Piedmont Pets March 8, 2018 By Paulette Dean The law in Virginia is very specific about what someone must do when they find a stray animal. 3.2-6551 requires that anyone who finds a companion animal and confines it to keep it safe must, within 48 hours, notify the public shelter in the locality where the animal was found. The person who has found the animal must also provide the same adequate care that is required by owners. We realize that it would be so tempting to keep a stray animal as your own, especially if the dog or cat is in good condition and is very cute. However, owners must be given the opportunity to find their lost pet. The finder is also not permitted to just give the animal to someone else. Both the keeping and the giving away of a stray animal could be considered theft, and dog theft is a felony in Virginia. If you find a lost animal, the best thing to do is to take it to the local public shelter. That is where most owners searching for a lost pet would go to check for the beloved companion. The shelter will keep the animal the required stray time. During that stray period, the finder could still post pictures on social media to help spread the word that the animal has been found and is safely in the shelter. After the stray time is fulfilled, the animal becomes the property of the shelter and can be adopted. That way, even if an owner comes forward later, the adoption is still valid.

In 2017, 110 public shelters in Virginia received 139,429 animals. Of those, 24,230 were returned to the owners. Fifty private shelters during that same time received 47,544 animals and returned 584 to the owners. There were 231 home-based rescue groups who filed a report; they received 45,753 animals and only returned 134 to the owners. If anyone finds a lost pet, the best thing to do is to take the animal to the public shelter. The animal can receive the needed help; if the owner has been abusive, the public shelter staff can also take care of that issue legally. If an owner does not come forward, a legal adoption can take place.

The changes are effective immediately. With the changes, which on Monday received the support of the Danville Utility Commission, customers no longer will be required to have a zero balance before they can enroll. In addition, customers will be allowed to enroll even if they do not have a good payment record for their most recent six-month payment history. “Customers in our service area opened their bills this winter and were shocked at just how much they owed,” City Manager Ken Larking said Tuesday. “The reactions were understandable. No one wants to see his or her utility bill increase. We want our customers to be aware that we offer an option with our equal payment plan, and the policy changes in place now will make that option available to more customers.” The equal payment plan is a pre-authorized payment plan that makes it easier to budget household utility expenses. The plan allows customers to pay equal monthly amounts and avoid seasonal spikes such as the one they have experienced this winter when prolonged and severe cold in December and January led to sharply higher energy consumption for heating. “With this plan, there is no more bill shock,” Larking said. “You avoid any seasonal spike in your bill, keeping your budget intact and your mind at ease.” The monthly payment is determined by averaging a customer’s most recent 12-month bill history, including previous balance and applicable utility taxes. After the first year with the equal pay plan, the monthly amount will be re-calculated based on the customer’s most recent 12-month usage history. Utilities Director Jason Grey said customers who use the equal payment plan continue to receive a monthly statement showing actual energy usage and charges, but pay only the fixed equal pay amount as shown on the statement. In addition to the equal payment plan, Danville Utilities offers HomeSave, a rebate program that offers cash rebates to customers who purchase qualifying new energy efficient upgrades for their home. After the purchase, customers can obtain the rebate by filling out the HomeSave application, then sending the application – along with required proof of purchase documentation – to Danville Utilities by mail, fax or email. A check will be mailed upon approval.

She is a junior at Booker T. Washington SCORE Center in Reidsville, NC, and plans to attend Danville Community College and Winston Salem State University. Gore will major in computer programming. First runner up was Gretna High School sophomore Jocelyn Lipford. She is the daughter of Sophia Lipford and Jamara Lipford. After high school, Lipford plans to further her education by majoring in psychology at the University of Florida or the University of Georgia. Second runner up was Cue’Bion Jones, daughter of Monica Ballou and Gary Jones. She was also named Miss Fundraiser. Jones is a recent graduate of Langston Focus School and currently attends Danville Community College. Cue’Bion plans a career as a lawyer. Other awards were given to: • Trinity Green, daughter of Royce Green and a junior at Galileo High School. was named Miss Congeniality and Miss Above and Beyond. She plans to attend the University of Central Florida with the ultimate goal of becoming a pediatrician. • JaMiya Guy, daughter of Angela Guy and a freshman at Chatham High School, was named Miss Creativity. After high school, Guy plans to attend Emory University with a goal of becoming a pediatrician.
On Sunday, March 4, Covenant Reformed Baptist Church celebrated 10 years of existence. The Danville area's only "Reformed" church was founded on the first Sunday in March 2008 to be committed to the principles of the Protestant Reformation (which just celebrated its 500 anniversary last October 31), inter-racial and evangelistically active. The pastor, John B. Carpenter, Ph.D., marked the occasion by recalling how Covenant renovated the Providence gym, just 3.5 miles south of Danville, for use in its ministries. In the poem, "Jabberwocky," it was customary for creatures throughout the kingdom to gather annually to present a gala pageant. First held in 1925 in Boston, the Jabberwock is a cultural and fundraising activity for local scholarships and other public service programs of Delta Sigma Theta Sorority, Inc.

Ingredients (Serves:6) 4-5 boneless chicken breasts ( approx 1.25-2 lbs) 1 lb gold Yukon potatoes, cut into pieces 1-10 oz can of cream of chicken soup 1/3 cup chicken broth 1 cup shredded cheddar cheese 1 TBSP Worcestershire sauce 1 cup raw baby carrots salt/pepper, to taste preference
Instructions Place potatoes in bottom of crock pot. Sprinkle with salt and pepper, to your taste preference. Place chicken and carrots on top of potatoes. In a small bowl, whisk together soup and chicken broth until smooth. Cover and cook on low for 5-6 hours. Remove chicken, potatoes and carrots with a slotted spoon (leaving liquid in pot) and place in a serving dish. Turn crock pot on high and stir in cheddar cheese and Worcestershire sauce. Cook until cheese is completely melted and mixture is smooth ( about 10-15 minutes) Spoon cheese sauce over chicken and potatoes before serving.
