GREENSBORO POLICE DEPARTMENT SWORN PERSONNEL BADGE CONTRACT AND SPECIFICATIONS

The Greensboro Police Department intends to award an annual contract for the purchase of Police Department Sworn Personnel badges. The contract shall be effective from December 1, 2013 until November 30, 2014. Subsequent renewals are predicated upon approval of the City of Greensboro and the vendor, provided no cost increase is involved. Either party may cancel this contract with cause, giving thirty days written notice. All prices quoted shall include any and all service, handling and shipping charges. The department purchases approximately 200 chest badges per year of mixed variety and approximately 125 cap badges of mixed variety. The accuracy of the construction of each badge shall be the responsibility of the bidder. The Greensboro Police Department accepts no liability for typographical errors made by the bidder when ordering badges. The badges shall be ordered in writing via electronic mail to a person or persons designated by the vendor. The vendor shall send a receipt acknowledgement via electronic mail. Any questions from the bidder regarding any order shall be made in writing via electronic mail. The order itself, after any questions are answered via electronic mail shall serve as confirmation and final approval. The Greensboro Police Department shall not complete any manufacturer's order forms nor will the Greensboro Police Department confirm that the manufacturer's order form is filled out correctly. The successful bidder agrees that no badges shall be produced or sold without express written permission from the Greensboro Police Department in the form of a letter signed by the Chief of Police or his designee, or a City of Greensboro purchase order. No Greensboro Police Department badge shall be used for any display, advertising, or sample purposes without express written permission from the Office of the Chief of Police of the Greensboro Police Department. Violation of this portion of this contract shall result in immediate forfeiture of this contract, and may result in civil or criminal prosecution. No badges shall be mailed or shipped to any address other than: Logistics 320 Federal Place Greensboro, NC 27401

The successful bidder agrees to provide the items listed in accordance with the specifications listed below. ITEM #1

FULL-TIME SWORN PERSONNEL CHEST BADGES

General Description

All badges shall be produced with multiple solid panel design to enhance the bias relief look. No one-piece badges shall be accepted. No hollow back badges shall be accepted. No plated badges shall be accepted. The badges shall be shield shaped approximately 3 Y." tall and 2 Y," wide. The back of the badge which forms the profile shall be of polished silver appearance with extremely fine details from top to bottom. The eagle's head at the top of the badge shall be an integral part of the back piece. Applied eagle's heads shall not be accepted. There shall be five applied panels of polished gold color. The top panel shall be referred to as the title panel. The following titles shall be available as stock items: CHIEF, ASSISTANT CHIEF; CAPTAIN; LIEUTENANT; SERGEANT; POLICE OFFICER The second panel shall read: GREENSBORO The third panel shall be shaped so as to accept a round seal attachment at the top. The bottom ribbon of this panel shall read: POLICE The fourth panel shall be a round seal applied over the round portion of the third panel. The center of the seal shall be the North Carolina State Seal, color gold. The seal shall have a black enamel halo with gold lettering: CITY OF GREENSBORO contained within reverse enamel. The fifth panel shall contain a customized number for POLICE OFFICER badges, a 3-stripe chevron for SERGEANT badges, one 5-point star for LIEUTENANT badges, two 5-point stars for CAPTAIN badges; three 5-point stars for ASSISTANT CHIEF Badges, and five 5-point stars for CHIEF badges. Materials

Materials used in the manufacture of Greensboro Police Department sworn personnel badges shall be 8515 brass and 7548 nickel. All back pieces shall be made of 12 gauge metals. All attached panels shall be made of 16 gauge metals.

The solder used for all attachments shall be silver high temperature solder. No glues of any type shall be accepted. All black portions of the badge shall be constructed of black cloisonne glass enamel. No paints, duraglow products or plastics shall be accepted. Badge coatings shall be of DuPont Emron Enamel with a Rockwell hardness of .79 or greater. All pins and pin attachments shall be of stainless steel. The pins and attachments shall be of sufficient strength to insure security and durability. Warranty The badges shall carry a lifetime warranty on all panels, pins, and enamel. This warranty shall not cover damage due to accident or negligence. The finish shall carry a five-year warranty from date of delivery to the Greensboro Police Department. Repairs The successful bidder shall provide a firm price for out of warranty repairs as listed on the bid quotation form. Dies All die work created for the sole purpose of producing the Greensboro Police Department badge shall be the sole property of the Greensboro Police Department. The manufacturer shall retain the dies at their facility for production purposes and shall be returned to the Greensboro Police Department upon request. Delivery All badges shall be delivered within 30 days after the vendor receives the order. Violations of this standard shall be documented and repeated offenses may result in cancellation of this contract. The City of Greensboro reserves the right to initiate a delayed delivery penalty in the amount of $1.00 per day, per piece beginning with the 3151 day after the order is received by the vendor. Standard Sample The standard sample for this item is style C20 as manufactured by Neilson.

