Solicitation Instructions to Vendors shall apply to this solicitation and the State of Idaho Standard Contract Terms and Conditions shall apply to any contract resulting from this solicitation. Failure by any submitting vendor to obtain a copy of such shall in no way constitute or be deemed a waiver by the State of either document, or any part of them. No liability will be assumed by the Division of Purchasing for a submitting vendor's failure to consider the State of Idaho Standard Contract Terms and Conditions in its response to the solicitation. 3:
Shipping: Prices must be stated as FOB-Destination, unless otherwise indicated in the solicitation.

Brand Name: The brand name used in this solicitation is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of items that will be satisfactory. Bids offering "EQUAL" materials will be considered for award if such products are clearly identified in the bid and are determined by the State to meet the minimum salient characteristics stated in this solicitation. Bidders offering an "equal" are required as a part of their bid to furnish all descriptive material necessary for determining that the materials offered meet the requirements of this bid. Complete specifications and descriptive literature for the items bid will be required of the bidder and must be submitted with the bid. Failure to comply will render the bid non-responsive.

Line items must be bid as specified, including container size, packaging, quantity, and unit noted in the bid schedule. Any line item deviating from the specification will not be considered for purchase!

Quantities given are estimated for bidding purposes only. Actual quantities ordered may vary. The State does not guarantee and shall not be held liable for the estimated quantities in the solicitation.

SAMPLES: Samples or demonstrators, when requested or required by the specifications, must be furnished free of expense to the State. Each sample shall be clearly labeled with the submitting vendors name and item number from the solicitation. Samples not destroyed during reasonable examination will be returned at the submitting vendors expense, if requested at the time the sample is furnished. All demonstrators will be returned after reasonable examination.

Award will be based on extended unit prices bid, and may awarded by line item, groups of line items or total of line items, whichever is determined to be in the best interest of the State.

Administrative Fee: This Solicitation will result in a Purchase Order (PO) or Contract Purchase Order (CPO). All Purchase Orders (PO) and Contract Purchase Orders (CPO) with an initial value of $50,000 or more, issued through the Idaho eProcurement System (IPRO), shall be subject to an Administrative Fee of 1.25% of the value of the contract document (which the vendor will be responsible for collecting and remitting), capped at $100,000 for the life of the contract. The Administrative Fee will apply regardless of contractor's mode of response submission to the solicitation (i.e. manual or electronic). Subsequent renewals, amendments or change orders to the initial PO or CPO, which result in an increased contract value, shall constitute an incremental or additional award and be subject to an additional administrative fee in the form of a Flat Fee, as detailed in the State's Standard Contract Terms and Conditions. A contractor's failure to consider the Administrative Fee when preparing its solicitation response shall not constitute or be deemed a waiver by the State of any Administrative Fees owed by contractor as a result of a PO or CPO Award issued through IPRO.

Description: Consoles, Police Vehicle, to fit 2014 Dodge Charger Police Pursuit Sedan Contoured or flat-top console with adequate mounting length, width, depth, and interior volume and supplied faceplates for the following equipment: Whelen TADCTL1 Controller, or similar traffic advisor controller Harris radio remote controller, CH721 Panasonic Arbitrator AG-CPD20 Digital Recorder (8" mounting depth required) Federal Signal SS2000 siren amp (mounted in console interior, does not require faceplate but must must be considered ) 2 inch blank plate for upfitter to install switches Additional blank faceplates to fill remaining opening Cupholders Armrest Laptop mounting for Havis DS-PAN-112-2-P docking station and Toughbook CF312. Laptop mount may attach to the top or side of the console; may not use seat bolt and post mounting, or in any way conflict with use of passenger seat by a rider. Laptop mount shall incorporate a swing arm or other mechanism that allows movement of the computer from a point near the driver when the computer is in use, and away from the driver to a stowed position when the computer is not in use. Mount swing arms shall have detents or other locking mechanisms that secure the computer in the selected position relative to the driver. Mount shall incorporate a tilt swivel device that allows the vertical angle of the computer to be adjusted. Console shall mount rigidly to floor, allowing virtually no movement of console in use, even with computer mounted at the end of a swing arm. Acceptable models/configuration is Havis-Shield C-VS-2400-CHGR-2 (or 2014 equivalent), C-HDM-204, C-HDM-305, C-HDM-402, C-CUP2-I, C-ARM-102, C-AP-0325, or equivalent. If quoting different manufacturer or model than listed, include detailed product documentation with quote for comparison. Vendor may be required to provide a sample of complete product quoted if different from specific products listed. Console price to include: console, faceplates, floor mounts, laptop mounts, all necessary mounting hardware, and shipping FOB destination to Meridian, Idaho. Laptop and laptop docking station are not included in this solicitation.
