Opportunity Avenue during their March session. The group of high school sophomores began the day talking with Maria Banks of Chambersburg LFC Youth students hear from Deputy Warden Sullen and Warden Bill Bechtold Area School District as she reviewed the Kouzes and Posner five practices of leadership they learned this year: Model the Way, Inspire A Shared Vision, Challenge the Process, Enable Others to Act and Encourage the Heart. Banks then helped prepare the students for their tour by asking what they expected to see before they were introduced to jail leaders Deputy Warden James Sullen, Captain Doug Burget and Warden Bill Bechtold. The group visited the secure area of the jail led by Deputy Warden Sullen and Captain Burget. The students saw various areas of the jail and learned about the operation. Following the tour, students went to the chapel area where the class spoke with a panel of inmates. The inmates discussed the choices they made that got them where they are, what they could have done differently, what they learned and what they are going to do when they have completed their sentence. The inmates also spoke about the impact their crime had on their lives and their families’ lives. After the panel the students reconvened to talk about their experience. With a lunch from Kathy’s Deli, the students analyzed how the experience compared with their expectations. They also talked about what they learned from the inmate discussion. They examined how the five leadership principals learned throughout their LFC experience were demonstrated by the staff at the jail in their work. LFC Youth is offered free of charge thanks to sponsor Wilson College.

Community students learn about health and history Leadership Franklin County (LFC) Community spent the morning portion of their March session at Chambersburg Hospital learning about healthcare in Franklin County. Ann Spottswood of Summit Health spoke about the Community Health Needs LFC Community students at Fort Loudoun during their history tour of Franklin County Assessment, which Summit Health and other community partners are working on and the impact of the results on the community. Dr. Tom Anderson continued with a presentation of the Summit Health organization and Ericka Kalp treated the class to a tour of the infectious disease unit. She discussed how the hospital has planned to deal with threats such as the zika virus should it ever arise. Vanessa McDowell of Keystone Health presented facts on HIV and AIDS in Franklin County. The morning concluded with Bea Hoffman speaking about how Lean Principles apply to the healthcare industry while Barbara Rossini presented on Summit Health’s role in community health. After a lunch from Fuddruckers, the class spent the afternoon seeing sites associated with Franklin County’s past led by Janet Pollard of the Franklin County Visitors Bureau. The class covered frontier history, Civil War history and many other interesting facts of Franklin County. Each participant received a “press pass” and spoke to the class about a local historical leader they had researched. With stops at Fort Loudoun, Fendrick Library, Allison Antrim Museum and the Waynesboro Industrial Museum, the class learned more about historical sites in the area and the impact the people of Franklin County have had on the country and the world. (DCI) will host a variety of great events all summer long that you won’t want to miss. So, pull that calendar up on your phone and start saving the dates for these hot events to come.

Second Saturdays

Concerts in the Park Second Saturday Concerts in the Park are back this summer at Chambers Fort Park. The free event features live music the second Saturdays from June through September (June 11, July 9, August 13 and September 10) from 5 to 8 p.m. Bring your chairs and blankets and enjoy listening to local musicians perform their own music as well as cover popular hits.

The Foundry, Chambersburg’s artist cooperative, will feature artwork by Mary Seay and Eddy Gash for its April Artist Exhibit. The exhibit will be on view at The Foundry, 100 S. Main St., throughout the Art for sale at The Foundry month of April. Seay and Gash are local visual artists whose passion for art brings energy, social commentary and nostalgia into each of their pieces. Gash’s work utilizes objective and figurative painting to depict current social climates regarding race and religion. Seay is an abstract painter who creates depth and excitement through layering and nonconforming color choices. The couple is expecting their first child together at the end of March and live in Shippensburg with their cats. A Meet the Artists Opening Reception will be held on Friday, April 1 from 5 to 8 p.m. Refreshments will be served.

Downtown Summer Movie Series This free series features family-friendly movies screened outdoors at Chambers Fort Park on Second Saturdays from June through September. Bring the family and grab your chairs, blankets and picnics. DCI is currently seeking concert and movie sponsors for Second Saturdays. ChambersFest

Thousands of people enjoy this community celebration every year that salutes the spirit of the Chambersburg townspeople throughout the month of July. A variety of events will be held again this year, including the 13th Annual Tim & Susan Cook Memorial Race on July 9, Scoop-a-Palooza Ice Cream for Education on July 9 and the popular Old Market Day on July 16. CrabFeast

