Early Childhood System Integration Budget For FY 2013-2014 as Recommended

The Early Childhood System Integration Budget (ECSIB) was created by Act 774 of the 2008 Regular Session of the Louisiana Legislature. The ECSIB is organized along the four components of Louisiana’s early childhood system (access to medical care, social-emotional development and mental health, early care and education, and family support and parenting education) as opposed to by department, thus detailing the state’s allocation of financial resources for children up to the age of five in these areas. Within these four areas, each department categorizes program specific information, including the lead contact person, a very brief program description, the population served, the sources of funding for the program, and the parishes being served. For each line item, actual state and federal dollars invested in the program are detailed.

Birth Outcomes Initiative

This program is to improve Louisiana's high Women of reproductive age (15- State infant mortality rates, low birth weight and 44) high rate of pre-term births. Improving infant mortality rates, birth weight, and rate of preterm births would result in significant improvements to not only healthcare measures, but to other areas such as social services, education, and criminal justice. Several measures will be implemented via this initiative, some will be quick implementations that improve outcomes in a short timeframe and others are long range improvements. The initiative focuses on measures and areas that contribute to high infant mortality, low birth rates, and high preterm births; ultimately improving the care to “women of reproductive age" (15-44.)
