I.

INTRODUCTION

The City of Palmdale is soliciting proposals from interested consultants to provide engineering design and surveying services for the proposed Phase II & III of the North County Traffic Forum ITS Expansion Project. This project will provide interconnect systems, CCTV’s surveillance cameras and traffic signals. Project Understanding: The City of Palmdale is seeking a consultant engineering team to plan, design and provide specifications as well as provide construction estimates for Phase II & III of the North County Traffic Forum ITS Expansion Project. Phase II of this project will consist of the installation of fiber optic lines along a segment of 10th th th St. West (Avenue O-4 to M); Avenue S (40 to 55 East); the modification of an existing traffic signal at the intersection of 10th St. West and Avenue N, installation of a new traffic signal at the intersection of Avenue S with 55 St. East, and installation of four (4) CCTV's surveillance cameras locations: • 10th St West/Avenue N • Avenue S/45th St East • Avenue S/52th St East/Hillcrest • Avenue S/55th St East Phase III of this project will consist of the installation of fiber optic lines along a segment of 25th St East (Avenue S to Pearblossom Hwy) and Pearblossom Highway (25th Street East to 47th East); the installation of two new traffic signals at the intersection of 25th St. East with Arnold Drive and Pearblossom Highway with 37th St East, and installation of six (6) CCTV's surveillance camera locations: • Avenue S/25th St East • 25th St East/Arnold Drive • Pearblossom/25th St East • Pearblossom/30th St East • Pearblossom/40th St East • Pearblossom/45th St East Proposed Scope of Work This request for proposal is seeking a consultant engineering team to plan, design and provide specifications as well as a construction estimate for Phase II & III, of the North County Traffic Forum ITS Expansion Project. The project plans and specifications shall be completed and approved within four (4) months after the City and Consultant execute the required agreement.

The following tasks shall be required to complete this project. The Consultant is welcome to add any additional services, if needed, to complete the PS & E for this project. Task A. Project Management The consultant team shall be responsible for coordinating and managing all the phases/tasks needed to successfully complete this project. This will include meetings With City staff, utility companies, property owners, adjacent developers and various agencies within the jurisdiction of this project. Task B. Planning and Data Gathering The consulting team shall be required to gather all pertinent information required to complete the design of this project. The following elements shall be considered: • • • • • • •

Interviewing City staff. Researching and obtaining as-built plans of existing traffic signals along the proposed traffic signal interconnect route. Researching and obtaining the location of all the existing utilities along the proposed traffic signal interconnect route. Review all available aerial surveys. Review and apply industry, State and Federal standards and specifications applicable to this project. Provide fact sheets of standards for City staff review. Determine the best method to install the traffic signal interconnect and fiber optic cables. Determine distance between pull boxes, detection materials and markings. After gathering all data, make specific recommendations to the City for approval and proceed to the next task/phase of the project.

Task C. Design and PS & E The consulting team shall design and prepare plans, specifications and estimates for this project. The following elements shall be completed: • • • •

Designer to provide estimated schedule for each phase. Survey entire routing right-of-way with cross-sections at 100-foot intervals with the exception of new signal installation. New signal locations shall have cross sections at 50-foot intervals. Pothole an appropriate number of locations to help determine the exact location and depth of the various utility lines to help determine the best routing location of the traffic signal interconnect system. Potholing may require a traffic control plan. Recommend the best location on the road for the installation of the traffic signal interconnect conduits. The interconnect will consist of three (3) – 2” HDPE SDR-11 conduits with one (1), 72-strand single-mode fiber optic cable in one of the conduits. Include detectable mule tape in all conduits. Prepare plans for entire routes showing all existing utilities and roadway features. Design three (3) new traffic signals for the intersection of Avenue S with 55 St. East; 25th St. East with Arnold Drive; and Pearblossom Highway with 37th St East. New signals shall include advanced loops and a video detection system, VDS. Consultant shall pot hole every quadrant (if utilities are present) of each of the three intersections to avoid any conflicts with existing utilities and the proposed pole locations,

