INTRODUCTION

In an effort to improve conditions within school walk zones, a Bicycle and Pedestrian School Safety Review Study for Edgewater Public Elementary School was prepared by Hoke Design, Inc. in November 2008, at the request of the Volusia Transportation Planning Organization (VTPO). Several sidewalk improvements were recommended as a result of the safety study. Of the recommendations, a proposed sidewalk along Flagler Avenue from Park Avenue to 12th Street was listed as the priority project. In addition to providing safer access to Edgewater Public Elementary School, the proposed sidewalk will provide local residents with safer access to public transportation, medical facilities, commercial properties, parks and recreation facilities, a cemetery, and the City of Edgewater municipal buildings.

PROJECT PURPOSE AND SCOPE

Edgewater Public Elementary School is located in a residential area in the City of Edgewater, Florida. There are few existing sidewalks located within the school’s designated walk zone. Flagler Avenue, from Park Avenue on the north end to 12th Street on the south end, is a main access road to the school. There is existing sidewalk along Park Avenue as well as 12th Street. Railroad tracks run between Flagler Avenue and the elementary school. Ocean Avenue, located between Park Avenue and 12th Street, crosses the railroad tracks providing direct access to the school. There is an existing sidewalk along the south side of Ocean Avenue which ends at the intersection with Flagler Avenue. The purpose of this study is to determine the feasibility of connecting these existing sidewalks by constructing a five-foot to six-foot wide sidewalk along Flagler Avenue, from Park Avenue to 12th Street. The proposed sidewalk is approximately 4800 feet long. This location was recommended the priority project in the 2008 Bicycle and Pedestrian School Safety Review Study for Edgewater Public Elementary School. Providing a continuous sidewalk along Flagler Avenue will not only benefit students, but will also improve safety for local residents walking or biking in the community.

A cost estimate has been prepared as part of this study for Volusia TPO’s budgeting and planning purposes.

For the purposes of data collection, concept development, corridor

evaluation and cost estimation, a field review was conducted. The graphics within this report include notes, diagrams and callouts identifying the apparent right-of-way, driveways, existing sidewalks, and street names.

Considerations include

conformance to the requirements of the Americans with Disabilities Act (ADA), and appropriate signage and pavement markings along the facility at roadway and/or driveway crossings. PHYSICAL INVENTORY AND ASSESSMENT OF RIGHT-OF-WAY

GENERAL DESCRIPTION The project corridor is located within the City of Edgewater, Florida. The proposed sidewalk is 0.91 miles in length, located along Flagler Avenue from Park Avenue to 12th Street. Park Avenue has an existing five-foot sidewalk on both sides of the road from US-1, continuing west beyond Flagler Avenue. Ocean Avenue intersects Flagler Avenue approximately 1600 feet south of Park Avenue. There is an existing sidewalk along the south side of Ocean Avenue beginning at Flagler Avenue and continuing east to US-1. There is an existing four-foot wide sidewalk along the south side of 12th Street, which terminates at the intersection with Flagler Avenue. Students walking or biking to school via Flagler Avenue to Ocean Avenue have to walk in the grass or on the road adjacent to vehicles. Constructing a sidewalk along Flagler Avenue was recommended as a priority project in the Bicycle and Pedestrian School Safety Review study report for Edgewater Public Elementary School which was prepared for the Volusia TPO in 2008. The study area traverses through a highly residential area. There are single family homes along both sides of Flagler Avenue as well as on all of the intersecting side streets. Florida Shores, a large residential development with more than 11,000 residents is located just to the south of the project limits. The study area is located within the designated walk-zone for Edgewater Public Elementary School, which is located east of the proposed sidewalk. The Bicycle and Pedestrian School Safety Review Study completed in 2008 estimated that during 2007/2008 school year, 90 of the 316 students residing in the walk zone, walked or rode bicycles to school. For the 2012/2013 school year, there are 570 students enrolled at the school, with 333 residing in the walk zone. The current number of students walking or biking to school is unavailable. The entrance to the school is located on Old County Road, east of the rail road tracks. Students living west of the railroad tracks access the school via Ocean Avenue. Figure 2 shows an aerial view of the school entrance.

