Thunderbirds to headline open house Luke AFB will host “Luke Days 2014,” an open house and air show, March 15 and 16. The U.S. Air Force’s premier aerial demonstration team, the Thunderbirds, will headline the weekend’s activities with performances both days. A static display of Luke’s newest aircraft, the F-35A Lightning II, should also be available for viewing. Previous base open houses have averaged more than 100,000 spectators each day. There will be food, games and

attractions for the whole family. The event is open to the public and admission is free. The event website is the best place to visit for daily updates. Some of the information that will be on the website will include a full list of expected aerial acts, prohibited items, points of contact and information for media outlets. Luke Forward … now what?

We have heard from many that have assumed Luke Forward is no longer “needed” because the Record of Decision regarding the F-35 Training Mission has been decided. This assumption could not be further from the truth. The reality is that the premise of “mission sustainability” for Luke Air Force Base existed before Fighter Country Partnership (FCP) or Luke Forward had their names. Decades ago, when encroachment concerns were identified, there has always been a large group of concerned citizens standing by to support Luke and the mission of training the world’s greatest fighter pilots. The “Talons” and the ”White Knuckle Squadron” are a few

of the names from the past that assisted with that role. This group of concerned citizens ultimately formed Fighter Country Partnership. FCP facilitated the formation of Luke Forward to work in concert with our West Valley cities and Maricopa County to gain support for the F-35 program at Luke AFB. Luke Forward’s initial campaign was the F-35 campaign, but once again, the main point to focus on is “Mission Sustainability.” The ability to “bed down” the training mission for the F-35 does more for Mission Sustainability than any other campaign that has ever been created. The focus of Luke Forward changes once again with the needs of the

future. FCP partners with the Community Initiatives Team at Luke AFB, along with Luke Forward. Each quarter, Luke Forward and a partnering city host a planning and

development meeting to discuss future development in the West Valley. The purpose of this meeting is to discuss how the West Valley can collectively work together to grow

without negatively affecting the mission of Luke AFB. Additionally, Luke Forward has the capability to assemble our cities and counties should any major issue or potential project present itself. Luke Forward is also the agent for mass communication that needs to be delivered to our beloved Luke AFB supporters. One example of information that will be released soon will be the upcoming Luke Days Open House - so stay tuned! The importance of Mission Sustainability will never go away, so Luke Forward will always have a purpose. If anything, Luke Forward will only grow in its importance. As Luke grows with the F-

35 squadrons, the need for the community to be educated and made aware of the unique ways it can support FCP in its role will grow with it. It has been relatively quiet since second Record of Decision that was released announcing that Luke will be receiving six squadrons, as opposed to the initial three squadrons. Be assured that FCP and Luke Forward have been working behind the scenes to ensure we will do everything we can to support the men, women, families and mission of Luke AFB. I can’t disclose what some of those initiatives are right now, but I promise you they are big. And for those of you who know me … big means BIG.

Community support vital to F-35 training mission In the next few months, West Valley residents will start seeing a new aircraft in the skies overhead: the F-35 Lightning II. As I’m sure many of you are aware, it was announced in June that Luke AFB was selected as the training location for a total of six squadrons of the Air Force’s newest fighter jet, the F-35A. Our first jet is expected to arrive early this year, and construction is underway on an Academic Training Center and operations and maintenance facilities to prepare for the arrival of the aircraft, and eventually, the pilots who will fly them. We expect to do some flying and informal training likely a month or so after the first jet arrives, and formal syllabus

training is projected to begin in 2015. This will occur after construction of the ATC is complete and we receive the F-35 simulators we need to conduct formal training. The decision to base the aircraft here followed a nearly four-year process that included an extensive environmental impact analysis that examined impacts on air quality, noise, land use and socioeconomic issues. There were many reasons Luke was the Air Force’s choice, including facility and ramp capacity, access to the Barry M. Goldwater Range, weather, and capacity for future growth. Another important factor that set Luke apart was the tremendous community and

local government support we enjoy here. For example, potential noise impacts of the F-35 are uniquely well-suited to be managed at Luke due to proactive land-use planning and mandatory noise attenuation requirements adopted by the State of Arizona and the communities around the base. base, but for all our community partners, since our new mission ensures the long-term presence of Luke as a community partner and an economic engine in the West Valley. The State of Arizona commissioned a study in 2005 to evaluate the economic impact of the base, and that study determined that Luke annually contributed $2.17 billion to the state’s

