This legislation requires that an abortionist have admitting privileges at a hospital within 30 miles of the abortion clinic. Wisconsin Right to Life strongly supported SB 206. SB 206 was passed in both houses of the state legislature and was signed into law by Governor Scott Walker on July 5, 2013. It is now known as 2013 Act 37.

Vote #1 – June 10, 2013: Vote in the Senate Committee on Health and Human Services on passage of SB 206. The Committee voted to recommend passage as amended of SB 206 on a vote of 3-2. Wisconsin Right to Life position prevailed. Vote #2 – June 11, 2013: Vote in the State Senate on whether to table Senate Amendment 2 to SB 206. The amendment would have removed all portions of the admitting privileges legislation. Senate voted to table the amendment on a vote of 17-15. Wisconsin Right to Life position prevailed. Vote #3 – June 11, 2013: Vote in the State Senate on whether to table Senate Amendment 3 to SB 206. The amendment would allow for a woman to refuse an ultrasound. In the bill, a woman is not required to view what is on the ultrasound, but is required to have one with exceptions. Senate voted to table the amendment on a vote of 17-15. Wisconsin Right to Life position prevailed. Vote #4 – June 11, 2013: Vote in the State Senate on whether to table Senate Amendment 4 to SB 206. The amendment would require a facility who performs ultrasounds at no cost to have a physician available to read the ultrasound results before the requirements are fulfilled. At some of the locations where no cost ultrasounds are provided, there might not be a physician onsite to read results. Senate voted to table the amendment on a vote of 17-15. Wisconsin Right to Life position prevailed. Vote #5 – June 11, 2013: Vote in the State Senate on whether to table Senate Amendment 9 to SB 206. The amendment would allow for taping of person performing ultrasound. It also would create a way for a woman who is seeking abortion to bring damages on a doctor who exerts undue pressure on her to view screen during ultrasound. This language is meant to scare doctors from sharing information with a woman because they might face a lawsuit. Senate voted to table the amendment on a vote of 17 -15. Wisconsin Right to Life position prevailed. Vote #6 – June 11, 2013: Vote in the State Senate on whether to table Senate Amendment 10 to SB 206. The amendment would remove the ability for the father or grandparent of the unborn child to seek damages. Senate voted to table the amendment on a vote of 17-15. Health Care Conscience Act (AB 216) Legislation to prohibit the use of public funds to pay for abortion coverage for public employees and exempting certain religious organizations, religious employers and religious institutions of higher learning from the current state mandate to provide insurance coverage for abortion-inducing drugs. Wisconsin Right to Life strongly supported AB 216. The State Assembly passed AB 216 on June 13, 2013. The State Senate Committee on Health and Human Services approved AB 216 on November 7, 2013. The State Senate did not schedule AB 216 for a vote in the full State Senate. Vote #8 – November 7, 2013: Vote in the Senate Committee on Health and Human Services on passage of AB 216. The Committee voted to recommend passage on a vote of 3-2. Wisconsin Right to Life position prevailed. Prenatal Nondiscrimination Act (AB 217) Legislation to prohibit an abortion to be performed with knowledge that the pregnant woman is seeking the abortion on account of the sex of the unborn child. Sex-selection abortion is used to prevent the birth of a child solely based on the gender of the unborn child. The victims of these abortions are overwhelmingly female who face the ultimate form of discrimination. Wisconsin Right to Life strongly supported AB 217. The State Assembly passed AB 217 on June 13, 2013. The State Senate Committee on Health and Human Services approved AB 217 on November 7, 2013. The State Senate did not schedule AB 217 for a vote in the full State Senate. Vote #9 – November 7, 2013: Vote in the Senate Committee on Health and Human Services on passage of AB 217. Choose Life License Plates (AB 206) Legislation for creating special registration plates with the words “Choose Life” and establishing an authorized special group, Choose Life Wisconsin, to have the proceeds of the sale of plates be used for specific purposes. Wisconsin Right to Life supported AB 206. The State Assembly passed AB 206 on November 14, 2013. The State Senate Committee on Transportation, Public Safety, and Veterans and Military Affairs approved AB 206 on March 7, 2014. The State Senate did not schedule AB 206 for a vote in the full State Senate. Vote #10 – June 13, 2013: Vote in the State Assembly on whether to table Substitute Amendment 1 to AB 217. The substitute amendment would remove all civil penalties for knowingly performing a sex-selective abortion and abilities for the mother, father, or grandparent of the unborn child from seeking civil actions against the person who performed the abortion. The Assembly voted to table the amendment on a vote of 58-39. Wisconsin Right to Life position prevailed. Vote #11 – June 13, 2013: Vote in the State Assembly on whether to table Amendment 2 to AB 217. The amendment would not allow the woman who had the sex-selective abortion to be able to consent for her medical records to be viewed.
