GENERAL The City of Fresno is considering the purchase of Body Camera Systems for use by the City of Fresno Police Department The Body camera system being considered is a AXON Flex Camera System 73030 model as manufactured by Taser Axon and described below. Any firm offering an equal Body Camera System is requested to provide information about their system and a comparison of its features to those of the Taser Axon Flex Camera System.

The iOS and Android mobile apps allow officers to capture video, photos, audio, and metadata. App must also upload directly to the hosted solution. The apps delete any uploaded evidence from the officer’s device as soon as the evidence has been uploaded to the storage system. Ability to redact one person’s face and body from a video while keeping the original file intact and unaltered. Ability to upload data from a mobile data terminal (MDT). Manage audio, video, images and digital documents. Provides data security without a VPN connection. Allow officers to access their images after storage via MDT. Via external sharing, ability to share data with the DA or other officers without burning DV Ds. Secure Audit log to track all changes and access to the files for chain-of-custody purposes. Remote viewing of stored video is available for field personnel via web-based interface or application available for use on Police Department Mobile Data Computers. Provide enhanced user authentication either through sync with Active Directory or User Name and Password verification. Access to stored information will be governed by the City/Agency-defined access control system. Access will be controlled according to: o Pre-defined roles. o Pre-defined individuals (i.e., who has access to what camera feed). o User account-specific passwords. Logs which users have accessed/viewed and or copied video to an external source, e.g. CD/DVD, local storage, USB device, or other storage device. The log must also show users that have edited or deleted videos. The storage solution allows the Administrator to control the length of retention of individual case videos. Administrator can set and control user rights and can also determine which users have which rights. Multiple searchable fields in storage system and several “wild card” searches to locate stored data. Unique fields for user searches, like “last name,” “first name,” “role,” and “badge number.” Ability to search data by, at a minimum, Officer, date of recording, item#, incident#, and type of incident. Displays conducted electrical weapon (CEW) data, such as deployment date, time, discharge duration, temperature, and logs.

Sync software. Recorders and cameras can connect to computer with dataport cables. Compatible with Windows 7, and Internet Explorer versions 8, 9, and 10. All general updates to software become available to the Agency at no extra charge. Allows the Agency to download digital evidence from multiple users simultaneously. Digital evidence stored is not a proprietary file type and can be played/viewed by standard Microsoft Office software. Supports the following image formats: JPEG, JPG, GIF, PNG, BMP, TIFF, and TIF. Supports the following video formats: DIVX, TS, 3GP, ASF, AVI, FLV, MOV, MP4, RM, VOB, WMV, F4V, MPEG, and MPG. Supports the following audio format: MP3. The video is exported in an industry standard file format, MP4. Storage is in compliance with the Federal Information Security Management Act (FISMA). Storage is ISO 27001/27002 certified.
