Crosby watershed decisions on rain gardens and library issue At the beginning of the City of Crosby Council on February 13 meeting Mayor Jim Hunter brought up a topic of providing a meeting information packet to the NewsHopper. Hunter said, “The Crosby Courier gets a packet. The NewsHopper was requesting they get a packet. I don’t see a problem with that.” Clerk/Treasurer Lisa Sova responded, “Let me explain, the Courier is the official newspaper of the city, therefore they get a packet. We have a packet available here for review; where it’s always available for review. Or if someone wants it, they have to put in a data request. Then that falls under our data request policy, where they are charged for it, if they want a copy. We do not provide copies to alternate newspapers. If they want to look at the packet it is always available here at city hall. If they want a copy then a data request would be appropriate.” Hunter asked, “Eric does that seem okay to you?” NewsHopper reporter Eric Heglund responded, “I’m at your mercy.” The NewsHopper was not

allowed to receive a separate information packet, either by physical hard copies or digital via email, for City of Crosby Council meetings., uncless they pay for it. At the public comments portion of the meeting, Crosby resident John Radinovich said, “You guys abolished the rental ordinance. I guess I’m here to ask a couple of things. What’s your master plan? Is it going to be status quo like it’s been? I’ve had a problem for eight years. Councilman Jim Traylor asked if this was related to the garbage issue. Radinovich replied it was only part of the issue. Radnovich stated he has been noticing the Police report with more and more Brainerd addresses. He believes this is a sign the renters are leaving Brainerd because of their rental ordinance and moving to Crosby where no rental ordinance exists. When asked about a specific example of problems Radnovich had experienced he talked about a legal fire pit that was burning and smoking all day. Mayor Hunter suggested the ordinance would not prevent this.

Crosby’s Chief of Police Kim Coughlin confirmed Radnovich’s observation that renters are relocating to Crosby from Brainerd because of Brainerd’s rental ordinance. Hunter asked why were the citations not being observed? Coughlin responded it was only a city administrative citation and not a state statute citation. And as a result was not a criminal offense. If the rental ordinance was in place it would give more teeth to the citation and be directed to the property owner. It remains unclear how one city ordinance would gain more authority (have more teeth) over another city ordinance, since neither are state statutes. And as a result neither would be criminal offenses and would possibly be continued to be ignored. Some questions still remained to be discussed when Building Inspector Scott Sadusky returns in April. Council approved LED street light conversion on Third Street in Crosby at no cost to replace existing lights. Adding lights would cost an additional monthly charge per light for electricity usage.

Mayor Hunter said there would be eight new lights added to the current ones. Council approved the County project within Municipal Corporate Limits of Crosby. The council approved a request from Rene Lind, Savings Hearts Committee, to use city staff and city streets for the 4th Annual Run/Walk for Suicide Prevention on Saturday, October 28. Hunter indicated that the City has been putting snow on Graphics Packaging property. They have not indicated that is a problem. However, he would like to find a new place for dumping of winter snow that is owned by the city. Hunter asked the council or members of the community to find some options. Council approved the partial payment for the 2016 Utility Improvement Project Pay Estimate No 5, Pratt Affordable Excavagin. Storm water run-off and rain gardens Melissa Barrick and Jay Michaels from Crow Wing County Soil and Water Conservation District presented plans for Crosby stormwater improvements.

Michaels said they had started a study in 2015, as part of a grant, for a storm water management plan for the City of Crosby. He said that there were 17 different projects possible. However, the grant limits the area around Serpent Lake, reducing the number grant qualified projects to three or four. Michaels said the first project would be a combined bioretention cell (rain garden) along the north side of the ball field in Crosby Memorial Park. Michaels said there would be larger basin to the west of city hall, some trails and vegetation around the lake. He said here is a new experimental porus paver they could use in place of pavement. The paver would allow water to flow through into the ground. Michaels said, “Basically how this would work, is the water would come off second it’d hit the pavers. And soaked up through the pavers. And then it would run off into the rain garden area between the street and the ball field.” The other option was without the pavers. Continued on Page 7

