NOISy NeIGhBORS Neighbors need not necessarily throw noisy parties or play loud music to disrupt the lives of those living close by. In this era of sensitivity to noise pollution, leaf blowers and lawn mowers are perceived as having the potential to create a credible noise problem. The first step in addressing this situation involves talking directly and respectfully to the neighbor making the noise in an effort to arrive at a resolution that both parties find acceptable. If that does not work, the noisy neighbor should be confronted with a copy of the local noise ordinance, with a note that repeats the request to keep the noise down. If this fails, a call to the police may be in order. In almost every community, there are laws and ordinances that prohibit excessive, unnecessary and unreasonable levels of noise. The laws set aside certain times of the day when there is supposed to be a general quiet. These hours range and depend upon the day. If you have a legal concern, please call The Law Office of MacK & Pace has prepared hundreds of wills, both simple and complex, for our clients. LOCAL EAGLES By Douglas H. Domedion Seeing a Bald Eagle in New York State has not been a common experience since the 1950s but that has all changed in the last few decades. Back in 1976 there was only one eagle nest in NYS, and that The Bald Eagle is again a fairly common bird in our area. wasn’t producing, which was a common occurrence along the Atlantic coast due mainly to reckless use of DDT. This chemical built up in the eagle’s body from consuming fish and other prey that was contaminated with the pesticide and then prevented the bird from successfully reproducing. The chemical weakened the egg shells, causing them to break no matter how careful the brooding eagle was. Peter Nye and Mike Allen were DEC personnel who were given the task to bring back the eagle to NYS, which has been very successfully done. They used a program called hacking where the young birds are taken from a wild nest where they are plentiful at the age of 7-8 weeks and placed in a cages in towers 35 feet in the air in an habitat that is good for their establishment. They were then fed fish and etc. with as little human contact as possible. It started in 1976 at the Montezuma National Wildlife Refuge and ran for four years with 23 birds being raised and released. In 1980 two eagles released in that program built a nest 84 miles north of the release site and hatched the first clutch of “New Yorkers” in nearly 20 years. This success led to the expansion of the project to three more areas. The next area was our local Oak Orchard Wildlife Management area at Goose Pond (1981 -1982) where 42 Alaska eaglets were hacked. Next the Adirondack area was used to hack 54 eaglets (1983) followed by an Albany area (1984 -1985) with 32 birds. At this time the project stopped and the hope was for the development of 10 eagle nesting territories in NYS which has expanded to over 300 territories! This project was so successful that other states adopted the hacking program, and by 1998 our national bird was taken off the Endangered Species list. Hopefully we have learned our lesson to protect the Bald Eagle from both chemicals and human interference. By 1986 four new eagle nests had been established in NYS with one of them on the Iroquois National Wildlife Refuge. This is the nest where the DEC Senior Wildlife Biologist Dan Carroll headed up a team to put a video camera above the nest (1994) with the ability to relay the nest activities back to the INWR headquarters so it could be observe on a TV up close by not only wildlife personnel but by the public. I believe this was the first time in the country that a camera was placed by a eagle nest although that has become more popular today in other areas. This was a VERY POPULAR set-up where the public could watch the activities at the nest on a TV monitor in the lobby of the HQ’s, so much so that a second TV had to be place in another room to accommodate all the viewers. In March of 2002 a wind storm took down the nest and tree. The nest was rebuilt in another tree much farther back in the refuge but out of camera reach and sight of the public. Another nest was also established in Cayuga Pool at the INWR in 2001 which got blown down but was rebuilt and did not produce that year but did the next. A camera was place above that nest later and there was again public observation of the nesting year in 2003. In 2004 a Great Horned Owl took over the nest and the eagles were not able to dislodge it so there was no eagle nest observation that year but the eagles built a new nest near by and produced two eaglets that year. The camera system broke down and was never replaced by the INWR personnel. Meanwhile a new nest appeared on Windmill Marsh on the Oak Orchard WMA on an island in 2002. It was a successful nest for a number of years and they built an alternative nest on the other end of the island but only used it one year and went back to the original. After a number of successful years they moved to Campbell Marsh right next to Windmill where they took over a huge osprey nest. That was used successfully for three or four years and then the tree and nest went down last winter. They patched up the alternate nest and used that last year but for some reason the eggs didn’t hatch. Recently they have built a new and huge nest at the very top of the white pine the original nest is in. It doesn’t look like a good situation to me but they often surprise us and they still have that alternate nest if needed. There is a new pair of eagles that has been trying to start a nest since last spring by rebuilding an osprey nest on Ringneck Marsh on the INWR. The only problem there is that the refuge will not close off the dike to public traffic and folks going out on the dike to fish and hike have been spooking the birds off. They have been over there working again earlier this winter but now ice fishermen are spooking them off again so there is a good chance that they will look elsewhere. Too bad as it is a extremely good spot for the public to observe the nesting season. My contact information is 585-798-4022 or [email protected].

