GREENSBORO POLICE DEPARTMENT LOGISTICS SECTION Duty Equipment Contract RFB Number 13-533

Overview The Greensboro Police Department will award an annual contract for the purchase of issued duty equipment. Duty equipment is defined as utility belts, trouser belts and the cases and carriers for equipment on Police Officer utility belts. This contract does not include pistol holsters. Quantities listed are estimates and actual use may vary. Items will be purchased on an as-needed basis throughout the course of the contract. The successful bidder shall provide firm delivered pricing (inside delivery) for the period of Oct 1, 2013 through September 30, 2014. Delivery shall be made to: Police Logistics (Inside Delivery) 320 Federal Place Greensboro, NC 27401 Delivery shall be made within 30 days of order received by the vendor unless prior approval of extended delivery time is granted by the Greensboro Police Department. Vendors quoting alternates to the standard sample may be asked to provide a sample of the alternate item(s) after the bidding period closes. Failure to provide samples as requested shall result in rejection. Manufacturers may provide one set of samples for multiple vendors. Products must be of first-rate construction and workmanship. The Greensboro Police Department reserves the right to purchase alternate items outside of this contract. These purchases shall be made in accordance with City of Greensboro policies and procedures and NC State Statutes. The Greensboro Police Department and the successful vendor(s) have the right to cancel this contract in whole or in part with cause with a thirty day notice to the other party. The successful vendor shall provide the following items according to the below listed specifications.

ITEM #1

UNIFORM UTILITY BELT

The uniform utility belt shall be a high gloss black finish 4-row stitching design with an approximate 10 degree contour. The belt shall be of right-hand design (buckle from right) unless a left-hand alternate is requested by the City of Greensboro. The exterior finish shall be laminated to a 10 oz. polymer liner for durability. All stitching shall be 6-7 stitches per inch using Dacron polyester thread on a lock-stitch machine. Lining edges shall be rounded and finished black. The belt shall have 5 size adjusting holes set 1 1/8” apart. The belt shall have 2 inches added to its indicated waist size to insure proper fit. The buckle shall be of a nickel finish. The belts shall be available in true-numeric sizes. Combined or sport sizing (S, M, L, XL, etc.) shall not be considered. ITEM #2

CANINE/TACTICAL/BICYCLE UTILITY BELT

The belt for Canine Officers, SRT Officers and Bicycle officers shall be a 2” - 2 ¼” ballistic nylon outer shell utility style belt. The nylon shall be laminated to an approximate 10 oz polymer liner for strength and durability. The buckle system shall be of black polymer that is of a snap-together design and designed as grab resistant with a minimum of two fastening components. The belt shall thread through each side of the buckle, double back and attach to itself via a Velcro closure, making the belt length adjustable. Size range shall be from 28” – 60”. ITEM #3

UNIFORM TROUSER BELT

The belt shall be constructed from 1 1/2" 9 ounce full grain leather or approved laminates with a pasted back. Plain black finish. If applicable, the belts shall be drum dyed in penetrating black dye and sprayed with a black acrylic resolene spray to seal the dye and add luster to the finish. The belts shall be stitched around the full length.

The Velcro closure shall be stitched to the billet ends of the belt. The loop portion of the Velcro shall be on the edge visible from the exterior. This end shall be slightly pointed. There shall be a 1/4" hole drilled on the hook fastener end of the belt, 1" from the tip to facilitate hanging from a hook. The available size range shall be in even sizes from 24" to 60". Other sizes shall be available on a special order basis. Sizes shall be true-numeric. Sports sizing (S, M, L, etc) or combined sizing shall not be considered. All edges shall be dyed with top grade black welt dye and brushed to a smooth finish. The standard sample shall be #B125 as manufactured by Don Hume Leather. ITEM #4

COMMAND STAFF DRESS BELT

The command staff dress belt shall be a 1 ½” buckled dress belt in high gloss black. Sizing shall be available in even numbers from 24” to 60”. Sport or combined sizing shall not be considered. The belt shall be equipped with a nickel finished buckle. The buckle shall be of a “horseshoe” style, sized for the 1 ½” belt. The standard sample shall be # OYH as manufactured by Gould and Goodrich. ITEM #5

PLAINCLOTHES NYLON TROUSER BELT

The standard sample for this belt shall be # 41UB01BK as manufactured by Blackhawk. Alternates shall be of the same design and carry a lifetime warranty. ITEM #6

UNIFORM MAGAZINE POUCH

The magazine pouch shall be designed to accommodate two (2) magazines for either a Sig Sauer Model 229R or Glock Model 23 pistol. The magazines shall be carried in a thin-side-to-wearer (face out) configuration, taking less room on the duty belt than “side out” pouches. The magazine pouch shall be constructed of a molded durable high gloss black synthetic. The finish layer shall be permanently bonded to a thermo-formed copolymer core material such as Kydex.

The flap and belt loop area shall be composed of a three-layer composite of flexible polymer and lined with a material designed to protect the pouch contents. The flap shall be held closed with a snap closure, nickel finish. There shall be a tension screw assembly to allow adjustment of the firmness of draw. The belt loop, constructed as stated above, shall be of slotted design and will accommodate up to a 2 ¼” duty belt. The design shall allow either vertical or horizontal deployment. The flap area shall be stitched for durability and aesthetics. The standard sample shall be # 78-83-9 as manufactured by Safariland. ITEM #7

CANINE/TACTICAL/BICYCLE MAGAZINE POUCH

Same as Item # 6 with the following exceptions: Outer shell shall be of black hard shell laminate with dull black textured finish or ballistic nylon. Snap shall be matte black finish. The standard sample shall be #78-83-13 as manufactured by Safariland. ITEM #8

UNIFORM MACE CASE

The mace case shall be constructed of a molded durable high gloss black synthetic. The case shall be of open-top design. The belt loop shall be of mid-rise design to prevent the top and bottom of the case from digging into the side or the hip/thigh of the wearer. The belt loop shall accommodate a 2 ¼” utility belt. The overall width of the case shall not exceed 2 ¼”. All edges are to be sanded, finished and edged to a smooth finish. All edges shall be stitched at 5-7 stitches per inch using black Dacron polyester thread. The standard sample shall #37-9 as manufactured by Safariland.

