1.

NOTICE FOR BIDS: Sealed bids will be received for the purchase of Internet Version of NWEA’s Computerized Measures of Academic Progress and NWEA Instructional Resources – Class Breakdown Reports by Goal and RIT or approved alternate of equal of better quality/functionality.

2.

OBLIGATIONS OF BIDDER TO EXAMINE INSTRUCTIONS AND SPECIFICATIONS: Before submitting a bid, each bidder is required to examine all bidding requirements and specifications. Submission of a bid shall be proof that such examinations have been made and that bidder has conducted his or her own investigation and has become thoroughly familiar with all requirements.

3.

INTERPRETATIONS: Interpretations, clarifications, modifications and supplemental instructions in the form of written addenda will be provided to all bidders on record in the District office. District 196 will not be responsible for, nor honor any claims resulting from, or alleged to be the result of misunderstanding by the bidder.

4.

INQUIRIES REGARDING BID: All inquiries, concerning the bid, shall be directed to Michelle DeMers, Assessment Coordinator - Independent School District 196, (651) 423-7856. It is the bidder’s responsibility to bring all discrepancies, ambiguities, omissions or matters in need of clarification to the attention of Michelle DeMers.

5.

SPECIFICATIONS: The product must be served based, must have a minimum of 500 items in the item bank for each academic subject and be an assessment which is aligned to each student’s level of ability. Bid forms are attached.

6.

DELIVERY: All product must be delivered to the Assessment Center, via the internet, within 30 days after award of bid.

7.

PREPARATION OF BID: Submit bids to District 196 in accordance with the following requirements: a. Bidder must bid all quantities per item:  Internet Version of NWEA’s Computerized Measures of Academic Progress or approved alternate of equal for 11,555 students and Instructional Resource-Classroom Breakdown Reports by Goal and RIT for 11,872 students. b. Bid responses must be submitted on the prescribed form, which is in compliance with the specifications, with full name and address of bidder. c. Bid form must be completely filled in with ink or typewriter, without interlineation, alteration or erasure. d. Bid must be signed in longhand and executed by a principal duly authorized to enter into an agreement.

9.

RECEIVING AND OPENING BIDS: a. Bid must be submitted in a sealed envelope. “BID FOR COMPUTERIZED MEASURES of ACADEMIC PROGRESS ” must be noted on the face thereof. Faxed bids will not be accepted. b. Bids will be received as stated in the Call for Bids and will be opened immediately after the bid closing hour of 10:00 a.m. on Friday, July 18, 2014. c. Submit bids to Independent School District 196, District Office, Attention: Finance DeptChar Wemple, 3445 Diamond Path, Rosemount, Minnesota 55068-4199 on or before the time and date specified. Bids received after this time will not be opened or considered.

10. BID AWARD: Bids will be tabulated and then awarded at a regular board of education meeting. The bid will be awarded based upon, but not necessarily limited to, the factors of: a) price; b) the ability of the supplies to fulfill delivery in a timely manner as determined by ISD 196. 11. WITHDRAWAL OF BIDS: A bidder may withdraw his or her bid at any time prior to the date set for receiving bids, or authorized postponement thereof. Thereafter, bids may be withdrawn only after thirty (30) days have elapsed after bid date, provided District 196 has not acted thereon. Bids may be withdrawn only by written request. 12. QUALIFICATION OF BIDDERS: District 196 may make such investigations as deemed necessary to determine the ability and responsibility of the bidder and bidder shall furnish to District 196 all such information and data for this purpose, as the District may request. District 196 reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the District that such bidder is properly qualified to perform under the terms of the specifications. The competence and responsibility of the bidder will be considered in making an award. 13. DISTRICT RIGHTS: District 196 reserves the right to: 1) delete from or add to quantities listed, 2) award in whole or part, 3) reject all bids and 4) waive minor irregularities or discrepancies as defined by the district in the bidding procedure.

CONTRACT LENGTH The contract period will begin on the date of award and expire on June 30, 2015. District 196 reserves the right to renew the contract for three (3) additional years (12 month increments) at the same terms and conditions upon mutual agreement of the contracting parties. Payment Terms Contract pricing to reain firm for the full contract period. Any pricing changes must be presented to District 196 Assessment Coordinator for consideration 60 days prior to contract renewal.
