HILLSBOROUGH COMMUNITY COLLEGE IS ACCEPTING PROPOSALS FOR THE FOLLOWING: RFP # 2661-14 Online Student Orientation Portal Hillsborough Community College (“the College” or “HCC”) is seeking proposals from qualified firms to provide a portal for online orientation to new HCC students. All sealed proposals must be delivered to the College’s Purchasing Department, Dr. Gwendolyn W. Stephenson District Administration Center, 39 Columbia Drive, 6th Floor, Room 617, Tampa (Davis Island), Florida 336063584, or mailed to the Purchasing Department, P.O. Box 31127, Tampa, Florida 33631-3127, to be received before 2:00 p.m. EST on March 19, 2014 at which time all sealed proposals will be publicly opened and read. Proposals may not be faxed. When hand-delivering proposals, Offerors will need to allow sufficient time to locate available parking and report to the Dr. Gwendolyn W. Stephenson District Administration Center Security & Reception Desk located on the First Floor. All external visitors are required to check-in, present a photo ID, sign the visitor log, and wear a “VISITOR” badge during their stay in the building. Sealed proposals must be clearly identified on the outside of the envelope as: REQUEST FOR PROPOSAL # 2661-14 Online Student Orientation Portal Potential Offerors must register in VendorLink, the College’s web-based bid management system, in order to download and view documentation related to this RFP. To register, please go to: www.hccfl.edu/purchasing and click on “Vendor Registration.” Addenda, questions and answers, and any other supplemental information regarding this RFP, if any are issued, will also be posted in VendorLink throughout the solicitation process. Please review the information posted in VendorLink prior to submitting questions concerning this RFP via email at [email protected]. Upon award, the successful Offeror(s) will be required to complete the full registration process and upload all required documentation under Agency File Requests in VendorLink prior to issuance of a purchase order and payment. DUPLICATE COPIES OF PROPOSAL It is requested that one (1) UNBOUND Original (marked “ORIGINAL”) and five (5) soft cover copy of the entire Proposal Response Form and required items be submitted according to the Scope of Work and Evaluation Criteria of this RFP. It is also requested that an electronic copy of the proposal’s entire contents be submitted on a CD or USB flash drive. ORAL PRESENTATIONS/INTERVIEWS/BEST AND FINAL OFFERS/ NEGOTIATIONS The College reserves the right to short-list firms for additional oral presentations/interviews, request revised proposals, best and final offers, and/or enter negotiations at any time with any and all Proposers after receipt of proposals. PROPOSER COSTS HCC is not liable for any costs bidders incur prior to the execution of a contract. All costs incurred as a result of this RFP, including travel and personnel costs, are the sole responsibility of the Offeror. OBLIGATIONS OF THE PARTIES This RFP does not obligate HCC or the successful Offeror until an agreement is signed and approved by both parties. HCC shall not be responsible for work done, even in good faith, prior to the final approval of the proposed agreement. ALL RIGHTS RESERVED HCC reserves the right to use any of the ideas presented in any response to this RFP. Selection or rejection of the proposal(s) does not affect that right.

II.

OVERVIEW Hillsborough Community College (“the College” or “HCC”) is seeking proposals from qualified firms to provide online orientation to new HCC students. Hillsborough Community College, a political subdivision of the State of Florida, is a comprehensive public institution of higher education that has provided a high-quality, contemporary education to a large and diverse community since 1968. The College is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award associate degrees, diplomas, and certificates. Now embarking on its 46th year, HCC is serving more than 46,000 students and ranks sixth in size in terms of full-time equivalent enrollment (FTE) among Florida’s twenty-eight (28) State Colleges/community colleges. The College has five (5) primary campuses located in Tampa, Brandon, Plant City, Ruskin, and Ybor City; one (1) learning center, HCC’s Education Center at MacDill Air Force Base, which serves both military and civilians; a district office building and corporate training center on Davis Island which houses the central administration office and centers for continuing education; a workforce center; and two (2) environmental centers located in English Creek and Cockroach Bay.

III.

SCOPE OF WORK The successful Offeror will develop an online orientation portal(s) for HCC student orientation. The College envisions the portal(s) will include a variety of functions and features including, but not limited to videos, student tracking database, reporting, surveys, online tests, etc. The College is seeking a state-of-the-art portal with multiple features and functions.

IV.

EVALUATION CRITERIA It is the College’s intent to award a contract(s) to the best overall Proposer(s) as determined solely by the College. Proposals should specifically address each of the prequalification and evaluation criteria outlined below relative to the desired results described in the Scope of Work of this RFP, and in any addenda issued. It is appropriate to emphasize that the lowest priced proposal may not be the best overall proposal. The College reserves the right to eliminate any proposal based on receipt of a less than satisfactory score for any one (1) of the evaluation criteria for this RFP. For example, if a firm scores below a “satisfactory” on the criterion, “Experience,” the proposal may be eliminated and the remaining categories will not be scored. Any such eliminated proposals shall be evaluated as “non-responsive” for failure to obtain a satisfactory score for a particular criterion.

The College reserves the right to consider all relevant and reasonable criteria, which may or may not be expressed in this RFP, in selecting the successful Vendor. The College reserves the right to modify the Scope of Work and/or Evaluation Criteria and ask for additional information as needed during Phases One and Two. The committee reserves the right to evaluate and score the criteria in any order it determines, not necessarily in the order listed below. In analyzing the proposals, the College will consider (along with all other relevant and reasonable criteria) the following criteria: Phase One – Due Wednesday, March 19, 2014 before 2:00 p.m. EST A. Price (45%) 1. Outline all costs associated with the services requested in the Scope of Work B. Experience (20%) 1. Firm’s experience in delivering similar services C. Ability to accomplish RFP requirements (35%) 1. Work samples – Please provide links for five (5) online student orientation portals which illustrate the features and functions described herein that your firm has designed, developed, and implemented. 2. Your initial concepts for the work as described in the Scope of Work including available features and functions of the system.

Phase Two – For Short-Listed Firms Only A. Plan for accomplishing RFP requirements 1. Ability to provide adequate size of professional staff, their availability 2. Project timelines for logo and tagline, advertising campaign 3. Creative process 4. Your detailed concepts for the work as described in the Scope of Work B. References 1. Provide references for the five (5) past projects listed under Experience from Phase One C. Any other items that may be requested D. Additional Items 1. MUST have the appropriate level of insurance coverage outlined in Exhibit B. The College shall be included as a named co-insured on this policy. (Submit sample ACORD form with your proposal). 2. MUST have neither pending litigation nor judgments which the College finds unacceptable. Provide a statement or a brief explanation of pending litigation or judgments to this effect.