economy. We’re down slightly from that because we’ve closed two squadrons since that study was done, so we’re probably slightly under $2 billion, but that gives you an idea of the extent of what Luke AFB contributes to the economy. The basing of six F-35 squadrons here, and the associated personnel, will stabilize and even enhance

the base’s current economic impact. The good news, though, goes well beyond economics – our new mission continues our legacy of training the world’s greatest fighter pilots, which we’ve been doing here for seven decades. We’re truly honored to have the privilege of training the next generation of fighter pilots on one of the most sophisticated jets in the world. Again, this wouldn’t be possible without the tremendous support we enjoy from elected officials, business leaders, veterans and organizations like Fighter Country Partnership. Walls up at F-35 training centers By CAROLYN DRYER EDITOR While Lockheed Martin is busy in Ft. Worth building the next generation of fighter jets, workers in Arizona are just as busy pouring 12-inch-thick reinforced concrete walls and hallways for the pilots and mechanics who will train, fly and service the F-35A Lightning II. On the ground, personnel with the Los Angeles District of U.S. Army Corps of Engineers (USACE) keep a watchful eye on every phase of the two projects under construction by Archer Western Contractors. Both the operations and academic training centers were designed by an architectural engineer with Burns and McDonnell. All administration of the structures fall under the Army Corps of Engineers. Daniel Calderon, public affairs specialist with the USACE Los Angeles, said he and his crew oversee the construction of the facilities to ensure the contractor performs all of the requirements of its defense contract.

Lt. Col. Mike Ebner, commander, 61st Fighter Squadron, the group that will be occupying the facilities, said the scheduled move-in is approximately Jan. 6 for the squad operations. Ebner, who is certified in the F-35A, gave a tour of the operations training facility during a Dec. 4 visit. In the plane maintenance hangar, there is space for four F-35As. There, aircraft maintenance crews will thoroughly check the jets in an enclosed building. Immediately adjacent to the hangar is the operations academic training building, where 190 active duty air-

men, 20 Lockheed Martin employees and 22 U.S. Air Force, and two Royal Australian Air Force F-35A aircraft will be deployed. Other partner nations include Italy, Norway, Canada, Turkey, Netherlands, and Denmark The F-35 Squadron Operations Facility is 22,281 square feet, and houses flight planning, air crew briefing/debriefing and training, administration, storage and issue of flight

crew life support system equipment. The facility also includes general storage, mechanical, electric equipment and communications, fire protection, utilities and parking Ebner said 40 maintainers will be inbound sometime in January with an additional 20 between January and September 2014. The first aircraft arrival is sometime between January and February. The Autonomic Logistics In-

formation System (ALIS) has to be functional before aircraft arrives, Ebner said. The vault and the server it contains must be up and running. The goal is to fly the first sorties in March or April. By early 2015, the F35A simulators should be operational with April 2015 as the target date. This could be earlier or later. Bottom line: The goal to begin training is spring

2015. The base is scheduled to receive 17 U.S. Air Force aircraft and two Australian aircraft between now and November 2014. October 2014 is the target date for 15 pilots to be in place. Archer Western Contractors got the notice to proceed Nov. 5, 2012 on the $54 million operations and academic training center superstructure.

The masonry two-story academic training facility is built to last 50 years, project manager Craig Killmer said. It will be the site for training pilots and maintainers, and will house administrative, engineering and operations personnel. It has an atrium entryway, an amphitheater off the entry, wide hallways, two elevators, and a low-profile concrete roof. That is topped by a conventional roof that makes the building more aesthetically pleasing. The academic training

building is what Kilmer called “green,” LEED Silver certified. It uses a LEED Silver level air changer with a high-efficiency HVAC system. He said it is a healthy building for occupants, “no environmentally dangerous chemicals used.” It is spread out over 145,195 square feet. In the cockpit flight simulator wing of the building, raised floors leading to the 12 simulator pods permit access for updating down the line, and all concrete floors and walls in the flight

simulator rooms are black concrete to avoid reflection during flight simulation training sessions. Kilmer said the building itself is built to withstand anti-terrorism and security aspects in mind. Lockheed Martin employees will handle the simulator pod section, and the entire building has very high security and heavy electronics. Longest-serving Air Force civil servant retires By SENIOR AIRMAN GRACE LEE

