Introduction

1 | INTRODUCTION In March 2007, the River to Sea Transportation Planning Organization (River to Sea TPO), formerly the Volusia Transportation Planning Organization, completed a Bicycle and Pedestrian Safety Review Study for Holly Hill Elementary School (now Holly Hill School, a K-8 school). The study was prepared by Hoke Design, Inc. at the request of the River to Sea TPO. Several sidewalk improvements were recommended as a result of the safety study and provided a guideline for future improvements within the City of Holly Hill. This study investigates sidewalk feasibility along both sides of 15th Street from Nova Road to Center Avenue to form a connected network of sidewalks that provide access to Holly Hill School. Currently, the sidewalk along 15th Street is on the south side of the road at the west end connecting to Nova Road and on the north side of the road at the east end connecting to Center Avenue. Completion of sidewalk on both sides of 15th Street, with a focus on continuous sidewalk along the north side of 15th Street; Replacement of existing sidewalk with new sidewalk along both sides of 15th Street; and, Drainage improvements to allow sidewalk construction on both sides.

In addition to providing safer access to Holly Hill School, the proposed sidewalk along 15th Street would provide local residents with safer access to public transportation, commercial properties, and other community institutions within the area.

2 | PROJECT PURPOSE AND SCOPE This sidewalk feasibility study is part of a group of other planned sidewalk improvements within the City of Holly Hill. The purpose of the 15th Street sidewalk feasibility study along with other planned improvements is to serve the Holly Hill School and the surrounding neighborhood. The Holly Hill School is surrounded by a densely populated residential area. The majority of the school’s student population walks or bikes to school. The sidewalk improvements along 15th Street would also directly serve the 127-unit Hollypoint Apartments located along the northwest side of the project study area. Additionally, a planned office employment center within a half-mile radius of the project corridor and other commercial/retail uses in the area provide another reason to improve the sidewalk network connectivity between Nova Road and Center Avenue. One of the main reasons for the sidewalk improvements along 15th Street is to enhance pedestrian safety. Much of the study corridor has narrow sidewalks on alternating sides of the roadway. As noted previously, this means that pedestrians have to cross 15th Street mid-way or risk walking along the side of the road. Furthermore, much of the sidewalk is flush, or nearly flush with the roadway surface and creates a conflict with motorists. There is a history of crashes within the designated walk area. Improved sidewalk along 15th Street would also serve to support access to transit. The Volusia County’s Public Transit System (Votran) Route 5 utilizes 15th Street and has two stops along the project study limits. This provides a connection for the residential neighborhoods with shopping and employment opportunities within Volusia County. The City of Holly Hill would benefit from the planned sidewalk improvements and the completion of these planned improvements would address the city’s needs. Under the existing conditions, 15th Street has fivefoot to six-foot wide sidewalk extending from Nova Road east to Hollypoint Apartments along the south side of the roadway; and a five-foot to sixfoot sidewalk from Hollypoint Apartments to Center Avenue along the north side of the roadway. The City of Holly Hill has identified that a continuous sidewalk along the north side of 15th Street is a higher priority. The purpose of this study is to determine the feasibility of providing continuous sidewalk on both sides of the roadway along 15th Street from Nova Road to Center Avenue.

Project Purpose and Scope A field review was conducted during the study for the purposes of data collection, corridor evaluation, development of concept plans, and cost estimates. The cost estimates prepared as part of this study were separated for sidewalk along each side of the roadway. This should help the River to Sea TPO in budgeting and planning process. The graphics and exhibits in this report include identification of apparent right-of-way, driveways, location of proposed new and replaced sidewalks. The Americans with Disabilities Act (ADA) requirements were used as conformance guidelines for concept plans. The project team would like to extend their appreciation to several agency representatives and stakeholders whose continuing interest in this project and their assistance was invaluable to the process. Existing Conditions

3 | EXISTING CONDITIONS The following section provides a general description of the characteristics observed within the project study limits in regards to the physical conditions, environmental conditions, and drainage. It also includes an assessment of the apparent right-of-way.