What to Expect with a Civil Ceremony Many people dream of a wedding in a church or synagogue before dozens of family members and friends, while there are others who prefer to forgo the fanfare of a large wedding ceremony and are content with a civil wedding instead. Civil ceremonies are often a choice for couples who may have different religious beliefs or do not belong to a particular religious persuasion. In lieu of being presided over by a pastor, priest or rabbi, civil ceremonies are conducted by an authorized official, such as a judge or justice of the peace. The marriage also can be performed by a licensed wedding officiant. Depending on where a couple lives, mayors or even notary publics can solemnize a marriage. Pilots and ship captains also may be able to preside over the ceremony. Some states and provinces will allow anyone to solemnize a wedding, provided they have filed for a special permit for the day. In terms of location, the most basic of civil ceremonies take place at the county courthouse, where paperwork is immediately filed. Ceremonies also occur at City Hall. Couples can choose to hire an officiant to go to another location to oversee the marriage ceremony. The latter is the more expensive option and will be based on the officiant’s schedule. The structure of a civil marriage is much more lax than those which follow the more traditional course. Rather than being required to wear a certain wardrobe or meet with the requirements of a particular church or other house of worship, couples often find flexibility with the civil route. Although some brides and grooms prefer to wear a tuxedo or suit and a wedding gown, it is not necessary to do so. There are many couples who have tied the knot in more casual clothing or even costumes. In order to participate in a civil ceremony, couples must secure a marriage license. This is usually obtained by a county registrar or another officer of records where the couple lives. Regulations will vary as to the time period in which the ceremony can be done after the marriage license is received. Some licenses may be voided if the couple does not tie the knot within a few days of securing the license. When the ceremony will take place is generally up to the couple and, if a member of the judiciary will be overseeing the wedding, the courthouse. Some courts require an appointment for the wedding, while others may have a walk-in policy. Determine these policies well in advance of the wedding day. There is often a fee collected for the wedding ceremony in addition to what was paid for the marriage license. For those hiring a private officiant, the fee will be much higher than what a clerk of the court will cost. The couple will need to bring the marriage license and photo identification. Certain municipalities require witnesses, who will need to be present with their own photographic identification. These witnesses will be needed to sign the marriage certificate. Because there is no firm tradition with civil ceremonies, couples may need to be more hands-on when it comes to executing the wedding. Here are some tips to consider. • An officiant may not organize the wedding, meaning it will be up to the couple to choose vows, arrange where people will stand, request any clerical blessings, or include any other special elements. • Some officiants enjoy presiding over weddings, while others see it as just a part of public duty. Couples can try to find an officiant who meets with their approval and will keep with the tone that is expected of the ceremony. • For those adding personal vows, keep them brief and tailored to the occasion. • Know how many people can attend the ceremony in advance. Couples should recognize that space could be limited and restricted to only a few people if the wedding is taking place at the courthouse. • Arrange the venue for a party afterward. Couples may choose to record a video of the ceremony for playback at a reception to enable those who were not in attendance to be part of the special moment where the rings and vows were exchanged. Civil ceremonies are advantageous to those who have factors that may make a religious ceremony unfavorable. n