Most dream of crossing the retirement finish line after 20 to 35 years of service. For one civil servant, her date of retirement after 70 years wasn’t determined based on time, but on her ability to work. For 88-year-old Dorothy Rowe, 56th Comptroller Squadron financial analysis flight chief, going to work didn’t feel like an obligation because it was her passion. “I enjoy my job and the people I work with,” Rowe said. “They are excellent at their jobs, and I also see them as my family.” Rowe’s career began in 1943. She was 17 and worked as a clerk typist at the Columbus Army Depot, Ohio. After 10 years, she accepted a position at Luke Air Force Base as a military pay clerk. Since that time a lot has changed for Rowe, especially in technology. Her first assignment

for retirement 50 years ago, said she just knew it was time to retire. “I wasn’t ready to retire 50 years ago,” Rowe said. “I had started working for the government when I was 17. I know the time has come now because I don’t want to die sitting at my desk,” she chuckled. Elizabeth Garey, 56th CPTS budget analyst, who’s worked for Rowe since 1996, considers Rowe to be a mentor. “Ms. Rowe was always trying to help us better our skills and advance in our careers,” Garey said. “She was committed to her job and was even-handed and fair when it came to the budget and those she worked with. I think it’s absolutely amazing for her to put in so many years as a civil servant.” First Lt. Christopher Bennett, 56th CPTS budget analyst, considers it an honor serving alongside Rowe. “She is a very kind and generous woman,” Bennett said. “She gave her entire adult life to the service of her country,

not just because she’s a patriot, but because this became her family.” Maj. Scott Smith, 56th CPTS commander, recognizes the legacy Rowe leaves behind. “Ms. Dorothy Rowe has been a steadfast, vibrant part of the financial community at Luke,” Smith said. “We have mixed emotions as we celebrate her 70-year distinguished career, recognizing that Dorothy truly loved her job. Her dedication stands as an inspiration to everyone and serves as a reminder of how one Airman can profoundly impact countless others across our community. Dorothy will remain a treasured member of our Comptroller family.” Rowe leaves Luk e Thunderbolts with fond memories. “I have no regrets whatsoever, because I liked my job and the people I worked with,” she said. “If I could, I would do it all over again.” Rowe is scheduled to retire in a ceremony Tuesday.

And now, 17 years later, she is still working in the comptroller squadron with no plans to retire. “I plan on working here as long as I have my mind and health,” Ms. Rowe said. “I really enjoy my job and the people I work with. I consider them my family, because I don't have one of my own.” Ms. Rowe said she began her career as a clerk typist at the Columbus Army Depot, Columbus Ohio, in 1943 when she was 17-years-old. During the time she was there, she helped stand up the Air Force, as far as records were concerned. “I worked there for about 10 years before accepting a position at Luke Air Force Base as a military pay clerk,” she said. “They gave me a flag, a gold pin, and a certificate. And, I still have everything, including the program and a copy of the Tallyho newspaper with my picture in it.” Lt. Col. Quy Nguyen, 56th CPTS commander, said Ms. Rowe is his definition of a great American hero. “At 85, she still has the passion and fire for service even though she has been at it for almost 67 years - longer than the Air Force has been an institution,” he said. “She has one of the toughest jobs on base, whether it's defending the base's budget to the Air Education and Training Command, providing guidance and training to 29 commanders at Luke, or briefing the wing commander at the financial management board every quarter.” Colonel Nguyen said the challenges that Ms. Rowe takes on are priceless. “She has such a strong impact on young people,” he said. “The wisdom, calm demeanor, experience, and love of the Air Force and its Airmen, displayed by Ms. Rowe, makes Luke very fortunate to have her. I for one appreciate her dependability and mentorship.”