General Description The 15th Street sidewalk feasibility project is located within the City of Holly Hill, Florida. The proposed sidewalk is approximately 3,600 linear feet (0.68 miles) in length along 15th Street from Nova Road to Center Avenue. There is existing sidewalk varying from five-foot to six-foot along the south side of the roadway from Nova Road to Hollypoint Apartments. There is a crosswalk at this location to cross 15th Street and sidewalk continues on the north side of the road from the Hollypoint Apartments to Center Avenue. The study area is predominantly residential with some commercial establishments along the western end of the corridor near Nova Road. The 127-unit Hollypoint Apartments make up the majority of the residential population within the study area. Additionally, there are some single family houses across from the Holly Hill School along the southeastern side of 15th Street. The back fence of Holly Forest residential community extends along the south side of the study area. The commercial establishments along the western end of the corridor include: » » » » » »

The study area is located within the designated walk-zone for Holly Hill School, which is located at the northeast corner of the study area and at the intersection of 15th Street and Center Avenue. The main entrance to the school is along Center Avenue close to the study area. Figure 4 shows an aerial view of the main entrance for the school. Existing Conditions A field review was conducted by the project team on December 5, 2016. During the field review, the project team assessed existing land uses, roadway crossings, underground and overhead utilities, and existing sidewalk conditions. The team also identified drainage features, distance and offset measurements of different elements and documented photographs for existing conditions. 15th Street was measured to be 20 feet wide. The field review began on the western end of the project at the intersection of 15th Street and Nova Road. Figure 5, illustrates the starting point of the field review and the project limits. This intersection is the only signalized intersection within the study area. The remainder of 15th Street is free-flowing with all side streets controlled through stop signs. Additionally, there is a 15 MPH flashing beacon for Figure 5: 15th Street at Nova Road (looking east) the Holly Hill School zone along 15th Street and a four-way stop of traffic at the intersection of 15th Street and Center Avenue. The posted speed limit along 15th Street outside of the flashing beacon school zone is set at 25 MPH. Land uses observed along the corridor included a mixture of single-family residential, multi-family residential, and commercial properties. There are eight driveways along the south side of 15th Street. Four of the driveways were paved and four were either dirt or gravel unpaved driveways. Figure 6 demonstrates an example of one of the existing unpaved driveways. There are also eight driveways along the north side of 15th Street. Two of these are entrances to Holly Hill School, and three of them are paved residential entrances to multi-family housing complexes along the north side. Additionally, there are three unpaved residential driveways along the north side of road. Figure 7 shows an example of an existing unpaved driveway on the north side. The concept plan, further explained in Section 4 and the exhibits provided as an attachment in Appendix A, identify the driveways recommended to receive ADAcompliant asphalt entrances or concrete aprons. Right-of-Way (ROW) 15th Street is a city maintained local road within the City of Holly Hill, Florida. Parcel boundaries were obtained from Volusia County’s Geographic Information Services (GIS) website and used to assess the apparent right-of-way width along the study area. Table 2 summarizes the apparent right-of-way information, which is also reflected on the concept plan exhibits in Appendix A and the typical section in Appendix B. Right-of-way maps from FDOT were referenced to determine the right-of-way for the intersection of Nova Road and 15th Street. The FDOT right-of-way maps are presented in Appendix C. Utilities During the field review, the project team also made a utilities assessment along the study corridor. Overhead power lines are located along the corridor on the north side of 15th Street from Nova Road to Center Avenue. There are also two power poles on the south side of 15th Street close to Center Avenue. A total of 31 power poles were assessed during the field visit. The distance of the power poles from the edge of pavement varies from 3 feet to 20 feet. A power pole in front of the U-Haul Neighborhood Dealer will have to be relocated to fit the proposed sidewalk on the north side of the road.