Waffle breakfast and bake sale The Legacy Chorale of Greater Minnesota will conduct its 5th annual waffle breakfast and bake sale fund-raiser from 9 a.m. to noon on Saturday, February 25, at Bethlehem Lutheran Church located at 418 8th Ave NE in Brainerd. Breakfast includes all-youcan-eat waffles with assorted syrups, strawberries and whipped cream along with sausages, kielbasa, juices

and coffee. Tickets are $8 for those age 13 and older, $5 for ages 5-12 and age 5 and under eat free. The Legacy Chorale consists of 50-70 men and women vocalists of all ages who reside in a wide range of communities within a 30mile radius of Brainerd. Now in its 15th year the Chorale has presented many concerts in a good share of those same cities. Their mission is “to

ensure the legacy of excellence in choral music in the greater Minnesota area, while enriching, inspiring and renewing the communities in which we live.”  The Legacy Chorale’s 2017 Spring concert series is scheduled for April 21, 22 and 23 with performances of Johannes Brahms’ “Requiem”. Bay Lake Lions scholarships The Bay Lake Area Lions Club is awarding five $1,000.00 scholarships each to 2017 graduates of Crosby-Ironton and Aitkin High Schools. The scholarships are funded through the club’s annual golf tournament held in July. Scholarships will be awarded to students in their freshman or first year of higher education following acceptance into a fulltime curriculum. Scholarships must be used within one year of being

awarded. Scholarships are awarded based on the applicant’s involvement in school and community activities, determination to succeed in a chosen field and the need for financial assistance. Students interested in the scholarships must submit an application, transcript of high school grades, sealed letters of recommendation from two instructors of the applicant’s choice and/or high school counselor, and a 200-word

essay outlining the student’s goals and ambitions. Applicants must also be available for an interview with a Bay Lake Area Lions Scholarship committee member. Applications are available in the high school guidance offices and must be returned to the Bay Lake Area Lions no later than April 1, 2017. obituaries Lawrence Peterson

Lawrence “Mann” Peterson, 89, died quietly on Monday, February 6, at the Riverwood Health Care Center in Aitkin. A celebration of Larry’s life will be held at a later date. Larry was born September 3, 1927 and grew up in Columbia Heights, Minnesota with his final home on Lake Wilkins. After high school and prior to serving in the Navy, Larry experienced a bit of travel working factory jobs in Oregon, pipe fitting in California and the steel mills of Chicago. He served a total of five years in the Navy; four active and one in Reserves. During his time in the Navy, he was stationed at the North Chicago Great Lakes Naval Station, in Jackson, Mississippi and on several torpedo training ships in the Caribbean with his final Navy stop being Washington D.C. In 1947, he married his wife, Ardell, and together they shared over 67-years of marriage. After returning from D.C. to northeast Minneapolis, Larry landed what he often referred to as his greatest job – ‘a peddler’ for the Minneapolis Gas Company where he was employed for over 35-years. Throughout his life, Larry played both football and basketball. Many young kids in the Heights will remember him

as their coach and mentor. He could often be seen walking the sidelines during a high school football game. In later years, his love of the Minnesota Twins and Vikings never wavered. Larry was an accomplished and awarded salesman, successful realtor, longtime pool player, fisherman and card player (mostly, Cribbage). But most of all, Larry was always an avid golfer. He and Ardell organized and played in many golf tournaments throughout their married life. They were a dancing pair and Cribbage playing team. He is survived by his children: Susan (Allen) Rosen, Laurie (Don) Carl and John Peterson (Laura Walsh); two grandchildren; four greatgrandchildren; one great-great grandson; siblings Lorraine Soderquist, Willard (Darla) and Clifford (Carol). Larry was known to many as “Mann”, a name given to him when he was sick at 6-years old and his Dad called him a big man for never crying. He will always be remembered as ‘Uncle Mann’ by his many caring nieces, nephews and their families. He was preceded in death by his wife, Ardell; son, James; his parents, August & Sigrid; three brothers: Gordon, Erwin, Robert and two sisters: Irma ‘Sally’ Chies, Evelyn Lechko. Barbara Jane “Bonnie” Christenson, 92, of Crosby died February 11, 2017 at Heartwood Senior Living in Crosby. A Celebration of Bonnie’s Life was held on Wednesday, February 15, 2017 at the Salem Lutheran Church in Deerwood. Burial was in the Deerwood Scandia Cemetery. In lieu of flowers memorials are preferred to the Salem Lutheran Church’s Music Ministry. She was born on March 2, 1924 in Grantsburg, WI to Gotfred and Jeanette (Magnuson) Eckberg. Bonnie was a member of Salem Lutheran Church in Deerwood. She was instrumental in the creation of Salem West and

its social ministries. She was a member of the church choir and the Rebecca Circle. She was also a member of the Deerwood Civic League, the Cuyuna Range Women’s Club and the American Field Service (AFS). She is survived by her sons and daughtersin-law: Ronald Christenson, Crosby; Roger and Diana Christenson, Madison, AL; John and Wendy Christenson, Deerwood; and James and Judy Christenson, Deerwood; seven grandchildren and five great-grandchildren. Preceding Bonnie in death were her parents; her husband, Wally; and two sisters: Anita Anderson and Virginia Rassett. Arrangements were with the Koop Funeral Home in Crosby.

