SUMMARY OF RESOLUTION AMENDING AND RESTATING A PRIOR BOND RESOLUTION The following is a summary of an amending bond resolution, adopted by the Village Board of Trustees of the Village of Holley on Nov. 13, 2018, that amends and restates a bond resolution that was previously adopted by the Village Board of Trustees on June 13, 2017. The proceeds from the sale of the obligations authorized under the bond resolution (as amended and restated) will be used for the purpose of a water system capital improvements project. Such work to generally consist of the installation of approximately 4,450 linear feet of 8-inch water main and approximately 4,600 linear feet of 12-inch water main along various roads in the Village, along with the installation of a Supervisory Control and Data Acquisition (SCAD A) system to monitor the Village water storage tank and pumping system, as well as other improvements more fully identified in (or contemplated by) a revised map, plan and report prepared by an engineering firm, and including all preliminary work and necessary equipment, materials, and site work and all preliminary costs and costs incidental thereto and in connection with the financing thereof (collectively, the “Project”), and to increase the estimated maximum amount of the Project from $2,090,000 to $2,500,000. Such amending and restating bond resolution authorizes the issuance and sale of a serial bond or bonds and a bond anticipation note or notes in anticipation of the issuance and sale of such serial bonds, in an increased estimated maximum amount $2,500,000, such amount to be offset by any federal, state, county and/or local funds received including, but not limited to, grant funds in the approximate amount of$1,254,000 administered through the New York State Environmental Facilities Corporation. Such resolution was adopted subject to permissive referendum, and such permissive referendum period has elapsed without the filing of a petition. The estimated maximum cost and the amount of bonds authorized were increased from $2,090,000 to $2,500,000 due to construction bids coming in higher than anticipated for the project. The period of probable usefulness for such purpose is 40 years. A copy of the resolution amending and restating the prior bond resolution, as summarized herein, is available for public inspection during normal business hours at the Office of the Village Clerk, located in the Village Hall, 72 Public Square, Holley, New York.

Roberts Farm Market

Rowland H. Jacobs, 84, of Middle port, N.Y., passed away on Dec. 16, 2018 at the Niagara Hospice House. He was born Dec. 14, 1934 in Lockport to the late Norman and Alice (Kohler) Jacobs. Rowland and his late wife Audrey enjoyed spending time traveling together and spending the winters in Lakeland, Fla. for many years. He worked for Frontier Stone before working for GM. Rowland was an exempt member of the Terry’s Corners Fire Dept. since 1991 where he was also Past Chief. He was also one of the founding members of the Niagara County Fire Police. In addition to his parents, he was predeceased by his wife Audrey in 2012. Rowland is survived by his sons: James (Mary Ellen) Jacobs of

The Medina High School chorus’ Select Ensemble recently gave the local senior citizens center a treat by performing for them at their holiday luncheon. Under the direction of Jeremy Rath, the members of the A’ Capella choir continued this time honored tradition of singing selections from their annual St. Mary’s Community Christmas Concert. The program consisted of: “Caroling, Caroling,” “Bidi Bom,” “A Charlie Brown Christmas,” “White Winter Hymnal,” “Happy Xmas (War is Over),” and “Carol of the Bells.” After their performance the students sang Christmas carols with the luncheon attendees. “The audience was very impressed and enjoyed the concert very much,” says Mr. Rath. “They appreciate that this tradition could continue and are already looking forward to next year!” He says the students really enjoyed singing for the audience. “They made beautiful music together and had fun doing it. It’s always a blessing to be able to share the joyous sounds of the season!”

Best Bets for Nighttime Snacking The U.S. Department of Agriculture’s Weight Control Information Network says that a calorie is a calorie no matter when it is consumed. That means it doesn’t matter if calories are consumed in the morning, afternoon or evening. It is how many are consumed and the amount of physical activity individuals perform that will affect their weights. Conversely, the Academy of Nutrition and Dietetics says they’re not sure if a calorie is a calorie no matter when it is consumed. Their research and data from the University of Pennsylvania School of Medicine’s Center for Weight and Eating Disorders indicates that when food is consumed late at night the body is more likely to store those calories as fat and gain weight rather than burn it off as energy. But what is a person to do when hunger pangs hit at night and one fears that their rumbling stomach may interrupt their sleep? According to the nutrition and fitness experts at MyFitnessPal, tick to a snack that is between 100 and 200 calories. Choose a food that is high in protein, fiber or healthy fats. Apples and peanut butter, string cheese and fruit, or whole grain crackers and Greek yogurt can be healthy, satisfying nighttime snacks. Avoid sugary, calorie-dense foods, which may be hard to digest and can compromise sleep quality. More studies may be necessary to determine the relationship between body weight and snacking at night. In the meantime, nighttime snackers should choose healthy foods when reaching for a late night bite to eat. n