Everyone’s favorite all-you-can-eat crab festival returns on August 27 from 3 to 8 p.m. at the AMVETS Picnic Pavillion. The 20th Annual CrabFeast will feature small games of chance and a live auction in addition to, of course, the delicious food! Attendees will enjoy barbeque chicken with all the fixin’s and fresh hard shell crabs. Proceeds are used for downtown revitalization efforts. Foundation seeks grant applications Franklin County Women’s Conference from local teachers Enjoy a day with your Grants to teachers in Franklin County public schools will be awarded to encourage the innovative use of technology in the classroom for grades K-12. The Greater Chambersburg Chamber Foundation, an affiliate of the Chamber, is offering the Innovative Technology Challenge Grants to educators in all six school districts. Applications are available online at www.chambersburg.org/ChamberFoundation. The deadline for applications is June 30. Applicants will be evaluated based on three key criteria: innovation, value added to curriculum and advanced academics. Grants totaling $11,600, each between $2,000 and $5,000, are available as a result of contributions from area businesses, including Waste Management, BB&T and M&T Bank. Contributing businesses are eligible for Educational Improvement Tax Credits through the Pennsylvania Department of Community and Economic Development. Grant recipients will be recognized at an awards luncheon in October.

Explore Franklin County’s rich history on April 16 The Chambersburg Heritage Center, 100 Lincoln Way East, will participate in a countywide event in April encouraging people to see museums and history sites throughout Franklin County. Spring Into History on Saturday, April 16 is coordinated by the Franklin County Visitors Bureau and provides anyone the opportunity to visit more than 20 participating historical sites and explore the trails of Franklin County free of charge. The Heritage Center doesn’t charge admission, but it normally would be closed on Saturday in April. For Spring Into History, the Heritage Center will be open from 10 a.m. to 3 p.m. Beginning May 7, the Heritage Center will be open on Saturdays from 10 a.m. to 3 p.m., with extended hours on Old Market Day in July and AppleFest in October. Tom Wolf’s announcement that he is issuing an executive order mandating a minimum wage increase to $10.15 an hour for state employees and employees of organizations that are awarded state contracts: “The timing of the governor’s announcement is somewhat peculiar, given the ongoing budget impasse and the fact that this executive order will increase costs for the state. Besides that, history has shown that government mandated entry-level wage increases are not an effective policy to lift people out of poverty. The governor makes the counterintuitive claim that increasing labor costs somehow actually creates jobs. Unfortunately, the only evidence the governor can point to is a study that is more than 20 years old and has been thoroughly discredited by economists. Most independent studies have found just the opposite to be true by revealing that mandated wage hikes tend to hurt more people than they help. “For instance, a study by the Congressional Budget Office found that an increase to $10.10 an hour could lead to the loss of 500,000 jobs nationwide. A Pennsylvania-specific report by the Independent Fiscal Office found comparable results; with the loss of 30,000 jobs throughout the Commonwealth. In fact, the last time Pennsylvania raised the minimum wage, employers were forced to halt hiring, reduce employee hours and cut jobs; with entry-level wage positions often being most at risk. The facts also show that mandated wage hikes disproportionally harm low-income, lesser-skilled workers. One study following the 2007 federal minimum wage hike showed a decrease in likelihood that a low-wage worker would be able to find a job. Other studies show how mandated increases can create additional burdens on those living in poverty – many of whom may not have a job at all - due to the higher prices on goods and services that result from increased labor costs. The fact is, while some will benefit from a higher minimum wage; many will face negative unintended consequences. “The PA Chamber has long maintained that in order to truly help move individuals out of poverty and advance through the work force, we need to help provide them with the necessary skills-training. Strengthening workforce development programs will help give workers the tools they need to fill job vacancies and close and existing jobs skills gap. Additional approaches – such as implementing an Earned Income Tax Credit – better direct assistance to low-wage workers, especially those raising families. These more thoughtful, targeted approaches will better help low-wage earners support their families and move upward through the workforce, offering long-term career opportunities at family-sustaining wages.” This opinion was released by the Pennsylvania Chamber of Business and Industry. In 1986, Children’s Aid Society opened the Frances Leiter Center in Chambersburg. The center is named after Frances Leiter, one of the original organizers of Children’s Aid Society. Last year, 93 children ages 2 through 17 received 1,097 hours of play therapy at Children’s Aid Society. The children and adolescents that we serve may be facing challenges that include, but are not limited to: physical, emotional or sexual abuse; trauma or neglect; family conflict or divorce; ADHD, learning, or developmental disabilities; depression or anxiety; grief and loss or Autism Spectrum Disorder. Children’s Aid Society provides professional child-focused therapy to children in York, Adams and Franklin Counties. Our commitment is to serve all children regardless of their family’s ability to pay. Our therapists help children and adolescents improve their ability to express themselves and to positively cope with their feelings. Play therapy uses a child’s language of imagination and play to approach and process challenges and events in a child’s world. For children, feelings are often more accessible on a non-verbal level and play is a natural means of communication. Foxhole Technology Inc. presented the Chambersburg Career Magnet School robotics team with a $500 contribution in support of the 2016 FIRST Robotics Competition.