Life SkiLLS StudentS Get Work experience throuGh Job coachinG proGram Orleans/Niagara BOCES Students enrolled in the Life Skills program at the North Tonawanda High School, Niagara Wheatfield High School, and the Orleans Learning Center have the opportunity to gain valuable work experience while still in school. Local businesses provide this opportunity at no charge. This partnership benefits not only the employers but the students as well by creating a transition step between school and work. This is accomplished by working with a variety of area businesses. The current list of business partners includes the North Tonawanda Bus Garage and Ridge Road Express, Sportsplex, Fitness 19, Aramark (NT School Cafeteria Food Carlito Sunday working at the Orleans Service), various departments and locations of Tops Markets, Career and Technical Education Center as well as DeGraff Memorial Hospital, Wheatfield Commons, cleaning the commons area. Meals on Wheels, Subway, Wash ‘N Wear Laundromat, Spoiled Rotten Pet Spa, Ace Hardware, Alternative Ground Caffe, and Absolut Care of Gasport. In each of these sites, students perform a variety of work-related tasks with the support of a job coach. The job coaches’ role is to model appropriate work behavior, assist the student in learning the work tasks and oversee the quality of work being completed, providing feedback when needed. Students spend between 1-6 hours weekly completing tasks assigned by the employer. The ultimate goal is to increase the student’s employability skills. Life Skills students are evaluated by the job coach on their soft skills such as following directions, working at an appropriate pace, using appropriate communication skills and problem solving skills, staying on task, dressing appropriately for the work place, etc. These valuable soft skills can be transferred to any work setting and contribute to success in the work place. Employers also have an opportunity to evaluate the quality of the student’s work as well. The students gain self-confidence and a better understanding of their strengths. Success among the graduates has been noted as several students have found employment within their own community and are working independently!

Exploring Careers in Philanthropy The growing number of nonprofit organizations and other philanthropic groups has made opportunities for careers in philanthropy more plentiful. Those with professional business experience or even students right out of college often find opportunities within organizations geared to giving back. According to Indiana University-Purdue University Indianapolis, there are more than 1.4 million nonprofit organizations in the United States alone. These organizations need dedicated staff to run their operations, and employees of such nonprofits often find there are several advantages to working for charitable organizations. • Happier work environments: Working in philanthropy means improving other people’s lives. Employees may be happy in their positions because they realize their work is part of a larger effort to help the less fortunate. The nonprofit sector will attract other like-minded people, and working alongside people with similar interests can make for a more enjoyable workplace environment. • Diverse responsibilities: Nonprofit operations are generally smaller than many other companies, and employees often find themselves with diverse responsibilities and more direct access to management and other decision makers. People interested in dabbling in various parts of a business may find the often intimate nature of the nonprofit sector an ideal fit. • Opportunities for travel: Some nonprofits offer the chance to work outside of the country. Nonprofit organizations who work across the globe may help build homes or schools in less developed countries or establish arts and education programs in countries where such opportunities are lacking. A job in the nonprofit sector may allow people to experience new cultures and opportunities that may never present themselves in the private sector. • Growth opportunities: Wearing a variety of hats, as many nonprofit employees do on a regular basis, allows those working at nonprofit organizations to build their resumes in ways not available to men and women working at more structured companies.

Crafting an Effective Cover Letter A strong cover letter may not guarantee you land a good job, but a poor cover letter may guarantee you won’t. On its own, an effective cover letter can catch the eye of hiring managers tasked with finding worthy candidates among stacks of applications, while a poor cover letter may ensure hiring managers never even glance at an applicant’s resume. An effective cover letter should be concise, conveying an applicant’s work history and goals in a few paragraphs or less. The following are some additional ways men and women can craft effective cover letters. • Address a specific person when possible. When responding to a job posting that listed a specific contact, address your cover letter to that person rather than beginning the letter with, “Dear Sir or Madam” or “To Whom It May Concern.” Personalize each cover letter you write so the hiring manager does not get the feeling that you are sending out cover letters en masse. Make sure names are spelled correctly and job titles are accurate. • State your purpose early on. The purpose of your letter, which is to state the job you’re seeking, should be made clear early on. Hiring managers often handle the vetting process for a host of positions at their companies, so the earlier the hiring manager knows which position you’re applying for the better. Hiring managers may become frustrated when applicants don’t make their intentions clear or do so in the final paragraph instead of the first. • Explain why you are a qualified candidate. While it’s good to note your work history, your resume will do the bulk of that legwork. A cover letter is your opportunity to show how your work history makes you a qualified candidate for a specific position. Remember to be concise but relate a specific example that illustrates how your work history would help you thrive in the position for which you’re applying. • Exhibit some knowledge about the company to which you’re applying. An effective cover letter should help you stand out among your fellow applicants, and expressing some knowledge about the organization can do just that. The goal here is to illustrate how you and the organization are a good fit, so you don’t need to go overboard or be too specific. But hiring managers are likely to be more impressed by applicants who do their homework and show a knowledge of the company than applicants who submit a form cover letter where the company is scarcely mentioned. • Be cordial in your closing. A cover letter should close with a cordial request for an interview or a friendly way of indicating you look forward to a company’s response to your application. In addition, thank the reader for his or her time and mention you would be delighted to answer any questions he or she may have. An effective cover letter can go a long way toward making a strong first impression on a prospective employer. Men and women should look at their cover letters as their first opportunities to connect with a company and write their letters accordingly. n

What Different Types of Flowers Can Represent Understanding the meanings behind various flowers can help Valentine’s Day celebrants more accurately express their feelings toward the special people in their lives. Read on to learn more about what certain blooms may symbolize. · Amaryllis: This flower symbolizes splendid beauty and can be given to indicate worth beyond beauty.