Existing Conditions

As shown in Figure 8, the utility pole and mailbox are within 3 feet of the roadway and will have to be moved. Two fire hydrants were also observed along the south side of 15th Street. Watermain valves and a gas marker were noted along the south side of the road. Sanitary sewer manholes were noted in the travel lane. A gas line, owned by TECO People’s Gas, runs parallel to 15th Street along the south side. GIS information for this gas line was not available.

Existing Conditions

A review of the Federal Emergency Management Agency’s (FEMA) Flood Insurance Rate Maps (FIRMs) for Volusia County showed that the study area is located within Zones AE and A. The FIRMs for the study area are included in Appendix D with the project limits shown in red. Zone A is located between Hammock Drive and North Canal, while Zone AE is located between North Canal and Holly Hill School. Impacts to these floodplains are expected to be insignificant and floodplain compensation unnecessary.

Soils The proposed sidewalk traverses through Holopaw sand, Myakka-Myakka wet fine sands, Myakka variant fine sand, and Tuscawilla fine sand. All are poorly drained sandy soils. A soil map is included in Appendix E. This map was prepared through the Web Soil Survey (WSS) operated by USDA Natural Resources Conservation Services (NRCS).

Environmental The 15th Street Sidewalk Project is located in a residential area that is mostly built-out. The only remaining natural area along this roadway is an approximately 4-acre undeveloped parcel, north of 15th Street, between Hammock Drive and the Holly Point Apartments. The FEMA-designated Special Flood Hazard Area (SFHA) in the study area closely mimics the narrow swath of Tuscawilla Fine Sand. This soil type is a poorly drained, B/D hydrogroup soil, and is identified by the Natural Resources Conservation Service (NRCS) as a hydric soil. Immediately west of the Holly Forest subdivision, south of 15th Street and the Holly Point Apartments, north of 15th Street, is an unnamed canal. This canal appears to collect surface water flow from the intermittent, open roadside swales north and south of 15th Street. This project is expected to be exempt from permitting because no significant adverse impacts individually or cumulatively will occur. Determination of qualification for an activity exemption can be obtained through one application and one $100 fee from the St. Johns River Water Management District (SJRWMD). The upland portions for this sidewalk project are believed to be exempt from permitting under 62-330.051 (4)(c), F.A.C exemption for minor roadway safety construction, alteration, or maintenance and operation because no work occurs in wetlands other than those in drainage ditches constructed in uplands, the project is not an alteration to a project

Existing Conditions previously permitted under Part IV of Chapter 373, F.S., and all work is conducted in compliance with subsection 62-330.050 (9) F.A.C, and the sidewalk is limited to a width of six feet or less. The ditches are considered other surface waters and mitigation is not required for impacts to other surface waters. The wetland portions for this sidewalk project are believed to be exempt from permitting under the De Minimis Exemption, per Section 373.406 (6), F.S. The only wetland portion of the project occurs within the mixed wetland hardwoods in the vicinity of the undeveloped 4-acre parcel. This parcel abuts the canal and consists of American elm (Ulmus Americana), sweetgum (Liquidambar styraciflua), red maples (Acer rubrum), loblolly bay (Gordonia lasianthus), sugarberry (Celtis laevigata), and cabbage palm (Sabal palmetto). Once design details and potential wetland and surface water impacts are known, a pre-application meeting should be held with the SJRWMD to verify the project qualifies for an exemption. Permitting for wetland impacts is also regulated under Section 404 of the Clean Water Act, which is administered by the US Army Corps of Engineers (USACE). The minimal impacts anticipated with this project likely qualify the project for the two Nationwide Permits: NWP 3 - Maintenance and NWP 14 – Linear Transportation Projects. Fees are not charged for Nationwide permits. Coordination with the permitting agency during the final design should occur to verify this assumption. Several listed species have the potential to occur in Volusia County, but due to the lack of suitable habitat within the project area, very few are likely to occur. This project is not within any Critical Habitat or the Consultation Area for any species. Florida Natural Areas Inventory (FNAI) Element Occurrence data indicates that Least tern (Sterna antillarum) was confirmed to be breeding at Holly Hill Middle School. Least terns are designated by the Florida Fish and Wildlife Conservation Commission (FWC) as Threatened. This confirmed sighting is from 1993. More recent sightings have not been recorded. Bald eagles (Haliaeetus leucocephalus) are protected under the Bald and Golden Eagle Protection Act and the Migratory Bird Treaty Act, even though the species has been delisted under the Endangered Species Act. Bald eagle nest VO123 is within a mile of the project, located south of Newport Road/LPGA Boulevard in the vicinity of 10th Street and State Avenue. This nest was surveyed by FWC in 2012 and was last known to be active in 2009. Volusia County is within a Central (Ocala) Bear Management Unit (BMU). Several nuisance Florida black bear (Ursus americanus floridanus) reports are catalogued in the FWC data all around the project area, the most recent report was from March 2015. The lack of suitable habitat and limited scope of this project makes it unlikely that protected species or other wildlife will be impacted by this project.