Within a half-mile radius of the proposed sidewalk are several parks and recreation facilities, including a YMCA which provides after-school care to many of Edgewater Public Elementary School’s students. The existing sidewalks along Park Avenue and Ocean Avenue provide pedestrian access to medical facilities, a cemetery, the City of Edgewater City Hall and other municipal buildings, assisted living facilities, and many commercial properties located along US1. In addition, there are multiple Votran bus stops, which are part of the public transportation system in Volusia County, along US-1 located within ½ mile of the project corridor. A preliminary field review to develop the scope of the project was conducted by RS&H staff on October 18, 2012, and an additional field review was conducted by RS&H staff on December 4, 2012. During these reviews, existing land uses were noted, roadway crossings were assessed, underground and overhead utilities were inventoried, stormwater drainage features were identified, distance and offset measurements of various elements were conducted, and numerous photographs were taken.

The Edgewater Public Elementary School Bicycle and Pedestrian School Safety Review Study recommended sidewalk along the east side of Flagler Avenue. After the preliminary field review, the corridor was analyzed using aerial imagery to evaluate if proposing the sidewalk along the west side of Flagler Avenue would provide any benefit. The school is located east of Flagler Avenue. Therefore if the sidewalk were constructed along the west side of the road, a crossing would be needed at some point in the corridor. Construction along the west side would only provide a benefit over the east if it could avoid a right-of-way acquisition. Based on the apparent right-of-way, an acquisition will be required regardless of which side the sidewalk is constructed. The cross drain located at the intersection of Flagler Avenue and 12th Street will require an extension on either side as well. Based on this assessment, it was determined that the east side of Flagler Avenue is the best location for the sidewalk. Therefore the east side was researched in more detail. The field reviews started from the northern end of the project where Flagler Avenue intersects with

Park Avenue (Figure 3). Traffic on Park Avenue is free flowing. Flagler Avenue is controlled by a stop sign. Flagler Avenue was measured to be 20 feet wide, with a posted speed limit of 25 MPH. All parcels along the project corridor were noted to be single family residential properties. Figure 4 – Existing Trees on Parcel 34-17-52-01-00-0405

Several trees were noted throughout the corridor on the east side of the road. Distances from the edge of pavement to the front of the trunks were generally measured to be 10 to 15 feet. However, the two trees located on Parcel 34-1752-01-00-0405, at the southeast corner of Park Avenue and Flagler Avenue (Figure 4) were located only eight feet from the edge of pavement.

There are 41 residential driveways along the east side of Flagler Avenue.

They vary greatly in condition. Twentythree (23) of the paved driveways were found to be in poor condition with significant cracks or raveling of the asphalt or have no paved turnout at all. Figure 5 is an example of one of the existing driveways considered to be in poor condition. Dirt driveways and cracked driveways present a hazard to those traveling on a bicycle, in a wheel chair, or with a walker. These driveways have been summarized in Table 1. The remaining 18 driveways appeared to be in good condition with no noticeable cracks or deficiencies. However, in order to be ADA compliant, there must be a minimum four-foot wide area along the turnout profile that is no steeper than 2%. Many of the 18 driveways that are in good condition may be within the limits of ADA requirements. However, this cannot be verified without accurate survey information. Because it cannot be verified at this time, all driveways along the east side of Flagler Avenue are recommended to receive new ADA compliant concrete aprons.

RIGHT-OF-WAY Flagler Avenue is a city street located in the City of Edgewater, Florida for which the City has maintenance responsibilities. Parcel lines obtained through the Volusia County Geographic Information Services (GIS), as well as plat maps provided by the City of Edgewater were used to assess the apparent right-of-way width. The plats provided label 50 feet of apparent right-ofway for Flagler Avenue from Beulah Avenue to the south. Joyce Street south to Alice Street and Adele Street south to Ann Street were also identified on the plats, however the width of Flagler Avenue right-of-way is not clearly defined. None of the plats contained enough information to accurately layout the apparent right-of way lines. These plats are included in Appendix A. Graphically, the parcels depicted on the historical plats appear to match the parcels obtained from GIS. As such, the GIS parcel lines were determined to be the best available estimate of apparent right-of-way for this study. UTILITIES The utilities assessment was made

through field visits. Overhead power lines are located along the entire corridor on both the east and west sides. The power poles located along the east side, where the sidewalk is proposed, are generally located eight to ten feet back from the edge of pavement. Adjacent to many of the power poles, were cable television utility boxes. There is a utility box and concrete pad located nine feet from the eastern edge of pavement on Flagler Avenue across from Jeanne Street, shown in Figure 6. It is recommended that the sidewalk meander closer to the road to avoid impacting this utility box.