Dorothy Rowe, a longtime Credit Union West board member, retired from the Department of the Air Force after 70 years of civil service. Rowe was recruited for civilian service after passing a War Department administered test at her high school. After graduating in 1943, she began her career at the Army Columbus Quartermaster Reserve Depot in Ohio. Since 1989, she has served as the Financial Analysis Chief, 56th Comptroller Squadron at Luke Air Force Base but started at Luke in 1953 as the Comptroller Secretary. Through the years, she continued her education and elevated her career serving in all areas of base-level financial management. Oct. 17, 2013, she completed her 70th year of federal service. A retirement ceremony, held in her honor at the 56th Fighter Wing, was presided over by Acting Secretary of the Air Force, Eric K. Fanning. Rowe currently serves

Kellis High School goes extreme for a day By AYLA HOPPER EDITORIAL ASSISTANT

Students at Raymond S. Kellis High School can really say they had an extreme lunch Nov. 21, and it wasn’t large portions of food that made their lunch so grand. It was the ASA (Action Sports Association) Tour. As students started pouring out of their classrooms for lunch, they gazed upon the courtyard, where they

came face to face with a large half pipe and some of the top X Game athletes delivering maximum tricks. Surrounding the half pipe were supporting partners, the U.S. Marines and Arizona Air National Guard, who were ready to not only support the ASA Tour message of tobacco awareness and anti-bullying, but to offer guidance for interested students. Marine Corps Sergeant and marketing and public

affairs representative Tyler J. Bolken said the Marines partnered with ASA because they have the same outlook against tobacco use and anti-bullying, and not only that, but the athletes are extreme and do crazy stunts, which is similar to the mentality and rush of a Marine. Bolken said, “It gives us an opportunity to come out to high schools, and with

That is really our main focus out here - to get that message out and answer any questions about the Marines that a student might have.” Caleb Demmons, a student at Kellis High School, said he participated in the pull-up challenge and kept going back to try and beat the high score of 20. Students with the highest pull-up score had the opportunity to win key chains, T-shirts, and footballs. As for seeing a future in the Marines, Demmons said, “I am interested in the Marines as a second road. I am trying to do my dream first, then the Marines.” ASA Tour comes out to Arizona twice a year and goes to five schools for five days, and Kellis happened to be one of the schools. at Kellis High School was the Arizona Air National Guard Mobile Experience. The approach is to get the word out about what a guardsman does by using a videogamestyle approach. Members of the Mobile Experience travel the country, going to events like the ASA Tour, and walk students through

the journey of the Air National Guard. The Mobile Experience is generated by the National Guard Bureau, where they figure out if this method will work best for selected crowds/ events. The Mobile Experience has been touring five months and has been working with ASA about

a month. So what does a student encounter while participating in the Mobile Experience? Students start off on registration tablets. They receive a bar code, do a quick survey asking about basic experience, education level, ect. The bar code is taken with them

throughout the experience and it collects the scores from the games. After they do the survey, they will move on to the physical training, where they do a dip bar challenge. The boy or girl with the highest amount wins. Following physical training, they move to the medic game, which represents school training for anyone going into the medical field. Students will be shown a photo and have to pick out certain medical related devices by touching the TV screen. The next challenge is the reconnaissance game. Students will be given a surveillance photo, have five seconds to look at it, and try and remember what they saw. At the end, students will take a photo in front of an Air National Guard banner, which will be e-mailed to the student, along with scores and information obtained by participating in the Mobile Experience. Tax smart investing tips Savvy investors have long realized that what their investments earn after taxes is what really counts. After factoring in federal income and capital gains taxes, the alternative minimum tax (AMT), and potential state and local taxes, your investment returns in any given year may be reduced by 40 percent or more. Luckily, there are tools and tactics to help you manage taxes and your investments. Here are four tips to help you become a more tax-savvy investor. Tip No. 1: Invest in taxdeferred and tax-free accounts Tax-deferred investments include company-sponsored retirement savings accounts such as traditional 401(k) and 403(b) plans and traditional individual retirement accounts (IRAs). In some cases, contributions to these accounts may be made on a pretax basis or may be tax deductible. More important, investment earnings compound tax deferred until withdrawal, typically in retirement, when you may be in a lower tax bracket. Contributions to Roth

If you have "leftover" losses, you can offset up to $3,000 against ordinary income. Any remainder can be carried forward to offset gains or income in future years.