Prepare plans for the installation of the traffic signal interconnect conduits and the 72 strand single-mode fiber line, which include pull box locations, splicing details and locations. Include pull box locations for future expansion of traffic signals. Include in the plans a detailed communication diagram showing how the existing and proposed communication equipment will connect the CCTV cameras, traffic signal controllers, video detection system, wireless radios along the proposed routing to the City’s existing system. A fiber optic diagram shall depict how each single mode fiber is being used and connected to our existing system. Include details for trenching, fiber splicing, interconnect conduit entering and exiting pull boxes, as well as fiber splicing or fiber terminations inside vaults and traffic signal cabinets. Conduct an aerial truck survey at ten intersections to determine the best traffic signal pole location to install a surveillance camera. Prepare construction plans, specifications and estimates for each phase. Technical specifications shall specify that contractor will be required to prepare traffic controls plans for the installation of the traffic signal interconnect and new traffic signal. The traffic control plan shall comply with current CA MUTCD requirements and be prepared by a Registered California Civil or Traffic Engineer. Technical specifications shall specify that as-built plans will be required after project completion. Provide hard-copies and in electronic (AutoCAD) format

MEETINGS/SUBMITTALS a. Meetings and coordination requiring the consultant’s participation will include: i. Kickoff meeting ii. Coordination and meetings with City of Palmdale staff iii. Discussion of preliminary design and alignments b. Submittals required during the design phase include: i. Preliminary Design and Report including preliminary design ii. Construction drawings shall be submitted and reviewed thru the City’s Projectdox. The design engineer shall contact the City Engineering Division to request a project folder. ii. 65% Plan iii. 95% Plan iv. 100% plans and specifications for Bidding/Construction v. Engineer’s estimate of cost (preliminary and final) IV.

PROPOSAL FORMAT

The qualification submitted in response to this RFP is an opportunity to present your previous experience and your proposed project team. The proposal package should be limited to no more than 30 pages (11” X 17” pages are acceptable), and contain an executive summary of the proposal, emphasizing the Project Designer’s approach, qualifications, and capabilities. The proposal should also specifically include the following information, in this order:

PROJECT DESIGNER SELECTION

The City shall review all proposals submitted and shall rank proposals based upon the consultant’s understanding of the work to be done, its experience with similar types of work, and the qualifications of its staff. Cost proposals should provide information in sufficient detail to allow the City to complete a complete evaluation of the overall proposal, and to ensure the consultant has a complete and thorough understanding of project requirements. Understanding of Services to be Provided Experience with similar kinds of services Quality of staff for services to be provided Familiarity with City procedures Financial Responsibility Work Load – ability to get the project done on time

The contract shall be awarded to the most qualified consultant whose proposal best conforms to the RFP and the needs of the project. A contract for Project Designer (see attached) will be entered into with the most qualified responsible individual or firm who complies with the prescribed requirements. The City reserves the right to waive any technical errors, irregularities, or discrepancies, and the ability to do so is deemed to serve the best interests of the City. The City also reserves the right to reject any and all proposals and to negotiate terms with any qualified, potential consultant. While evaluation and selection of Project Designers shall be qualification based, the City encourages the use of Project Designers who provide offices and project personnel located in the Antelope Valley. •

assume that all information requested, and particularly the specific information or information referral the proposer receives, will be consistent, uniform and available to all proposers, to assure the fairness of the RFP process. •

Proposal Submission: All proposals become the property of the City of Palmdale upon submission. Although the City intends to keep all proposals confidential, the City will not be responsible for materials obtained by other parties, without the consent of the proposer.



Three (3) copies of the proposal (hard copies), including 1 electronic file in word document (office 2000) including any transmittal or cover letter, must be submitted to and received at the Department of Public Works office by 2:00 p.m. on May 12, 2014.