· Aster: The popular aster symbolizes wisdom and devotion. · Bird of Paradise: The interesting shape and rarity of these blooms symbolizes joyfulness and magnificence. It can be an exciting flower, and one that evokes feelings of anticipation.

· Daisy: Innocence and purity are the meanings behind the yellow and white daisy. This can be the perfect pick for new, young love. · Freesia: Those wanting to evoke passionate feelings can choose freesia, which is also said to mean “joy.” · Hydrangea: Hydrangeas symbolize heartfelt emotions and can be used to express gratitude for being understood. This may be the perfect “making amends” flower. · Lilac: Couples seeking tranquility and passion can turn to lilacs. The calming lavender hues also can be a welcome change in floral arrangements. · Rose: Of course, no Valentine’s flower roundup would be complete without roses. Roses represent love and passion, and, like carnations, their colors symbolize different things. Red roses represent desire, pink roses suggest happiness and white roses symbolize worthiness. Avoid yellow roses, which suggest fading love. · Zinnia: Zinnias symbolize thoughts of distant friends and can make a thoughtful friendship arrangement to send to a faraway comrade. Flowers are part of many Valentine’s Day celebrations. By learning the meanings behind different flowers, men and women can make their feelings better known. n

· Black-eyed Susan: These vibrant blooms represent justice and can be ideal for the person who works in the legal profession. · Carnation: A less expensive alternative to roses, carnations represent pride and beauty. Furthermore, the colors of carnations represent different meanings. Red symbolizes love, while pink is for a mother’s love and white represents innocence and pure love.

Valentine’s Day is synonymous with many things, including chocolate. Many sweethearts exchange chocolate on Valentine’s Day, making chocolate confections as essential to a successful holiday as flowers and romance. Anyone who wants to make this Valentine’s Day extra special can forgo storebought chocolates in favor of homemade confections. The following recipe for “Swiss Mountain Ice Cream” from Maxine Clark’s “Chocolate: Deliciously Indulgent Recipes for Chocolate Lovers” (Ryland, Peters & Small) is a great way to end a romantic holiday dinner.

Swiss Mountain Ice Cream Makes about 2 quarts White Chocolate Sauce (see below) 2 cups whole milk 1 cup sweetened condensed milk 3/4 cup granulated sugar 2 tablespoons unsweetened cocoa 14 ounces premium milk chocolate (over 32% cocoa solids), chopped 1 teaspoon pure vanilla essence 1 1/2 cups whipping or heavy cream, chilled 6 1/2 ounces white nougat, roughly chopped 1 ice cream maker (optional) 1 freezer-proof tray or container 1 mountain-shaped mold (optional) Put the milk, condensed milk, sugar, and cocoa in a pan, bring to a boil, then simmer gently for 5 minutes, stirring constantly. Stir in the chocolate and let melt, stirring occasionally. Let cool completely, then add the vanilla essence and refrigerate for about 1 hour.

Valentine’s Day Buffet”

If the ice cream is in a mold, remove from the freezer and dip briefly in hot water to melt the outside. Invert onto a chilled plate, lifting off the mold. If the ice cream is in a container, transfer to the refrigerator to soften for 20 minutes before serving in scoops. Drizzle with White Chocolate Sauce and serve.

Stir the cream into the mixture, then churn-freeze in an ice cream maker in two batches. This will take 20 to 30 minutes. It will increase in volume as it thickens and freezes. Stop churning when thick and smooth, add the nougat, and churn to mix, then transfer to a chilled freezer-proof tray, cover, and freeze. If you don’t have an ice cream maker, put the mixture in a freezer-proof tray or container and freeze until it is frozen around the edges. Mash well with a fork and return to the freezer. Continue mashing with a fork and freezing the mixture until thick and smooth, about 2 hours. Stir in the nougat. At this stage, you can pack it into a mold and return to the freezer.