There is a power pole on the east side of the project corridor located approximately eight feet from the existing cross drain end wall near 12th Street, shown in Figure 7. In order to construct a sidewalk as proposed in this study, the cross drain will need to be extended and a new end wall constructed. This drainage extension will potentially conflict with the existing power pole. As such, the power pole is recommended to be relocated approximately 16 feet to the north.

There are several fire hydrants located along the east side of the corridor. The fire hydrants are

generally located approximately 10 feet from the edge of pavement. At the intersection of Alice Street and Flagler Avenue, shown in Figure 8, the hydrant is only located eight feet from the edge of pavement. The sidewalk will need to shift closer to the road at this location in order to avoid the hydrant. There is a hydrant located at the southeast corner of Ocean Avenue and Flagler Avenue, just behind the existing sidewalk along Ocean Avenue. Based on the apparent right-of-way, and the location of the hydrant, it will need to be relocated in order to connect the proposed sidewalk along Flagler Avenue to the existing sidewalk along the south side of Ocean Avenue. DRAINAGE AND PERMITTING During the field assessment of the project corridor, no existing drainage systems were identified along the east side of Flagler Avenue between Park Avenue and the northern intersection with Beulah Drive. From Beulah Drive to 12th Street, there is an existing shallow swale located on the east side of the road. There are existing side drains located underneath the several of the driveways south of Beulah Drive, as well as a side drain beneath Beulah

Drive at the southern intersection between Beulah Drive and Flagler Avenue. Just north of the intersection between Flagler Avenue and 12th Street there is an existing single pipe cross drain with sand-cement end walls. The end wall on the eastern side (Figure 9) of Flagler Avenue was measured to be approximately four-feet from the edge of travel lane.

Based on the Volusia County GIS data, there are no wetlands in the area of the proposed sidewalk. While it is not anticipated, it is possible there could be small pockets of wetlands that are not picked up with the GIS data. Prior to surveying the job, a wetland assessment should be completed. If wetlands are found along the project, the Engineer of Record will need to coordinate with the U.S. Army Corps of Engineers during the design of this project to determine if a Dredge and Fill permit is required. In addition, an Environmental Resource Permit may be required from St. Johns River Water Management District if there are wetland impacts. If no wetlands are identified during the wetland assessment, the Engineer of Record should only need to obtain a Permit Exemption from St. Johns River Water Management District. SOILS INFORMATION The proposed sidewalk route traverses through Immokalee Sand and Myakka Fine Sand. Both are poorly drained sandy soils. A soil survey map is included in Appendix B. This map was prepared through the Web Soil Survey (WSS) operated by the USDA Natural Resources Conservation Service (NRCS).

SIDEWALK CONCEPT PLAN

The concept for this project is a four-inch concrete sidewalk, varying in width from five-feet to six-feet, located along the east side of Flagler Avenue from Park Avenue to 12th Street. The proposed sidewalk will begin at the southeast corner of the intersection between Park Avenue and Flagler Avenue and connect to the existing five-foot wide sidewalk running along the south side of Park Avenue. A six-foot wide sidewalk will continue in a southerly direction along the east side of Flagler Avenue offset five feet from the edge of pavement. The sidewalk shall maintain a minimum five-foot offset from the edge of pavement throughout the corridor except at isolated locations where the sidewalk meanders to avoid existing utilities, fire hydrants, or trees. When right-of-way allows, the sidewalk shall meander further from the road to be located behind the obstruction. For example, there are two trees located only eight feet from the edge of pavement on the north end of the project. In this location, there is approximately 23 feet of right-of-way on the east side of Flagler Avenue, which provides enough room to shift the six-foot wide sidewalk behind the trees. In cases where there is not enough right-of-way to construct

