__________________________________________________________________ The Government of the District of Columbia Office of Contracting and Procurement on behalf of the Department of Public Works (DPW), Parking Enforcement Management Administration (PEMA), is seeking a contractor to provide a web-based Parking Enforcement System that can handle many aspects of parking enforcement, including General Enforcement/Mobile Ticket Issuance, Time Limit Zone Enforcement, Residential Parking Permit (RPP), Time Limit Sign; Registration Out-of-state Automobiles (ROSA) and special events, managed in one common database. The system will need to interface with other District agency systems. 1. Treatment of RFI Responses and Respondents This is not a Request for Offers. Rather, the District is seeking information on available enforcement systems. The District considers responses to this RFI as part of its outreach and research effort; and as such, more in the nature of a survey. The District intends to use the information in the responses to establish parameters and requirements that may be included in the Solicitation for Bids. Potential respondents must determine for themselves, the relative advantages and disadvantages of responding to the RFI. The District assumes no responsibility or liability for any potential claim of harm and damage. By submitting a response, the respondent expressly acknowledges that the District assumes no such responsibility or liability.

2. Submission of Responses: It is not the intention for this RFI to be an extensive or expensive undertaking for Respondents. Rather concise descriptions are desired. Glossy production quality and expensive productions are neither desired nor required. The RFI responses should address the questions listed in Item 5 below. Responses should be emailed to the attention of Gena Johnson, Contracting Officer at [email protected]. 3. Response Submission Date: The closing date for receipt of responses is March 3, 2015 on or before 2:00 p.m. local time to the address listed above. Questions may be referred to Gena Johnson via email at [email protected]. Questions regarding this Request for Information must be received in writing no later than 10:00 a.m. on March 9, 2015. 4. Overview of Requirement DPW requires a system that at minimum:  Provides mobile citation issuance capability for all PEMA operations that have the responsibility for issuing citations, such as: Parking Control Officers, Abandoned Vehicle Investigators and Towing Control Officers and for all modes of enforcement or compliance such as Residential Permit Parking (RPP), Registering Out-of-State Automobiles (ROSA), Pay-by-Phone (PBP), metered parking rights, and etc.  Provides integrated capability of real time location tracking and route mapping using District ArcGIS system.  Provides back office system to process all enforcement data collected from mobile field enforcement devices equipped with dynamic and standard reporting functions.  Provides real time data sharing capability from mobile field enforcement devices to its back office system for all modes of parking enforcement and compliance.  Provides ability to interface with other systems such as Master Addresses Repository System (MARS) to capture exact address information of locations, or District Customer Service Request system known as Motorola CSR.  Provides ability to interface with existing LPRS technology to identify targeted vehicles such as scofflaws or wanted by DC + US law enforcement agencies;  Provides the ability to interface with the DMV Ticket Management system for payment status validation and identify vehicles eligible for release, and electronically notify the boot release teams of vehicles entitled to be released.  Provides capability to interface with the Dispatch & Lot Management System (DLMS) to pass data bi-directionally between the dispatch control center and field operations such as towing, booting, parking enforcement, crane drivers, Page 2 of 4

abandoned vehicle investigators and etc. Provides an integrated image & ticket data review and approval process for quality assurance purpose. Allows for upload and storage of pictures associated with enforcement data. Provides high-level description and architecture of the proposed system.

The selected contractor will be required to convert existing vendor databases to the new system and provide an interface to other systems. 5. Questions for Parking Enforcement System: 1. Does your company offer a COTS Parking Enforcement System? If so, please state the general functional capabilities, e.g. Mobile Tickets Issuance, Boot/Scofflaw Processing, Automated Dispatch and Towing Control, Investigations and Impound Lot Management and Service Request, Correspondence Processing, Reporting? 2. Is your system sold as a single turn-key system comprised of all the functions listed in Question 1 or can your client choose from a variety of modules based on its needs? 3. Would the District be purchasing a license for the use of your system? Provide clear definitions of software licensing in all offered configurations from your system. 4. What municipalities are currently using your system? Provides references if possible. 5. Currently DPW anticipates that the development (customization) and implementation timeframe for the new system would be 100 days from date of award. Typically, what is the implementation timeframe for your system? 6. To ensure that the implemented system is fully functional, what training and testing plans would you recommend? 7. Describe your process for handling change requests to your software. Would changes requested by the District be specific to the District or be incorporated into the latest version of your software? Typically what is the timeframe for new version releases? 8. For budgeting purposes, what is the base cost for your system? Cost for customization? Ongoing annual maintenance? 9. Because the new PES system will need to share real-time data with other agency systems, such as the Department of Motor Vehicles and the Metropolitan Police Department, the selected contractor will be responsible for developing an interface to those systems. What information regarding those systems would you need included in the solicitation in order to prepare a proposal?

10. Is your system currently compatible with any payment software applications such as Parkmobile or Paybyphone or digital meters such as Parkeon, Cale, or etc.? 11. Does your system currently interface with any mapping software? If so, please describe. 12. The District currently has an inventory of handheld and mobile devices such as smartphones and tablets that it uses with the current software system. What support would your company provide to third party equipment or equipment already owned by the District? Do you have any option for re-use existing District DPW mobile smartphones or tablets? 13. What application warranty and support is typically provided after implementation? What is included in any annual maintenance and support package that you may offer? Do you make a distinction between “bug fixes” and other application software upgrades and enhancements? If so, define each and describe how each are handled. 14. Can you provide a demo of your system? 15. Please provide any other information that you may deem necessary to submit a response to the solicitation.