Ronald “Butch” Florek, 76, of Aitkin died Friday, February 10, 2017 at the Aicota Health Care Center after a 13 year battle

with cancer. A memorial service will be held Saturday, February 25, 2017 at 2 p.m. from the Sorensen-Root-Thompson Funeral Home with Rev. Dallas Smith officiating. Visitation will be one hour prior to the service at the funeral home. Military honors will be provided by the Aitkin VFW and American Legion Posts. Burial will be in the spring at the Opstead Cemetery. He was born September 30, 1940 at Princeton to Joseph and Marcella (Reineccius) Florek. He attended schools at Wealthwood and then Aitkin graduating from the Aitkin High School in 1958. He worked for a time at the Herter’s Co. He then enlisted in the U.S. Army and served from 1959 to 1962. Upon his discharge he went to work for the Reserve Mining Company in Silver Bay. He worked as a maintenance man/welder. He had done maintenance work on the Edmund Fitzgerald

when it was in port. He married Patricia Ann Countryman on May 8, 1965 in Minneapolis. He finished his work career with North Star Steel in Newport and then moved to the Malmo area and has lived there since. He enjoyed spending time with his grandchildren, family and friends. He loved to fish and had been fishing in Alaska. He also enjoyed hunting and had the opportunity to hunt in Canada and South Africa. He was a member of the Silver Beaver Rod and Gun Club at Silver Bay. He is survived by children and spouses: Guy (Jill) Florek of St. Joseph; Aaron (Lonnie) Florek of Blaine; Owen (Rebecca) Florek of St. Paul; brother, Michael Florek of Aitkin; sisters: Dorothy Gordon of Aitkin and Sharon Nelson of Deerwood; and four grandchildren. He was preceded in death by his parents; brothers: Jerry and Jim; and his wife, Patricia, in 2015. Arrangements were with the Sorensen-Root-Thompson Funeral Home of Aitkin. teaching and starting a family, Mel and Nancy built and ran a poultry farming business for twelve years, Melko Poultry Farm.  After retiring from teaching, she became an Enrolled Agent and provided tax and accounting  services to hundreds of clients right through to her last day.   In addition to helping all she knew in countless ways, Nancy also enjoyed playing cards, golf and an occasional visit to the one-armed bandit.  She is survived by her husband of 57 years, Melvin Kooda; three children: Karen Kooda (Paul Andersen) of Eagan; David (Kathy) Kooda of Grand Rapids; and Daniel (Wendy) Kooda of Lakeville; six granddaughters; and one great granddaughter. Mayor Hunter spoke about the letter of commitment from the Hallett Foundation to the JFHML. He indicated the Foundation would commit $100,000 per year for five years, if the library joins Kitchigami Regional Library System. If the library does not join, the commitment would be reduced to $50,000. At the meeting of the Library Board it was decided that they would need to join Kitchigami as a result. Hunter encourage everyone to enter into this with an open mind. Bob Novak of the Hallett Library Board said, “Now what is the responsibility of the city to work with the board of Kitchigami? They are looking for the City of Crosby to bring forward a proposed budget. They said it will take about a $165,000 initially to operate the Crosby Jessie F. Hallett Memorial Library. So we have a $100,000 that will come from the Hallett Trust. in the past the City of Crosby has given $20,000, so there’s a $45,000 shortfall. And then it would become necessary for us to propose to the Kitchigami Board are we going to give an additional amount from the City of Crosby and other communities? And I’m pretty sure you have been talking to the chairman of the board about will they contribute some money from the Crow Wing County Board?” Hunter replied, ”Yes, and that is a critical factor of whether they are going to

I think we all understand that. We hope it doesn’t happen, you know, but it is stated in this letter that she’s asking for 13 perent [of the shortfall] from the money that is given to Kitchigami by Crow Wing County.” Hunter noted that the city is responsible for the maintence, insurance and utilities for the building on top of the shortfall beyond the $20,000 it contributes. There is a one time cost $132,000 to convert all the library components to the Kitchigami system. According to Mayor Hunter when he met with the Kitchigami Board they indicated they would help with some of the conversion costs. However, no figure was given. Hunter said he would work with Clerk/Treasurer to complete the paper work for this transition. Other Clerk/Treasurer Sova presented the organizational study, to determine staffing and department needs at the city, estimated cost at $6,500 to $8,000. NJPA will 50 percent, leaving $3,250 to $4,000 for the city to pay. Sova suggested the funds could come out of Economic Development. and the council approved this action.