sidewalk behind an obstruction, there are two options. The sidewalk can be shifted closer to the road for very short distances where the obstruction is located. The second option is to maintain the alignment of the sidewalk, but construct a reduced sidewalk width adjacent to the obstruction. For example, if the front of a power pole is located nine feet from the edge of pavement, the front edge of the sidewalk could be maintained at a five-foot offset from the edge of pavement, and the concrete would be cast around the pole providing an isolated width of four feet at the location of the pole. A minimum clear width of 36 inches is required by ADA standards. The Engineer of Record shall evaluate each obstruction during the design phase of this project to make a final determination on the alignment of the proposed sidewalk. New six-inch concrete aprons are proposed at all existing residential driveways (41 in total) throughout the project. Full topographical survey of the eastern driveways located within the right-of-way should be completed prior to design of the sidewalk. Several of the existing driveways appear to be in good condition with no noticeable cracks. If the survey shows that any of these driveways meet ADA requirements, the City and Engineer of Record may choose to leave the existing driveway in place, rather than construct a new apron. At each side street located along the east side of Flagler Avenue, where the sidewalk crosses, a standard crosswalk and stop bar is proposed. However, at Ocean Avenue, it is recommended that a special emphasis crosswalk be utilized since Ocean Avenue provides access across the railroad tracks and to the elementary school with higher pedestrian and vehicular traffic than the other side streets. The existing stop signs at all side streets shall be relocated to be in line with the proposed stop bar, a minimum of four feet behind the crosswalk. In addition to the stop signs, there are five additional single post signs along the east side of Flagler Avenue which will need to be relocated due to the construction of the sidewalk. Just south of Joyce Street, on the east side of Flagler Avenue and continuing to Joan Street, there is insufficient existing right-of-way available to construct the proposed sidewalk. There is also an inadequate amount of right-of-way along the west side of Flagler Avenue at the intersection with Joyce Street. Therefore, constructing the sidewalk along the west side of the road would not eliminate the need for a right-of-way acquisition. It is recommended that rightof-way be acquired from two single family residential parcels (parcel ID 34-17-32-07-00-0080 and parcel ID 34-17-32-07-00-0270), located along the east side of Flagler Avenue, shown on

Exhibit 3. In order to minimize the square footage needed, the sidewalk alignment shifts to a two-foot offset from the edge of pavement just south of Joyce Street for approximately 50 feet. The right-of-way then allows for a four-foot offset from the edge of pavement for the next 100 feet, at which point the sidewalk again shifts to a two-foot offset from the edge of pavement. The sidewalk width from Joyce Street to Joan Street is also recommended to be reduced to five feet. Prior to design, the City of Edgewater will need to acquire right-of-way from these two identified parcels. Updated right-of-way maps should be developed by a Professional Surveyor and Mapper (PSM). Upon completion of the maps, the City can begin the acquisition process. The design and construction of this project is anticipated to be supplemented with federal funding, designating it as a Local Agency Program (LAP) project. The City of Edgewater will need to coordinate with the Florida Department of Transportation (FDOT) and fill out the LAP Rightof-way Acquisition form, which is included in Appendix C. In addition, Appendix C includes the District 5 Right-of-Way Cost Estimate Confidence Ratings information, the FDOT-approved Right of Entry Agreement form, and the FDOT-approved Donation of Property form, all of which may be useful to the City throughout the course of the project. The alignment shown in this concept report and described above is considered to be the minimum allowable design, requiring the least amount of additional right-of-way. If additional right-of-way can be acquired by the City of Edgewater, it is strongly recommended that the proposed sidewalk be located further from the edge of pavement. South of Joyce Street, the proposed sidewalk transitions back to the typical six-foot width located five feet from the edge of pavement. There are two existing palm trees that are in conflict with the proposed sidewalk (see Exhibit 4) which are recommended to be removed. The sidewalk is proposed to remain six feet wide to the intersection between Flagler Avenue and Linda Street. South of Linda Street to the end of the project, the apparent right-of-way line is located only 10.5 to 11 feet from the edge of pavement. In order to maintain a typical five-foot offset from the road, the sidewalk is proposed to continue south at a width of five feet. The existing shallow swale and existing side drains located at the southern end of the project will be impacted by the proposed sidewalk. The available right-of-way does not allow for a new swale to be graded between the road and the sidewalk. Therefore a back of sidewalk drainage system is proposed to replace the side drains and swale. The drainage pipes will flow to the