Samples

Bidders quoting alternates to the standard sample shall provide a sample of a currently manufactured badge identical in appearance to the standard sample. The wording for said badge will not be considered, but all other specifications shall be closely examined to insure compliance. The standard sample is on hand in the Logistics Section of the Greensboro Police Department for review by interested bidders.

ITEM #2

POLICE RESERVE OFFICER CHEST BADGES

Same as Item #1 with the following exceptions: The back piece and all panels shall be gold colored. The title panel shall read: RESERVE OFFICER All enamel shall be blue in color. Each RESERVE OFFICER badge shall have a customized number in the bottom panel. The standard sample shall be Style C20 Gold Finish as manufactured by Neilson. ITEM #3

FULL TIME SWORN PERSONNEL CAP BADGES

General Description

The cap badge for the Greensboro Police Department shall be of a double screw back design. The shape and size shall exactly match those currently in use by the Greensboro Police Department. The eagle's head on the badge shall be an integral part of the back piece. No applied eagle's heads shall be accepted. There shall be two panels applied to the back piece. The first panel shall be shaped so as to accept a round seal attachment at the top. ITEM# 5

NON-SWORN BADGES

General Description The badges worn by non-sworn personnel are markedly different than those worn by sworn personnel. All uniformed non-sworn personnel are issued the same style badge, with different lettering to indicate their assignment. The badges shall be of safety catch design. The outer finish shall be two-tone with gold circle-shaped panels attached to a silver background. The badges shall be of identical quality as other badges in this contract. The standard sample shall be style# BH1965 (two tone) as manufactured by Blackinton. The The The The

top panel shall read "GREENSBORO" bottom panel shall read "POLICE" center seal shall be Greensboro custom as mfg by Blackinton. remainder of the panels shall differ in reading according to assignments.

ITEM #6

DETECTIVE WALLET BADGES

Detective badges are shield shaped but of solid gold colored flat wallet carried construction. Approximate dimensions are 2 %"X 1 %". The badge shall be equipped with a wallet clip attachment. The center seal shall exactly match those in other badges and be proportionate to the size of this model badge. The Eagle shall be an integral part of the construction. No glued on components accepted. The top panel shall read "DETECTIVE" (quotations omitted) The second panel shall read "GREENSBORO" (quotations omitted) The third panel shall read "POLICE" (quotations omitted) The fourth panel shall read "NC" (quotations omitted) The standard sample shall be style C-17 as manufactured by CW Neilson.

ITEM# 7

SUPERVISORY WALLET BADGES

Same as Item # 6 with the following exceptions: The badge shall be of two-tone design (silver background with gold panels and seal) The first and fourth panels shall be lettered as follows: (title in 1' 1 panel/ insignia in 41h panel) SERGEANT/3CHEVRONS LIEUTENANT/ (1) 5-POINT STAR CAPTAIN/ (2) 5-POINT STARS ASSISTANT CHIEF I (3) 5-POINT STARS CHIEF/ (4) 5-POINT STARS ITEM# 8

RETIREE BADGES

Same as Item #6 with the following exceptions: The badge shall be of two-tone design (silver background with gold panels and seal) The first panel shall read "RETIRED" (quotations omitted) The fourth panel shall read: "1808" (quotations omitted) ITEM #9

DIE CHARGES

Each vendor shall quote a one-time charge to prepare dies for the production of these badges. ITEM# 10

REFURBISH WORN BADGE

Each vendor shall quote a price to refurbish a badge that is showing wear from normal use. This process shall include removing all Emron enamel, removing any superficial scratches, replacing faded or damaged cloisonne' enamel, polishing the entire badge, and applying a new coat of Emron enamel.

This process shall be done regardless of the manufacturer of the badge being repaired. All repairs and refurbishing of badges shall be completed and returned to the Greensboro Police Department within 14 days of receipt at the vendor's facility. ITEM# 11 REPLACING ATTACHMENT

Each vendor shall quote a price to replace a damaged or missing panel, pin or attachment not covered under the terms of the warranty. All repairs and refurbishing of badges shall be completed and returned to the Greensboro Police Department within 14 days of receipt at the vendor's facility.

Prospective bidders are encouraged to submit their prices through the City’s EProcurement site http://www.greensboro-nc.gov/index.aspx?page=583 or bids may be mailed/delivered to:

Bids will be due by 2:00 PM EST by the time stamp in UG12 for delivered responses or by 2:00 PM EST by the City’s server for electronic submittals on November 20, 2013. Although the City tries to maintain continuous access to the GePS website, service may be interrupted. Therefore, suppliers are encouraged to submit bids 24 hours prior to the bid closing. An unsubmitted bid is not acceptable.