Sidewalk Concept Plan

4 | SIDEWALK CONCEPT PLAN The following section outlines the sidewalk concept plans detailed in exhibits attached within Appendix A. The sidewalk concept plan section is described through sidewalk improvements along north and south side of 15th Street. The section also explains the drainage and utilities improvements for the concept plan.

Sidewalk, Driveways, and Cross Streets This section outlines the concept plan for sidewalk, driveways and cross streets and is separated by improvements on the north and south side of the roadway. This was done to help develop different cost estimates for construction of sidewalk along the north and south side of 15th Street.

Construct a new five-foot wide four-inch thick concrete sidewalk along the north side of 15th Street beginning at Nova Road. Modify the existing curb ramp located at the northeast corner of Nova Road and 15th Street to tie to the new sidewalk. The sidewalk is generally located two feet from the edge of the road. o The first 90 feet of sidewalk will be adjacent to existing curb and gutter. There is not sufficient right-of-way available to construct a six-foot sidewalk as required by standards. A design variation will be required during final design. Construct a new asphalt driveway to replace the existing dirt access, just east of Hammock Drive in order to provide an ADA compliant crosswalk. Construct six-inch thick concrete sidewalk across the canal maintenance access. Immediately east of the maintenance access, as the sidewalk crosses the canal, construct sixfoot wide sidewalk with aluminum guiderail. Connect the proposed sidewalk to the existing sidewalk at the Hollypoint Apartments entrance. All existing sidewalk on the north side of 15th Street from the Hollypoint Apartments Entrance to Center Avenue to be removed and replaced in the same locations with new four-inch concrete sidewalk. Several areas of existing sidewalk are located outside of the apparent right-of-way. The City of Holly Hill will need to obtain a Temporary Construction Easement to replace the existing sidewalk.

Two new six-inch thick concrete aprons are proposed between the Cedar Pointe Condo Entrance and the Holly Hill School exit, for ADA compliance. New detectable warnings and crosswalk striping are proposed at all side streets between Nova Road and Center Avenue, as well as new stop bars at Hammock Drive, and both Hollypoint Apartment entrances. The existing stop signs at these three side streets shall be relocated (as necessary) to be in line with the proposed stop bar, a minimum of four feet behind the proposed crosswalk.

The exact limits of handrail shall be determined during final design. Where possible, the ditch should be graded to eliminate the need for handrail. o Just west of the Holly Hill School Exit, right-of-way will be needed in order to construct the proposed sidewalk (parcel: 42-14-32-40-46-0010) As the sidewalk nears the Holly Hill School Exit, the alignment of the new sidewalk should shift closer to the road to stay within the right-of-way; generally being located between 1.5 and two feet from the edge of the road. Approaching Center Avenue, and several single family homes, shift the proposed sidewalk to be located approximately five feet from the edge of the road to allow space for mailboxes to be located in front of the new sidewalk.

New ADA compliant six-inch thick concrete aprons are proposed at all residential driveways (seven in total) along the south side of 15th Street. Tie proposed five-foot wide, four-inch thick concrete sidewalk to the existing sidewalk located along the west side of Center Avenue.