IRAs and Roth 401(k) savings plans are not deductible. Earnings that accumulate in Roth accounts can be withdrawn tax free if you are over age 59 1/2, have held the account for at least five years, and meet the requirements for a qualified distribution. Tip No. 2: Manage investments for tax efficiency Tax-managed investment accounts are managed in ways that can help reduce their taxable distributions. Your investment professional can employ a combination of tactics, such as minimizing portfolio turnover, investing in stocks that do not pay dividends and selectively selling stocks that have become less attractive at a loss to counterbalance

taxable gains elsewhere in the portfolio. In years when returns on the broader market are flat or negative, investors tend to become more aware of capital gains generated by portfolio turnover, since the resulting tax liability can offset any gain or exacerbate a negative return on the investment. Tip No. 3: Put losses to work At times, you may be able to use losses in your investment portfolio to help offset realized gains. It's a good idea to evaluate your holdings periodically to assess whether an investment still offers the long-term potential you anticipated when you purchased it. Your realized losses in a given tax year must first be used to offset realized capital gains.

Tip No. 4: Keep good records Keep records of purchases, sales, distributions, and dividend reinvestments so that you can properly calculate the basis of shares you own and choose the most preferential tax treatment for shares you sell. Keeping an eye on how taxes can affect your investments is one of the easiest ways to help enhance your returns over time. CAF’s Airbase Arizona is a unique aviation museum SPECIAL TO FIGHTER COUNTRY PARTNERSHIP

The Commemorative Air Force's (CAF’S) Airbase Arizona (formerly known as the CAF Arizona Wing) is at 2017 N. Greenfield Road in Mesa. Founded in January 1978, it is a 501(c)(3) non-profit educational organization whose mission is to celebrate America’s heritage of freedom through education, flight, exhibition and remembrance. With a membership of more than 400 volunteers, it is also the largest of the CAF’s units, which number more than 70 worldwide. More than 25 historic flying and static aircraft are on display in the Airbase museum, including the Boeing B-17G Flying Fortress “Sentimental Journey” and North American B-25J Mitchell bomber “Maid in the Shade.” Take a virtual tour of these restored aircrafts online at www.edmonton360tours. com/#!donations/cm3e. Airbase Arizona operates a 28,000-square-foot Exhibit Hangar containing an extensive collection of exhibits, artifacts and memorabilia dedicated to military aviation. The Airbase’s static and flying aircraft cover the era from WWI to Vietnam. Exhibits and features include the Tuskegee Airmen, Flying Tigers, Doolittle Tokyo Raiders, The Chow Hound Memorial, B17s and B-24s in the European Strategic Bombing Campaign of World War II, Women’s Air Force Service Pilots (WASPs), Naval Aviation, Women in Flight, The Korean Air War, the wartime history of Falcon Field (then known as #4 British Flying Training School), Arizona Military Aviation Walk of Honor and many more. The facility also houses the official archives of the Royal Air Force Falcon Field Association, an organization comprised of former RAF Cadets and instructors who were stationed at #4 British Flying Training School during WWII, which ultimately became Falcon Field in Mesa,

where Airbase Arizona is located. Each year, over the Veteran’s Day weekend, the Airbase

presents the “Dinner with the Legends” and the “Gathering of Legends,” which hosts one

of the largest groups of military aviators in the American Southwest, and the RAF Cadet Memorial remembering 23 RAF Cadets and four instructors who died in accidents while in training at Falcon Field in WWII. Airbase Arizona has also enjoyed valuable partnerships with Hollywood studios like Disney in the promotion of its recent animated feature “Planes,” and with Lucas Films and Twentieth Century Fox in connection with their “Red Tails” release in January 2012. Its B-17, Sentimental Journey, has been featured in Stephen Spielberg’s film “1941,” as well as NBC’s 1984 documentary, “All the Fine Young Men,” which memorializes the achievements and sacrifices of the Eighth Air Force in World War II. The Airbase’s exhibit hangar provides a truly unique atmosphere for private events and public exhibitions. The Arizona Veterans Hall of Fame Society Patriotic Gala is an annual event growing to become one of the most anticipated events in Arizona. It attracts service men and women, retired military, political, business, civic and philanthropic leaders from around the state to honor leaders who are a voice for those who serve the nation. Copper was the first metal used to make a sword. The sword is a symbol of bravery and leadership. It is representational of the warrior who stands to defend and protect a greater cause than his own self-interest. The Copper Sword is presented annually by the Arizona Veterans