The Royalton-Hartland High School Orchestra and their director Paul Monaco recently played a very special concert at Roswell Park Comprehensive Cancer Center. The musicians not only entertain patients, staff and visitors at the hospital for community service, but to share the holiday spirit. More than half of their program was dedicated to holiday music and the students received a lot of applause for their talents. “It’s a very good feeling for me,” says Mr. Monaco. “I hope the students walked away with the same feeling. While we were there their bell rang twice, which was just amazing.” The bell rings when someone has hit a milestone in their cancer treatment. “It really made our visit all the more special,” says Mr. Monaco.

THE CHRISTMAS TREE By Douglas H. Domedion Long before the advent of Christianity, plants and trees that remained green all year had a special meaning for people in the winter. Just as people today decorate their homes during the festive season with pine, spruce, and fir trees, ancient people hung evergreen boughs over their doors and windows. In many countries it was believed that evergreens would keep away witches, ghosts, evil spirits, and illness. Germany is credited with starting The natural evergreen is still the the Christmas tradition when devout best Christmas trees! Christians brought decorated trees into their homes. Some built Christmas pyramids of wood and decorated them with evergreens and candles if wood was scarce. By the 16th century the Christmas pyramid and the paradise tree had merged, becoming the Christmas tree. The custom was widespread among the German Lutherans by the 17th century, but it was not until the following century that the Christmas tree became a deep-rooted German tradition. Introduced into England in the early19th century, the Christmas tree was popularized in the mid-19th century. Taken to North America by German settlers as early as the 17th century, Christmas trees were the height of fashion by the 19th century. Blown-glass ornaments were offered for sale in Britain and the United States as early as the 1870s. Many produced in small workshops in Germany, which also created decorations made from tinsel, cast lead, beads, pressed paper, and cotton batting. In the United States F. W. Woolworth stores were selling $25 million in ornaments annually by 1890, by which time strings of electric tree lights were also available. In the 1930s, artificial trees made of brush bristles were developed in the United States, and the 1950s and ’60s saw the mass production of aluminum and plastic trees. Artificial trees gained significant popularity, particularly in countries where fresh trees were hard to obtain. In recent years, more people have had the “real or fake” debate. A common misconception is that artificial trees are more environmentally friendly than cutting down live ones. However, artificial trees are made with non-biodegradable plastics and metals, and sometimes even contain toxins like lead. The toxins remain indefinitely once you dispose of the tree, taking up increasingly scarce landfill space. Fresh-cut Christmas trees are a renewable, recyclable and sustainable resource. Saying “no” to a live tree won’t save a tree from being cut down. Christmas trees are grown solely to become Christmas trees, and those farms help stabilize soil, protect water supplies, and provide habitat for wildlife. While growing, trees absorb carbon dioxide from the air and emit fresh oxygen, thus helping with climate change. After the holidays, natural trees can be chipped for mulch, put in brush piles to create wildlife habitat, or even used for shoreline stabilization. Real trees are recycled more than 90 percent of the time, or will eventually break down on their own. Another way to enjoy a Christmas tree is to buy a live, potted tree from a local grower, and then replant it in the spring. So natural evergreens may still be the best deal for a Christmas tree and our environment but that is a choice you have to make. 1. Heat 1 tablespoon of the olive oil in a soup pot over medium heat. Add the onion, celery and banana peppers, and cook, stirring occasionally, until the onions are translucent, 5 to 7 minutes. Add the ale and salt and pepper to taste. Reduce the heat to medium-low and continue cooking and stirring until the beer’s foam subsides and the liquid reduces by half, about 5 minutes. 2. Rinse the shrimp under cold water and pat dry with a paper towel. Toss the shrimp, chili powder and paprika together in a bowl, coating thoroughly. Heat the remaining 1 tablespoon olive oil in a cast iron skillet. Add the shrimp and cook, stirring once, until nicely seared, about 2 minutes. 3. Immediately transfer the shrimp to the soup pot, and then stir in the corn and broth. Bring the mixture to a light boil over medium-high heat and add the mashed sweet potato. Reduce the heat to low, and cook, stirring occasionally, for 20 minutes longer. 4. Divide the soup among bowls and top with the fresh dill before serving. n
