REGULAR COUNCIL MEETING The regular meeting of the Baxley City Council was held on February 22, 2017, at 8:30 a.m., with the following members present: Mayor Steve Rigdon; Mayor Pro Tem Esco Hall, Jr. Councilmembers: Betty Livingston, Mickey Bass, Pat Williams, George Skipper and Tim Varnadore. Other city officials present were: Jeff Baxley, City Manager; Reba Cash, City Clerk; Alex Johnson, City Attorney, and Chief of Police James L. Godfrey. Steve Simmons representing Baxley News Banner was present. Mayor Rigdon called the regular council meeting to order at 8:30 a.m. Councilwoman Livingston gave the invocation. Mayor Pro Tem Hall made a special request to the Mayor and Council to attend the 36th Annual Black History Banquet on February 25, 2017 at 7:00 p.m. at Robinson’s place located at 1410 Ten Mile Highway. Councilman Varnadore made a motion approving the minutes of the Called Council Meeting of February 7, 2017, at 6:00 p.m. This motion was seconded by Councilman Williams and carried unanimously. Councilwoman Livingston made a motion approving the minutes of the Regular Council Meeting of February 8, 2017, at 8:30 a.m. This motion was seconded by Councilman Bass and carried unanimously. Councilman Varnadore made a motion approving the Second Reading/Adoption of an Ordinance annexation petition filed by Jerry M. Johnson, Manager of Appling Wrestling Academy LLC, requesting his property located on Peach Lane, be annexed and establishing a Residential (R-12) Zone in voting district #5. Councilwoman Livingston made a motion to approve one new water/sewer discount application submitted by Freddie Lee Green. This motion was seconded by Councilman Varnadore and carried unanimously. The informational hearing on the Fair Street Project is set for Tuesday, March 21, 2017, at 6:00 p.m. The purpose of this meeting is to hopefully answer any questions citizens may have concerning this project. Our civil engineer and contractor will attend the meeting. City Manager Baxley stated that individual invitations will be mailed out to the property owners that are adjacent to Fair Street; as well as a notice in the newspaper.

Mayor Rigdon spoke with the local investor that was interested in purchasing the old Drug Task Force property. It was voted previously to do a complete study including; an updated plat and to identify the exact location of the water tank, water and sewer lines and the required areas we would need to maintain them. Upon receiving an update plat that provided that information, it was concluded that it was probably not in the best interest of the city to liquidate this property. City Manager’s Report 1. Updated the Council that the Solar Array project and that it is moving right along. They are on schedule for mid-March completion. 2. Informed the Council that all the street lights have been converted to LED. There have been some discrepancies as to how many lights are actually out there and what‘s on GA Power’s map. An audit will now be done to confirm. There being no further business Mayor Rigdon declared the meeting adjourned.