Hall of Fame Society to a civilian with ties to Arizona who has gone above and beyond the call of duty to help further the initiatives of veterans, patriotism and humanitarianism. The recipient of the Copper Sword cannot have served in the U.S. Military, nor can they presently be holding elected political office or have done so for at least two years. The Copper Eagle was established this year by the Arizona Veterans Hall of Fame Society to recognize a company or non-profit organization, which provides exceptional support for veterans. A companion award to the Copper Sword was created by the Uni-

fied Veterans of Arizona (UAV) in 2009. Appropriately named a Copper Shield, it is wielded by an elected member of the Arizona legislature in the defense of Arizona veterans, military service members, their families, and their survivors. The Patriotic Gala is held annually around Feb. 14, Arizona Statehood Day. The 2014 Awards event will begin 5 p.m. Feb. 12 at the Phoenix Airport Marriott, 1101 N. 44th St. Following the general reception at 5 p.m. will be a 5:30 p.m. sponsors meet and greet; 6:30 p.m. seating for dinner; and 7 p.m. dinner. Following an intense four-year competition, Oct. 26, 2001, the U.S. Department of Defense named the Lockheed Martin lead Joint Strike Fighter (JSF) team as the winner of the contract to develop the F35 Lightning II. The F-35 team immediately entered the program’s 10-year System Development and Demonstration (SDD) phase. The SDD period involves the development and testing of the entire aircraft system, including its manufacture. During SDD, the team will build a total of 22 test aircraft. Fourteen will undergo flight-testing, seven will be used for non-airborne test activities, and one will be used to evaluate the F-35’s radar signature. Nine nations are partnering in the F-35’s SDD phase: the United States, United Kingdom, Italy, the Netherlands, Turkey, Canada, Denmark, Norway and Australia. Partnership in SDD entitles those countries to bid for work on a best value basis, and participate in the aircraft’s development. Additionally, Israel and Singapore have agreed to join the program as a Security Cooperation Participants. Lockheed Martin is the F-35 prime contractor, while Northrop Grumman and BAE Systems are principal partners in the project. Final assembly of the F-35 takes place at Lockheed Martin Aeronautics Company in Fort Worth, Texas. Northrop Grumman Corporation in Palmdale and El Segundo, California will manufacture the center-fuselage, and the aft fuselage and tails will be manufactured by BAE Systems in Samlesbury, England. Lockheed Martin in Fort Worth will manufacture the forward fuselage and wings. Flight-testing will be conducted at Fort Worth, Edwards Air Force Base, and Naval Air Station Patuxent River. Additionally, the STOVL and CV variants will undergo sea trials aboard American, British and Italian aircraft carriers.

After he thanked Peoria City Council for being “an example of support,” Fighter Country Partnership President/Executive Director Ron Sites said FCP collaborates with several municipalities. Then, he delivered a comprehensive briefing on FCP’s mission: “To support the men, women, families and mission of Luke Air Force Base.” He said, “We do and say what Luke Air Force Base is not allowed to say.” One of the main purposes in his address to the council was to tell where all of the FCP dollars go. It is a nonprofit 501c(4) organization that advocates on behalf of Luke AFB, and it has the flexibility to accomplish a wide array of goals. The FCP Foundation is a non-profit 501c(3) that allows for donations to be tax-deductible. Funds are restricted in how they can be utilized. FCP maintains close relationship with base senior leaderships, civic leaders and elected officials. This group includes Honorary Commander alumni. Collectively, FCP works with the base to identify areas of need and provides support to enhance quality of life and mission sustainability. Having FCP identified as the leading support organization for Luke AFB considerably reduces the amount of constant civilian engagement. Sites said, “The relationship to base leadership and FCP is critical and required.” Regarding the F-35 facilities and expansion of the training program at Luke, Sites said there were 700 base passes issued for contractors, and “we’re incredibly excited to have the F-35 here. It gives us 40 more years to help the base.”