NOTE: Given the limited right-of-way throughout the corridor, specifically on the eastern end towards Center Avenue, the proposed new sections of sidewalk shall maintain a minimum fivefoot width throughout the corridor (meeting ADA standards), with a 2-foot offset from the edge of pavement to the new sidewalk, where feasible. In cases where there is not enough right-of-way to construct sidewalk around an obstruction, there are three options: » »

The sidewalk can be shifted closer to the road where the obstruction is located. Second option is to maintain the alignment of the sidewalk and construct a reduced sidewalk adjacent to the obstruction – a minimum sidewalk width of 36 inches is required by ADA standards. The third option is to acquire necessary right-of-way to construct the sidewalk behind the obstruction. The Engineer of Record shall evaluate each obstruction during the design phase of this project to make a final determination on the alignment of the sidewalk.

The existing drainage swale that is located along the north side of 15th Street, 100 feet east of Hammock Drive for 150 feet towards the east, will be impacted by the proposed sidewalk. This area will require a new inlet and piping. The existing drainage swale and headwall, located along the south side of 15th Street from the western entrance of Holly Hill Apartments to just west of the exit driveway for Holly Hill School, will be impacted by the proposed sidewalk (Figure 14). This area will require new inlets and piping. Replace the six (6) side drains that are located along the south side of 15th Street, across from Holly Hill School to Central Avenue.

Financial Feasibility

5 | FINANCIAL FEASIBILITY This section summarizes preliminary cost estimates for the design and construction of the proposed sidewalk improvements along 15th Street. Tables 3 and 4, summarize the estimates for the north and south section, respectively. This cost estimate is completed for the purposes of the feasibility study and to allow the River to Sea TPO and City of Holly Hill to prioritize planned sidewalk improvements. The item numbers and units of measurement are based on FDOT’s Basis of Estimates Manual. The preliminary cost estimates do not include power pole relocation, tree removal, wetland assessment, or permitting fees that may be associated with the final design phase. The unit prices are based on historical average costs for each pay item provided by FDOT. Based on the small nature and size of the project some unit prices may have been inflated. To adjust for potential future increases in the project’s cost estimates, an annual inflationary factor was applied based on FDOT guidelines. The FDOT provides annual inflation factors for roadway construction costs. A listing of the FDOT approved inflation factors through 2028 is available in Appendix F. The cost estimate for the construction of the proposed sidewalk along the north side of 15th Street is $360,510. The cost estimate for the construction of the proposed sidewalk along the south side of 15th Street is $757,659. The cost estimate for the south side sidewalk is significantly higher than the north side due to the drainage component requirements to pipe the existing swale along the south side of 15th Street. Conclusion

6 | CONCLUSION The purpose of this study was to evaluate the feasibility of constructing sidewalk along 15th Street to provide a continuous sidewalk network from Nova Road to Center Avenue. The proposed sidewalk includes: Construction of new sidewalk along the north side of 15th Street from Nova Road to Hollypoint Apartments, and replacement of existing sidewalk along the north side from Hollypoint Apartments to Center Avenue; and, Replacement of existing sidewalk along the south side of 15th Street from Nova Road to Hollypoint Apartments, and construction of new sidewalk along the south side from Hollypoint Apartments to Center Avenue.

The two proposed sidewalk concept plans are presented within this study as two separate options to help the River to Sea TPO and City of Holly Hill prioritize funding available with planned improvements. Additional improvements such as new driveway turnouts and striping along the edge of pavement are recommended along the study corridor in order to meet ADA standards. These features are detailed within Appendix A. As a result of this study, it has been determined that constructing this sidewalk is feasible with the following conditions: »

North Side Sidewalk o Relocation of utility pole and mailbox in front of U-Haul Neighborhood Dealer. o Obtain temporary construction easement to replace existing sidewalk where it is located outside of right-of-way. South Side Sidewalk o Approximate 3,129 Sq. Ft. of right-of-way will need to be acquired from parcel 42-14-32-40-46-0010, which is currently a residential community called Holly Forest. Prior to design and right-of-way acquisition, updated right-of-way maps will need to be generated. Estimated cost of the right-of-way acquisition is provided in Table 4. o Obtain temporary easement for driveway milling and resurfacing and ditch regrading .