ITEM #9

CANINE/TACTICAL/BICYCLE MACE CASE

Same as Item #8 with the following exceptions: Outer shell shall be of black ballistic nylon. . Snap shall be matte black finish. The standard sample shall be # OYG as manufactured by Gould and Goodrich. ITEM #10

UNIFORM HANDCUFF CASE

The case shall be of a high gloss black finish. It shall hold one (1) pair hinged handcuffs, Model #801 as manufactured by Peerless. The finish layer shall be permanently bonded to a thermo-formed co-polymer core material such as Kydex. The flap and slotted area for the belt shall be constructed of 4 – 5 oz. black leather or laminate. The belt loop shall accommodate a 2 1/4” utility belt. All edges shall be stitched at 5-7 stitches per inch using black Dacron polyester thread. The edges shall be finished with black dye and hand rubbed for a clean look. The snap shall be nickel finished. The standard sample shall be #H71CL as manufactured by Gould and Goodrich, or the 190H-9 as manufactured by Safariland. ITEM #11

CANINE/TACTICAL/BICYCLE HANDCUFF CASE

Same as Item #10 with the following exceptions: Outer shell shall be of black ballistic nylon. Snap shall be matte black finish. The standard sample shall be #X70 as manufactured by Gould and Goodrich.

ITEM #12

ADMINISTRATIVE HANDCUFF CASE

The standard sample for the administrative handcuff case shall be style # NJL as manufactured by Gould and Goodrich or the #090H-9 as manufactured by Safariland. ITEM #13

UNIFORM GLOVE CASE

The body of the case shall be constructed of a polymer laminate with a high gloss black finish. The case shall have a Velcro closure. The slotted belt loop shall accommodate a 2 1/4” utility belt. The case shall hold 2 pairs of 14 mil. surgical gloves in 2 pockets with a foldedover design. The hook portion of the Velcro closure shall be on the top flap. The standard sample shall be #H555 as manufactured by Gould and Goodrich. ITEM #14

CANINE/TACTICAL/BICYCLE GLOVE CASE

Same as Item #13 except the outer shell shall be of black ballistic nylon. The standard sample shall be #X555 as manufactured by Gould and Goodrich. ITEM #15

COLLAPSIBLE BATON CARRIER

The standard sample for the collapsible baton/Stinger flashlight carrier is the F21 (non-rotating) as manufactured by ASP. Due to training issues and uniformity, alternates to the standard sample will not be considered. ITEM #16

UNIFORM FLASHLIGHT RING

The belt loop of the flashlight ring shall be of high-gloss black finish and accommodate a 2 ¼” utility belt. The ring shall accommodate a MagCharger flashlight. The ring shall be of metal or high strength plastic construction. No combination flashlight/baton rings shall be considered.

ITEM #17

CANINE/TACTICAL/BICYCLE FLASHLIGHT RING

Same as Item #16 except the loop shall be of black ballistic nylon. ITEM #18

UNIFORM BELT KEEPERS

The belt keepers shall be of high gloss black finish and accommodate a 2 ¼” utility belt worn over top of the uniform trouser belt. The snaps shall be of nickel finish, two (2) per keeper. The keepers shall be designed and constructed so as to fit around both belts and snap without difficulty. ITEM #19

CANINE/TACTICAL/BICYCLE BELT KEEPERS

Same as Item #18 except in ballistic nylon with black snaps. ITEM #20

ALTERNATE UNIFORM HANDCUFF CASE

The alternate uniform handcuff case shall be of open design by virtue of either an open top or a strapping system with a nickel snap that secures the handcuffs. The finish shall be high-gloss black. The case shall accommodate one pair of Peerless #801 hinged handcuffs. The case shall fit on a 2 ¼” utility belt. Governing Law This Agreement is made under, and in all respects shall be interpreted, construed, and governed by and in accordance with, the laws of the State of North Carolina. Venue for any legal action resulting from this Agreement shall lie in Guilford County. Termination for Convenience The City, in its sole discretion, may terminate this Agreement in whole or in part whenever the City determines that said termination is in its best interest. Any such termination shall be effected by the delivery to the Consultant of a written notice of termination thirty (30) days before the effective date of the termination. Failure to Comply With Terms of Contract Should the Consultant fail to comply with the terms of this contract, the Consultant, upon actual or constructive notice of the default shall have thirty (30) days to remedy the

default. Should the Consultant fail to remedy the default, the contact is terminated immediately upon the expiration of the thirty (30) days.

Non-Appropriation Clause The automatic renewal clause shall not apply to this contract should the Greensboro City Council fail to appropriate funds for the additional term of the contract for the ensuing fiscal year. If this non appropriation occurs the contract shall become void. Bids will be due by September 25th, 2013 at 2:00 PM EST by the time stamp in UG12 for delivered responses or by 2:00 PM EST by the City’s server for electronic submittals on September 25th, 2013. Although the City tries to maintain continuous access to the GePS website, service may be interrupted. Therefore, suppliers are encouraged to submit bids 24 hours prior to the bid closing. An unsubmitted bid is not acceptable.