south and connect to the existing cross drain located at 12th Street. The existing cross drain must be extended to accommodate a sidewalk. The existing end wall shall be removed and a new end wall constructed at the back of sidewalk. The existing power pole located directly west of the cross drain should be relocated to the north to allow for the construction of the new end wall. This relocation will need to be coordinated with the utility owner during the design phase. If the pole cannot be relocated, the sidewalk may be realigned to be closer to the edge of pavement, shortening the cross drain extension. However, traffic traveling east on 12th Street is heading directly toward the proposed sidewalk, before making a 90-degree turn to the north. In this particular location, the pedestrian traffic should be kept as far from the road as possible. The concept alignment and typical section that have been developed, and described above, are shown in Exhibits 1-7.

FINANCIAL FEASIBILITY Table 3 provides a preliminary cost estimate for the design and construction of the proposed sidewalk. This cost estimate is to be considered an opinion of probable cost based solely on the results of this feasibility study. The item numbers and units of measure are based on the Florida Department of Transportation (FDOT) Basis of Estimates Manual. The unit prices are based on historical average costs for each pay item as provided by FDOT. Some unit prices may have been inflated due to the small nature of the project. The cost estimate does not include right-of-way, utility relocation, tree removal, or permitting fees that may be associated with the final design phase. Based on the parcel lines obtained from the Volusia County GIS information, approximately one hundred eighty-eight (188) square feet of right-of-way will need to be acquired from Parcel 34-17-32-07-00-0080, located at the corner of Joyce Street and Flagler Avenue. One hundred sixty-nine (169) square feet will be needed from Parcel 34-17-32-07-000270, located at the corner of Joan Street and Flagler Avenue. The cost estimate for the proposed five-foot to six-foot wide sidewalk is $332,772. To adjust for potential future increases in the project's cost estimate, an annual inflationary factor may be applied. The Florida Department of Transportation provides annual inflation factors for roadway construction costs which may be used as a guideline for this sidewalk

project. The 2013 cost estimate provided herein may be adjusted by the 3.3% FDOT inflationary factor for the next three years as follows: The inflation adjusted cost estimate for the Flagler Avenue Sidewalk for 2014, 2015, and 2016 is $343,753, $355,068, and $366,715, respectively. CONCLUSION The purpose of this study was to evaluate the feasibility of constructing sidewalk along Flagler Avenue from Park Avenue to 12th Street. The proposed sidewalk is approximately 0.91 miles in length and is recommended to be located along the east side of the road. As a result of this study, it has been determined that constructing this sidewalk is feasible, with a couple of conditions. Right-of-way will need to be acquired from parcel 34-17-32-07-00-0080 and parcel 34-17-32-07-00-0270, both of which are single family residential properties. Prior to design and right-of-way acquisition, updated Right-of-Way Maps will need to be generated. Finally, the relocation of the power pole near 12th Street, due to the cross drain extension, and the relocation of the fire hydrant at Ocean Avenue, will need to be coordinated with the utility owners.

District 5 Right of Way Cost Estimate Confidence Ratings: Introduction: The development of a right of way cost estimate is the product of four (4) essential components consisting of: (1) (2) (3) (4)

Quality and availability of the engineering or right of way exhibits. Quality and availability of market data. Time frame with which to develop the estimate. Ability and experience of the individual cost estimator.

The combination of these four essential elements serves as the foundation for the overall reliability of the right of way cost estimate. The following confidence levels represent a summation of these essential elements as they pertain to the development and reliability of an individual right of way cost estimate. A - High level of confidence – Usually prepared from 100% Right of Way Maps with excellent topography identified along with parcel sizes. Adequate sales and listing data are available. Adequate time is allowed to research available data and develop the estimate. B - Good level of confidence – Prepared from maps which have identified parcels and definite acquisition areas. Adequate sales and listing data are available. Adequate time is allowed to research available data and develop the estimate. C - Average level of confidence – Prepared from plans or maps which have identified parcels and definite acquisition areas. However, limited data and/or inadequate time required to analyze data typifies this confidence level. D - Fair level of confidence – Much of the needed data is lacking.