Map Unit Descriptions The map units delineated on the detailed soil maps in a soil survey represent the soils or miscellaneous areas in the survey area. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that it was impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that have similar use and management requirements. The delineation of such segments

Custom Soil Resource Report on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, however, onsite investigation is needed to define and locate the soils and miscellaneous areas. An identifying symbol precedes the map unit name in the map unit descriptions. Each description includes general facts about the unit and gives important soil properties and qualities. Soils that have profiles that are almost alike make up a soil series. Except for differences in texture of the surface layer, all the soils of a series have major horizons that are similar in composition, thickness, and arrangement. Soils of one series can differ in texture of the surface layer, slope, stoniness, salinity, degree of erosion, and other characteristics that affect their use. On the basis of such differences, a soil series is divided into soil phases. Most of the areas shown on the detailed soil maps are phases of soil series. The name of a soil phase commonly indicates a feature that affects use or management. For example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series. Some map units are made up of two or more major soils or miscellaneous areas. These map units are complexes, associations, or undifferentiated groups. A complex consists of two or more soils or miscellaneous areas in such an intricate pattern or in such small areas that they cannot be shown separately on the maps. The pattern and proportion of the soils or miscellaneous areas are somewhat similar in all areas. Alpha-Beta complex, 0 to 6 percent slopes, is an example. An association is made up of two or more geographically associated soils or miscellaneous areas that are shown as one unit on the maps. Because of present or anticipated uses of the map units in the survey area, it was not considered practical or necessary to map the soils or miscellaneous areas separately. The pattern and relative proportion of the soils or miscellaneous areas are somewhat similar. AlphaBeta association, 0 to 2 percent slopes, is an example. An undifferentiated group is made up of two or more soils or miscellaneous areas that could be mapped individually but are mapped as one unit because similar interpretations can be made for use and management. The pattern and proportion of the soils or miscellaneous areas in a mapped area are not uniform. An area can be made up of only one of the major soils or miscellaneous areas, or it can be made up of all of them. Alpha and Beta soils, 0 to 2 percent slopes, is an example. Some surveys include miscellaneous areas. Such areas have little or no soil material and support little or no vegetation. Rock outcrop is an example.

Inflation Factors _________________________________________________________________________________________________________________________________________________

This “Transportation Costs” report is one of a series of reports issued by the Office of Policy Planning. It provides information on inflation factors and other indices that may be used to convert Present Day Costs (PDC) to Year Of Expenditure costs (YOE) or vice versa. This report is updated annually when the factors are posted within the FDOT Work Program Instructions. Please note that the methodology for Inflationary adjustments relating to specific transportation projects should be addressed with the district office where the project will be located. For general use or non-specific areas, the guidelines provided herein may be used for inflationary adjustments. Construction Cost Inflation Factors The table on the next page includes the inflation factors and present day cost (PDC) multipliers that are applied to the Department’s Work Program for highway construction costs expressed in Fiscal Year 2017 dollars. Other Transportation Cost Inflation Factors Other indices may be used to adjust project costs for other transportation modes or nonconstruction components of costs. Examples are as follows: The Consumer Price Index (CPI, also retail price index) is a weighted average of prices of a specified set of products and services purchased by wage earners in urban areas. As such, it provides one measure of inflation. The CPI is a fixed quantity price index and a reasonable cost-of-living index. The Employment Cost Index (ECI) is based on the National Compensation Survey. It measures quarterly changes in compensation costs, which include wages, salaries, and other employer costs for civilian workers (nonfarm private industry and state and local government). The monthly series, Producer Price Index for Other Non-residential Construction, is available from the Bureau of Labor Statistics (BLS). It is not exclusively a highway construction index, but it is the best available national estimate of changes in highway costs from month to month.
